บทคัดย่อภาษาไทย

                 การวิจัยครั้งนี้มีวัตถุประสงค์ คือ  1) เพื่อศึกษาความคิดเห็นของประชาชนที่มีต่อการ เสริมสร้างความเข้มแข็งของชุมชนตามนโยบายการป้องกันยาเสพติดตามหลักฆราวาสธรรมในตําบลสวน แตง อําเภอเมืองสุพรรณบุรี จังหวัดสุพรรณบุรี  2) เพื่อเปรียบเทียบการเสริมสร้างความเข้มแข็งของ ชุมชนตามนโยบายการป้องกันยาเสพติดตามหลักฆราวาสธรรมในตําบลสวนแตง อําเภอเมืองสุพรรณบุรี จังหวัดสุพรรณบุรี โดยจําแนกตามปัจจัยส่วนบุคคล  3) เพื่อศึกษาปัญหาอุปสรรค และข้อเสนอแนะ เกี่ยวกับการเสริมสร้างความเข้มแข็งของชุมชนตามนโยบายการป้องกันยาเสพติดตามหลักฆราวาสธรรม ในตําบลสวนแตง อําเภอเมืองสุพรรณบุรี จังหวัดสุพรรณบุรี การวิจัยครั้งนี้เป็นการวิจัยแบบผสานวิธี (Mixed Method Research) ซึ่งใช้ระเบียบวิธีวิจัยเชิงปริมาณ (Quantitative Research) ผสมกับการ วิจัยเชิงคุณภาพ (Qualitative Research) กลุ่มตัวอย่างที่ใช้ในการวิจัย คือ ประชาชนในตําบลสวนแตง อําเภอเมืองสุพรรณบุรี จังหวัดสุพรรณบุรี จํานวน 375 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็น แบบสอบถามและแบบสัมภาษณ์ สถิติที่ใช้วิเคราะห์ข้อมูล ค่าความถี่ (Frequencies) ค่าร้อยละ (percentage) ค่าเฉลี่ย (mean) และส่วนเบี่ยงเบนมาตรฐาน (Standard deviation) และทดสอบ สมมติฐาน โดยการทดสอบค่าที (t-test) และค่าเอฟ (F-test) โดยวิธีการการวิเคราะห์ความแปรปรวน ทางเดียว (One Way Analysis of Variance) เปรียบเทียบความแตกต่างของค่าเฉลี่ยเป็นรายคู่โดยวิธี ผลต่างนัยสําคัญน้อยที่สุด (Least Significant Different : LSD.) วิเคราะห์ข้อมูลการสัมภาษณ์เชิงลึก (In - Depth Interview) โดยใช้เทคนิคการวิเคราะห์เนื้อหา

                  ผลการวิจัย พบว่า

                  1) ประชาชนมีความคิดเห็นต่อการเสริมสร้างความเข้มแข็งของชุมชนตามนโยบายการ ป้องกันยาเสพติดตามหลักฆราวาสธรรมในตําบลสวนแตง อําเภอเมืองสุพรรณบุรี จังหวัดสุพรรณบุรี โดยรวมทุกด้านอยู่ในระดับมาก มีค่าเฉลี่ยเท่ากับ (X̅ = 4.34) เมื่อจําแนกเป็นรายด้าน พบว่า ประชาชนมีความคิดเห็นอยู่ในระดับเห็นด้วยมากทุกด้าน มีค่าเฉลี่ยจากมากไปหาน้อยตามลําดับ คือ ด้านสัจจะ (X̅ = 4.40) ด้านทมะ (X̅ = 4.34) ด้านจาคะ ( X̅ = 4.33) ด้านขันติ ( X̅= 4.30)

                  2) เปรียบเทียบความคิดเห็นของประชาชนต่อการเสริมสร้างความเข้มแข็งของชุมชน ตามนโยบายการป้องกันยาเสพติดตามหลักฆราวาสธรรมในตําบลสวนแตง อําเภอเมืองสุพรรณบุรี จังหวัดสุพรรณบุรี โดยจําแนกตามปัจจัยส่วนบุคคล ได้แก่ เพศ อายุ ระดับการศึกษา อาชีพ และรายได้ พบว่า ประชาชนที่มี เพศ ระดับการศึกษา อาชีพ และรายได้ ต่างกันมีความคิดเห็นต่อการ เสริมสร้างความเข้มแข็งของชุมชนตามนโยบายการป้องกันยาเสพติดตามหลักฆราวาสธรรมในตําบล สวนแตง อําเภอเมืองสุพรรณบุรี จังหวัดสุพรรณบุรี โดยรวมแตกต่างกัน อย่างมีนัยสําคัญทางสถิติที่ ระดับ 0.01 ส่วนประชาชนที่มี อายุ ต่างกันมีความคิดเห็นต่อการเสริมสร้างความเข้มแข็งของชุมชน ตามนโยบายการป้องกันยาเสพติดตามหลักฆราวาสธรรมในตําบลสวนแตง อําเภอเมืองสุพรรณบุรี จังหวัดสุพรรณบุรี โดยรวมแตกต่างกัน อย่างมีนัยสําคัญทางสถิติที่ระดับ 0.05

                  3) ปัญหาอุปสรรค และข้อเสนอแนะเกี่ยวกับการเสริมสร้างความเข้มแข็งของชุมชน ตามนโยบายการป้องกันยาเสพติดตามหลักฆราวาสธรรมในตําบลสวนแตง อําเภอเมืองสุพรรณบุรี จังหวัดสุพรรณบุรี พบว่า (1) ด้านสัจจะ คือ ประชาชนไม่ใส่ใจกับปัญหายาเสพติดในชุมชนไม่ให้ความ ร่วมมือในการวางแผนเพื่อการป้องกันยาเสพติดที่จะเข้ามาในชุมชน ดังนั้น ควรเริ่มจากการทําให้คน ในชุมชนมีความปรองดองกันก่อน แล้วให้ผู้นําชุมชนจัดประชุมวางแผนป้องกันยาเสพติดในชุมชน และติดตามประเมินผลการดําเนินการ (2) ด้านทมะ คือ เยาวชนในชุมชนมีความอยากรู้อยากเห็น โดนท้าทาย และต้องการการยอมรับจากกลุ่มเพื่อนเมื่อถูกชักชวนให้ลองเสพสิ่งเสพติดจึงไม่ปฏิเสธ ดังนั้น ชาวบ้านในชุมชนจะต้องร่วมกันปลูกฝังเยาวชนในชุมชนให้รับรู้ถึงโทษของยาเสพติด สร้าง จิตสํานึกร่วมกันของคนในชุมชนให้มีความตั้งใจจริงที่จะปฏิบัติตามนโยบายการป้องกันยาเสพติดอย่าง จริงจัง (3) ด้านขันติ คือ เด็กและเยาวชนในชุมชนเป็นวัยที่ถูกชักจูงได้ง่ายเพราะไม่ค่อยมีความอดทน ต่อสิ่งที่เข้ามายั่วยุ บ้างก็มีปัญหาทาง ครอบครัวจึงหันมาใช้ยาเสพติดเป็นทางออก ดังนั้น ควรจัด กิจกรรมนันทนาการต่างๆ ในชุมชนเพื่อให้ชาวบ้านในชุมชนและคนในครอบครัวได้ใช้เวลาว่างร่วมกัน อย่างมีประโยชน์ เพื่อสร้างภูมิคุ้มกันเยาวชนในชุมชนให้ห่างจากสิ่งเสพติด (4) ด้านจาคะ คือ ชาวบ้านส่วนใหญ่ไม่มีความรู้เกี่ยวกับนโยบายการป้องกันยาเสพติด เนื่องจากผู้นําชุมชนไม่เข้าไปดูแล ตรวจสอบ และขาดการเผยแพร่ข้อมูลข่าวสารเกี่ยวกับโทษที่เกิดจากยาเสพติดในชุมชน ดังนั้น ผู้ที่มีหน้าที่ควรเข้าไปให้ความรู้เกี่ยวกับโทษของยาเสพติดประเภทต่างๆ เพื่อให้คนในชุมชนรู้เท่าทันยาเสพติด และควรจัดกิจกรรมวันต่อต้านยาเสพติดของชุมชนขึ้น เช่น การเดินขบวนเพื่อต่อต้านยาเสพติดให้ ชาวบ้านและเยาวชนได้รับรู้เกี่ยวกับปัญหายาเสพติด เป็นต้น

                  ทั้งนี้ แนวทางการเสริมสร้างความเข้มแข็งของชุมชนตามนโยบายการป้องกันยาเสพ ติดตามหลักฆราวาสธรรมในตําบลสวนแตง อําเภอเมืองสุพรรณบุรี จังหวัดสุพรรณบุรี สามารถสรุปได้ ดังนี้ การเสริมสร้างความเข้มแข็งของชุมชนต้องเริ่มจากการสร้างภูมิคุ้มกันในระดับครอบครัว และสร้าง ความเข้มแข็งให้กับชุมชนโดยการร่วมมือร่วมใจกันสร้างแบบแผนและวางแนวทางร่วมกันเพื่อป้องกัน ไม่ให้ยาเสพติดเข้ามาสู่ชุมชน โดยหน่วยงานที่เกี่ยวข้องควรร่วมกับชุมชนจัดกิจกรรมนันทนาการขึ้นใน ชุมชนเพื่อให้เด็กและเยาวชนสามารถใช้เวลาว่างให้เกิดประโยชน์ และจัดอบรมให้ชาวบ้านในชุมชนรู้จัก หลักธรรมทางพระพุทธศาสนา คือ หลักฆารวาสธรรม ได้แก่ มีความซื่อสัตย์ต่อกันซื่อตรงต่อกัน การ รู้จักข่มจิตของตน มีความอดทน และความเสียสละให้กับชุมชน เพื่อป้องกันเด็ก เยาวชน และชาวบ้าน เข้าไปยุ่งเกี่ยวกับสิ่งเสพติดให้โทษตามนโยบายการป้องกันยาเสพติด

บทคัดย่อภาษาอังกฤษ

                 The objectives of this research were : 1) to study the opinions of The Strengthening of Community-Based Drug Prevention Policy in accordance with Gharavasadhamma in Suantaeng Sub-District, Mueang Suphanburi Districts, Suphanburi Province, 2) to study the comparison of The Strengthening of Community-Based Drug Prevention Policy in accordance with Gharavasadhamma in Suantaeng Sub-District, Mueang Suphanburi Districts, Suphanburi Province, 3) to study the problems, obstacles and suggestions about The Strengthening of Community-Based Drug Prevention Policy in accordance with Gharavasadhamma in Suantaeng Sub-District, Mueang Suphanburi Districts, Suphanburi Province. It was the mixed research method between the quantitative and qualitative research. The sampling group was 375 people in Suantaeng sub-district, Muang district, Suphanburi province. The statistics were used for the data analysis through frequency, percentage, mean, standard deviation (S.D), T-test, F-test, One-way Analysis of Variance and Least Significant Difference : LSD. and the data analysis from in-depth interview by using the content analysis technique.

                  The findings of the research as follows :

                  1. The people had the opinions to The Strengthening of Community-Based Drug Prevention Policy in accordance with Gharavasadhamma in Suantaeng Sub-District, Mueang Suphanburi Districts, Suphanburi Province. It was a good level for overall with an average as (X̅ = 4.34). When considered in each side found that the people had the opinions as Truth and Honesty (X̅ = 4.40), Taming and Training oneself (X̅ = 4.34), Tolerance or Forbearance (X̅ = 4.33), Liberation or Generosity ( X̅ = 4.30).

                  2. The findings of opinions comparison of the people to The Strengthening of Community-Based Drug Prevention Policy in accordance with Gharavasadhamma in Suantaeng Sub-District, Mueang Suphanburi Districts, Suphanburi Province, classified by personal data such as sex, age, level of education, career and income, and found that the people who had the differences of sex, level of education, career and income, had the opinions to The Strengthening of Community-Based Drug Prevention Policy in accordance with Gharavasadhamma in Suantaeng Sub-District, Mueang Suphanburi Districts, Suphanburi Province in overall differently with significance of statistics at 0.01. But the people who had the difference of age, had the opinions to The Strengthening of Community-Based Drug Prevention Policy in accordance with Gharavasadhamma in Suantaeng Sub-District, Mueang Suphanburi Districts, Suphanburi Province differently with significance of statistics at 0.05.

                  3. The problems, obstacles and suggestions about The Strengthening of Community-Based Drug Prevention Policy in accordance with Gharavasadhamma in Suantaeng Sub-District, Mueang Suphanburi Districts, Suphanburi Province, found that (1) Truth and Honesty, is the people are not interested in drug solution in the community and do not cooperate in the planning to protect the drugs to the community. Therefore, should start making the friendship and compromising in the community and then, the leaders should have the meeting for drug protection and examination in the community. (2) Taming and Training oneself, the youths in the community are eager and challenging and wanting the acceptance from their friends, when they are persuaded to consume the drugs so they do not deny any more. Therefore, the villager in the community should cooperate and cultivate the youths in the community to know the danger of drugs and make the conscious to cooperate with the community people to intend and work for antidrug policy seriously. (3) Tolerance or Forbearance, the children and youths in the community are the age to convince easily because they do not have enough patience to the bad things, they sometimes have the family problem and then turn to solve the problem by using the drugs. So should set up the entertainment activities to create the self-immunity to the youths in the community to far away from the drugs. (4.) Liberation or Generosity, the majority group of villagers do not know about the anti-drug policy due to the community leaders do not go to examine and lack of public relations about the danger of drugs in the community. Therefore, the related authority should give the knowledge about the danger of drugs for the community people to know about drug and should have the activity on Anti-drug's Day in the community such as an ant - drug rally to let the villagers and youths to know about drug problems etc.

                  4. The finding from interview, found that The Strengthening of CommunityBased Drug Prevention Policy in accordance with Gharavasadhamma in Suantaeng SubDistrict, Mueang Suphanburi Districts, Suphanburi Province, can summarize as following, promotion towards community strength can start from the family and community strength by cooperating by having the plan and guideline for anti-drug protection from community that the related organization should cooperate the entertainment activity in the community for the children and youths and train the people to know the doctrine of Buddhism is the virtues of householder such as Truth and Honesty, Taming and Training oneself, Tolerance or Forbearance, Liberation or Generosity for protecting the children, youths and people go to involve the drug according to anti-drug protection policy.
