การศึกษาเรื่อง “การมีส่วนร่วมของประชาชนในการพัฒนาชุมชนของเทศบาลเมืองบางมูลนาก อำเภอบางมูลนาก จังหวัดพิจิตร” มีวัตถุประสงค์เพื่อศึกษาระดับการมีส่วนร่วมของประชาชนในการพัฒนาชุมชนของเทศบาลเมืองบางมูลนาก เพื่อเปรียบเทียบการมีส่วนร่วมของประชาชนในการพัฒนาชุมชนของเทศบาลเมืองบางมูลนากโดยจำแนกตามปัจจัยส่วนบุคคล และเพื่อศึกษาปัญหาอุปสรรคการมีส่วนร่วมของประชาชนในการพัฒนาชุมชนของเทศบาลเมืองบางมูลนาก  การดำเนินการวิจัยโดยวิธีวิจัยเชิงสำรวจ (Survey Research) เก็บรวบรวมข้อมูลโดยใช้แบบสอบถามกับกลุ่มตัวอย่าง จำนวน 363 คน ได้มาจากการสุ่มแบบหลายขั้นตอนเครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลในการวิจัยครั้งนี้เป็นแบบสอบถาม

ผู้วิจัยวิเคราะห์ข้อมูลจากแบบสอบถามโดยใช้โปรแกรมสำเร็จรูปเพื่อการวิจัยทางสังคมศาสตร์ โดยใช้สถิติ ดังนี้

สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ค่าความถี่ (Frequency), ค่าร้อยละ (Percentage), ค่าเฉลี่ย (Mean) และค่าเบี่ยงเบนมาตรฐาน (Standard Deviation)

สถิติที่ใช้คือ การทดสอบค่าที   (t-test) ในกรณีตัวแปรต้นสองกลุ่ม และการทดสอบค่าเอฟ (F-Test) ด้วยวิธีการวิเคราะห์ความแปรปรวนทางเดียว (One Way ANOVA) ในกรณีตัวแปรต้นตั้งแต่สามกลุ่มขึ้นไป เมื่อพบว่ามีความแตกต่างจะทำการเปรียบเทียบความแตกต่างรายคู่ด้วยวิธีการของเชฟเฟ่ (Scheff’) โดยกำหนดระดับนัยสำคัญทางสถิติที่ระดับ .05

ผลการศึกษาวิจัยพบว่า

1.  การมีส่วนร่วมของประชาชนในการพัฒนาชุมชนของเทศบาลเมืองบางมูลนาก อำเภอบางมูลนาก จังหวัดพิจิตร โดยภาพรวมอยู่ในระดับปานกลาง  เมื่อพิจารณารายละเอียดในแต่ละด้าน พบว่า  อยู่ในระดับปานกลางทุกด้าน ได้แก่ ด้านการวางแผนพัฒนาชุมชน      ด้านการดำเนินงานพัฒนาชุมชน ด้านการติดตามตรวจสอบ และด้านการประเมินผล  ตามลำดับ

2. เปรียบเทียบการมีส่วนร่วมของประชาชนในการพัฒนาชุมชนของเทศบาลเมืองบางมูลนากโดยจำแนกตามปัจจัยส่วนบุคคล ได้แก่ เพศ อายุ สถานภาพ ระดับการศึกษา อาชีพ และ รายได้ต่อเดือน ผลการทดสอบสมมติฐาน พบว่า  ปัจจัยที่ทำให้การมีส่วนร่วมของประชาชนในการพัฒนาชุมชนของเทศบาลเมืองบางมูลนาก อำเภอบางมูลนาก จังหวัดพิจิตร โดยภาพรวม แตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ .01  ซึ่งตรงตามสมมติฐานที่ตั้งไว้ได้แก่ อายุ, สถานภาพ  และ ระดับการศึกษา  ส่วนปัจจัยที่ทำให้การมีส่วนร่วมของประชาชนในการพัฒนาชุมชนของเทศบาลเมืองบางมูลนาก อำเภอบางมูลนาก จังหวัดพิจิตร โดยภาพรวม ไม่แตกต่างกัน  จึงปฏิเสธสมมติฐานที่ตั้งไว้    ได้แก่ เพศ, อาชีพ  และรายได้ต่อเดือน

3. ปัญหาอุปสรรค การมีส่วนร่วมของประชาชนในการพัฒนาชุมชนของเทศบาลเมืองบางมูลนาก อำเภอบางมูลนาก จังหวัดพิจิตร พบว่า ประชาชนไม่มีความรู้ความเข้าใจ และไม่ให้ความสำคัญเกี่ยวกับการมีส่วนร่วมในการพัฒนาชุมชน ประชาชนไม่ให้ความรวมมือ ไม่ทราบข้อมูลข่าวสาร ไม่มีเวลา ขาดแรงจูงใจ  ขาดการประชาสัมพันธ์  และ ขาดเงินทุนในการดำเนินการเกี่ยวกับการมีส่วนร่วมในการพัฒนาชุมชน  และประชาชนคิดว่าเป็นเรื่องหน้าที่ของหน่วยงานของเทศบาล

บทคัดย่อภาษาอังกฤษ

              The main purposes of this research were to study the levels of  participation of people in the community development of Bang Mun Nak municipality and to compare the participation of people in the community development of Bang Mun Nak municipality, classified by personal factors and to study the problems and obstacles of participation of people in the community development of Bang Mun Nak municipality.

              The survey research was used for this study. The sample of this research consisted of 383 persons selected by multistage random sampling. The questionnaire was used as the tool for data collection.

               Data analysis was conducted by the statistical software program for social science research. Statistics used in the analysis consisted of frequency, mean, percentage and standard deviation (S.D.)

                The analysis was also done through t-test for analysis the hypotheses  in order to test the average difference between the two groups and f-test (One-way ANOVA) for testing the difference between the averages from three or more groups. The significant difference was noted at .05 level.

                The results of the research are as follows :

                 1. The overall participation of people in the community  development of Bang Mun Nak municipality, Bang Mun Nak district, Phichit province is in moderate level. When considering in each aspect, it was found that in moderate level at all aspects such as planning community development, operational community development, monitoring and evaluation.

               2. The comparison participation of people in the community development of Bang Mun Nak municipality, Bang Mun Nak district, Phichit Province, classified by personal factors are sex, age, status, level of education, career and income per month. The results of hypothesis test are found that the factors that make the participation of people in the community development of  Bang Mun Nak municipality as a whole were found statistically significant different at .01 level, it accepted the formulated hypotheses such as age, status and level of education and the factors that make the participation of people in the community development of Bang  Mun Nak municipality as a whole were not found different, it rejected the formulated hypotheses such as sex, career and income per month

              3. The problems and obstacles of participation of people in the community development of Bang Mun Nak municipality. It was found that people do not have knowledge, understanding and an importance about the participation in the community development. The people do not cooperate together Moreover, The people do not know information, have no time, a lack of motivation, a lack of publicity and a lack of funds for implementation about participation in community development and The people think that these are the duties of the municipal agencies.
