บทคัดย่อภาษาไทย

งานวิจัยครั้งนี้มีวัตถุประสงค์ คือ 1. เพื่อศึกษาความคิดของประชาชนต่อการบริหารงานตามหลักธรรมาภิบาลขององค์การบริหารส่วนตำบลน้ำจั้น อำเภอเซกา จังหวัดบึงกาฬ     2. เพื่อเปรียบเทียบความคิดเห็นของประชาชนต่อการบริหารงานตามหลักธรรมาภิบาลขององค์การบริหารส่วนตำบลน้ำจั้น  อำเภอเซกา  จังหวัดบึงกาฬ จำแนกตามปัจจัยส่วนบุคคล  และ 3.  เพื่อศึกษาปัญหา อุปสรรค และข้อเสนอแนะต่อการบริหารงานตามหลักธรรมาภิบาลขององค์การบริหารส่วนตำบลน้ำจั้น อำเภอเซกา  จังหวัดบึงกาฬ ที่มีประสิทธิภาพตามความคิดเห็นของประชาชน  ดำเนินการโดยวิจัยเชิงสำรวจ (Survey Research) กับกลุ่มตัวอย่างที่เป็นประชากรในพื้นที่องค์การบริหารส่วนตำบลน้ำจั้น อำเภอเซกา จังหวัดบึงกาฬ จำนวน 368 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถามที่ผู้วิจัยสร้างขึ้นเอง โดยมีค่าความเชื่อมั่นเท่ากับ 0.833 วิเคราะห์ข้อมูลโดยการหาค่าความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าที (t-test) การวิเคราะห์ความแปรปรวนทางเดียว  (One way ANOVA)

ผลการวิจัยพบว่า

1. ผู้ตอบแบบสอบถามส่วนใหญ่เป็นเพศหญิง มีอายุ 46 ปีขึ้นไป จำนวน 97 คน คิดเป็นร้อยละ 26.4 มีระดับการศึกษา ประถมศึกษา จำนวน 171 คน คิดเป็นร้อยละ 46.5 มีอาชีพกสิกรรม/เกษตร จำนวน 132 คน คิดเป็นร้อยละ 35.9  รายได้/ต่อเดือน 5,000 - 10,000 บาท จำนวน  129 คน คิดเป็นร้อยละ 35.1 และจำนวนครั้งที่เข้าใช้บริการ 1-2 ครั้ง จำนวน 190 คน  คิดเป็นร้อยละ 51.1

2. ความคิดเห็นของประชาชนต่อการบริหารงานตามหลักธรรมาภิบาลขององค์การบริหารส่วนตำบลน้ำจั้น อำเภอเซกา จังหวัดบึงกาฬ ทั้ง 6 ด้าน โดยภาพรวมอยู่ในระดับปานกลาง          (ค่าเฉลี่ยเท่ากับ 2.98) เมื่อพิจารณาเป็นรายด้าน พบว่า ด้านหลักนิติธรรม ด้านหลักคุณธรรม ด้านหลักความโปร่งใส ด้านหลักการมีส่วนร่วม และด้านหลักความรับผิดชอบ ประชาชนมีความคิดเห็นอยู่ในระดับปานกลาง ส่วนด้านหลักความคุ้มค่า มีความคิดเห็นอยู่ในระดับน้อย

3. การเปรียบเทียบการบริหารงานตามหลักธรรมาภิบาลขององค์การบริหารส่วนตำบล น้ำจั้น อำเภอเซกา จังหวัดบึงกาฬ จำแนกตามปัจจัยส่วนบุคคล พบว่า ประชาชนที่มีเพศ อายุ          ระดับการศึกษา  อาชีพ  และรายได้/ต่อเดือน โดยภาพรวมมีความคิดเห็นไม่แตกต่างกัน ซึ่งไม่เป็นไปตามสมมติฐานที่ตั้งไว้  ส่วนจำนวนครั้งที่เข้าใช้บริการ โดยภาพรวมมีความคิดเห็นแตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 ซึ่งเป็นไปตามสมมติฐานที่ตั้งไว้

4. ความคิดเห็นในปัญหา อุปสรรคและข้อเสนอแนะเกี่ยวกับการบริหารงานตามหลัก         ธรรมาภิบาลขององค์การบริหารส่วนตำบลน้ำจั้นนั้น ในปัญหาและอุปสรรค พบว่ามีบ้างเล็กน้อย และมีข้อเสนอแนะให้ผู้บริหารบริหารงานโดยคำนึงถึงหลักธรรมาภิบาลให้ครบทั้ง 6 ด้าน เพราะหลัก       ธรรมาภิบาลเป็นการบริหารการปกครองที่ดีที่ทุกๆ  ส่วนเห็นว่าเป็นสิ่งที่ดีงามเหมาะที่จะนำมาใช้ในการบริหารองค์กรต่างๆ  ให้มีความประสิทธิภาพมากยิ่งขึ้น.

บทคัดย่อภาษาอังกฤษ

              The purposes of this research were 1. to study the public opinion about the administrative management according to good governance principles of Nam Chan Tambon Administrative Organization, Amphoe Seka, Changwat Bueng Kan. 2. to compare  the public opinion to the administrative management according to good governance principles of Nam Chan Tambon Administrative Organization, Amphoe Seka, Changwat Bueng Kan With the personal factors, and 3. To study the problems, the obstacles and the recommendations to the effective management based on the principles of good governance of Nam Chan Tambon Administrative Organization, Amphoe Seka, Changwat Bueng Kan as the public opinion. This research used  the survey research Survey Research) with 368 residents  in the area of Nam Chan Tambon Administrative Organization, Amphoe Seka, Changwat Bueng Kan. The research instrument used to collect data was a self- administered questionnaire at the reliability of  0.833. The data were analyzed by using frequency, percentage, mean, standard deviation, T-test and one-way analysis of variance (One way ANOVA).

               The results show that

              1.The majority of respondents were female, 97 of them (26.4 %) aged over 46 years old, 171 (46.5 %) at the primary education level, 132 (35.9%) worked as agriculturists / farmers, 129 (35.1%) with the income about 5000-10000 Baht per month and 190 respondents (51.1%) accessed to Tambon Administrative Organization about 1-2 times .

              2.The level of the public opinion for the management of Good Governance in 6 aspects of the Nam Chan Tambon Administrative Organization, Amphoe Seka, Changwat Bueng  Kan in the medium. (x̄ =2.98) overall. The result of cach aspect was considered and found that the public opinion of the rule of law, the moral principles, the transparency, the participation and the responsibility was in  the medium level, however, the level of the main value was  in the least.

            3.The comparison for the administration according to the principles of good governance of Tambon Nam Chan Tambon Administrative Organization, Seka, Disrict, Bueng Kan Province classified by personal factors found that the overall opinion of people with gender, age, education level, occupation and monthly income had no differences which were not related to the hypothesis whereas times of participation in the Tambon Administraive Organization services, showed statistically significant differences at  0.05, which were related to the hypothesis.

             4. The opinion on the problems, the obstacles  and the recommendations concerning the administrative management of the principles of good governance of the Nam Chan Tambon Administrative Organization found that there was some problems and obstacles  and  there was some recommendations to the executives to manage their works with 6 aspects of the  good governance for the principles of good governance implied a high level of organizational effcctiveness for the good management of various organizations.
