การศึกษาวิจัยครั้งนี้มีวัตถุประสงค์ คือ 1. เพื่อศึกษาระดับความคิดเห็นของประชาชนที่มีต่อการบริหารงานตามหลักธรรมาภิบาลของเทศบาลตำบลรั้วใหญ่ อำเภอเมือง จังหวัดสุพรรณบุรี         2. เพื่อเปรียบเทียบความคิดเห็นประชาชนที่มีต่อการบริหารงานตามหลักธรรมาภิบาลของเทศบาลตำบลรั้วใหญ่ อำเภอเมือง จังหวัดสุพรรณบุรี จำแนกตามปัจจัยส่วนบุคคล 3. เพื่อศึกษาปัญหา อุปสรรค และข้อเสนอแนะ ในการบริหารงานตามหลักธรรมาภิบาลของเทศบาลตำบลรั้วใหญ่ อำเภอเมือง จังหวัดสุพรรณบุรี

          การศึกษาครั้งนี้เป็นการวิจัยแบบผสานวิธีระหว่างการวิจัยเชิงปริมาณ โดยใช้วิธีการวิจัยเชิงสำรวจ การแจกแบบสอบถาม กลุ่มตัวอย่างที่นำมาใช้ในงานวิจัย คือ ประชาชนในพื้นที่รับผิดชอบของเทศบาลตำบลรั้วใหญ่ อำเภอเมือง จังหวัดสุพรรณบุรี ซึ่งมีจำนวน 11,193 คน ใช้วิธีสุ่มกลุ่มตัวอย่างโดยการใช้สูตรของทาโร่ ยามาเน่  ซึ่งใช้ระดับความคาดเคลื่อนที่ 0.05 ขนาดกลุ่มตัวอย่าง จำนวน 387 คน โดยเครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถามโดยมีค่าความเชื่อมั่นทั้งฉบับเท่ากับ 0.945 สถิติที่ใช้วิเคราะห์ข้อมูล คือ ค่าความถี่ ค่าร้อยละ  ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน (Standard Deviation) และทดสอบสมมติฐานโดยการทดสอบค่าเอฟ (F-test) ด้วยวิธีการวิเคราะห์ความแปรปรวนทางเดียว (One Way  ANOVA) และทดสอบความแตกต่างของค่าเฉลี่ยเป็นรายคู่ด้วยวิธีผลต่างนัยสำคัญน้อยที่สุด (Least Significant  Difference:  LSD) และนำเสนอเป็นบทความเรียงประกอบตาราง โดยการแจกแจงความถี่ของผู้ตอบคำถามปลายเปิด และการวิจัยเชิงคุณภาพ โดยการสัมภาษณ์เชิงลึก  กับผู้ให้ข้อมูลสำคัญ จำนวน 9 รูปหรือคน โดยใช้เทคนิคการวิเคราะห์เนื้อหาประกอบบริบท

          ผลการวิจัยดังกล่าว พบว่า

          1) ความคิดเห็นของประชาชนที่มีต่อการบริหารงานตามหลักธรรมาภิบาลของเทศบาลตำบลรั้วใหญ่ อำเภอเมือง จังหวัดสุพรรณบุรี ในภาพรวมอยู่ในระดับมากที่สุด ( =4.21) เมื่อพิจารณาเป็นรายด้าน พบว่า ความคิดเห็นของประชาชนที่มีต่อการบริหารงานตามหลักธรรมาภิบาลของเทศบาลตำบลรั้วใหญ่ อำเภอเมือง จังหวัดสุพรรณบุรี ทั้งหมดอยู่ในระดับมากที่สุดทุกด้าน

          2) การเปรียบเทียบความคิดเห็นของประชาชนที่มีต่อการบริหารงานตามหลักธรรมาภิบาลของเทศบาลตำบลรั้วใหญ่ อำเภอเมือง จังหวัดสุพรรณบุรี โดยจำแนกตามปัจจัยส่วนบุคคล พบว่า เพศ อายุ ระดับการศึกษา อาชีพ รายได้ แตกต่างกัน ประชาชนมีความคิดเห็นต่อการบริหารงานตามหลักธรรมาภิบาลของเทศบาลตำบลรั้วใหญ่ อำเภอเมือง จังหวัดสุพรรณบุรี แตกต่างกัน อย่างมี

นัยสำคัญทางสถิติที่ระดับ 0.05 จึงยอมรับสมมติฐานการวิจัย

          3) ปัญหา อุปสรรคที่เกี่ยวกับการบริหารงานตามหลักธรรมาภิบาลของเทศบาลตำบลรั้วใหญ่ อำเภอเมือง จังหวัดสุพรรณบุรี ด้านหลักนิติธรรม พบว่า มีการเผยแพร่ประชาสัมพันธ์ข่าวสารทางราชการน้อยไป การบริหารงานมีกระบวนการและขั้นตอนที่ไม่ชัดเจนด้านหลักคุณธรรม พบว่า ปัญหาการบริหารงานที่ต้องอาศัยความเสมอภาค เที่ยงธรรมเป็นหลักปัญหาในการสำรวจความพึงพอใจของพนักงานต่อการปฏิบัติงาน ด้านหลักความโปร่งใส พบว่า ปัญหาจากการบริหารงานเพื่อให้สร้างความเข้าใจและติดตามประเมินสถานการณ์อย่างต่อเนื่องปัญหาการสร้างข้อมูลให้ประชาชนอย่างเพียงพอ ด้านหลักการมีส่วนร่วม พบว่า ปัญหาการจัดทำประชาพิจารณ์ที่จะมีผลบังคับใช้กับชุมชน การออกความคิดเห็นอย่างสร้างสรรค์ และขาดการติดตามรายงานผล ด้านหลักความรับผิดชอบ พบว่า ปัญหาการสร้างนโยบายเพื่อลดความขัดแย้ง และลดผลกระทบในการบริหารงาน ปัญหาการนำนโยบายไปปฏิบัติให้เป็นรูปธรรม ด้านหลักความคุ้มค่า พบว่า ปัญหาการใช้ทรัพยากรที่ไม่คุ้มค่า ปัญหาการนำโครงการกิจกรรมหรือแผนงานไปไว้ดำเนินการให้เห็นเป็นรูปธรรม

          ข้อเสนอแนะ ด้านหลักนิติธรรม พบว่า การออกกฎบัญญัติโดยคำนึงถึงสิทธิหน้าที่ของประชาชน และมีการเผยแพร่ ประชาสัมพันธ์ให้ประชาชนทราบโดยทั่วถึง สร้างขั้นตอนและกระบวนการบริหารงานมีกระบวนการและขั้นตอนที่ชัดเจน ด้านหลักคุณธรรม พบว่า ปลูกฝังการทำงานที่สร้างมนุษยสัมพันธ์ที่ดี และมีไมตรีจิตรพร้อมให้บริการ มุ่งเน้นประโยชน์สูงสุดของชุมชนเป็นหลัก ด้านหลักความโปร่งใส พบว่า ต้องจัดการงาน บริหารงานทุกอย่าง อย่างโปร่งใสและเป็นธรรม เปิดเผยให้ประชาชนทราบ สร้างการทำงานที่เพิ่มความเชื่อถือให้ประชาชน ให้ประชาชนยอมรับ ด้านหลักการมีส่วนร่วม พบว่า ช่วยการดูแลเอาใจใส่ในชุมชน ให้ได้รับประโยชน์จากทางรัฐมากที่สุด ร่วมออกความคิดเห็นอย่างเป็นธรรม เสมอภาคกัน เพื่อตอบสนองความต้องการของชุมชนด้านหลักความรับผิดชอบ พบว่า ต้องร่วมมือและประสานการปฏิบัติงานทุกภาคส่วน เพื่อหาข้อยุติร่วมกัน ต้องเอาใจใส่ต่อปัญหาของประชาชนและชุมชนอย่างจริงจังและต่อเนื่อง ด้านหลักความคุ้มค่า พบว่า รณรงค์ช่วยกันประหยัดทรัพยากรธรรมชาติ การสร้างขั้นตอนความรวดเร็วและความพึงพอใจให้กับประชาชนและชุมชน

บทคัดย่อภาษาอังกฤษ

The study consisted of the following objectives: 1) to study the administration based on the good governance of Rua Yai Subdistrict Municipality, Mueang District, Suphanburi Province; 2) to compare the opinions of people who contacted the government service towards the administration based on the good governance of Rua Yai Subdistrict Municipality, Mueang District, Suphanburi Province; and 3) to study problems on and suggestions for the development of administration based on the good governance of Rua Yai Subdistrict Municipality, Mueang District, Suphanburi Province.

            The study used a mixed-methods approach that included both qualitative and quantitative research. For quantitative approach, the data were collected by using survey research and a questionnaire. The research sample group consisted of 11,193 people from the Rua Yai Subdistrict Municipality, Mueang District, Suphanburi Province. A sample size of 387 people was obtained using sample random sampling using the Taro Yamane formula with a tolerance level of 0.05. The research instrument was a questionnaire with reliability equal to 0.945. The statistics used were frequency, percentage, mean, standard deviation (S.D.), f-test, One Way ANOVA, and least significant difference (LSD). The quantitative data were presented as an essay, with the frequency of open-ended responders distributed throughout a table. The qualitative approach used in-depth interview with 9 key informants by employing content analysis technique.

            The results of the study are as follows:

            1) From studying the opinions of people towards the administration based on the good governance of Rua Yai Subdistrict Municipality, Mueang District, Suphanburi Province, it has been found that overall is at the highest level ( =4.21). When considering each aspect, the opinions of people towards the administration based on the good governance of Rua Yai Subdistrict Municipality are at the highest level in all aspects.

            2) From comparing the opinions of people towards the administration based on the good governance of Rua Yai Subdistrict Municipality, Mueang District, Suphanburi Province and when classifying by personal factors, it has been found that when gender, age, educational level, occupation, and income are different. the opinions of people are also different with a statistical significance of 0.05, according to the assumption set.

            3) From studying problems about  the development of administration based on the good governance of Rua Yai Subdistrict Municipality, Mueang District, Suphanburi Province, it has been discovered that apart from the fact that there is little public relations for government news and that the administration's processes and steps are unclear, the following problems on each aspect have also been found: On morality which includes the administration's need for equity and justice in surveying employees' satisfaction with their work; On transparency, which involves the provision of adequate information for the public so that the people understand and may continually assess the administration's situation; On involvement, which there is a lack of constructive feedback and follow-up on the outcomes of public hearings that will be effective for the community; On responsibility, which includes the development of policies to decrease disputes and mitigate their impacts on the administration, as well as the implementation of the policy in a concrete manner; and On worthiness, which involves the unworthy use of resources, as well as the non-concrete implementation of projects, activities, or plans.

            As for suggestions, the following aspects are proposed: On the rule of law, which involves the enactment of the law by taking into account the people's rights and duties, the dissemination and public relations to ensure that the people are fully informed, and the formation of administration with clear processes and procedures; On morality, which includes the cultivation of work that promotes good human relations and hospitality, with an emphasis on the community's best interests; On transparency, which involves the administration that is open and fair by exposing information to the public and performing work that promotes public trust in order to gain acceptance; On involvement, which includes the care for the community in order to guarantee that the community receives the most benefit from the government by providing opportunities for people to offer their thoughts fairly and equitably in order to meet the needs of the community; On responsibility, which all sectors must work together and coordinate in order to find a common solution, including taking seriously and continuously the problems of people and community; On worthiness, which there should be a campaign to help conserve natural resources, which includes developing procedures for people and community that are quick and satisfying.
