บทคัดย่อภาษาไทย

การวิจัยครั้งนี้มีวัตถุประสงค์ 3 ประการ คือ 1) เพื่อศึกษาระดับหลักสังคหวัตถุธรรมส่งเสริมการบริหารงานของของเทศบาลตำบลบ้านกร่าง อำเภอศรีประจันต์ จังหวัดสุพรรณบุรี 2 )เพื่อศึกษาการบูรณาการส่งเสริมการบริหารงานของเทศบาลตำบลบ้านกร่าง อำเภอศรีประจันต์ จังหวัดสุพรรณบุรี 3) เพื่อเสนอแนะแนวทางการบูรณาการหลักสังคหวัตถุธรรมเพื่อส่งเสริมการบริหารงานของเทศบาลตำบลบ้านกร่าง อำเภอศรีประจันต์ จังหวัดสุพรรณบุรี

การดำเนินการวิจัยเป็นการวิจัยแบบผสานวิธี (Mixed Methods Research) ระหว่างระเบียบวิธีวิจัยเชิงปริมาณ (Quantitative Research)และการวิจัยเชิงคุณภาพ ที่ได้รวบรวมข้อมูลโดยใช้การสัมภาษณ์เชิงลึก ( In-depth interview ) โดยดำเนินการให้สอดคล้องกับปัญหาและครอบคลุมความคิดการวิจัยโดยเก็บข้อมูลสัมภาษณ์รายบุคคล จำนวน 12 รูป/คน และจากแบบสอบถามจำนวน 372 คน/ชุด

ผลการวิจัยพบว่า

1. หลักสังคหวัตถุธรรมส่งเสริมการบริหารงานของเทศบาลตำบลบ้านกร่าง อำเภอศรีประจันต์ จังหวัดสุพรรณบุรี พบว่า โดยภาพรวมอยู่ในระดับมากที่สุด ( =4.47) และเมื่อพิจารณาในแต่ละด้านโดยเรียงตามลำดับค่าเฉลี่ยจากมากไปหาน้อยดังนี้ ด้านที่มีค่าเฉลี่ยสูงที่สุด หลักสมานัตตตา (ความสม่ำเสมอ) ( =4.49) รองลงมา หลักอัตถจริยา (การช่วยเหลือกัน) ( =4.44) และด้านที่มีค่าเฉลี่ยน้อยที่สุดได้แก่ หลักทาน (การให้) ( =4.35)

2. การบูรณาการส่งเสริมการบริหารงานของเทศบาลตำบลบ้านกร่าง อำเภอศรีประจันต์ จังหวัดสุพรรณบุรี พบว่า การบูรณาการส่งเสริมการบริหารงานของเทศบาลตำบลบ้านกร่าง อำเภอศรีประจันต์ จังหวัดสุพรรณบุรี โดยภาพรวมอยู่ในระดับมากที่สุด ( =4.77) เมื่อพิจารณาเป็นรายด้าน พบว่าลำดับที่หนึ่ง คือ ด้านการปฏิบัติราชการ ( =4.74) ลำดับที่สอง คือ ด้านการพัฒนาองค์กร      ( =4.74) ลำดับที่สาม คือ ด้านคุณภาพการให้บริการ ( =4.56) และลำดับสุดท้าย คือ ด้านแผนพัฒนาขององค์กรปกครองส่วนท้องถิ่น ( =4.45)

3. ข้อเสนอแนะ คือ เทศบาลตำบลบ้านกร่าง อำเภอศรีประจันต์ จังหวัดสุพรรณบุรีควรกำหนดวิสัยทัศน์ พันธกิจ วัตถุประสงค์ มีวิธีการปฏิบัติงาน และยุทธศาสตร์ เพื่อเป็นแนวทางในการบริหารงานให้บรรลุวัตถุประสงค์ตามที่กำหนดไว้ ควรมีการกำหนดแนวทางการให้บริการ การวัดผลประเมินผลเพื่อพัฒนาคุณภาพการให้บริการที่มีประสิทธิภาพ ควรส่งเสริมให้บุคลากรปฏิบัติงานอย่างเต็มที่ ให้กำลังใจ และรางวัลสำหรับผู้ปฏิบัติดีเด่นประจำปี ทุก ๆปีควรส่งเสริมให้บุคลากรได้เข้ารับการอบรม สัมมนาและศึกษาต่อ เพื่อพัฒนาความรู้ความสามารถ ให้มีความเชี่ยวชาญตามตำแหน่งหน้าที่ของแต่ละบุคคล

บทคัดย่อภาษาอังกฤษ

The thesis consisted of three objectives as follows: 1) to study the level of Saṅgahavatthu for enhancing the administration of Ban Krang Subdistrict Municipality, Si Prachan District, Suphanburi Province; 2) to study the integration of Saṅgahavatthu for enhancing the administration of Ban Krang Subdistrict Municipality, Si Prachan District, Suphanburi Province; and 3) to propose the guidelines for integrating Saṅgahavatthu to enhance the administration of Ban Krang Subdistrict Municipality, Si Prachan District, Suphanburi Province.

Mixed-methods research was used in this study, which comprised both qualitative and quantitative methodologies. The data were gathered through an in-depth interview that was done in line with the research questions. 12 people were chosen for in-depth interviews, while 372 people were chosen to fill out questionnaires.

From the study, the following results have been found:

1) Saṅgahavatthu for enhancing the administration of Ban Krang Subdistrict Municipality, Si Prachan District, Suphanburi Province has found to be at a high level (x̄ = 4.47). When each aspect is considered, Samānattatā (even and equal treatment) has the highest mean (x̄ = 4.49), followed by Atthacariyā (useful conduct) (x̄ = 4.44), and Dāna (giving) having the least mean (x̄ = 4.35).

2) The integration of Saṅgahavatthu for enhancing the administration of Ban Krang Subdistrict Municipality, Si Prachan District, Suphanburi Province has found to be overall at a high level (x̄ = 4.77). When each aspect is taken into account, it is found that performing civil work (x̄ = 4.74), followed by organizational development (x̄ = 4.74), then service quality (x̄ = 4.56), and at last, development plan of local administration organization (x̄ = 4.45).

3) The suggestions for Ban Krang Subdistrict Municipality, Si Prachan District, Suphanburi Province are as follows: Establishing a vision, mission, objectives, implementation methods, and strategies to serve as working guidelines for accomplishing the goals.  There should also be guidelines for providing services, as well as assessment and evaluation, in order to build effective service. Personnel should be encouraged to perform their duties, with awards given to those who excel. Personnel should also be encouraged to attend training, seminars, and further study in order to expand their knowledge, competence, and expertise in accordance with their duties.
