บทคัดย่อภาษาไทย

สารนิพนธ์ฉบับนี้มีวัตถุประสงค์ คือ 1) เพื่อศึกษาระดับภาวะผู้นำของคณะผู้บริหารองค์การบริหารส่วนตำบลบ้านพี้อำเภอบ้านหลวง จังหวัดน่าน 2) เพื่อเปรียบเทียบความคิดเห็นของประชาชนต่อภาวะผู้นำของคณะผู้บริหารองค์การบริหารส่วนตำบลบ้านพี้อำเภอบ้านหลวง จังหวัดน่าน และ 3) เพื่อเสนอแนวทางการบูรณาการหลักพุทธธรรมเพื่อส่งเสริมภาวะผู้นำของคณะผู้บริหารองค์การบริหารส่วนตำบลบ้านพี้อำเภอบ้านหลวง จังหวัดน่าน

การศึกษาวิจัยครั้งนี้ ดำเนินการตามระเบียบวิธีวิจัยแบบผสานวิธี  โดยเป็นการวิจัยเชิงปริมาณ ซึ่งเป็นการวิจัยเชิงสำรวจ กลุ่มตัวอย่าง คือ ประชาชนที่อาศัยอยู่ในเขตพื้นที่ตำบลบ้านพี้ จำนวน 336 คน ได้มาจากการแทนค่าในสูตรของทาโร่ ยามาเน่ วิเคราะห์ข้อมูลโดย หาค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าที t-test และการทดสอบค่า F-Test (One Way ANOVA) และการเปรียบเทียบ (Least Signilficant Diference : LSD.) และการวิจัยเชิงคุณภาพ ด้วยการสัมภาษณ์เชิงลึกกับผู้ให้ข้อมูลสำคัญ จำนวน 10 รูปหรือคน และใช้เทคนิคการสรุปเนื้อหานำเสนอแนวทาง

ผลการวิจัยพบว่า

1. ระดับภาวะผู้นำของคณะผู้บริหารองค์การบริหารส่วนตำบลบ้านพี้อำเภอบ้านหลวง จังหวัดน่านโดยภาพรวมอยู่ในระดับปานกลาง (= 3.23) และภาวะผู้นำตามหลักปาณิกธรรม 3 โดยภาพรวมอยู่ในระดับปานกลาง (= 3.37)

2. การเปรียบเทียบความคิดเห็นของประชาชนทต่อภาวะผู้นำของคณะผู้บริหารองค์การบริหารส่วนตำบลบ้านพี้อำเภอบ้านหลวง จังหวัดน่าน โดยจำแนกตามปัจจัยส่วนบุคคล พบว่า ประชาชนที่มีเพศ และรายได้ที่แตกต่างกันมีความคิดเห็นต่อภาวะผู้นำของคณะผู้บริหารองค์การบริหารส่วนตำบลบ้านพี้ อำเภอบ้านหลวง จังหวัดน่าน แตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ .01 จึงยอมรับสมมติฐานที่ตั้งไว้ ส่วนประชาชนที่มี อายุ การศึกษา และอาชีพ ที่แตกต่างกัน มีความคิดเห็นต่อภาวะผู้นำของคณะผู้บริหารองค์การบริหารส่วนตำบลบ้านพี้ อำเภอบ้านหลวง จังหวัดน่าน ไม่แตกต่างกัน จึงปฏิเสธสมมติฐานที่ตั้งไว้

3. แนวทางการบูรณาการหลักพุทธธรรมเพื่อส่งเสริมภาวะผู้นำของคณะผู้บริหารองค์การบริหารส่วนตำบลบ้านพี้อำเภอบ้านหลวง จังหวัดน่าน พบว่า แนวทางการบูรณาการต้องใช้ EBM โมเดล คือ 1) E = Executive ผู้บริหารต้องมีความรู้ความสามารถหลากหลายด้าน 2) B = Buddhism  การใช้หลักพุทธธรรม คือ ยึดหลักปาปนิกธรรม คือ จักขุมา วิธุโร นิสสยสัมปันโน และ 3) M = Management การบริหารจัดการต้องมีการบริหารจัดการองค์กรที่ดีเป็นเครื่องมือสำคัญที่ควบคุม กำกับการบริหารงานให้เป็นไปตามทิศทางที่ถูกต้อง เหมาะสม ตามหลักของศีลธรรมที่ดีงามในการบริหารงานท้องถิ่น ดังนั้นผู้บริหารต้องใช้ ทั้ง 3 หลักมาประกอบกัน โดยขาดอย่างใดอย่างหนึ่งไม่ได้ จึงจะทำให้การบริหารงานในองค์กรนั้นความสำเร็จเรียบร้อย บรรลุตามวัตถุประสงค์ ถูกต้องตามกฎระเบียบ ถูกต้องตามหลักศีลธรรม คุณธรรม จริยธรรม ก่อให้เกิดประโยชน์สุขกับประชาชนในท้องถิ่น

บทคัดย่อภาษาอังกฤษ

The purpose of this thesis  are 1) to study the leadership level of the organizational management team , Ban pee sub-district, Banluang District, Nan Province  2. To  compare people’s  opinions  on leadership of sub-district Administration Organization Administrators and 3) To propose an approach for integrating Buddhist principles to promote leadership to the Organization Administrators of Ban pee sub-district, Banluang District, Nan Province.

This study conducted according to the integrated research mythology. It is a quantitative research which is a survey research. The sample group consisted of 366 people living in Banpee sub-district derived from word substitution in Taro Yamane’s formula datas were analyzed by frequency, percentage, mean and standard deviation T-test And  F-test (one-way ANOVA) and comparison (Least Significant Difference : LSD)  and  quantitative research with in-dept interview with 10 persons and using  summation techniques guideline .

The research found that : 

1.The level of leadership of administrators of the sub- distric administrative organization in Banpee sub-district Banluang District, Nan Province  as a whole, was at

a moderate level ( = 3.23) and leadership according to Papanik Dhamma3 was at a moderate   level overall ( = 3.37)

2.Comparison of the public opinion on the leadership of  the management team Administering the sub-distric at Banpee sub-district Banluang District, Nan Province, classified by personal  facters. It was found that people with different  sex and different income had different opinions on the leadership of organization’s management team. Banpee sub-district  Administration ,Banluang District, Nan Province was significantly  different at the 01 level .There for hypothesis was accepted people  with different ages, education and occupation they had different opinions on the leadership of Banpee Sub-district Administration Banluang District, Nan Province is not different. Then they reject hypothesis set.

3.Guideline for integrating Buddhist  principles to promote  leadership of the organizational management team. The sub-district administration in Banluang District, Nan Province  that integration approach must use the EBM model, which is 1) E=Executive Executive must have knowledge and competence in various fields 2) B=Buddhism  The use of Buddha Dharma is based on the Papanik Dharma, eyesight (Chakkuma) specialization (Vituro) good human relations(Nissayasampanno) and 3)M=Management  Management requires a good organizational management. It is  important that controls and directs the administration to go in the right direction and appropriate. According to  principles of good morals in local administration (Activity of running organization)  That’s why management executives must use  all 3 principles to combine without one, it will  not be able to manage the organization successfully to achieve the objective correctly according the rule and regulations to moral principles,  morrals and ethics. It will bring happiness to the local people.
