สารนิพนธ์เรื่องนี้มีวัตถุประสงค์ของการวิจัย ดังนี้ 1) เพื่อศึกษาระดับความคาดหวังของประชาชนต่อการบริหารงานของเทศบาลตำบลบ่อเกลือใต้ อำเภอบ่อเกลือ จังหวัดน่าน  2) เพื่อเปรียบเทียบความคาดหวังของประชาชนต่อการบริหารงานของเทศบาลตำบลบ่อเกลือใต้ อำเภอบ่อเกลือจังหวัดน่าน และ3) เพื่อนำเสนอแนวทางการจัดการความคาดหวังของประชาชนต่อการบริหารงานของเทศบาลตำบลบ่อเกลือใต้ อำเภอบ่อเกลือ จังหวัดน่าน

ดำเนินการตามระเบียบวิธีวิจัยแบบผสานวิธี โดยเป็นการวิจัยเชิงปริมาณ ซึ่งเป็นการวิจัยเชิงสำรวจ ประชากร คือ ประชาชนที่มีอายุ ตั้งแต่ 18 ปีขึ้นไป เป็นผู้มีสิทธิ์ในการเลือกตั้งในเขตตำบลบ่อเกลือใต้อำเภอบ่อเกลือ จังหวัดน่าน จำนวน 293 คน วิเคราะห์ข้อมูลโดย หาค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าที t-test และการทดสอบค่าเอฟ F-Test (One Way ANOVA) เมื่อพบว่ามีความแตกต่างจะทำการเปรียบเทียบความแตกต่างค่าเฉลี่ยเป็นรายคู่ ด้วยวิธีผลต่างเป็นสำคัญน้อยที่สุด (Least Signilficant Diference : LSD.) และการวิจัยเชิงคุณภาพ ด้วยการสัมภาษณ์เชิงลึก กับผู้ให้ข้อมูลสำคัญจำนวน 9 รูปหรือคน และใช้เทคนิคการสรุปเนื้อหานำเสนอแนวทาง

ผลการวิจัยพบว่า

1. ความคาดหวังของประชาชนต่อการบริหารงานของเทศบาลตำบลบ่อเกลือใต้ อำเภอบ่อเกลือ จังหวัดน่าน โดยภาพรวมอยู่ในระดับปานกลาง ( =3.39) เมื่อจำแนกเป็นรายด้านพบว่า ด้านที่มีค่าเฉลี่ยสูงสุด ด้านการพัฒนาโครงสร้างพื้นฐาน (  =3.65) รองลงมา คือ ด้านด้านการพัฒนาอาชีพ (  =3.40) ด้านการพัฒนาการศึกษา ศาสนาและวัฒนธรรม (  =3.38) ด้านการพัฒนาเศรษฐกิจและการท่องเที่ยว (  =3.27) และด้านการพัฒนาด้านสาธารณสุข (  =3.27) ซึ่งอยู่ในระดับมากทุกด้าน เรียงตามลำดับ และ ความคาดหวังของประชาชนต่อการบริหารงานของเทศบาลตำบลบ่อเกลือใต้ อำเภอบ่อเกลือ จังหวัดน่าน ตามหลักอิทธิบาท 4โดยภาพรวมอยู่ในระดับปานกลาง ( =3.37) เมื่อจำแนกเป็นรายด้านพบว่า ด้านที่มีค่าเฉลี่ยสูงสุด คือ ด้านวิมังสา (ความไตร่ตรอง) ( =3.48) รองลงมา คือ ด้านจิตตะ (ความคิด หรือความใส่ใจ) (  =3.36) ด้านฉันทะ(ความพอใจ) ( =3.34) และด้านวิริยะ (ความเพียร) ( = 3.31) ซึ่งอยู่ในระดับมากทุกด้าน ตามลำดับ

2. ประชาชนที่มีการศึกษา อาชีพ และรายได้เฉลี่ยต่อเดือนที่แตกต่างกันมีความคิดเห็นต่อความคาดหวังของประชาชนต่อการบริหารงานของเทศบาลตำบลบ่อเกลือใต้ อำเภอบ่อเกลือ จังหวัดน่าน แตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ .01 จึงยอมรับสมมติฐานที่ตั้งไว้ ส่วนประชาชนที่มี เพศ อายุ ที่แตกต่างกัน มีความคิดเห็นต่อความคาดหวังของประชาชนต่อการบริหารงานของเทศบาลตำบลบ่อเกลือใต้ อำเภอบ่อเกลือ จังหวัดน่าน ไม่แตกต่างกัน จึงปฏิเสธสมมติฐานที่ตั้งไว้

3. แนวทางการจัดการความคาดหวังของประชาชนต่อการบริหารงานของเทศบาลตำบลบ่อเกลือใต้ อำเภอบ่อเกลือ จังหวัดน่าน พบว่า 1) ความรักงานพอใจกับงานที่ทำอยู่ มีความพึงพอใจในตำแหน่งหน้าปฏิบัติงาน มีความสุขกับการทำงาน พัฒนาปลูกฝังคุณธรรมทางจิตใจให้บุคลากร     2) ขยันหมั่นเพียรกับงาน พัฒนาความขยัน สร้างความรู้สึกให้เกิดขึ้นกับผู้ปฏิบัติงานทุกคนในองค์กร 3) ความเอาใจใส่รับผิดชอบงาน เอาใจใสในการปฏิบัติงาน รับผิดชอบในการปฏิบัติงาน สร้างจิตสำนึกในการทำหน้าที่ของตน และ 4) การพินิจพิเคราะห์หรือการทำความเข้าใจ มีการประชุมเพื่อระดมความคิดเห็น วางแผนการปฏิบัติงานต่าง ๆ ร่วมกันเสมอ เพื่อให้การปฏิบัติงานทันต่อเหตุการณ์ โดยไตร่ตรองใช้สติปัญญาพิจารณาด้วยเหตุผล จะเกิดประโยชน์สูงสุดทั้งตัวเอง องค์กร และประชาชน

The objectives of this research are as follows: 1) to study the level of people's expectation towards the administration of Bo Kluea Tai Sub-district Municipality. Bo Kluea District, Nan Province 2) To compare the people's expectations towards the administration of Bo Kluea Tai Sub-District Municipality. Bo Kluea District, Nan Province, and 3) to present guidelines for managing people's expectations towards the administration of the Bo Kluea Tai Subdistrict Municipality.           This research study proceed according to the integrated research methodology which is a quantitative research This was a survey research. The population consisted of 293 people aged 18 years and over who were eligible to vote in Bo Kluea Tai Subdistrict, Bo Kluea District, Nan Province. The data were analyzed by frequency, percentage, mean, deviation. standard ben T-test, t-test and F-Test (One Way ANOVA) when differences are found, mean differences are compared in pairs. with Least Signilficant Diference (LSD.) and qualitative research. with in-depth interviews with 9 key informants or people, and use the techniques to summarize the content to present the guidelines

          1. People's expectations towards the administration of Bo Kluea Tai Subdistrict Municipality Bo Kluea District, Nan Province, as a whole, was at a moderate level ( =3.39). The side with the highest average Infrastructure development ( =3.65), followed by career development (=3.40), education development. Religion and culture ( =3.38), economic development and tourism ( =3.27) and public health development ( =3.27) which were at a high level in all aspects. In order and the people's expectations towards the administration of Bo Kluea Tai Subdistrict Municipality Bo Kluea District, Nan Province, according to the principle of power 4, overall was at a moderate level ( =3.37). The aspect with the highest mean was Vimangsa (Contemplation) ( =3.48), followed by Chitta (thoughts or attentiveness)      ( =3.36), and Satisfaction (=3.34). ) and persistence (perseverance) ( = 3.31), which were at a high level in all aspects, respectively.

          2. People with different education, occupation, and average monthly income have different opinions on people's expectations towards the administration of Bo Kluea Tai Subdistrict Municipality. Bo Kluea District, Nan Province differed statistically at the .01 level, thus accepting the hypothesis. People with different sexes and ages There are opinions on the people's expectations towards the administration of the Bo Kluea Tai Subdistrict Municipality. Bo Kluea District, Nan Province is no different. therefore rejecting the hypothesis

          3. Guidelines for managing people's expectations towards the administration of Bo Kluea Tai Subdistrict Municipality Bo Kluea District, Nan Province found that 1) love of work satisfied with work Satisfaction in the front office position happy to work Develop and instill moral morality in personnel. 2) Be diligent in work. develop diligence Create feelings for all workers in the organization. 3) Pay attention to work.
