บทคัดย่อภาษาไทย

สารนิพนธ์นี้มีวัตถุประสงค์ คือ 1. เพื่อศึกษาระดับการบริหารงานด้านการควบคุมผู้ต้องขังของเรือนจำจังหวัดน่าน 2. เพื่อศึกษาความสัมพันธ์ระหว่างหลักอิทธิบาทธรรมกับการบริหารงานด้านการควบคุมผู้ต้องขังของเรือนจำจังหวัดน่าน 3. เพื่อนำเสนอพุทธบูรณาการเพื่อการบริหารงานด้านการควบคุมผู้ต้องขังของเรือนจำจังหวัดน่าน เป็นการวิจัยแบบผสานวิธี โดยเป็นการวิจัยเชิงปริมาณ ซึ่งเป็นการวิจัยเชิงสำรวจ
ได้กลุ่มตัวอย่าง จำนวน 80 คน วิเคราะห์ข้อมูลด้วยการหาค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน และวิเคราะห์ความสัมพันธ์ระหว่างการบริหารจัดการ และการประยุกต์ใช้หลักธรรมกับการบริหารงานด้านการควบคุมผู้ต้องขังของเรือนจำจังหวัดน่าน โดยใช้วิธีการหาค่าสัมประสิทธิ์สหสัมพันธ์แบบเพียร์สัน และการวิจัยเชิงคุณภาพ ใช้การสัมภาษณ์เชิงลึกกับผู้ให้ข้อมูลสำคัญ จำนวน 10 คน ใช้เทคนิคการวิเคราะห์เนื้อหาประกอบบริบท นำเสนอเป็นความเรียงประกอบตารางแจกแจงความถี่ของผู้ให้ข้อมูลสำคัญเพื่อสนับสนุนข้อมูลเชิงปริมาณ

              ผลการวิจัยพบว่า

              1. ระดับการบริหารงานด้านการควบคุมผู้ต้องขังของเรือนจำจังหวัดน่าน โดยภาพรวมอยู่ในระดับมาก (x̅  = 4.02, S.D. = 0.44) เมื่อพิจารณาเป็นรายด้าน พบว่า ด้านศูนย์ควบคุมและประสานงานกลาง ด้านคู่มือในการควบคุมผู้ต้องขังและรักษาความปลอดภัยทั้งภายนอกและภายในเรือนจำ ด้านระบบการสื่อสารระหว่างศูนย์ควบคุมและประสานงานกลาง และพื้นที่ที่ผู้ต้องขังอยู่ ด้านกระบวนการควบคุมและรักษาความปลอดภัยในเรือนจำ ด้านเครื่องมือ วัสดุอุปกรณ์ และเทคโนโลยีในการควบคุม มีความทันสมัย เพียงพอและมีประสิทธิภาพ และด้านการจัดการอบรมและทบทวนความรู้ด้านเทคนิคการควบคุมให้กับเจ้าหน้าที่ อยู่ในระดับมากทุกข้อ

              2. ความสัมพันธ์ระหว่างหลักอิทธิบาทธรรมกับการบริหารงานด้านการควบคุมผู้ต้องขังของเรือนจำจังหวัดน่าน พบว่า มีความสัมพันธ์เชิงบวกในระดับปานกลาง (R = 0.544**) อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01 เมื่อพิจารณาเป็นรายด้านพบว่า หลักอิทธิบาทธรรมกับด้านคู่มือในการควบคุมผู้ต้องขังและรักษาความปลอดภัยทั้งภายนอกและภายในเรือนจำ และหลักอิทธิบาทธรรมกับด้านศูนย์ควบคุมและประสานงานกลาง มีความสัมพันธ์เชิงบวกในระดับค่อนข้างน้อย ส่วนด้านอื่นๆ มีความสัมพันธ์เชิงบวกในระดับปานกลาง

                                                                                                    3.        พุทธบูรณาการเพื่อการบริหารงานด้านการควบคุมผู้ต้องขังของเรือนจำจังหวัดน่าน พบว่า
ผู้บริหารกรมราชทัณฑ์ ควรสอดแทรกแนวคิดในการดำเนินงานด้านการควบคุมผู้ต้องขังตามหลักอิทธิบาท 4 อาทิ ให้เจ้าหน้าที่มีความรอบคอบ มีความเอาใจใส่กับงาน หมั่นตรวจตราพื้นที่ที่ได้รับมอบหมาย เพื่อไม่ให้เกิดความเสียหายแก่หน่วยงาน ซึ่งอาจจะกำหนดเป็นนโยบายให้แต่ละเรือนจำนำไปปฏิบัติ ประกอบกับปัจจุบันเรือนจำทั่วประเทศ ประสบปัญหานักโทษล้นเรือนจำ รัฐบาลจึงควรให้ความสำคัญกับการปรับปรุงกฎหมายหรือบทกำหนดโทษเพื่อลดจำนวนผู้กระทำผิด ควรมีนโยบายให้ภาครัฐหรือเอกชน เปิดโอกาสให้กับอดีตผู้ต้องขัง สามารถสมัครงานต่างๆ ได้เช่นเดียวกับบุคคลทั่วไป

บทคัดย่อภาษาอังกฤษ

Objectives of this research paper were 1. To study the level of inmates’ control management in Nan Provincial Prison, 2. To study the relationship between the Iddhipada IV and the inmates’ controlling management in Nan Provincial Prison. 3. To present the Buddhist integration for inmates’ controlling management of Nan Provincial prison.

               Methodology was the mixed methods. The quantitative method, data were collected from 80 samples with questionnaire, analyzed data with frequency percentage, averages and standard deviation. The relationship between management and Buddhist integration for inmates’ controlling management in Nan Provincial Prison, analyzed by Pearson correlation coefficient method. The qualitative method, data were collected from 10 key informants by in-depth interviewing and analyzed by content descriptive interpretation, presented in form of comparative frequency table to support quantitative data.

               The findings were that :

               1. Level of opinion on inmates’s controlling management of Nan Provincial prison, by overall, was at high level (x̅ = 4.02, S.D. = 0.44). when considering each aspect, it was found that the central control and coordination centers, prisoner control and safety manual for inside and outside prisons, on the system side, the communication between the central control and coordination centers and the area where the detainees were located, prison control and security procedures, control tools and techniques were modern, adequate, and efficient, training and review of employee control technical knowledge were found at  high level in all aspects.

               2. The relationship between the Iddhipada IV and the inmates’ controlling managent in Nan Provincial Prison had positive relationship at medium level of positive correlation. (R = 0.545**) at statistically significant level at 0.01.  When considering each aspect,relationship between the Iddhipada IV and the central control and coordination centers had relatively low level of positive correlation. Other aspects had positive relationship at moderate level.  

                                                                                                              3. Buddhist integration for inmates’ controlling management of Nan Provincial Prison was found that the Department of Corrections Executives and the prison officials should integrate Iddhipada IV in career for being prudence, work intensive and work monitoring in responsible areas to prevent damage. The government should issue policy for each prison officials. As we know, nowadays the prisons were overcrowded. Thus, the government should be aware of modify the law   or punishment rules to reduce detainees. Moreover, public and private sectors should provide employment opportunities for former prisoners equally to general people.
