วิทยานิพนธ์นี้มีวัตถุประสงค์ดังนี้ 1. เพื่อศึกษาระดับความคิดเห็นของประชาชนต่อ    การบริหารงานขององค์การบริหารส่วนจังหวัดน่าน 2. เพื่อศึกษาผลเปรียบเทียบความคิดเห็นของประชาชนต่อการบริหารงานขององค์การบริหารส่วนจังหวัดน่าน จำแนกตามปัจจัยส่วนบุคคล และ 3. เพื่อนำเสนอแนวทางการประยุกต์หลักพุทธธรรมาภิบาลเพื่อการบริหารงานขององค์การบริหารส่วนจังหวัดน่าน ระเบียบวิธีวิจัยเป็นแบบผสานวิธี โดยการวิจัยเชิงปริมาณ ใช้วิธีการวิจัยเชิงสำรวจ ได้กลุ่มตัวอย่างจำนวน 400 คน วิเคราะห์ข้อมูลด้วยการหาค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และทดสอบสมมติฐานใช้ค่าเอฟ (F-Test) ด้วยวิธีการวิเคราะห์ความแปรปรวนทางเดียว ในกรณีตัวแปรต้นตั้งแต่สามกลุ่มขึ้นไป เมื่อพบว่ามีความแตกต่างจะทำการเปรียบเทียบความแตกต่างด้วยวิธีผลต่างนัยสำคัญน้อยที่สุด และการวิจัยเชิงคุณภาพ ใช้การสัมภาษณ์เชิงลึกกับผู้ให้ข้อมูลสำคัญจำนวน 10 รูปหรือคน ใช้เทคนิคการวิเคราะห์เนื้อหาประกอบบริบท นำเสนอเป็นความเรียงประกอบตารางแจกแจงความถี่ของผู้ให้ข้อมูลสำคัญเพื่อสนับสนุนข้อมูลเชิงปริมาณ

ผลการวิจัยพบว่า

1. การบริหารงานขององค์การบริหารส่วนจังหวัดน่าน โดยภาพรวมอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้าน พบว่า ด้านโครงสร้างพื้นฐาน ด้านการส่งเสริมคุณภาพชีวิต ด้านการจัดระเบียบชุมชน สังคม และการรักษาความสงบเรียบร้อย ด้านการศาสนา ศิลปวัฒนธรรม จารีตประเพณี และภูมิปัญญาท้องถิ่น ด้านการบริหารจัดการและการสนับสนุนการปฏิบัติภารกิจของส่วนราชการและองค์กรปกครองส่วนท้องถิ่น โดยภาพรวมอยู่ในระดับมาก ส่วนด้านการวางแผน การส่งเสริมการลงทุน พาณิชยกรรม และการท่องเที่ยว ด้านการบริหารจัดการและการอนุรักษ์ทรัพยากรธรรมชาติและสิ่งแวดล้อม โดยภาพรวมอยู่ในระดับปานกลาง หลักพละ 4 เพื่อการบริหารขององค์การบริหารส่วนจังหวัดน่าน โดยภาพรวมอยู่ในระดับมาก

2. การเปรียบเทียบความคิดเห็นของประชาชนต่อการบริหารงานขององค์การบริหาร     ส่วนจังหวัดน่าน โดยจำแนกตามปัจจัยส่วนบุคคล พบว่า ประชาชนที่มีเพศต่างกัน มีความคิดเห็นต่อการบริหารงานของ องค์การบริหารส่วนจังหวัดน่าน ไม่แตกต่างกัน จึงปฏิเสธสมมติฐานการวิจัย    ส่วนประชาชนที่มีอายุ การศึกษา อาชีพ และรายได้ ต่างกัน มีความคิดเห็นต่อการบริหารงานขององค์การบริหารส่วนจังหวัดน่าน แตกต่างกัน ดังนั้น จึงยอมรับสมมติฐานการวิจัย

          3. แนวทางการประยุกต์หลักพุทธธรรมาภิบาลเพื่อการบริหารงานขององค์การบริหารส่วนจังหวัดน่าน ควรมีการส่งเสริมการบูรณาการประยุกต์ใช้หลักพละ 4 ในการบริหารตามภารกิจ อำนาจหน้าที่ ขององค์การบริหารส่วนจังหวัดน่าน โดยยึดหลักปัญญาพละ กำลังความรู้ บุคลากรควรหมั่นศึกษาเพื่อให้เกิดมีความรู้ ความคิดสร้างสรรค์ ฉลาด รู้จักการทำงานเป็นระบบ พัฒนาตนเองอยู่เสมอ รู้จักนำเทคโนโลยีมาใช้ในการทำงาน ช่วยเหลือสังคม และเสียสละทำประโยชน์เพื่อส่วนรวม วิริยะพละ กำลังความเพียร บุคลากรควรมีความกระตือรือร้นในการทำงาน เอาใจใส่ในหน้าที่ที่รับผิดชอบ ตรงต่อเวลา ขยันขันแข็ง วางแผนในการทำงาน มีความอดทนอดกลั้น และมีความซื่อสัตย์ต่อตนเอง องค์กรและเพื่อนร่วมงาน อนวัชชพละ กำลังความสุจริต บุคลากรควรมีระเบียบวินัย ปฏิบัติตามกฎระเบียบทางราชการอย่างเคร่งครัด ทำงานด้วยความซื่อสัตย์สุจริต โปร่งใส ไม่คอร์รัปชัน มีจิตอาสา และยึดมั่นในจริยธรรม สังคหพละ กำลังการสงเคราะห์ บุคลากรควรมีความอ่อนน้อมถ่อมตน มีจิตอาสา เสียสละ ช่วยเหลือแบ่งปันเป็นที่ปรึกษาและแนะนำผู้อื่น มีใจรักในการให้บริการประชาชน และรู้จักวางตัวให้เหมาะสมแก่ฐานะภาวะบุคคล เหตุการณ์ และสิ่งแวดล้อม เพื่อให้การบริหารงานขององค์กรเป็นไปอย่างมีประสิทธิภาพและเกิดประโยชน์สุงสุดกับประชาชนในพื้นที่

บทคัดย่อภาษาอังกฤษ

This research has the following objectives: 1. To study the level of public opinions towards administration of Nan Provincial Administrative Organization 2. To study the comparative effects of public opinions towards the administration of Nan Provincial Administrative Organization. Classified by personal factors. 3. To present guidelines for applying Buddhist good governance principles for administration of Nan Provincial Administrative Organization. The research methodology is an integrated method. By quantitative research using survey research methods A sample of 400 people was analyzed by using frequency, percentage, mean, standard deviation. The hypothesis was tested using the F-Test using one-way analysis of variance. In the case of the original variable from three groups or more When differences were found, they were compared by the least significant difference method. And qualitative research use in-depth interviews with 10 key informants or people. Use context analysis techniques. Presented as an essay accompanying the frequency distribution table of key informants. For supporting quantitative datas.

The results showed that

1. Administration of Nan Provincial Administrative Organization Overall,           it was at a high level. When considering each aspect, it was found that infrastructure, quality of life promotion, community and social organization and peace and order, religion arts, culture, customs and local wisdom, management and support for missions of government agencies and local government organizations, in general, at a high level Planning Promotion of investment, commerce and tourism, management and conservation of natural resources and the environment, in general, were at a moderate level. 2.
