บทคัดย่อภาษาไทย

               การวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษาสภาพการสร้างมูลค่าเพิ่มจากขยะของชุมชนยายชา อำเภอสามพราน จังหวัดนครปฐม 2) เพื่อพัฒนากระบวนการมีส่วนร่วมของชุมชนในการสร้างมูลค่าเพิ่มจากขยะของชุมชนยายชา อำเภอสามพราน จังหวัดนครปฐม 3) เพื่อนำเสนอรูปแบบการมีส่วนร่วมในการสร้างมูลค่าเพิ่มจากขยะของชุมชนยายชา อำเภอสามพราน จังหวัดนครปฐม  โดยใช้การวิจัยเชิงคุณภาพ เก็บข้อมูลจากแบบสัมภาษณ์ การสนทนากลุ่มเฉพาะ การสังเกตพฤติกรรมการมีส่วนร่วมของประชาชน นำประเด็นการสัมภาษณ์วิเคราะห์เนื้อหาเชิงประจักษ์

                 ผลการวิจัยพบว่า

                 1. สภาพการสร้างมูลค่าเพิ่มจากขยะในชุมชน ประกอบด้วย 1) กลุ่มคนแปรรูปขยะเป็นปุ๋ย 2) กลุ่มประชาชนผู้คัดแยกขยะรีไซเคิล 3) หน่วยงานที่เข้ามามีส่วนร่วมส่งเสริมในการสร้างมูลค่าเพิ่มจากขยะของชุมชน 4) ปัญหาและอุปสรรคในการสร้างมูลค่าเพิ่มจากขยะ ด้านความขัดแย้ง     ด้านงบประมาณ ด้านกิจกรรม และด้านการมีส่วนร่วม

         2. การพัฒนากระบวนการมีส่วนร่วมของชุมชนในการสร้างมูลค่าเพิ่มจากขยะ ประกอบด้วย 1) กำหนดขั้นตอนการปฏิบัติงานและการพัฒนาการมีส่วนร่วม โดยการวิเคราะห์จุดแข็ง จุดอ่อน โอกาส ปัญหาอุปสรรค ปัจจัยที่เอื้อต่อความสำเร็จของโครงการ และการมีส่วนร่วมด้านการตัดสินใจ ด้านการดำเนินการ และด้านการรับผลประโยชน์ โดยใช้ศูนย์กลางชุมชนเป็นสถานที่ดำเนินการ 2) การสร้างเครือข่ายการสร้างมูลค่าเพิ่มจากขยะแบบครบวงจรเชิงพื้นที่เกี่ยวกับ ระบบการกำจัดขยะ การแปรรูปผลิตภัณฑ์จากขยะ การจำหน่ายผลิตภัณฑ์จากขยะ การพัฒนาการตลาด และแนวทางในการคัดแยกขยะเพื่อเพิ่มมูลค่า พลาสติก ขวดแก้ว เศษโลหะ กระดาษ โดยเครือข่ายองค์กรชุมชน องค์กรภาครัฐและองค์กรเอกชนในชุมชน

                3. รูปแบบการมีส่วนร่วมในการสร้างมูลค่าเพิ่มจากขยะของชุมชน คือ ขยะเปียก กับขยะแห้ง 1) โดยนำเอาขยะเปียกที่ประกอบด้วย เศษอาหาร เศษผัก ผลไม้ ที่เหลือจากการรับประทาน และการประกอบอาหาร มาทำเป็นปุ๋ย 2) ส่วนขยะแห้งให้จัดการ โดยให้ชาวบ้านเก็บรวบรวมขยะ ไว้รอผู้นำชุมชนมารับซื้อถึงที่บ้านเดือนละครั้ง และทางผู้นำชุมชนที่รับชื้อก็นำเอาขยะที่รับชื้อมาทำการคัดแยกประเภท โดยจัดให้คนในชุมชนที่ว่างงาน ผู้สูงอายุ หรือผู้พิการ ที่ทำงานได้มามีส่วนร่วมในการคัดแยก และนำเอาขยะที่คัดแยกประเภทนำไปขายให้กับร้านวงษ์พาณิชย์ หรือร้านรับชื้อของเก่า ส่วนพลาสติกชนิด พีอีที ที่เป็นขวดน้ำอัดลม ขวดน้ำดื่มที่เป็นสี นำมาทำเป็นไม้กวาดจากขวดพลาสติก 

บทคัดย่อภาษาอังกฤษ

               This Research was aimed at 1) studying the condition of creation of added value from wastes in Yaicha community in Sampran district of Nakhon Pathom province; 2) developing the process of community participation in the creation of added value from wastes in Yaicha community in Sampran district of Nakhon Pathom province; 3) presenting a model of participation in creation of added value from wastes in Yaicha community in Sampran district of Nakhon Pathom province by using qualitative research, collecting data from the interview schedule, group discussion, behavioral observation, public participation and analyzing issues of interview and empirical content.

                According to the research result, it was found that:

               1. Condition of creation of added value from community wastes consisted of 1) group of people recycling wastes into fertilizers; 2) group of people separating the recycled wastes; 3) units participating in promotion of creation of added value from community wastes; 4) problems and obstacles on conflicts, budgets, activities and participation relating to creation of added value from wastes;

              2. Development of process of community participation in the creation of added value from wastes consisted of 1) determination of work procedures and development of participation by analyzing strengths, weakness, opportunities, problems and obstacles, factors facilitating the Project’s success and participation in decision-making on operation and receipt of benefits by using the community center as the operation venue; 2) integrated networking of area-based creation of added value from wastes relating to the waste disposal system, recycling of products from wastes, distribution of products from wastes, development of marketing and guidelines for waste separation for value addition of plastics, glass bottles, metal scraps and papers by networks of community organizations, public sector and private sector organizations in communities;

               3. A model of participation in creation of added value from community wastes and use of wastes; 1) types of garbage consisting of food scraps, vegetable and fruit residues from eating and cooking to be used for making of household fertilizers; 2) types of rubbish; whereby, villagers shall collect wastes and await community leaders to buy and pick up wastes at their residences once a month, and community leaders shall separate the bought wastes and shall give opportunities for potential unemployed, elderly or handicapped people in the community to participate in waste separation and sale of separated wastes to Wongpanich Shop or used article shops, polyethylene terephthalate which were used as soft drink bottles, drinking water bottles to be recycled as broom products from plastic bottles;
