บทคัดย่อภาษาไทย

               สารนิพนธ์นี้ มีวัตถุประสงค์ คือ 1) เพื่อศึกษาการมีส่วนร่วมของพระสงฆ์วัดอ้อมน้อยกับสถานีตำรวจภูธรในการแก้ไขปัญหายาเสพติด ในอำเภอกระทุ่มแบน จังหวัดสมุทรสาคร 2) เพื่อเปรียบเทียบการมีส่วนร่วมของพระสงฆ์วัดอ้อมน้อยกับสถานีตำรวจภูธรในการแก้ไขปัญหายาเสพติด ในอำเภอกระ ทุ่มแบน จังหวัดสมุทรสาคร ตามปัจจัยส่วนบุคคล 3) เพื่อศึกษาปัญหา อุปสรรค และข้อเสนอแนะของการมีส่วนร่วมของพระสงฆ์วัดอ้อมน้อยกับสถานีตำรวจภูธรในการแก้ไขปัญหายาเสพติด ในอำเภอกระ ทุ่มแบน จังหวัดสมุทรสาคร โดยกลุ่มตัวอย่างที่ใช้ในการวิจัย ได้แก่ ประชาชนในพื้นที่เทศบาลนครอ้อมน้อย อำเภอเมืองตาก จังหวัดตาก จำนวน 397 คน ใช้วิธีรูปแบบการวิจัยแบบผสานวิธี โดยเป็นการวิจัยเชิงปริมาณ ซึ่งเป็นการวิจัยเชิงสำรวจจากแบบสอบถาม ประกอบการสัมภาษณ์เชิงลึกกับผู้ให้ข้อ มูลสำคัญ 7 รูป/คน เพื่อสนับสนุนข้อมูลเชิงปริมาณ วิเคราะห์ข้อมูลโดยใช้สถิติค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย และค่าเบี่ยงเบนมาตรฐาน ทดสอบสมมุติฐาน โดยใช้การวิเคราะห์ความแปรปรวนทางเดียว และวิเคราะห์ข้อมูลจากการสัมภาษณ์ ใช้เทคนิคการวิเคราะห์เนื้อหา

               ผลการวิจัยพบว่า

               1. การมีส่วนร่วมของพระสงฆ์วัดอ้อมน้อยกับสถานีตำรวจภูธรในการแก้ไขปัญหายาเสพติด ในอำเภอกระทุ่มแบน จังหวัดสมุทรสาคร โดยภาพรวมอยู่ในระดับปานกลาง มีค่าเฉลี่ย (X̅= 3.01) และเมื่อพิจารณารายด้าน พบว่า การมีส่วนร่วมของพระสงฆ์วัดอ้อมน้อยกับสถานีตำรวจภูธรในการแก้ไขปัญหายาเสพติด ในอำเภอกระทุ่มแบน จังหวัดสมุทรสาคร ด้านการป้องกันการแพร่ระบาดของยาเสพติด ด้านการปราบปรามยาเสพติด และด้านการบำบัดฟื้นฟูผู้ติดยาเสพติด โดยภาพรวมอยู่ในระดับปานกลางทุกด้าน

               2. ผลการเปรียบเทียบการมีส่วนร่วมของพระสงฆ์วัดอ้อมน้อยกับสถานีตำรวจภูธรในการแก้ไขปัญหายาเสพติดในอำเภอกระทุ่มแบน จังหวัดสมุทรสาคร โดยจำแนกตามข้อมูลปัจจัยส่วนบุคคล พบว่า ประชาชนที่มีเพศ อายุ และระดับการศึกษา ไม่แตกต่างกัน จึงปฏิเสธสมมติฐานที่ตั้งไว้ ส่วนประชาชนที่มีอาชีพต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 จึงยอมรับสมมติฐานที่ตั้งไว้

               3. การศึกษาปัญหา อุปสรรค และข้อเสนอแนะของการมีส่วนร่วมของพระสงฆ์วัดอ้อมน้อยกับสถานีตำรวจภูธรในการแก้ไขปัญหายาเสพติดในอำเภอกระทุ่มแบน จังหวัดสมุทรสาคร พบว่า ขาดการให้ความรู้ โดยการอบรมแก่ทุกคนในชุมชนให้เห็นโทษหรืออันตรายจากสิ่งเสพติด ขาดงบประมาณในการป้องกันและปราบปรามสิ่งเสพติดอย่างต่อเนื่อง ขาดการเสริมกิจกรรมยามว่าง โดยการส่งเสริมอา ชีพแก่ชุมชน ขาดความสามัคคีในชุมชนที่จะช่วยให้ปราบปรามยาเสพติดหมดไป ขาดขวัญ และกำลังใจในการปฏิบัติหน้าที่และกำหนดระบบการพิจารณาความดีความชอบสำหรับผู้ที่มีผลงานการจับกุม เจ้าหน้าที่บางท่านเข้าไปมีส่วนเกี่ยวข้องกับการค้ายาเสพติด ขาดความร่วมมือจากผู้ที่จะเข้ารับการบำ บัดภายในวัด ขาดทำลายสภาพแวดล้อมในหมูบ้านที่อาจเป็นสาเหตุให้ผู้ติดยาเสพติดหวนกลับไปเสพยาเสพติดซ้ำอีก และขาดการชักชวน แนะนำ ให้ผู้ติดยาเสพติดเข้ารับการบำบัดรักษาละเว้นเลิกจากยาเสพติดให้โทษ ข้อเสนอแนะได้แก่ ควรให้ความรู้ โดยการอบรมแก่ทุกคนในชุมชนให้เห็นโทษหรืออันตรายจากสิ่งเสพติด ควรจัดหางบประมาณในการป้องกันและปราบปรามสิ่งเสพติดอย่างต่อเนื่อง ควรหากิจกรรมยามว่าง โดยการส่งเสริมอาชีพแก่ชุมชน ควรเสริมสร้างความเข้มแข็งของชุมชนในการเอาชนะยาเสพติดให้ครบวงจร ควรเสนอความดีความชอบเป็นกรณีพิเศษให้ด้วย มีการยกย่อง ชมเชยตำรวจที่มีผลงานดีเด่น ให้รางวัลอย่างมีเกียรติ และควรออกกฎหมายอย่างรุนแรงไว้เพื่อปราบปรามเจ้าหน้าที่ที่ทำผิด ควรตั้งกฎสำหรับผู้ที่จะเข้ามาบำบัดภายในวัดให้ชัดเจน ควรทำลายสภาพแวด ล้อมในหมู่บ้านที่อาจเป็นสาเหตุให้ผู้ติดยาเสพติดหวนกลับไปเสพยาเสพติดซ้ำอีก และควรมีการชัก ชวน แนะนำ ให้ผู้ติดยาเสพติดเข้ารับการบำบัดรักษาละเว้นเลิกจากยาเสพติดให้โทษ

บทคัดย่อภาษาอังกฤษ

                   The objective of the research were : 1)  to study Wat Om-noi monks’ participation with police station to solve drugs problem at Krathumban district, Samutsakorn province, 2) to compare Wat Om-noi monks’ participation with police station to solve drugs problem at Krathumban district, Samutsakorn province, 3) To study problem, obstacle and suggestions for Wat Om-noi monks’ participation with police station to solve drugs problem at Krathumban district, Samutsakorn province. The sampling group was the 397 people from Omnoi municipality, Katungban district, Samuthsakorn province. This research is the mixed method research by the quantitative research is the survey research from questionnaire and qualitative research is from in depth interview from 7 key informants to support the quantitative research. The data analysis is through frequency, percentage, an average, standard deviation (S.D) for describing data from variables or personal characteristics. The analysis was also done through t-test for analysis the hypotheses in order to test the average difference between the two groups and f - test by one-way ANOVA and the data analysis was from interview by using the content analysis technique.

                   The findings of this research as follows :

                   1. Wat Om-noi monks’ participation with police station to solve drugs problem at Krathumban district, Samutsakorn province, in overall, was at moderate level with an average    (X = 3.01).  When considered in each aspect, found that the participation of monks at Wat Omnoi and Katungban police station for drugs problem solution at Katungban district, Samuthsakorn Province, for the drug prevention, drug punishment, and drug patient recovery treatment in overall, was at the moderate level for all aspects.

                   2. The findings the comparison to Wat Om-noi monks’ participation with police station to solve drugs problem at Krathumban district, Samutsakorn province, classified by personal data and found that the people who had the difference of gender, age, educational level, had the opinion indifferently. It rejected the hypothesis. But the people, who had the difference of career, had the opinion differently. It was significantly statistic at 0.05. It accepted the hypothesis.

                  3. The problems, obstacles and suggestions for Wat Om-noi monks’ participation with police station to solve drugs problem at Krathumban district, Samutsakorn province, found that lack of knowledge to train everyone in the community to see the disadvantages and dangers from drug, lack of budget to prevent and punish the drug sellers and consumers continuously, lack of leisure activity by support the community career, lack of community harmony to help to solve the drug problem, lack of incentive and motivation to work and rank promotion system for who work hard for drug solution, some officers are involved the drug, lack of co-operation from drug addicts or drug patient within temple, lack of house environmental problem causing re-drug consumption, and lack of persuasion, advice to drug consumers to stop consuming drug. Suggestions : should give the knowledge by training everyone in the community to understand the disadvantages or dangers from drugs or narcotics, should allocate the budget for drug prevention and punishment continuously, should have leisure activity by promoting the career to community people to strengthen community to overcome the drugs perfectly, should present the specially merit award for policemen who work hard by giving honour award and should issue the strongly law to punish the drug related officers, should have the rule for drug addicts or drug patient treatment within the temple clearly, should destroy the house environment causing re-drug consumption and should have the pursuation and advice to the drug addicts or drug patients to treat for stop consuming the drug.
