บทคัดย่อภาษาไทย

               การวิจัยครั้งนี้ มีวัตถุประสงค์ คือ 1) เพื่อศึกษาแนวคิดทฤษฎีเกี่ยวกับการบริหารจัดการด้านสาธารณูปการและสิ่งแวดล้อมของวัด 2) เพื่อศึกษาผลกระทบในการบริหารจัดการด้านสาธารณูปการและสิ่งแวดล้อมของวัดในเขตอำเภอสามร้อยยอด จังหวัดประจวบคีรีขันธ์ 3) เพื่อศึกษาปัญหาอุปสรรคแนวทางการส่งเสริมพัฒนาการบริหารจัดการด้านสาธารณูปการและสิ่งแวดล้อมของวัดในเขตอำเภอสามร้อยยอด จังหวัดประจวบคีรีขันธ์  โดยใช้ระเบียบวิธีวิจัยเชิงคุณภาพ (Qualitative Research) เก็บรวบรวมข้อมูลจากเอกสารและงานวิจัยที่เกี่ยวข้องและจากผู้ให้ข้อมูลหลัก (Key Informants) จำนวน 18 รูป/คน โดยสัมภาษณ์เจาะลึก (In-depth interview) เป็นเครื่องมือในการเก็บข้อมูลและวิเคราะห์ข้อมูลใช้วิธีการวิเคราะห์เนื้อหาเชิงพรรณนาความ

                ผลการวิจัยพบว่า

                1. ผลกระทบที่มีต่อการบริหารจัดการด้านสาธารณูปการและสิ่งแวดล้อมของวัดในเขตอำเภอสามร้อยยอดจังหวัดประจวบคีรีขันธ์  ด้านมลภาวะมีสาเหตุจาก 1) วัดเป็นผู้ก่อให้เกิดมลภาวะได้แก่เรื่องของเสียงที่เกิดจากการก่อสร้างรวมไปถึงฝุ่นควันจากเศษวัสดุ 2) จากบุคคลภายนอกเป็นผู้ก่อให้เกิดมลภาวะให้แก่วัด ได้แก่ มลภาวะที่เกิดจากสุนัขแมวที่สิ่งกลิ่นและเสียงรบกวนรวมไปถึงนกพิราบด้วย  ด้านสังคมมีสาเหตุมาจาก เรื่องของทัศนคติที่ไม่เหมือนกันมีอคติจึงเกิดจากการไม่เข้าใจกันหรือไม่ยอมรับกติกาของสังคมทั้งที่เป็นความเห็นหรือมติของคนส่วนใหญ่ในสังคม   ด้านการใช้ประโยชน์มีสาเหตุจาก การที่ประชาชนเข้ามาใช้สถานที่ของวัดแล้วเกิดมลภาวะต่างๆขึ้นทั้งเรื่องที่จำต้องเกิดโดยสภาพ และในเรื่องของการจัดกิจกรรมอื่นๆที่เสียงที่ส่งเสียงดังไปรบกวนประชาชนทั่วไปที่อยู่รอบๆวัด

                   2. แนวทางในการแก้ไขปัญหาการบริหารจัดการด้านสาธารณูปการและสิ่งแวดล้อมของวัดในเขตอำเภอสามร้อยยอดจังหวัดประจวบคีรีขันธ์คือ ด้านมลภาวะ ได้แก่การตกลงทำความเข้าใจเรื่องของเวลาในการก่อสร้าง จัดทำป้ายเตือนไม่ให้นำสัตว์มาปล่อยที่วัดและขอความอนุเคราะห์จากทางเทศบาลในการช่วยดูแลคุมกำเนิดสุนัข แมวและหาสถานที่กำจัดขยะเพื่อจะได้ไม่ต้องรอหน่วยงานที่จัดเก็บ  ด้านสังคมได้แก่ การทำให้เกิดทัศนคติที่ดีต่อวัดการปรับทัศนะคติ  ด้านการใช้ประโยชน์ได้แก่ การขอความร่วมมือในการใช้สถานที่ ปลูกจิตสำนึกความรับผิดชอบร่วมกันการมีส่วนร่วมกัน และขอรับการสนับสนุนงบประมาณในการปรับเปลี่ยนระบบการเผาศพรวมทั้งการตั้งกองทุนเพื่อใช้ในการสนับ สนุนทางวัด

             3. ปัญหาอุปสรรคของการบริหารจัดการด้านสาธารณูปการ และสิ่งแวดล้อมของวัดในเขตอำเภอสามร้อยยอด จังหวัดประจวบคีรีขันธ์ คือ การขาดการชี้แจงการประสานงานสื่อสารกันให้มีความเข้าใจตรงกันในการจัดการสาธารณูปการและสิ่งแวดล้อมนั้นๆ การไม่ได้รับความร่วมมือจากลุ่มที่ได้รับผลกระทบจากการจัดการสาธารณูปการและสิ่งแวดล้อมในบางกลุ่มที่มีอคติกับทางวัดหรือเจ้าอาวาสและจากผู้ที่ใช้สถานที่ใช้สาธารณูปการของทางวัด

            This research The objectives were 1) To study the concepts of the management of public utilities and the environment of the temple. 2) To study the impact of the management of public utilities and the environment of the temple in Sam Roi Yod district. Prachuap Khiri Khan Province 3) To study problems, obstacles, and ways to promote the management of public utilities and environment of the temple in Sam Roi Yod district. Prachuap Khiri Khan Province.Using qualitative research methodology Collect data from relevant documents and research and from key informants 18 figures / person. In-depth interview is a tool for data collection and  data were analyzed by descriptive analysis.

               The findings of this research an following :

 1. Impact on the management of the public and the environment of the temple in Sam Roi Yod district, Prachuap Khiri Khan province. Pollution is caused by 1) Measurement is the cause of pollution, including noise from construction, including dust from scrap. 2) The third party is responsible for polluting the temple. The pollution caused by dogs, cats, smells and noise, including pigeons. The social cause by the opposite of prejudice is caused by not understanding or accepting the rules of society, either as opinions or resolutions of the majority in society. Utilization is caused by the people come to use the place of the temple and then pollute the whole thing that is required by the condition and on the subject of other activities, the loud noise disturbed the general public around the temple.

 2. The solution to the problem of the management of public utilities and the environment of the temple in Sam Roi Yod district, Prachuap Khiri Khan province is Pollution is the understanding of the time of construction. Make a warning sign not to let the animals leave the temple and ask for help from the municipality to help take care of dog contraception. Cats and find a place to get rid of garbage, so do not have to wait for the agency to collect. Social Good Attitude Towards Measurement, Adjustment, Attitude. Uses include: Request for cooperation in using the facility. Raise awareness, share responsibility, and share.  3.
