บทคัดย่อภาษาไทย

                การวิจัยครั้งนี้มีวัตถุประสงค์ 3 ข้อ คือ 1) เพื่อศึกษาสภาพปัญหาการล่วงละเมิดทางเพศนักเรียนในสถานศึกษา 2) เพื่อศึกษาหลักพุทธธรรมเพื่อป้องปรามการล่วงละเมิดทางเพศ และ 3) เพื่อเสนอแนวทางการป้องปรามการล่วงละเมิดทางเพศนักเรียนในสถานศึกษาเชิงพุทธ งานวิจัยนี้เป็นการวิจัยเชิงคุณภาพ โดยการศึกษาจากเอกสารและการสัมภาษณ์เชิงลึก งานวิจัยนี้ผู้ทรงคุณวุฒิ จำนวน 15 รูป/คน รูปแบบการวิเคราะห์ข้อมูลใช้การพรรณนาจากการเก็บรวบรวมข้อมูลในงานเอกสาร รายงานวิจัย บทความ คำสัมภาษณ์ มาประกอบกับการวิเคราะห์หาแนวทางการป้องปรามการล่วงละเมิดทางเพศนักเรียนในสถานศึกษาเชิงพุทธ

                   ผลการวิจัยพบว่า ปัญหาการล่วงละเมิดทางเพศนักเรียน มีสาเหตุ 5 ด้าน ดังนี้ 1. ด้านสภาพจิตใจ ครูผู้กระทำผิดได้รับการเลี้ยงดูอย่างไม่เหมาะสมในวัยเด็ก ได้รับความรุนแรงเกี่ยวกับเพศเกิดความฝังใจอยู่ตลอด รวมถึงมีอาการป่วยทางจิต 2. ด้านความสัมพันธ์เชิงอำนาจ สังคมในสถานศึกษากำหนดให้ศิษย์ต้องเชื่อฟังให้ความเคารพครู 3. ด้านสื่อลามก สามารถเข้าถึงได้ง่ายเป็นปัจจัยกระตุ้นพฤติกรรมทางเพศออกมา 4. ด้านสภาพแวดล้อม โอกาสและสถานที่ในสถานศึกษาเป็นสิ่งที่จำกัดความปลอดภัยไม่ได้ และ 5. ด้านเด็กนักเรียนผู้ตกเป็นเหยื่อ มีปัญหามาจากสภาพครอบครัวที่ไม่สมบูรณ์ ความอยากรู้อยากลองของเด็กรวมไปถึงการที่เด็กมีวุฒิภาวะน้อยยอมแลกเปลี่ยนในสิ่งที่ไม่ถูกต้องกับครู ส่วนในด้านหลักพุทธธรรมเพื่อป้องปรามการล่วงละเมิดทางเพศมี 3 หมวด คือ 1. ศีล การรักษากายวาจาให้เป็นปกติไม่บกพร่อง เป็นการฝึกอบรมในด้านความประพฤติ  2. สติปสัมปชัญญะ ความรู้ตัวก่อนทำโดยการระงับอารมณ์ต่างๆ ที่มากระทบ และ 3. หิริโอตตัปปะ ความละอายแก่ใจต่อการกระทำผิด และเกรงกลัวผลจากการกระทำความผิด ดังนั้นแนวทางการป้องปรามปัญหาการล่วงละเมิดทางเพศนักเรียนในสถานศึกษาเชิงพุทธ ผู้วิจัยจึงได้เสนอเป็นรูปแบบมาตรการ 2 ระยะ คือ มาตรการระยะสั้น ประกอบไปด้วย 4 ด้าน อันได้แก่ 1. ด้านการจัดสภาพแวดล้อมภายในสถานศึกษา ต้องจัดให้ห้องพักครู ห้องเรียน หรือห้องต่างๆ มีสภาพที่โปร่งมองเห็นได้ง่ายแก่ผู้พบเห็น 2. ด้านการใช้เทคโนโลยีกล้องวงจรปิด ผู้บริหารสถานศึกษาต้องบริหารให้มีการติดตั้งระบบรักษาความปลอดภัยอย่างทั่วถึง 3. ด้านความปลอดภัยของเด็ก ครูต้องมีหนังสือขออนุญาตจากผู้ปกครองเมื่อพาเด็กไปทำกิจกรรมนอกโรงเรียน 4. ด้านผู้ปกครองหรือชุมชน ควรเข้ามามีส่วนร่วมกับการบริหารโรงเรียน และมาตรการระยะยาว ประกอบไปด้วย 3 วิธีการ คือ วิธีการที่ 1 สถานศึกษากำหนดบทลงโทษวินัยป้องปรามการล่วงละเมิดทางเพศในสถานศึกษามาประกาศใช้ วิธีการที่ 2 การขัดเกลาทางสังคมบ้าน วัด และโรงเรียน (บวร) และวิธีการที่ 3 สถานศึกษาจัดกิจกรรมที่เชื่อมโยงกับหลักพระพุทธศาสนาและกำหนดนโยบายที่ส่งเสริมให้มีการประยุกต์ใช้หลักศีล สติสัมปชัญญะ และหิริโอตตัปปะในสถานศึกษาอย่างต่อเนื่อง

บทคัดย่อภาษาอังกฤษ

                  This research has three objectives as follows: 1) to study sexual harassment issues among students in schools; 2) to investigate Buddhist principles to prevent sexual harassment; 3) to propose a Buddhist approach to prevent sexual harassment of students in school. The study was carried out by a qualitative research method. Qualitative data was collected by documents and in-depth interviews with 15 key informants. Data analysis was based on data collected from documents, research reports, articles, and interviews, together with an analysis of a Buddhist approach to prevent sexual harassment of students in school.

                The results from the study showed that there were five causes of sexual harassment among students as follows: 1) mental aspect; teacher offenders were sexually abused during their childhood which instilled in the mind and led to mental illness, 2) power relationship aspect; students were taught to obey and respect teachers in schools, 3) media pornography aspect; media pornography was easily accessible as a factor that drives sexual behavior out of it, 4) environmental aspect; school could not ensure to be a safe place that can fully prevent the risk of students from all forms of sexual harassment, and 5) student victim aspect; the student victims had problems from dysfunctional family conditions. Moreover, student’s curiosity with the lack of maturity led to willingness to commit wrongdoings with teachers.

                In terms of a Buddhist approach to prevent sexual harassment of students in school, it can be devided into three categories: 1) Morality (sīla); maintaining ethical conducts including physical, verbal and mental actions according to the Five Precepts, 2) Mindfulness and clear comprehension (sati-sampajañña); having awareness before acting by acknowledging both internal and external senses that create feeling in the mind, 3) Moral shame and moral dread (hiri-ottappa); having moral shame for wrongdoings and moral fear of the consequences of the wrongdoings. Therefore, the researcher proposes two measures of a Buddhist approach to prevent sexual harassment of students in school. Short-term measures consist of four aspects: 1) the aspect of organizing the environment within the school; teacher rooms, classrooms and other rooms in school must be easily seen from outside, 2) the use of CCTV technology; school administrators must provide full security systems by installing CCTV around the school, 3) the aspect of student safety; teachers are required to recieve permission from students’ parents before taking them to do extracurricular activities outside the school, and 4) the aspect of community; parents should be involved in school administration. In addition, long-term measures covers three methods: 1) educational institutions stipulate and enact disciplinary penalties to prevent sexual harassment in schools, 2) socialization of HTS Organisation (BOR WORN); homes, temples and schools, and 3) educational institutions organize activities related to Buddhist principles continuously and formulate policies that promote the application of Morality, Mindfulness and clear comprehension, and Moral shame and moral dread in school.
