บทคัดย่อภาษาไทย

การวิจัยนี้ มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพปัญหาการบริหารความซับซ้อนของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา 2) พัฒนารูปแบบการบริหารความซับซ้อนของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา 3) นำเสนอรูปแบบการบริหารความซับซ้อนของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เป็นการวิจัยแบบผสานวิธี โดยมีระเบียบวิจัยเชิงคุณภาพ ด้วยการศึกษาเอกสาร การสัมภาษณ์เชิงลึกจากผู้บริหารสถานศึกษา จำนวน 5 คน การสนทนากลุ่มจากผู้ทรงคุณวุฒิ จำนวน 9 คน เครื่องมือที่ใช้ในการวิจัย คือ แบบศึกษาเอกสาร แบบสัมภาษณ์เชิงลึก และระเบียบวิจัยเชิงปริมาณ กลุ่มตัวอย่าง คือผู้อำนวยการ หัวหน้าฝ่าย และครูในสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา จำนวน 400 คน โดยการสุ่มแบบง่าย เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถาม วิเคราะห์ข้อมูลด้วยเอกสาร การเคราะห์เนื้อหา และการวิเคราะห์ทางสถิติ คือ หาค่าร้อยละ ค่าความถี่ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัย พบว่า :

1.สภาพปัญหาการบริหารความซับซ้อนของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึษา ขอบข่ายงานบริหารโรงเรียนทั้ง 4 ฝ่ายงาน โดยภาพรวมอยู่ในระดับปานกลางเมื่อพิจารณาเป็นรายด้าน ด้านงานบริหารวิชาการ คือ มีการส่งเสริมชุมชนให้มีความเข้มแข็งทางวิชาการ ด้านงานบริหารงบประมาณ คือ มีการระดมทรัพยากรและการลงทุนเพื่อการศึกษา ด้านงานบริหารบุคคล คือ มีการจัดสรรอัตรากำลังข้าราชการครูและบุคลากรทางการศึกษา ด้านงานบริหารทั่วไป คือ มีงานวิจัยเพื่อพัฒนานโยบาย และแผน

2.การพัฒนารูปแบบการบริหารความชับซ้อนของสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา ดำเนินการตรวจสอบรูปแบบทั้ง 4 ด้าน โดยภาพรวมอยู่ในระดับมากด้านที่มีค่าเฉลี่ยสูงสุด ได้แก่ ด้านความเป็นประโยชน์ ด้านความถูกต้อง ด้านความเหมาะสม และด้านความเป็นไปได้ ตามลำดับ

3.รูปแบบการบริหารความซับซ้อนของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา มีส่วนประกอบ 5 ส่วน ได้แก่ 1) หลักการความซับซ้อน 2) วัตถุประสงค์ของการบริหารความซับซ้อน 3) กระบวนการบริหารความซับซ้อน 4) การนำรูปแบบไปใช้ และ 5) เงื่อนไขความสำเร็จ

บทคัดย่อภาษาอังกฤษ

The objectives of this research were: 1) to study the state of problems in complexity administration of schools under the Secondary Educational Service Area Office, 2) to develop a model for complexity administration of schools under the Secondary Educational Service Area Office, and 3) to propose the model of complexity administration in schools under the Secondary Educational Service Area Office. The mixed research methods were used in the study. The qualitative data were collected from documents, in-depth interviews with 5 school administrators, focus group discussions with 9 experts by using documentary study form and interview form. The quantitative data were obtained from 400 samples consisting of school directors, heads of department and teachers in schools under the Secondary Educational Service Area Office through questionnaires by simple random sampling. The data were analyzed by content analysis, percentage, frequency, mean and standard deviation.

The results of the study found that:

1. The state of problems in complexity administration of schools under the Secondary Educational Service Area Office in 4 sections was at a moderate level overall. In details of each aspect, in the academic administration, there is a support to community for academic strength; in budget administration, there is fund raising and investment for education; in personnel administration, there is personnel allocation for teachers and educational personnel; and in general administration, there is research for policy and plan development. 

2. In the model evaluation, the development of complexity administration model of schools under the Secondary Educational Service Area Office was at a high level totally in all 4 aspects. The highest level was on utility, followed by accuracy, suitability and feasibility respectively.

3. The model of complexity administration in schools under the Secondary Educational Service Area Office consists of 5 components; 1) complexity principle, 2) objective of complexity administration, 3) complexity administration process, 4) implementation of complexity administration model, and 5) achievement conditions.
