บทคัดย่อภาษาไทย

   งานวิจัยครั้งนี้มีวัตถุประสงค์ คือ 1.เพื่อศึกษาความคิดของประชาชนต่อการบริหารงานตามหลักธรรมาภิบาลของเทศบาลตําบลบวกค้าง อําเภอสันกําแพง จังหวัดเชียงใหม่ 2. เพื่อเปรียบเทียบความคิด เห็นของประชาชนต่อการบริหารงานตามหลักธรรมาภิบาลของเทศบาลตําบลบวกค้าง อําเภอสันกําแพง จังหวัดเชียงใหม่ จําแนกตามปัจจัยส่วนบุคคล 3.เพื่อศึกษาปัญหา อุปสรรค และข้อเสนอแนะต่อการบริหาร งานตามหลักธรรมาภิบาลของเทศบาลตําบลบวกค้าง อําเภอสันกําแพง จังหวัดเชียงใหม่ 4.เพื่อศึกษาแนว ทางพัฒนาการบริหารตามหลักธรรมาภิบาลของเทศบาล ตําบลบวกค้าง อําเภอสันกําแพง จังหวัดเชียงใหม่ ที่มีประสิทธิภาพตามความคิดเห็นของประชาชน ดําเนินการโดยวิจัยเชิงสํารวจ (Survey Research) กับกลุ่มตัวอย่างที่เป็นประชากรในพื้นที่เทศบาล ตําบลบวกค้าง อําเภอสันกําแพง จังหวัดเชียงใหม่ จํานวน 376 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบ สอบถามที่ผู้วิจัยสร้างขึ้นเอง โดยมีค่าความเชื่อมั่นเท่ากับ 0.96 วิเคราะห์ข้อมูลโดย การหาค่าความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าที (t-test) การวิเคราะห์ความแปรปรวนทางเดียว (One way Anova) เมื่อพบว่ามีความแตกต่างจึงทดสอบความแตกต่างราย คู่โดยวิธีการหาผลต่างนัยสําคัญน้อยที่สุด (Least Significant Difference : LSD) ในส่วนของข้อคําถามปลายเปิดที่แสดงปัญ หาอุปสรรค และข้อเสนอแนะ ผู้วิจัยทําการจัดกลุ่มตามประเด็นที่กําหนดไว้ในแบบสอบถามปลายเปิด จากนั้นจะทําการวิเคราะห์ โดยใช้การแจกแจงความถี่ (Frequency) และข้อมูลการสัมภาษณ์ผู้วิจัยทําการจัดกลุ่มข้อมูล (Data Grouping) สาระสําคัญของประเด็นการ สัมภาษณ์ จากนั้นทําการวิเคราะห์ข้อมูลเชิงเนื้อหา (Content Analysis Technique)

   ผลการวิจัยพบว่า

   1. ผู้ตอบแบบสอบถามส่วนใหญ่เป็นชาย จํานวน 215 คน คิดเป็น ร้อยละ 57.2 มีอายุ 36-45 ปี จํานวน 131 คน คิดเป็น ร้อยละ 34.8 มีระดับการศึกษา ประถมศึกษา จํานวน 104 คน คิดเป็นร้อยละ 27.7 มีอาชีพกสิกรรม/เกษตร จํานวน 109 คน คิดเป็นร้อยละ 29.0 รายได้/ต่อ เดือน 5,000-10,000 บาท จํานวน 171 คน คิดเป็นร้อยละ 45.5

  2. ความคิดเห็นของประชาชนต่อการบริหารงานตามหลักธรรมาภิบาลของเทศบาลตําบลบวกค้าง อําเภอสันกําแพง จังหวัดเชียงใหม่ ทั้ง 6 ด้าน โดยภาพรวมอยู่ในระดับมาก (ค่าเฉลี่ยเท่ากับ 3.92) เมื่อพิจารณาเป็นรายด้าน พบว่า ด้านหลักนิติธรรม ด้านหลักคุณธรรม ด้านหลักความโปร่งใส ด้านหลักการมีส่วนร่วม ด้านหลักความรับผิดชอบด้าน และหลักความคุ้มค่า ประชาชนมีความคิดเห็น อยู่ในระดับมากทุกด้าน

   3. การเปรียบเทียบการบริหารงานตามหลักธรรมาภิบาลของเทศบาลตําบลบวกค้าง อําเภอสันกําแพง จังหวัดเชียงใหม่ จําแนกตามปัจจัยส่วนบุคคล พบว่าประชาชนที่มีเพศ อายุระดับการศึกษาอาชีพ และรายได้/ต่อเดือน โดยภาพรวม เพศ และรายได้/เดือน พบว่า ปฏิเสธสมมุติฐาน ส่วน อายุ, ระดับการ ศึกษา และอาชีพ พบว่าแตกต่างกันอย่างมีนัยสําคัญทางสถิติที่ระดับ 0.01 และ 0.05 ซึ่งยอม รับสมมติฐาน

  4. ปัญหา อุปสรรคและข้อเสนอแนะเกี่ยวกับการบริหารงานตามหลักธรรมาภิบาลของเทศบาลตําบลบวกค้าง อําเภอสันกําแพง จังหวัดเชียงใหม่นั้น ในปัญหาและอุปสรรค พบว่าประชาชนในเขตพื้น ที่บางส่วนยังไม่ทราบข้อกฎหมายหรือเทศบัญญัติต่าง ๆ และมีข้อเสนอแนะให้ผู้บริหารบริหารงานโดยคํานึงถึงหลักธรรมาภิบาลให้ครบทั้ง 6 ด้าน เพราะหลักธรรมาภิบาลเป็นการบริหาร การปกครองที่ดีที่ทุกๆ ส่วนเห็นว่าเป็นสิ่งที่ดีงามเหมาะที่จะนํามาใช้ในการบริหารองค์กรต่างๆ ให้มีความประสิทธิภาพมากยิ่งขึ้น

   5. ผลการสัมภาษณ์ พบว่า ผู้ให้ข้อมูลสําคัญส่วนใหญ่เน้นในเรื่องปัญหา อุปสรรค และมีข้อเสนอแนะการบริหารหลักธรรมาภิบาลทั้ง 6 ด้าน คือ หลักนิติธรรม หลักคุณธรรม หลักความโปร่งใส หลักการมีส่วนร่วม หลักความรับผิดชอบ และหลักความคุ้มค่า ในการนําหลักธรรมาภิบาลไปปรับใช้กับหน่วยงานหรือองค์กรให้มีความชัดเจนยิ่งขึ้น และมีการปรับปรุงการบริหารให้มีคุณภาพ มีการบริการสาธารณะต่างๆให้เป็นที่พึงพอใจของประชาชนและนําทฤษฎีเศรษฐกิจพอเพียงไปเป็น แนวทางการบริหารจัดการ

บทคัดย่อภาษาอังกฤษ

                The purposes of this research were 1) to investigate the people’s opinion to administration accordance With good governance of Buakkang sub-district Municipality, Sankampheang district, Chiang Mai province, 2) to compare the people’s opinion to administration according to good governance of Buakkang sub-distict Municipality Sankampheang district, Chiang Mai province, 3) to examine the problems, obstacles and suggestion to administration in accordance with good governance of Buakkang sub-district Municipality, Sankampheang district Chiang Mai province, and 4) to explore the administration development according to the principles of good governance of Buakkang sub-district Municipality, Sankampheang district Chiang Mai province that has Effectiveness along the people’s opinion. The research method was survey research, the subjects were 376 people of Buakkang sub-district Municipality, Sankampheang district, Chiang Mai province. The instruments used to collect data were questionnaires with 0.96 of reliability. The statistics for the data analysis were frequency, percentage, mean, standard deviation, T test (t-test), One Way Anova and least significant difference (Least Significant Difference: LSD). An open-ended question that shows the problems, obstacles and suggestions, the researchers provide the issues for an open-ended questionnaire, then analyzed by using frequency and interviews, data grouping, the interview point and content analysis technique

                The results show that

                1. The most of the samples or 57.2 percent are males, 34.8 percent, age 36-45 years old 27.7 percent, finished primary education is and 27.7, 29.0 percent are farmer, and 45.5 percent are the income 5,000 – 10,000 Baht per month.

               2. The overall opinion of people toward administration according to good governance the principles of Buakkang Sub-district Municipality, Sankampheang district Chiang Mai province in all six aspects was found at high level. (3.92), when considering into each aspect, it was found that the rule of law, the moral principle, the transparency, the participation, the responsibility and the main value, it was also ranked at high level in all aspects.

               3. To comparison the administration according to good governance principle of Buakkang sub-district Municipality, Sankampheang district Chiang Mai province, classified by personal factors, it was found that gender, age, education, occupation, income per month, the overall gender and income per month was found that the rejected assumption but age, education and occupation was found that statistically significant difference at 0.01 and 0.05 level, the accepted assumption.

               4. The problems, obstacles, and recommendations toward administration of good governance principles of Buakkang sub-district Municipality, Sankampheang district, Chiang Mai province was found that people in some unknown law or ordinance different, the recommendations toward administrator by realizing to good governance principle in all six aspects, because good governance principle was a good administration principle in all aspect, it was good thing and appropriate with administrative organization efficiently.

               5. The result of interview was found that the most informants focused on the problems, obstacles  and recommendation toward the administration of good governance principle in all six aspects namely; the rule of law, the moral principle, the transparency, the participation, the responsibility and the main value, bring the good governance principle applying to organization clearly and improving quality administration, having various public services were satisfied to people and theoretical approach to economic management.
