บทคัดย่อภาษาไทย

               การวิจัยครั้งนี้มีวัตถุประสงค์ 1. เพื่อศึกษาการบริหารงานตามหลักอิทธิบาทธรรมขององค์การบริหารส่วนตำบลพลูตาหลวง อำเภอสัตหีบ จังหวัดชลบุรี 2. เพื่อเปรียบเทียบความคิดเห็นของประชาชนต่อ การบริหารงานตามหลักอิทธิบาทธรรมขององค์การบริหารส่วนตำบลพลูตาหลวง อำเภอสัตหีบ จังหวัดชลบุรี จำแนกตามปัจจัยส่วนบุคคล 3. เพื่อศึกษาปัญหาอุปสรรค และข้อเสนอแนะในการบริหารงานตามหลักอิทธิบาทธรรม ขององค์การบริหารส่วนตำบลพลูตาหลวง อำเภอสัตหีบ จังหวัดชลบุรี การศึกษาวิจัยครั้งนี้ดำเนินการตามระเบียบวิธีวิจัยแบบผสานวิธี (Mixed Method Research) โดยเป็นการวิจัยเชิงปริมาณ (Quantitative Research) ซึ่งเป็นการวิจัยเชิงสำรวจ (Survey Research) จากแบบสอบถาม(Questionnaire) ประกอบการสัมภาษณ์เชิงลึก(In-depth Interview) กับผู้ให้ข้อมูลสำคัญ (Key   Informants) เพื่อสนับสนุนข้อมูลเชิงปริมาณวิเคราะห์ข้อมูลโดยค่าความถี่ (Frequency), ค่าร้อยละ(Percentage), ค่าเฉลี่ย (Mean) และค่าเบี่ยงเบนมาตรฐาน (Standard Deviation) การทดสอบค่าที่ (t-test) การวิเคราะห์ความแปรปรวนทางเดียว (One  Way  ANOVA) และเปรียบเทียบความแตกต่างค่าเฉลี่ยเป็นรายคู่ด้วยวิธีผลต่างเป็นสำคัญน้อยที่สุด (Least Significant Difference: LSD.) และใช้เทคนิคการวิเคราะห์เนื้อหาประกอบบริบท

ผลการวิจัยพบว่า

              1.การบริหารงานตามหลักอิทธิบาทธรรม ขององค์การบริหารส่วนตำบลพลูตาหลวงอำเภอสัตหีบ จังหวัดชลบุรี พบว่าความคิดเห็นของประชาชนเกี่ยวกับการบริหารงานตามหลักอิทธิบาทธรรม ขององค์การบริหารส่วนตำบลพลูตา หลวง อำเภอสัตหีบ จังหวัดชลบุรีโดยรวมอยู่ในระดับมาก เมื่อเป็นรายด้านสามารถเรียงลำดับได้ดังนี้ ด้านสวัสดิการและอาชีพมีระดับสูงสุด รองลงมา คือ ด้านการศึกษาและวัฒนธรรม และที่อยู่ในระดับสุดท้ายคือ ด้านการบริหารการเมืองการปกครอง

               2. ผลการเปรียบเทียบความคิดเห็นของประชาชนต่อเกี่ยวกับการบริหารงานตามหลักอิทธิบาทธรรม ขององค์การบริหารส่วนตำบลพลูตาหลวง อำเภอสัตหีบ จังหวัดชลบุรีโดยจำแนกตามปัจจัยส่วนบุคคล เพศ อายุ ระดับการศึกษา รายได้เฉลี่ยต่อเดือน พบว่า ความคิดเห็นของประชาชนต่อการบริหารงานตามหลักอิทธิบาทธรรม ขององค์การบริหารส่วนตำบลพลูตาหลวงอำเภอสัตหีบ จังหวัดชลบุรี ไม่แตกต่างกัน

               3. ปัญหา อุปสรรค และข้อเสนอแนะเกี่ยวกับการบริหารงานตามหลักอิทธิบาทธรรมขององค์การบริหารส่วนตำบลพลูตาหลวง อำเภอสัตหีบ จังหวัดชลบุรี ด้านการบริหารการเมืองการปกครอง พบว่า การจัดทำแผนและนโยบายไม่เป็นไปตามความต้องการของประชาชนด้านโครงสร้างพื้นฐาน ประชาชนไม่ได้มีการแสดงความคิดเห็นในการจัดทำโครงสร้างพื้นฐานด้านสาธารณสุขและสิ่งแวดล้อม ด้านการศึกษาและวัฒนธรรม มีปัญหาความยากจน ด้านสวัสดิการและอาชีพมีความล่าช้าในการให้บริการ ด้านเศรษฐกิจสังคมและชุมชน  ปัญหารายได้ไม่เพียงพอต่อการยังชีพ และข้อเสนอแนะในการบริหารงานตามหลักอิทธิบาทธรรม ขององค์การบริหารส่วนตำบลพลูตาหลวง อำเภอสัตหีบ จังหวัดชลบุรี ด้านการบริหารการเมืองการปกครอง ควรเปิดโอกาสให้ประชาชน มีส่วนร่วมในการกำหนดแผน และนโยบาย ด้านโครงสร้างพื้นฐาน ควรมีการกำหนดงบประมาณ ให้สอดคล้องกับแผนงานเพื่อที่จะไม่เกิดปัญหาในเมื่อนำไปสู่การปฏิบัติ ด้านสาธารณสุขและสิ่งแวดล้อม ควรมีเจ้าหน้าที่ประชาสัมพันธ์ให้ความรู้ ความเข้าใจแก่ประชาชนเกี่ยวกับสิทธิประโยชน์ ที่พึงจะได้รับ ด้านการศึกษาและวัฒนธรรม ควรมีทุนเพื่อการศึกษาอย่างทั่วถึงด้านสวัสดิการและอาชีพ ควรเพิ่มค่ายังชีพให้กับผู้สูงอายุ ด้านเศรษฐกิจสังคมและชุมชน การส่งเสริมการสร้างรายได้ให้เพียงพอกับการยังชีพ

บทคัดย่อภาษาอังกฤษ

              The objectives of this research were: 1. to study the administrative of Plutalouang sub-district administrative organization in Satthahip district, Chonburi province according to Iddhipãdã Dhammã, 2. to study the comparison of the people opinions to administrative of Plutalouang sub-district administrative organization in Satthahip district, Chonburi province according to Iddhipãdã Dhammã, 3. to study the problems, obstacles and suggestions about the administrative of Plutalouang subdistrict administrative organization in Satthahip district, Chonburi province according to Iddhipãdã Dhammã. It was the mixed research method between the quantitative researches was the survey research from the questionnaire and the qualitative research was from in-depth interview from key informant to support the quantitative research. The statistics were used for the data analysis through frequency, percentage, means, standard deviation (S.D), T-test, F-test, One-way Analysis of Variance and Least Significant Difference: LSD, and using the content analysis technique.

The findings of the research as follows:

            1. The administration of Plutalouang sub-district administrative organization in Satthahip district, Chonburi province according to Iddhipãdã Dhammã, It was a good level for overall with an average. When considered in each side found that the welfare and career, Education and Culture Politics respectively.

              2.The findings of opinions comparison of the people to administration of Plutalouang sub-district administrative organization in Satthahip district, Chonburi province according to Iddhipãdã Dhammã , classified by personal data such as gender, age, level of education , and income , and found that the people who had the opinions to administration of Plutalouang sub-district administrative organization in Satthahip district, Chonburi province according to Iddhipãdã Dhammã indifferently.

             3. The problems, obstacles and suggestions about administration of Plutalouang sub-district administrative organization in Satthahip district, Chonburi province according to Iddhipãdã Dhammã, were as follows, for the politics that found that the plan making and policy did not demand of the people. For the basic structure, the people did not participate the opinions for the basic structure management for the health and environment. For the education and culture, had the poverty problem. For the social welfare and career, was very late in the service. For the economy, society and community, had the insufficient income for living.

             Suggestions about the administration of Plutalouang sub-district administrative organization in Satthahip district, Chonburi province according to Iddhipãdã Dhammã, as follows: For the politics, should let the people participate for planning and policy making. For the basic structure, should set up the budget to match with the operation plan which no practical problem. For the public health and environment, should have the public relations authority to have knowledge and understanding to the people about the rights of interests. For the education and culture, should have the fund for education to all people. For the economy, society and community, should promote the enough income creation for living.
