   การศึกษาวิจัยเรื่อง การพัฒนาคุณภาพชีวิตผู้ด้อยโอกาสในเขตพื้นที่เทศบาล ตําบลอุโมงค์ อําเภอเมือง จังหวัดลําพูน มีวัตถุประสงค์ในการวิจัยคือ 1) เพื่อศึกษาความคิดเห็นของประชากรที่มีต่อการพัฒนาคุณภาพชีวิตผู้ด้อยโอกาสของเทศบาลตําบลอุโมงค์ อําเภอเมือง จังหวัดลําพูน 2) เพื่อศึก ษาความสัมพันธ์ระหว่างปัจจัยส่วนบุคคลกับการพัฒนาคุณภาพชีวิตผู้ด้อยโอกาสของเทศบาลตําบลอุโมงค์ 3) เพื่อศึกษาปัญหา อุปสรรค และข้อเสนอแนะต่อการพัฒนาคุณภาพชีวิตผู้ด้อยโอกาสของเทศบาลตําบลอุโมงค์ และ 4) เพื่อศึกษาแนวทางการพัฒนาคุณภาพชีวิตผู้ด้อยโอกาสของเทศบาลตําบลอุโมงค์ตามหลักไตรสิกขา ซึ่งประชากรและกลุ่มตัวอย่างที่ใช้ในการวิจัย คือ ผู้ด้อยโอกาสใน ตําบลอุโมงค์ จํานวน 168 คน กลุ่มตัวอย่างได้มาจากการกําหนดขนาดของกลุ่มตัวอย่างตามตารางของเครซีและมอร์แกน (Krejcie&Morgan) ได้กลุ่มตัวอย่างจํานวน 118 คน และเก็บข้อมูลโดยใช้แบบสอบ ถาม (Questionnaire) และทําการวิเคราะห์ข้อมูลโดยใช้โปรแกรมสําเร็จรูป เพื่อการวิจัยทางสังคม ศาสตร์ เพื่อหาค่าความถี่ (Frequency) ค่าร้อยละ (Percentage) ค่าเฉลี่ย (Mean) และค่าส่วนเบี่ยงเบนมาตรฐาน (Standard Deviation) และทําการทดสอบสมมติฐานด้วยสถิติทดสอบไคสแควร์ (Chi - SquareTest) (1) ในส่วนของข้อคําถามปลายเปิดที่แสดงปัญหาอุปสรรค และข้อเสนอแนะผู้วิจัยทําการจัดกลุ่มตามประเด็นที่กําหนดไว้ในแบบสอบถามปลายเปิด จากนั้นจะทําการวิเคราะห์ โดยใช้การแจก แจงความถี่ (Frequency) และข้อมูลจากการ สัมภาษณ์ ผู้วิจัยทําการจัดกลุ่มข้อมูลสาระสําคัญของประ เด็นการสัมภาษณ์ จากนั้นจึงทําการ วิเคราะห์ข้อมูลเชิงเนื้อหา

   ผลการวิจัยพบว่า

   1. ระดับความคิดเห็นที่มีต่อการพัฒนาคุณภาพชีวิตผู้ด้อยโอกาสของเทศบาลตําบลอุโมงค์ อําเภอเมือง จังหวัดลําพูน พบว่า ผู้ตอบแบบสอบถามมีระดับความคิดเห็นที่มีต่อการพัฒนาคุณภาพชีวิตผู้ด้อยโอกาสของเทศบาลตําบลอุโมงค์ อําเภอเมือง จังหวัดลําพูน ในภาพรวมอยู่ในระดับมาก (X̅=3.64) เมื่อพิจารณาเป็นรายด้านพบว่าด้านความมั่นคงในด้านเศรษฐกิจ ด้านสาธารณสุข ด้านสิ่งแวดล้อม ด้านชีวิตและครอบครัว และด้านชีวิตชุมชน อยู่ในระดับมาก ส่วนด้านการใช้สติปัญญาและด้านชีวิตการทํางาน อยู่ในระดับปานกลาง

   2. การศึกษาความสัมพันธ์ระหว่างปัจจัยส่วนบุคคลกับการพัฒนาคุณภาพชีวิตผู้ด้อยโอกาสของเทศบาลตําบลอุโมงค์ อําเภอเมือง จังหวัดลําพูน การทดสอบสมมติฐานโดยการวิเคราะห์ความ แตกต่างตามการจําแนกตามปัจจัยส่วนบุคคลได้แก่เพศ อายุ ระดับการศึกษา อาชีพ และรายได้ พบว่า ปัจจัยส่วนบุคคล ด้านเพศและระดับการศึกษามีความสัมพันธ์กับการพัฒนาคุณภาพชีวิตผู้ด้อยโอกาสของเทศบาลตําบลอุโมงค์ อําเภอเมืองจังหวัดลําพูน ส่วนด้านอายุ อาชีพและรายได้ต่อเดือนไม่มีความ สัมพันธ์กับการพัฒนาคุณภาพชีวิตผู้ด้อยโอกาสของเทศบาลตําบลอุโมงค์ อําเภอเมือง จังหวัดลําพูน

   3. ปัญหาและอุปสรรคในการพัฒนาคุณภาพชีวิตผู้ด้อยโอกาสของเทศบาลตําบลอุโมงค์ อําเภอเมือง จังหวัดลําพูน โดยสรุปแล้ว พบว่า ผู้ด้อยโอกาสยังคงว่างงานและมีรายได้ที่ไม่พอกับ รายจ่าย ไม่มีใครจ้างงาน ไม่มีการใช้สติปัญญาในการแก้ไขปัญหาเท่าที่ควร ปัญหาภายในครอบครัว และการยอมรับจากคนในสังคม รวมถึงปัญหาการจัดการขยะและปัญหาสุขภาพและการรับบริการจากสถานพยาบาล ซึ่งเทศบาลควรให้การส่งเสริมและสนับสนุนให้ผู้ด้อยโอกาสสร้างรายได้อย่างมั่นคง การใช้สติปัญญาในการแก้ไขปัญหาเบื้องต้น การจัดการขยะในครัวเรือนอย่างเป็นรูปธรรม การส่งเสริมผู้ด้อยโอกาสให้มีสุขภาพร่างกายที่สมบูรณ์แข็งแรงและการรับการรักษาพยาบาลอย่าง ทั่วถึงและสะดวก

   4. ผลการศึกษาเชิงคุณภาพ พบว่า ผู้ให้ข้อมูลสําคัญส่วนใหญ่เน้นในเรื่องของการเสริมสร้าง การพัฒนาคุณภาพชีวิตผู้ด้อยโอกาสในด้านต่างๆ เพื่อให้คุณภาพชีวิตเป็นไปในลักษณะที่ดีขึ้น สามารถอยู่ร่วมกับครอบครัวและสังคมได้อย่างปกติสุข
