บทคัดย่อภาษาไทย

   การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาการมีส่วนร่วมทางการเมืองท้องถิ่นของสตรี ของในเขตเทศบาลเมืองลําพูน จังหวัดลําพูน 2) เปรียบเทียบการมีส่วนร่วมทางการเมืองของสตรีใน เขตเทศบาลเมืองลําพูน จังหวัดลําพูน จําแนกตามปัจจัยส่วนบุคคล 3) ศึกษาปัญหา อุปสรรคและ ข้อเสนอแนะ แนวทางการมีส่วนร่วมทางการเมืองสตรีในเขตเขตเทศบาลเมืองลําพูน จังหวัดลําพูน 4) ศึกษาการนําหลักธรรมทางพระพุทธศาสนา อิทธิบาท 4 เพื่อนํามาประยุกต์ใช้กับการมีส่วนร่วมทางการเมืองของสตรีในเขตเทศบาลเมืองลําพูน จังหวัดลําพูน ดําเนินการตามระเบียบวิธีวิจัยแบบผสม (Mixed Medthod) โดยเป็นการวิจัยเชิงปริมาณ (Quantitative Research) ซึ่งเป็นการวิจัยแบบสํารวจ (Survey Research) โดยกลุ่มตัวอย่างที่ใช้ในการวิจัย คือ ประชาชนที่อาศัยอยู่ในเขตเทศบาลเมืองลําพูนที่มีอายุตั้งแต่ 18 ปีขึ้นไป ที่มีส่วนร่วมในทางการเมืองท้องถิ่นของเทศบาลเมืองลําพูน ที่อาศัยอยู่ในเขตเทศบาลเมืองลําพูน จังหวัดลําพูน ประกอบไปด้วย 17 ชุมชน จํานวน 6,315 คน ซึ่งใช้วิธีการสุ่มตัว อย่าง โดยการเปิดตารางขนาดกลุ่มตัวอย่างของเครซี่และมอร์แกน (R.V.Krejcie & Morgan ) วิเคราะห์ข้อมูลโดย (frequency) ค่าร้อยละ (percentage) หาค่าเฉลี่ย (mean) และส่วนเบี่ยงเบนมาตรฐาน (Standard deviation) การทดสอบค่าที (t-test) การวิเคราะห์ความแปรปรวนทางเดียว (One Way Analysis of Variance) และเปรียบเทียบความแตกต่างของค่าเฉลี่ยเป็นรายคู่โดยวิธีผลต่างนัยสําคัญน้อยที่สุด (Least Significant Different: LSD.) และการวิจัยเชิงคุณภาพ ด้วยการสัมภาษณ์เชิงลึก (In-Depth Interview) กับผู้ให้ข้อมูลสําคัญ (Key Informant) และการใช้เทคนิคการวิเคราะห์เนื้อหา

   ผลการวิจัยพบว่า

  1) การมีส่วนร่วมทางการเมืองท้องถิ่นของสตรีในเขตเทศบาลเมืองลําพูน โดยภาพรวมอยู่ในระดับมากเฉลี่ยเท่ากับ 4.13 เมื่อพิจารณาเป็นรายด้านพบว่า อยู่ในระดับมากทุกด้านมีค่าเฉลี่ยจากมากไปหาน้อยดังนี้คือ ด้านการมีส่วนร่วมแสดงความคิดเห็นทางการเมืองเฉลี่ยเท่ากับ 4.38 การ มีส่วนร่วมกิจกรรมกับกลุ่มทางการเมืองเฉลี่ยเท่ากับ 4.32 การมีส่วนร่วมแสดงสิทธิออกเสียงเลือกตั้งเฉลี่ยเท่า กับ 4.03 การมีส่วนร่วมรณรงค์ทางการเมืองเฉลี่ยเท่ากับ 3.99 และการมีส่วนร่วมเป็นสมาชิกพรรคการ เมืองหรือหัวคะแนนทางการเมือง ค่าเฉลี่ยเท่ากับ 3.93

  2) เปรียบเทียบการมีส่วนร่วมทางการเมืองท้องถิ่นของสตรีในเขตเทศบาลเมืองลําพูน จําแนกตามปัจจัยส่วนบุคคลได้แก่ เพศ อายุ สถานภาพ การศึกษา อาชีพ และรายได้ พบว่า ประชาชนที่มีอายุ สถานภาพ แตกต่างกันมีส่วนร่วมทางการเมืองท้องถิ่นกับเทศบาลเมืองลําพูน แตกต่างกัน อย่างมีนัยสําคัญที่ระดับ .01 ส่วนประชาชนที่มีเพศ การศึกษา อาชีพ และรายได้ต่างกัน เพศต่างกันมีส่วนร่วมทางการเมืองท้องถิ่นกับเทศบาลเมืองลําพูนไม่แตกต่าง

   3) ปัญหาอุปสรรคการมีส่วนร่วมทางการเมืองท้องถิ่นของสตรีในเขตเทศบาลเมืองลําพูน      จังหวัดลําพูน พบว่าบทบาทในการเป็นผู้นําท้องถิ่นของผู้หญิงยังมีอยู่น้อย ขาดการสนับสนุนจากหน่วยงานทางราชการ ข้อมูลข่าวสาร การติดตามข่าวสารทางการเมืองท้องถิ่น การเผยแพร่เรื่องสิทธิสตรีในการมีส่วนร่วมทางการเมืองท้องถิ่นยังมีน้อย ในการร่วมกิจกรรมกับกลุ่มทางการเมืองท้องถิ่น ความเหลื่อมล้ำทางสังคม ทําให้ผู้หญิงไม่มีสิทธิเสนอแนวคิดนโยบายต่อนักการเมืองและผู้นําทางการเมือง ขาดการสนับสนุนให้มีบทบาท การลงรับสมัครรับเลือกตั้งของพรรคการเมืองท้องถิ่น ส่วนด้านข้อเสนอแนะหน่วยงานทางราชการที่เกี่ยวข้องควรให้การสนับสนุนสตรีได้มีส่วนร่วมในการ ติดตามข่าวสารทาง การเมืองท้องถิ่น ควรมีการสนับสนุนให้ผู้หญิงได้มีส่วนร่วมในการเป็นคณะกรรมการเลือกตั้ง การตรวจสอบผู้กระทําผิดการเลือกตั้ง สนับสนุนให้สตรีได้มีบทบาทในการประชาสัมพันธ์ให้ประชาชนเข้าใจในการใช้สิทธิในการเลือกตั้ง การออกไปใช้สิทธิเลือกตั้ง และควรสนับสนุนให้สตรีได้เป็นสมาชิกพรรค การเมืองท้องถิ่น รวมถึงการลงรับสมัครเป็นนักการเมืองท้องถิ่น

   4) การมีส่วนร่วมทางการเมืองท้องถิ่นของสตรีในเขตเทศบาลเมืองลําพูน จังหวัดลําพูน สามารถสรุปได้ดังนี้ ด้านการมีส่วนร่วมแสดงความคิดเห็นทางการเมืองท้องถิ่น ควรส่งเสริมสตรีได้มีส่วนร่วมเป็นผู้ให้คําปรึกษา ประชาสัมพันธ์ข้อมูลการเลือกตั้งแก่บุคคลอื่นในชุมชน ส่งเสริมสตรีควร เป็นแบบอย่างที่ดีแก่บุคคลอื่นๆ ในการออกเสียงเลือกตั้งและออกไปเลือกตั้งอย่างสม่ำเสมอ และร่วมกับประชาชนในพื้นที่ในการร่วมกันรณรงค์การออกไปใช้สิทธิเลือกตั้งอย่างสม่ำเสมอ มีการประชาสัม พันธ์การมีส่วนร่วมทางการเมืองท้องถิ่นในระดับต่างๆ ให้ประชาชนทราบ เพื่อที่จะได้ติดตามการบริหารงานของนักการเมืองท้องถิ่นร่วมกัน สตรีควรจะรวมกลุ่มในชุมชนและมีส่วนแนะนํา ผู้สมัครที่เป็นสตรีเพื่อจะได้มีผู้สมัครเลือกตั้งที่เป็นสตรีได้มีบทบาททางการเมืองท้องถิ่น ควรส่งเสริมด้านงบประมาณให้สตรีมีความพร้อมที่จะเข้าร่วมทํากิจกรรมทางการเมืองท้องถิ่นกับกลุ่มของตน มีการประชาสัมพันธ์นโย บายของพรรค แนะนําตัวผู้สมัครรับเลือกตั้ง ส่งเสริมให้สตรีมีการแสดงความคิดเห็นเสนอนโยบายที่มีประโยชน์ต่อส่วนรวม ต่อนักการเมืองและผู้บริหารท้องถิ่น รวมถึงการลงรับสมัครเป็นนักการเมืองท้องถิ่น

บทคัดย่อภาษาอังกฤษ

               The objectives of this study were, 1) to study of The Political Participation of Women in Muang Lamphun Municipality, Lamphun Province, 2) to compare the The Political Participation of Women in Muang Lamphun Municipality, Lamphun Province classified by personal factors, 3) to study the problems, obstacles and suggestions, the guidelines of The Political Participation of Women In Muang Lamphun Municipality, Lamphun Province, 4) to study the implementation of the Buddhist principles, Iddhipàda-Dhamma for applying to The Political Participation of Women in Muang Lamphun Municipality, Lamphun Province. The research implemented by the Mixed Methods Research, It was the Quantitative Research, Survey Research, the example used in this research was people who have been living in Muang Lamphun Municipality, with the age above 18 years and have been participating in the local politics of women in Muang Lamphun Municipality, Lamphun Province. The population of 17 communities was amount 17,315 people, the sampling used random methods, using the Sample Size Table of R.V.Krejcie & Morgan, analyzed the data by Frequency, Percentage, Average (Mean) and Standard Deviation, testing with T-test, using One Way Analysis of Variance (One Way ANOVA) and compare the differences of the average in pairs by means of the variance Least Significant Difference (LSD), and Qualitative Research with In-depth Interviews with the Key Informants and analyzed the data by Content Analysis Technique.

                 The research results showed that :

          1) The Political Participation of Women in Muang Lamphun Municipality, Lamphun Province, the overall average was a high level at 4.13. When considered in each aspect, found that all aspects were at a high level. The average values were descending as follows : the aspect of participation to political opinions , the average equal to 4.38, the participation of activity, with political group, the average was equal to 4.32, the participation of the electoral vote, the average was equal to 4.03, the participation of political campaign, the average was equal to 3.99 and participated as members of political parties or election canvasser, the average was equal to 3.93

                2) Comparison of The Political Participation of Women in Muang Lamphun Municipality, Lamphun Province classified by personal factors, including gender, age, marital status, education, occupation and income found that, the people of different in age, marital status have been political participating with the Muang Lamphun Municipality of differ significantly at .01. The people who differed in gender, education, occupation, income and sex, have been participating in local politics with Muang Lamphun Municipality , not different

               3) The problems, obstacles, political participation of The Political Participation of Women in Muang Lamphun Municipality, Lamphun Province found that, the woman’s role in leadership was at the less, Lack of support from government agencies, information, following local political news, to publish the story rights in local political participation, there are also less, the joint activities with local political groups, social inequality, the women have no rights propose ideas of policy toward politicians and the political leadership, lack of support to have a role to recruit the elected local political party. The suggestions that the governmental agencies who concerned, should support women, have been involved in tracking the local political news, women should be encouraged to take part in the Election Committee, monitoring offenders electoral support, support women to have the role in public relations for public understanding of the right to the election, the right to vote and should encourage women as members of the local political parties, including recruiting a local politician.

             4) The in-depth interviews with Key Informants about The Political Participation of Women in Muang Lamphun Municipality, Lamphun Province, summarized as follows. The aspect of the participation of local political opinion, should promote women as the cooperated adviser, public relation information, voting and elections in the community, to promote women as a good model for others in voting and out to vote regularly, public relations is to engage with local politics in various levels, for tracking the administration of local politicians. Women should be grouped in the community and contribute to the woman applicant, for a woman to have a female election candidates , having a local political role. Should promote the budget for women, for ready to participate in local political activities with their group. A public relations policy of the party, Introducing the candidate, encourages women to leave a comment offering policies that are beneficial to the public, local politicians and local administrator, including recruiting a local politician.
