บทคัดย่อภาษาไทย

                  การวิจัยนี้มีวัตถุประสงค์ของการวิจัยเพื่อ  1) ศึกษาความพึงพอใจของประชาชนที่มีต่อ การบริหารงานของสถานีตํารวจภูธร อําเภอหางดง จังหวัดเชียงใหม่ ตามหลักธรรมาภิบาล  2) เปรียบเทียบความพึงพอใจของประชาชนต่อการบริหารงานของสถานีตํารวจภูธร อําเภอหางดง จังหวัดเชียงใหม่ ตามหลักธรรมาภิบาล  3) ศึกษาปัญหา อุปสรรค และข้อเสนอแนะแนวทาง ในการ บริหารงานของสถานีตํารวจภูธร อําเภอหางดง จังหวัดเชียงใหม่ ตามหลักธรรมาภิบาล  4) เพื่อประยุกต์การนําหลัก   ธรรมมาภิบาลเพื่อนํามาใช้ในการบริหารงานของสถานีตํารวจภูธร อําเภอ หางดง จังหวัดเชียงใหม่    ดําเนินการตามระเบียบวิธีการวิจัยแบบผสม (Mixed Method) โดยเป็นการ วิจัยเชิงปริมาณ (Quantitative Research) และการวิจัยเชิงสํารวจ (Survey research) โดยกลุ่มตัวอย่างที่ใช้ในการวิจัยในครั้งนี้คือ ประชาชนที่มีอายุ 15 ปีขึ้นไป โดยเลือกประชาชนที่อาศัยอยู่ใน เขตตําบลหางดง อําเภอหางดง จังหวัดเชียงใหม่ ซึ่งมี 8 หมู่บ้าน ใช้วิธีการสุ่มตัวอย่าง ตามลําดับชั้น อย่างเป็นสัดส่วนตามตารางมาตรฐานว่าด้วยขนาดประชากรและขนาดตัวอย่างโดยการใช้สูตรของ เครจซี่ แอนด์ มอร์แกน (Krejcie and Morgan, 1970) ที่ระดับความเชื่อมั่น 95 % หรือมีความคลาด เคลื่อนที่เกิดขึ้น 5 % จํานวน 4,500 คน ขนาดของกลุ่มตัวอย่างที่ระดับความคลาดเคลื่อน 5 % ได้ กลุ่มตัวอย่างจํานวน 354 คน วิเคราะห์ข้อมูลโดยใช้การแจกแจงความถี่ (Frequency) ค่าร้อยละ (Percentage) หาค่าเฉลี่ย (Mean) และส่วนเบี่ยงเบนมาตรฐาน (Standard Deviation) การทดสอบ ค่าที (t-test) การวิเคราะห์ความแปรปรวนทางเดียวในกรณีตัวแปรต้นสองกลุ่ม และการทดสอบค่า (F- test) ด้วยวิธีการวิเคราะห์ความแปรปรวนทางเดียว (One Way ANOVA) และการวิจัยเชิงคุณภาพ (Qualitative Research) ใช้การสัมภาษณ์แบบเชิงลึก (In-depth Interview) กับผู้ให้ข้อมูลสําคัญ (Key Informants) และใช้เทคนิคการวิเคราะห์เนื้อหาประกอบบริบท พร้อมกับวิเคราะห์โดย ใช้วิธีวิจัยแบบผสมผสาน

                  ผลการวิจัยพบว่า:

                  1)  ความพึงพอใจของประชาชนที่มีต่อการบริหารงานตามหลักธรรมาภิบาลของสถานี ตํารวจภูธร อําเภอหางดง จังหวัดเชียงใหม่ ในภาพรวมอยู่ในระดับมาก โดยมี (X̅ = 3.87) เมื่อพิจารณาในแต่ละด้านสามารถเรียงลําดับได้ดังนี้ ด้านหลักการมีส่วนร่วม (X̅ = 4.27) ด้านหลักความคุ้มค่า (X̅ = 4.20) หลักนิติธรรม (X̅ = 4.08) ด้านหลักคุณธรรม (X̅ = 3.91) หลักความรับผิดชอบ (X̅ = 3.27) หลักความโปร่งใส (X̅ = 3.25)

                  2)  ผลการเปรียบเทียบความพึงพอใจของประชาชนที่มีต่อการบริหารงานตามหลัก ธรรมาภิบาลของสถานีตํารวจภูธร อําเภอหางดง จังหวัดเชียงใหม่ จําแนกตามปัจจัยส่วนบุคคลได้แก่ เพศ, อายุ, สถานภาพ, ระดับการศึกษา, อาชีพ และ รายได้ พบว่า ประชาชนที่มี เพศ, อายุ, อาชีพ และรายได้ แตกต่างกัน มีความพึงพอใจต่อการบริหารงานตามหลักธรรมาภิบาลของสถานีตํารวจภูธร อําเภอหางดง จังหวัดเชียงใหม่ ไม่แตกต่างกัน ส่วนประชาชนประชาชนที่มีสถานภาพ และระดับการศึกษาต่างกัน มีความพึงพอใจต่อการบริหารงานตามหลักธรรมาภิบาลของสถานีตํารวจภูธร อําเภอหางดง จังหวัดเชียงใหม่ แตกต่างกันมีนัยสําคัญอยู่ที่ระดับ 0.05

                  3)  ปัญหา อุปสรรค และข้อเสนอแนะ พบว่า ผู้บริหารขาดการถ่ายทอดนโยบายจึงทําให้ บุคลากรระดับล่างได้รับข่าวสารไม่ทั่วถึง จึงส่งผลให้ขาดความร่วมมือจากบุคลากรทุกระดับ ผู้บริหาร ขาดความยุติธรรม มีความขัดแย้งเรื่องผลประโยชน์ และการไม่ค่อยเอาใจใส่ในการมีส่วนร่วม ข้อเสนอแนะ ผู้บริหารควรมีความใกล้ชิดกับบุคลากร ถ่ายทอดความรู้ในด้านการบริหารงานโดยอาศัยหลัก      ธรรมาภิบาล และผู้บริหารของแต่ละองค์กรควรคํานึงถึงการบริหารงานตามหลักธรรมาภิบาลให้ ครบทั้ง 5 ด้าน เพราะหลักธรรมาภิบาลยึดหลักการทํางานที่มีหลักนิติธรรม หลักคุณธรรม หลักความ โปร่งใส หลักความรับผิดชอบ หลักการมีส่วนร่วม และหลักความคุ้มค่า ซึ่งเป็นการบริหารการปกครองที่ดีที่ทุกๆ ส่วนเห็นว่าเป็นสิ่งที่ดีงาม เหมาะที่จะนํามาใช้ในการจัดการบริหารงาน ทําให้หน่วยงานนั้นสามารถพัฒนาอย่างมีประสิทธิภาพได้

                  4) แนวทางในการพัฒนา ควรมีการตรวจสอบการกระทําผิดอย่างสม่ําเสมอ มีการปฏิบัติ ตามกฎหมายอย่างเคร่งครัด ควรมีคุณธรรม จริยธรรม และยึดหลักธรรมของพระพุทธศาสนา มาปฏิบัติอย่างเคร่งครัดเพื่อความสงบสุข ความเป็นอยู่ที่ดีขึ้นของประชาชน ควรส่งเสริมให้เจ้าหน้าที่มีจิตสํานึกรับผิดชอบในการปฏิบัติงาน มีจรรยาบรรณในวิชาชีพ มีการประชาสัมพันธ์และเปิดเผยเรื่องกฎหมายจราจรให้ประชาชนทราบ โดยให้มีความถูกต้อง ตรงกับความเป็นจริงและสามารถตรวจสอบได้ ไม่มีการรับสินบน ไม่มุ่งหวังหรือแสวงหาประโยชน์อันมิควรได้จากการปฏิบัติงานให้ประชาชน สามารถแจ้งเบาะแสการกระทําความผิดทั้งทางตรง และผ่านองค์กรฝ่ายปกครองในท้องถิ่นที่มีส่วนเกี่ยวข้องกับการบริหารงานของทางตํารวจ มีการประชาสัมพันธ์ข่าวสารเกี่ยวกับการกระทําความผิดกฎหมายในด้านต่างๆ ให้ประชาชนในพื้นที่ทราบอย่างทั่วถึง เจ้าหน้าที่ตํารวจของสถานีตํารวจภูธร อําเภอหางดง ออกตรวจตราในเวลากลางคืน แหล่งมั่วสุม สถานบันเทิง ต่างๆ อย่างสม่ําเสมอ และเอาใจใส่ต่อการปฏิบัติงานอย่างจริงจัง

บทคัดย่อภาษาอังกฤษ

                  The objectives of this research were to , 1) to study of people's satisfaction  with the Administration according to Good Governance of Police station at the Hang Dong District, Chiang Mai Province, 2) to compare the satisfaction of the Administration according to Good Governance of Police station at the Hang Dong District, Chiang Mai Province, 3) to study the problems, obstacles and suggestions of the Administration according to Good Governance of Police station at the Hang Dong District, Chiang Mai Province, 4) to apply the good governance for using in the Administration according to Good Governance of Police station at the Hang Dong District, Chiang Mai Province. This research was implemented by Mixed Methods Research, It was the Quantitative Research and Survey Research. The sample used in this research was people above 15 years old, selected from the residents who lived in Hang Dong Subdistrict, Hang Dong District, Chiang Mai Province. Which had 8 villages based on the hierarchical sampling proportionate according to standard tables on population size and sample size accordance with the formula of Krejcie and Morgan (1970), the confidence level was 95%, the error occurred in 5%, the population amount 4,500 people, the size of the sample's error level at 5 %, the sampling were 354 people, analyzed the data by Frequency, Percentage, Average (Mean) and Standard Deviation. The T-test, the one-way analysis of valiance (One Way ANOVA) in the case of two variables and the F-test with One Way ANOVA methodology. The Qualitative Research used the In-depth Interview with Key Informants, Implemented by the data by Content Analysis Technique while analysis of the Mixed Methods Research.

                  The research found that:

                  1) The people's satisfaction of the Administration, according to Good Governance of Police station at Hang-Dong District, Chiang Mai Province. The overall was at a high level (X̅ = 3.87). When considering each aspect could arrange as follows : The principles of participation (X̅ = 4.27), the principle of worthiness (X̅ = 4.20), the rule of law principles (X̅ = 4.08), the moral principles (X̅ = 3.91), the principles of responsibility (X̅ = 3.27), the principles of transparency  (X̅ = 3.25).

                  2)  The comparison's results of the people's satisfaction the Administration, according to Good Governance of Police station at Hang-Dong District, Chiang Mai Province classified by the personal factors, including age, sex, marital status, education level, occupation and income. It was found that, the people with different sex, age, occupation and income had the satisfaction of the Administration, according to Good Governance of Police station at Hang-Dong District, Chiang Mai Province was not different. The people who were differences in marital status, level of education were satisfied to the Administration, according to Good Governance of Police station at Hang-Dong District, Chiang Mai Province at different. The statistical significance was at 0.05.

                  3) The problems, obstacles and suggestions found that, The Administrator lack of policy transmission, the lower-level officers had non - thoroughly information cause of the Lack of cooperation from all levels. The executives Lack of justice, having the conflict of interest and rarely pay attention of participation and the recommendation, the executives should be closer to the officers, transmitted the knowledge of management based on the principles of good governance and the executives of each organization should consider works according to the principles of good governance in 6 aspects entirely. Because the good governance, holding to the principles of the rule of law, ethics, transparency, responsibility, participation and worthiness, which was a good administrative management that every sector thinking was a good thing, suitable to be used in administrative management and effected to the agencies could develop effectively.

                  4) The Development guidelines, should inspect the offending regularly, comply with the law strictly, should have a virtue, morality and holding the ethical principles of Buddhist teachings seriously, for peace and better living of the people. The people should encourage the officers have well responsibly consciousness on their activities, should have the ethics in the professions, should have public relations and disclosure the traffic laws to the people, to be righted, in truth and accountability, no graft, not intended or seek to illegitimate benefits of the operation, the people can notify of the clue of wrongdoings directly and through the organization of local government who concerned with the management of the police, should publicize about the law offenses to the people in the area thoroughly, the officers of the Police station at the Hang Dong District, out patrolling at night around the assemble for unlawful purposes, entertainment sources regularly and pay attention seriously on duties.
