บทคัดย่อภาษาไทย

การวิจัยครั้งนี้ มีวัตถุประสงค์ดังนี้ 1) เพื่อศึกษาระดับพฤติกรรมการใช้สิทธิเลือกตั้งซ่อมสมาชิกสภาผู้แทนราษฎร ในจังหวัดขอนแก่น เขตเลือกตั้งที่ 7 2) เพื่อศึกษาระดับพฤติกรรมการใช้สิทธิเลือกตั้งซ่อมสมาชิกสภาผู้แทนราษฎร ในจังหวัดขอนแก่น เขตเลือกตั้งที่ 7 ตามหลักเบญจศีล 3) เพื่อเปรียบเทียบพฤติกรรมการใช้สิทธิเลือกตั้งซ่อมสมาชิกสภาผู้แทนราษฎร ในจังหวัดขอนแก่น เขตเลือกตั้งที่ 7 จำแนกตามปัจจัยส่วนบุคคล 4) เพื่อศึกษาแนวทางการส่งเสริมพฤติกรรมการใช้สิทธิเลือกตั้งซ่อมสมาชิกสภาผู้แทนราษฎร ในจังหวัดขอนแก่น เขตเลือกตั้งที่ 7 กลุ่มตัวอย่างที่ใช้ในการศึกษา มีจำนวน 400 คน และผู้ให้ข้อมูลสำคัญ จำนวน 8 คน เครื่องมือที่ใช้ คือ แบบสอบถาม และแบบสัมภาษณ์ แล้วจึงนำมาทำการวิเคราะห์ข้อมูลโดยใช้โปรแกรมสำเร็จรูปทางสังคมศาสตร์ และวิเคราะห์เนื้อหาเชิงพรรณนา

ผลการวิจัยพบว่า

1. ระดับพฤติกรรมการเลือกตั้งสมาชิกสภาผู้แทนราษฎรในจังหวัดขอนแก่น โดยภาพรวมอยู่ในระดับปานกลาง 

2. ระดับพฤติกรรมการเลือกตั้งสมาชิกสภาผู้แทนราษฎรในจังหวัดขอนแก่น ตามหลักเบญจศีล โดยภาพรวมอยู่ในระดับมาก 

3. ผลการเปรียบเทียบพฤติกรรมการเลือกตั้งของประชาชน พบว่า ประชาชนที่มีเพศ  ระดับการศึกษา อาชีพ รายได้และพฤติกรรมตามหลักเบญจศีลต่างกันมีพฤติกรรมการเลือกตั้งแตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ 0.05 ส่วนประชาชนที่มี อายุ ต่างกัน มีพฤติกรรมเลือกตั้งไม่แตกต่างกัน 

4. แนวทางการส่งเสริมพฤติกรรมการเลือกตั้งสมาชิกสภาผู้แทนราษฎร พบว่าภาครัฐควรนำหลักธรรมมาสร้างจิตสำนึกในหน้าที่ของตนเอง ส่งเสริมให้ประชาชนตระหนักว่าการใช้สิทธิเลือกตั้งเป็นหน้าที่ทางกฎหมายแล้ว ยังเป็นหน้าที่ของพลเมืองที่มีความสำคัญ ส่วนภาคประชาชน ผู้นำชุมชนและผู้นำทางศาสนา ควรส่งเสริมการนำหลักเบญจศีลมาใช้พิจารณา 1) ด้านห้ามเบียดเบียนผู้อื่น 2) ด้านห้ามลักทรัพย์ 3) ด้านห้ามประพฤติล่วงเกินสามี – ภรรยาผู้อื่น 4) ด้านห้ามพูดเท็จ 5) ด้านงดเว้นอบายมุข ใช้ในการเลือกผู้สมัครที่มีคุณสมบัติที่เหมาะสม ทำหน้าที่บริหารประเทศเพื่อประโยชน์สุขของคนในชาติ

บทคัดย่อภาษาอังกฤษ

The objectives of this research were as follows: 1) to study the level of behavior in exercising rights of re-election of members of the House of Representatives; in Khon Kaen 7^th Constituency; 2) to study the level of behavior in the exercise of rights of re-election of members of the House of Representatives; in Khon Kaen 7^th Constituency according to the Five Precepts; 3) to compare the behavior in the exercise of rights of re-election of members of the House of Representatives; in Khon Kaen 7^th Constituency, classified by individual factors; 4) to study the guidelines for promoting the behavior in the exercise of rights of re-election of members of the House of Representatives; in Khon Kaen 7^th Constituency. The sample group used in the study consisted of 400 people and 8 key informants. The instruments used were questionnaires and interview forms. The obtained data were analyzed using the social science program package and the descriptive content analysis.

The research results were as follows:

1) The behavior in exercising rights of re-election of members of the House of Representatives; in Khon Kaen 7^th Constituency was at the moderate level. 

2) The behavior in the exercise of rights of re-election of members of the House of Representatives; in Khon Kaen 7^th Constituency according to the Five Precepts was at a high level.

3) The results of the comparison of the electoral behavior of the people found that the people with differences in sex, education levels, occupations, incomes and behaviors according to the Five Precepts had different electoral behaviors based on the statistical significance level of 0.05; while those with different ages, there was no difference in election behavior.

4) The guidelines for promoting the behavior in the exercise of rights of re-election of members of the House of Representatives; in Khon Kaen 7^th Constituency are that the government should bring moral principles to create awareness of their duties, encourage the public to realize that the exercise of voting rights is now a legal duty and an important civic duty. For the public sector, community and religious leaders should encourage the adoption of the Five Precepts for consideration: 1) refraining from encroaching on others; 2) refraining from stealing; 3) refraining from offending other people's husbands and wives; 4) refraining from telling lies; 8) refraining from vices. This should be used to select qualified applicants to run the country for the benefit of the people of the nation.
