บทคัดย่อภาษาไทย

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาการมีส่วนร่วมของคณะกรรมการสถานศึกษาขั้นพื้นฐานสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาชัยภูมิ เขต 1 ในการบริหารสถานศึกษาตามหลักสังคหวัตถุ 4  1)เพื่อศึกษาการมีส่วนร่วมของคณะกรรมการสถานศึกษาขั้นพื้นฐานสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาชัยภูมิ เขต 1 ในการบริหารสถานศึกษาตามหลักสังคหวัตถุ 4   2) เพื่อศึกษาแนวทางในการพัฒนาการมีส่วนร่วมตามหลักสังคหวัตถุ 4 ในการบริหารสถานศึกษาของคณะกรรมการสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาชัยภูมิ เขต 1    3) เพื่อเปรียบเทียบการมีส่วนร่วมของคณะกรรมการสถานศึกษาขั้นพื้นฐานสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาชัยภูมิ เขต 1 ในการบริหารสถานศึกษาตามหลักสังคหวัตถุ 4  กลุ่มตัวอย่างได้แก่คณะกรรมการสถานศึกษาขั้นพื้นฐาน ในเขตอำเภอหนองบัวแดง จังหวัดชัยภูมิ  มีจำนวน 62 โรง คณะกรรมการจำนวน 558 รูป/คน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามมีมาตราส่วนประมาณค่าความเชื่อมั่นทั้งฉบับ 0.95 วิเคราะห์ข้อมูลโดยใช้ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ยส่วนเบี่ยงเบนมาตรฐาน (t-test แบบ Independent samples) และ (F – test แบบ one way ANOVA)

  ผลการวิจัยพบว่า

การมีส่วนร่วมของคณะกรรมการสถานศึกษาขั้นพื้นฐานสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาชัยภูมิ เขต 1 ในการบริหารสถานศึกษาตามหลักสังคหวัตถุ 4 สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาชัยภูมิเขต 1  พบว่า โดยภาพรวม มีค่าเฉลี่ยอยู่ในระดับปานกลาง (  = 3.04, S.D. = . 71)  และเมื่อจำแนกเป็นรายด้าน พบว่า มีค่าเฉลี่ยอยู่ในระดับปานกลางทุกด้าน โดยด้านที่มีค่าเฉลี่ยสูงสุดคือ คือ ด้านการบริหารงานวิชาการแบบมีส่วนร่วมตามหลักสังคหวัตถุ 4 (  =3.06, S.D. = .68) รองลงมา คือ ด้านการบริหารงานทั่วไปแบบมีส่วนร่วมตามหลักสังคหวัตถุ 4 (  = 3.01, S.D. =  .71) และด้านการบริหารงานงบประมาณแบบมีส่วนร่วมตามหลักสังคหวัตถุ 4 (  = 3.01, S.D. = .82) ตามลำดับ ส่วนด้านที่มีค่าเฉลี่ยต่ำสุด คือ ด้านการบริหารงานบุคคลแบบมีส่วนร่วมตามหลักสังคหวัตถุ 4 (  = 2.98, S.D. = .72)

การเปรียบเทียบความคิดเห็นของการบริหารแบบมีส่วนร่วมของคณะกรรมการสถานศึกษาขั้นพื้นฐานตามหลักสังคหวัตถุ 4 สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาชัยภูมิเขต 1 จำแนกตามวุฒิการศึกษาต่ำกว่าปริญญาตรี สูงกว่าปริญญาตรี แตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ .01  จำแนกตามอายุพบว่า ต่ำกว่า 35 ปี 36-50 ปี 51 ปีขึ้นไป แตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ .01 และจำแนกตามเพศพบว่า โดยภาพรวมและรายด้าน แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01 ซึ่งเป็นไปตามสมมติฐานที่ตั้งไว้

แนวทางการบริหารแบบมีส่วนร่วมของคณะกรรมการสถานศึกษาขั้นพื้นฐานตามหลักสังคหวัตถุ 4 สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาชัยภูมิเขต 1 พบว่า ควรจัดให้มีการประชุมสัมมนาเพื่อสร้างขวัญและกำลังใจแก่บุคลากรในสถานศึกษาให้มีความรักและความเอาใจใส่การปฏิบัติหน้าที่ (ร้อยละ 22.50) ผู้บริหารสถานศึกษา ควรสนับสนุนส่งเสริมการปฏิบัติหน้าที่ของครูผู้สอนในสถานศึกษาอย่างเต็มกำลังเพื่อให้เกิดขวัญและกำลังใจในการปฏิบัติงาน (ร้อยละ 21.66) และผู้บริหารสถานศึกษาและครูผู้สอนควรสร้างบรรยากาศการเรียนการสอนอย่างเป็นกัลยาณมิตรเพื่อสร้างเจตคติที่ดีต่อการมาเรียนของผู้เรียน (ร้อยละ 18.33) ตามลำดับ 

แนวทางการบริหารแบบมีส่วนร่วมของคณะกรรมการสถานศึกษาขั้นพื้นฐานตามหลักสังคหวัตถุ 4 สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาชัยภูมิเขต 1 พบว่า ควรร่วมในการกำหนดกิจกรรม เพื่อสะท้อนความคิดเห็นและการทำงานของสถานศึกษาและชุมชนแบบเป็นรูปธรรม (ร้อยละ 25.81) ควรสนับสนุนการจัดอบรมแก่ผู้ปกครอง นักเรียน และครูอย่างสม่ำเสมอ(ร้อยละ 20.97) และร่วมจัดกิจกรรมส่งเสริมให้นักเรียนเห็นความสำคัญของภูมิปัญญาและวัฒนธรรมท้องถิ่น (ร้อยละ 9.67) ตามลำดับ

บทคัดย่อภาษาอังกฤษ

The aims of this research were: 1) to study the participation of the Basic Education School Commission under the Office of Chaiyaphum Primary Education Service Area 1 based on Sangahavatthu dhamma IV (Four bases of social solidarity; saṅgahavatthu-dhamma); 2) to study the ways to develop the participation of the Basic Education School Commission under the Office of Chaiyaphum Primary Education Service Area 1 based on Sangahavatthu dhamma IV; 3) to compare the participation of the Basic Education School Commission under the Office of Chaiyaphum Primary Education Service Area 1 based on Sangahavatthu dhamma IV. The samples of this research included 62 of the Basic Education School Commissions in Nong Bua Daeng district, Chaiyaphum province and 558 of the commission members. The tool used in this study was a rating scale questionnaire with its reliability value of 0.97. The statistics used in data analysis were: Frequency, Percentage, Mean, Standard Deviation, t-test (Independent Samples) and f-test (One Way ANOVA).

The research results are as follows:

The mean score of the participation of the Basic Education School Commission under the Office of Chaiyaphum Primary Education Service Area 1 based on Sangahavatthu dhamma IV in overall was at a moderate level (  = 3.04, SD=.71). The mean scores of the studied aspects were at the moderate level; the highest can be seen in the aspect of ‘participatory academic administration based on Sangahavatthu dhamma (  = 3.16, SD = .68), followed by that of ‘participatory general affairs administration on Sangahavatthu dhamma (  = 3.01, SD = .71), ‘participatory financial administration on Sangahavatthu dhamma (  = 3.01, SD = .82) and ‘participatory personnel administration on Sangahavatthu dhamma (  = 2.98, SD =.72).

Classified by the samples’ personal factors of their education (bachelor degree or higher), age (lower than 35, 36- 50, 51-more) and gender, the comparative mean scores in both overall and each studied aspects of the participation of the Basic Education School Commission under the Office of Chaiyaphum Primary Education Service Area 1 based on Sangahavatthu dhamma IV were different with the statistical significance level at .01. This accepted the set hypothesis.

The ways to develop the participation of the Basic Education School Commission under the Office of Chaiyaphum Primary Education Service Area 1 based on Sangahavatthu dhamma IV were that a seminar to create morale and encouragement for personnel in the school should be arranged to pay attention to the performance of duties (22.50%), the administrators should fully support the performance of teachers in schools in order to achieve morale in the work (21.66%) and school administrators and teachers should create a teaching environment like to be a good friend in order to create a good attitude towards students' learning (16.33%), the administrators should participate in determining activities to reflect the opinions and work of educational institutions and communities (25.81%), they should support the training for parents, students and teachers regularly (20.97%) and participate in activities to encourage students to see the importance of local wisdom and culture (9.67 %) respectively.
