            การวิจัยครั้งนี้มีวัตถุประสงค์ (1) เพื่อศึกษาการบริหารงานโดยการประยุกต์ใช้ หลักสัปปุริสธรรม 7 ขององค์การบริหารส่วนตําบลบ้านค้ออําเภอโพนสวรรค์ จังหวัดนครพนม ตามความคิดเห็นของประชาชน (2) เพื่อเปรียบเทียบความคิดเห็นของประชาชน ต่อการบริหารงานโดยการประยุกต์ใช้หลักสัปปุริสธรรม 7 ขององค์การบริหารส่วนตําบลบ้านค้อ อําเภอโพนสวรรค์ จังหวัดนครพนม โดยจําแนกตามสถานภาพส่วนบุคคล (3) เพื่อศึกษาปัญหาอุปสรรค และข้อเสนอแนะต่อการบริหารงานโดยการประยุกต์ใช้หลักสัปปุริสธรรม 7 ขององค์การบริหารส่วนตําบลบ้านค้อ อําเภอโพนสวรรค์ จังหวัดนครพนม ดําเนินการโดยวิธีวิจัยเชิงสํารวจ (Survey Research) กับกลุ่มตัวอย่างที่เป็นประชาชนในพื้นที่องค์การบริหารส่วนตําบลบ้านค้อ อําเภอโพนสรรค์ จังหวัดนครพนม จํานวน 360 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถามที่ผู้วิจัยสร้างขึ้นเอง โดยมีค่าความเชื่อมั่นทั้งฉบับเท่ากับ 0.867 วิเคราะห์ข้อมูลโดยการหาค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าที (t-test) และการวิเคราะห์ความแปรปรวนทางเดียว (One way ANOVA)

ผลการวิจัยพบว่า

1. ประชาชนมีความคิดเห็นต่อการบริหารงานโดยการประยุกต์ใช้หลัก 7 ขององค์การบริหารส่วนตําบลบ้านค้อ อําเภอโพนสวรรค์ จังหวัดนครพนม โดยภาพรวมอยู่ในระดับมาก มีค่าเฉลี่ย 3.85 เมื่อพิจารณาเป็นรายด้าน พบว่า อยู่ในระดับมากทุกด้านตามลําดับ ค่าเฉลี่ย คือ ด้านมัตตัญญู (ผู้รู้จักประมาณ) ด้านอัตตัญญ (ผู้รู้จักตน) ด้านบุคคลัญญู (ผู้รู้จักบุคคล) ด้านกาลัญญู (ผู้รู้จักกาลเวลา) ด้านปริสัญญ (ผู้รู้จักชุมชน) ด้านธัมมัญญ (ผู้รู้จักเหตุ) และด้านอัตถัญญ (ผู้รู้จักผล)

2.  ผลเปรียบเทียบความคิดเห็นของประชาชน ต่อการประยุกต์ใช้หลัก สัปปุริสธรรม 7 องค์การบริหารงานองค์การบริหารส่วนตําบลบ้านค้อ อําเภอโพนสวรรค์ จังหวัดนครพนม โดยจําแนกตามสถานภาพส่วนบุคคล พบว่า ประชาชนที่มี เพศ อายุ สถานภาพ และอาชีพต่างกัน มีความคิดเห็นต่อการบริหารงานโดย การประยุกต์ใช้หลักสัปปุริสธรรม 7 องค์การบริหารส่วนตําบลบ้านค้อ อําเภอโพนสวรรค์ จังหวัดนครพนม แตกต่างกันอย่างมีนัยสําคัญทางสถิติที่ระดับ 0.01 ซึ่งยอมรับสมมติ ฐานที่ตั้งไว้ ส่วนประชาชนที่มีระดับการศึกษาและรายได้ต่างกัน มีความคิดเห็นไม่แตกต่างกัน

3.  ปัญหาอุปสรรค และข้อเสนอแนะต่อการบริหารงานโดยการประยุกต์ใช้หลักสัปปุริสธรรม 7 องค์การบริหารส่วนตําบลบ้านค้อ พบว่า ปัญหาอุปสรรคที่เกิดขึ้นในองค์การบริหารส่วนตําบล คือประชาชนมีความผูกพันกับองค์การน้อยประชาชนไม่คอยมีส่วนร่วมกับการบริหารงานขององค์การบริหารส่วนตําบล ประชาชนไม่คอยได้รับสวัสดิการ หรือแบ่งปันผลประโยชน์ต่างๆ แก่ประชาชนอย่างทั่วถึงเสมอภาคเท่าเทียมกัน ประชาชนไม่มีบทบาทส่วนร่วมในการเข้าร่วมประชุมเพื่อเสนอปัญหาและแสดงความคิดเห็นวิจารณ์การทํางาน และร้องทุกข์เรื่องราวต่างๆ เพื่อนํามาปรับปรุงแก้ไขพัฒนาตนเอง ต่อองค์การบริหารส่วนตําบล

ข้อเสนอแนะในการประยุกต์ใช้หลักสัปปุริสธรรม 7 ขององค์การบริหารส่วนตําบลบ้านค้อ พบว่า องค์การบริหารส่วนตําบลควรทํางานรับใช้ประชาชนอย่างเสมอต้นเสมอปลาย วางแผนการทํางานให้เหมาะสมเรียงลําดับความสําคัญของปัญหา โดยคํานึงถึงหลักเหตุผลกฎเกณฑ์แห่งเหตุผลรู้จักหลักการทําให้เกิดผล รู้ประโยชน์ที่จะเกิดขึ้นกับประชาชนรู้จักการ บริหารที่จะทําให้บรรลุถึงวัตถุประสงค์บรรลุถึงประโยชน์ จะต้องมีความรู้จักรับผิดชอบตน รู้จักวางตนให้เหมาะสม รู้จักประ พฤติตน รู้ว่าองค์การที่บริหารอยู่เป็นอย่างดีว่ามีจุดด้อย จุดเด่น จัดสรรงบประมาณให้ทั่วถึงประชาชน จัดสวัสดิการหรือแบ่งปันผลประโยชน์ต่างๆ ให้แก่ประชาชนอย่างทั่วถึงเสมอภาคเท่าเทียมกัน

บทคัดย่อภาษาอังกฤษ

The objectives of this research are: (1) to study An Application Administration In Accordance With The Seven Sappurisadhamma Vii To The Bankho Sub-District Administrative Organization, Phonsavan District, Nakhonphanom Province, (2) to compare an opinion on An Application Administration In Accordance With The Seven Sappurisadhamma Vii To The Bankho Sub-District Administrative Organization, Phonsavan District, Nakhonphanom Province; and (3) to study the problems, obstacle, and the suggestions for An Application Administration In Accordance with The Seven Sappurisadhamma Vii To The Bankho Sub-District Administrative Organization, Phonsavan District, Nakhonphanom Province. This research was earried by survey research of the sample of Bankho Sub-District Administrative Organization, Phonsavan District, Nakhonphanom Province, of 360 in Nontaburi. The tool used to collect data was the questionnaire, coefficient reliability totaling to 0.867. Data Analysis using frequency, percentage, mean and standard deviation was analyzed by the t-test and one-way analysis of variance (One-way ANOVA).

The findings of this study are concluded as follows:

1. The public had opinion to were An Application Administration In Accordance With The Seven Sappurisadhamma Vii To The Bankho Sub-District Administrative Organization, Phonsavan District, Nakhonphanom Province were at high level (x=3.85) when considered each aspect found that high level in all aspects respectively, such as Mattannutâ : moderation ; Knowing how to be temperate ; sense of proportion, Attaññutâ : knowing oneself, Puggalannutâ : knowing the individual; knowing the different individuals, Kalaññutâ : Knowing the proper time; Knowing how to choose and keep time, Parisaññutâ : knowing the assembly; knowing the society, Dhammaññutâ : knowing the law; knowing the cause and Attaññutâ : knowing the meaning; knowing the purpose; knowing the consequence.

2. Comparison of an opinion for the public to wasd An Application Administration In Accordance With The Seven Sappurisadhamma Vii To The Bankho Sub-District Administrative Organization, Phonsavan District, Nakhonphanom Province by persona factor found that people were different such as gender, age, status and occupation, having an opinion to wara An Application Administration In Accordance with The Seven Sappurisadhamma Vii To The Bankho Sub-District Administrative Organization, Phonsavan District, Nakhonphanom Province, will a statistical difference at 0.01 level of significance, there for, it has accepted the hypothesis, for the factors that are not different view, such as education and income.

3. The problems and suggestions An Application Administration In Accordance With The Seven Sappurisadhamma Vii To The Bankho Sub-District Administrative Organization, Phonsavan District, Nakhonphanom Province were found that problems that occured in the organization such as the people is bound to a minimum, people who do not partipate in the administration of the the organization, people who do not receive own benefits or other benefits, equality across the public equally, people do not participate in the meeting to present and comment on this issue, the stories and complaints in order to improve their own development for the organization.

Recommendations An Application Administration In Accordance With The Seven Sappurisadhamma Vii To The Bankho Sub-District Administrative Organization, Phonsavan District, Nakhonphanom Province were found that this Administrative Organization should get used to the working consistently and accordingly. Priorities of the problem by taking into account the main reason, rule of reason, knowing the result whid is going to happen with the public administration to achieve the object of achieving the benefits are needed to be recognized. How to know to behave and to corny the work appropriately, one to ore kept in mind. Welfare weakness is to be improved, considering the advantages and welfare of the public in general.
