              การวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษาระดับความคิดเห็นของประชาชนต่อการบริหารกิจการคณะสงฆ์ในจังหวัดหนองบัวลาภู 2) เพื่อเปรียบเทียบความคิดเห็นของประชาชนต่อการบริหารกิจการคณะสงฆ์ในจังหวัดหนองบัวลาภู โดยจาแนกตามปัจจัยส่วนบุคคล และ 3) เพื่อศึกษาปัญหา อุปสรรค และข้อเสนอแนะ ในการบริหารคณะสงฆ์ในจังหวัดหนองบัวลาภู ซึ่งกลุ่มตัวอย่างที่ใช้ในการวิจัย คือ ประชาชนในจังหวัดหนองบัวลาภู จานวน 400 คน แบบสอบถามที่ใช้ในการวิจัยมีการหาคุณภาพ โดยการหาความเที่ยงตรงของเนื้อหา (Content Validity) จากผู้เชี่ยวชาญจานวน 5 ท่าน และมีค่าความเชื่อมั่น (Reliability) เท่ากับ 0.956 วิเคราะห์ข้อมูลโดยการหาความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน (S.D.) ใช้สถิติทดสอบสมมติฐานโดยใช้การทดสอบค่าที (t-test) และการวิเคราะห์ความแปรปรวนทางเดียว (One Way ANOVA)
                ผลการวิจัย พบว่า
               ความคิดเห็นของประชาชนต่อการบริหารกิจการคณะสงฆ์ในจังหวัดหนองบัวลาภู ทั้ง 6 ด้าน พบว่า ในภาพรวมอยู่ในระดับมาก เมื่อพิจารณาในแต่ละด้าน พบว่า อยู่ในระดับมากทุกด้านการเปรียบเทียบความคิดเห็นของประชาชนต่อการบริหารกิจการคณะสงฆ์ในจังหวัดหนองบัวลาภู โดยจาแนกตามปัจจัยส่วนบุคคลพบว่า ประชาชนที่มีเพศ สถานภาพสมรส และอาชีพที่ต่างกัน มีความคิดเห็นของประชาชนต่อการบริหารกิจการคณะสงฆ์ในจังหวัดหนองบัวลาภู โดยภาพรวมไม่แตกต่างกัน จึงปฏิเสธสมมติฐานที่ตั้งไว้ ส่วนประชาชนที่มีอายุ และการศึกษา ที่ต่างกันมีความคิดเห็นของประชาชนต่อการบริหารกิจการคณะสงฆ์ในจังหวัดหนองบัวลาภู โดยภาพรวมแตกต่างกัน จึงยอมรับสมมติฐานที่ตั้งไว้ อย่างมีนัยสาคัญที่ระดับ .05
             ปัญหาเกี่ยวกับการบริหารกิจการคณะสงฆ์ในจังหวัดหนองบัวลาภู พบว่า พระภิกษุสามเณรมีมาก จึงทาให้ผู้ปกครองดูแลไม่ทั่วถึง ผู้ปกครองไม่ทราบปัญหาที่แท้จริงของผู้ใต้บังคับบัญชา การศึกษาในประโยคบาลีชั้นสูง ๆ ยังมีน้อย ขาดครู-อาจารย์ที่ทาการสอนนักธรรมและบาลีในชั้นสูง ยังขาดบุคลากรที่มีคุณภาพ โดยเฉพาะด้านพระภิกษุสามเณร ผู้มีความรู้ควบคู่ไปกับการปฏิบัติด้านกรรมฐาน การสนับสนุนในเรื่องทุนการศึกษาสาหรับนักเรียนที่มีการศึกษาในระดับสูงค่อนข้างน้อย มีการจัดอบรมและเผยแผ่พระพุทธศาสนาให้แก่พระภิกษุสามเณร และบุคคลทั่วไปยังค่อนข้างน้อย ประชาชนไม่ค่อยมีโอกาสได้ฟังธรรมมากนัก นอกจากตามเทศกาลต่าง ๆ การจัดสรรที่อยู่อาศัยของพระภิกษุสามเณรของแต่ละวัด ยังไม่ค่อยดีเท่าที่ควร รูปแบบการก่อสร้างของแต่ละวัดมีความแตกต่างกันมาก บางวัดมีสิ่งก่อสร้างเกินความจาเป็น การสร้างสิ่งอานวยความสะดวกแก่ประชาชนรอบ ๆ วัดยังมีน้อย และการจัดกิจกรรมที่เป็นส่วนรวมบางอย่างไม่ควรจัดภายในวัด
              ส่วนข้อเสนอแนะเกี่ยวกับการบริหารกิจการคณะสงฆ์ในจังหวัดหนองบัวลาภู พบว่า ควรแบ่งการปกครองในส่วนย่อย ๆ เพื่อการปกครองได้ทั่วถึง เพิ่มความเข้มงวดในการตรวจตราภายในวัด ควรจัดให้มีการประชุมพระภิกษุสามเณรทุกๆ เดือน เพื่อความเป็นระเบียบเรียบร้อย ควรจัดให้มีกฎระเบียบอย่างเท่าเทียมกัน ควรมีการสนับสนุนการศึกษาของพระภิกษุสามเณรจากรัฐบาลและเอกชน ควรสนับสนุนการศึกษานักธรรมและบาลีในชั้นสูง ๆ ควรสรรหาบุคลากรที่มีความรู้ความสามารถในนักธรรมและบาลีในชั้นสูง ๆ มาทาการสอน ควรมีการสนับสนุนการศึกษาทางโลกและทางธรรม ควรมอบทุนการศึกษาแก่พระภิกษุสามเณรที่สอบผ่านเพื่อเป็นขวัญกาลังใจ เพิ่มบุคลากร ควรมีการสนับสนุนในเรื่องทุนการศึกษาสาหรับนักเรียนให้มีการศึกษาในระดับที่สูง ๆ ขึ้นไป ควรจัดตั้งมูลนิธิเพื่อการศึกษาธรรมะ สาหรับบุคคลทั่วไป และพระภิกษุสามเณร ส่งเสริมและจัดอบรมพระภิกษุนักเผยแผ่พระพุทธศาสนา ควรให้พระภิกษุสามเณรได้มีการจัดอบรมธรรมะหรือหลักการปฏิบัติหรือควรจัดให้มีการสนทนาธรรมกันตามสมควร ควรมีการจัดค่ายคุณธรรม หรือค่ายพุทธบุตรอยู่เสมอ ๆ ควรเน้นในเรื่องหลักธรรมในการแสดงธรรมให้มากกว่านี้ ควรมีการจัดสรรที่อยู่ให้เพียงพอกับจานวนของพระภิกษุสามเณรเพื่อลดความแออัด ควรมีการควบคุมการก่อสร้างไม่ให้เกินความจาเป็น ควรทาความเข้าใจในการใช้ที่ดินสาธารณะเพื่อความสามัคคี ควรมีผู้สนับสนุนในการสร้างสิ่งอานวยความสะดวกต่าง ๆ บริเวณรอบวัด และไม่ควรจัดกิจกรรมที่ไม่เกี่ยวข้องกับพระพุทธศาสนาภายในบริเวณวัด

           The purpose of this research are 1) to study public opinion on Administrative Affairs Ministry in Nongbualamphu Province 2) to compare public opinion on Administrative Affairs Ministry in Nongbualamphu province. Classified by personal factors, and 3) to study the problems and suggestions. Clergy in the management of Nongbualamphu province.
