บทคัดย่อภาษาไทย

การวิจัยเรื่องนี้มีวัตถุประสงค์ของการวิจัย ดังนี้  1) เพื่อศึกษาคุณภาพการให้บริการงานสวัสดิการสังคมสำหรับผู้สูงอายุของเทศบาลนครแม่สอด อำเภอแม่สอด จังหวัดตาก 2) เพื่อศึกษาความสัมพันธ์ระหว่างหลักสังคหวัตถุ 4 กับคุณภาพการให้บริการงานสวัสดิการสังคมสำหรับผู้สูงอายุของเทศบาลนครแม่สอด อำเภอแม่สอด จังหวัดตาก และ 3) เพื่อเสนอแนวทางการพัฒนาการให้บริการงานสวัสดิการสังคมสำหรับผู้สูงอายุของเทศบาลนครแม่สอด อำเภอแม่สอด จังหวัดตากดำเนินการตามระเบียบวิธีวิจัยแบบผสานวิธี (Mixed Methods Research) โดยเป็นการวิจัยเชิงปริมาณ (Quantitative Research) ซึ่งเป็นการวิจัยเชิงสำรวจ (Survey Research) โดยกลุ่มตัวอย่างที่ใช้ในการวิจัย คือ ผู้สูงอายุที่มีอายุตั้ง 60 ปีขึ้นไปที่อยู่ในเขตของเทศบาลนครแม่สอด อำเภอแม่สอด จังหวัดตาก จำนวน 360 คน ซึ่งใช้วิธีการแทนค่าในสูตรของ Taro Yamane วิเคราะห์ข้อมูลโดย การหาค่าความถี่ (Frequency)  ค่าร้อยละ (Percentage) ค่าเฉลี่ย (Mean) ค่าส่วนเบี่ยงเบนมาตรฐาน (Standard deviation) และการหาค่าสัมประสิทธิ์สหสัมพันธ์แบบเพียร์สัน (Pearson Product Moment Correlation Coefficient) เพื่อหาค่าความสัมพันธ์ของตัวแปรสองตัวที่อิสระต่อกัน และการวิจัยเชิงคุณภาพ ด้วยการสัมภาษณ์เชิงลึก (In-depth Interview) กับผู้ให้ข้อมูลสำคัญ (Key Informants) และใช้เทคนิคการสร้างข้อสรุป (Inductive Analysis Technique) ประกอบบริบทเพื่อสรุปและนำเสนอแนวทางการพัฒนาการให้บริการงานสวัสดิการสังคมสำหรับผู้สูงอายุ

ผลการวิจัยพบว่า

1. คุณภาพการให้บริการงานสวัสดิการสังคมสำหรับผู้สูงอายุของเทศบาลนครแม่สอด อำเภอแม่สอด จังหวัดตาก ตามหลักสังคหวัตถุธรรมโดยภาพรวมอยู่ในระดับมาก ( x̅ =4.01, S.D.=0.506) เมื่อจำแนกเป็นรายด้านพบว่า อยู่ในระดับมากทุกข้อ และคุณภาพการให้บริการงานสวัสดิการสังคมสำหรับผู้สูงอายุของเทศบาลนครแม่สอด อำเภอแม่สอด จังหวัดตาก ตามหลักคุณภาพการให้บริการงาน โดยภาพรวมอยู่ในระดับมาก ( x̅ =4.02, S.D. =0.506) เมื่อจำแนกเป็นรายด้านพบว่า อยู่ในระดับมากทุกข้อ

2. หลักสังคหวัตถุ 4 มีความสัมพันธ์เชิงบวกในระดับสูงกับคุณภาพการให้บริการงานสวัสดิการสังคมสำหรับผู้สูงอายุของเทศบาลนครแม่สอด อำเภอแม่สอด จังหวัดตาก โดยมีค่าสัมประสิทธิ์สหสัมพันธ์ (r = 0.876) อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01 จึงยอมรับสมมติฐานที่ตั้งไว้

3. แนวทางการพัฒนาการให้บริการงานสวัสดิการสังคมสำหรับผู้สูงอายุของเทศบาลนครแม่สอด อำเภอแม่สอด จังหวัดตาก พบว่า ทางเทศบาลควรมีกระบวนการให้บริการทางสังคมสำหรับผู้สูงอายุ 3 กระบวนการ คือ 1) ศึกษา 2) อบรม 3) พัฒนา ด้วยการจัดโครงการอบรมจัดการความรู้แบบ KM ด้วยการบูรณาการหลักสังคหวัตถุธรรมและหลักการให้บริการ เพื่อไปอบรมการให้บริการกับบุคลากรเจ้าหน้าที่ เมื่อทางเทศบาลได้จัดอบรมให้บุคลากรผ่านโครงการจัดความรู้แบบ KM จะทำให้พนักงานในทางเทศบาลมีระบบหรือแนวทางการให้บริการที่ดี จะยังประโยชน์แก่ผู้เกี่ยวข้องทุกฝ่ายในการปฏิบัติงานให้เป็นไปอย่างมีประสิทธิภาพ

บทคัดย่อภาษาอังกฤษ

The objectives of this research were as follows: 1) to study the quality of social welfare services for the elderly in Mae Sot Municipality, Mae Sot District, Tak Province; 2) to study the relationship between Sangahavatthu 4 and the quality of social welfare services for the Elderly of Mae Sot Municipality, Mae Sot District, Tak Province; and 3) to propose guidelines for the development of social welfare services for the elderly of Mae Sot Municipality, Mae Sot District, Tak Province. This was a mixed methods research consisting of the qualitative and quantitative research. The sample used in this research was the elderly aged 60 years and over who live in the area of ​​Mae Sot Municipality, Mae Sot District, Tak Province, amounting to 360 people using  the substitution method ​​in Taro Yamane's formula. Data were analyzed by frequency, percentage, mean, standard deviation, and Pearson Product Moment Correlation Coefficient to find the correlation relationship of two independent variables. Qualitative research was done by in-depth interview with key informants and using the Inductive Analysis Technique in context to summarize and present guidelines for the development of social welfare services for the elderly.

 The results showed that:

1. The overall quality of social welfare services for the elderly in Mae Sot Municipality, Mae Sot District, Tak Province according to Sangahavatthu was at a high level ( x̅ = 4.01, SD = 0.506), at a high level in every item and the quality of social welfare services for the elderly in Mae Sot Municipality, Mae Sot District, Tak Province according to the principles of job service quality, overall,  was at a high level ( x̅ = 4.02, S.D. = 0.506 and a high level in all aspects classified by aspect.

2. Sangahavatthu 4 had a high positive correlation with the quality of social welfare services for the elderly in Mae Sot Municipality, Mae Sot District, Tak Province. The correlation coefficient (r = 0.876) was statistically significant at 0.01 level, thus accepting the hypothesis.

3. Guidelines for the development of social welfare services for the elderly in Mae Sot Municipality, Mae Sot District, Tak Province, found that the municipality should have 3 processes to provide social services for the elderly: 1) study; 2) training; 3) develop by organizing KM knowledge management training project by integrating Sangahavatthu and service principles to train service personnel for staff. When the municipality had organized training for personnel through a KM knowledge management project, it will make employees in the municipality have a good service system or guideline. It will also benefit all relevant parties to operate effectively.
