บทคัดย่อภาษาไทย

วิทยานิพนธ์นี้มีวัตถุประสงค์ 1. เพื่อศึกษาบทบาทหน้าที่ของสมาชิกสภาผู้แทนราษฎรเขตดุสิต กรุงเทพมหานคร 2. เพื่อศึกษาภาวะผู้นำของสมาชิกสภาผู้แทนราษฎรเขตดุสิต กรุงเทพมหานคร และ 3. เพื่อศึกษาหลักพุทธธรรมที่เกี่ยวข้องกับภาวะผู้นำของสมาชิกสภาผู้แทนราษฎรเขตดุสิต กรุงเทพมหานคร ระเบียบวิธีการวิจัยเป็นการวิจัยเชิงคุณภาพ โดยใช้วิธีการสัมภาษณ์เชิงลึกกับผู้ให้ข้อมูลสำคัญ จำนวน 18 คน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสัมภาษณ์เชิงลึก แบบกึ่งโครงสร้างและดำเนินการสัมภาษณ์ตามวัน เวลาและสถานที่ ที่กำหนดไว้ แล้วนำข้อมูลที่ได้จากการสัมภาษณ์มารวบรวม เพื่อวิเคราะห์โดยใช้เทคนิคการวิเคราะห์เนื้อหาประกอบบริบทและสังเคราะห์ข้อมูลตามวัตถุประสงค์ของการวิจัย

ผลการวิจัยพบว่า

1. บทบาทหน้าที่ของสมาชิกสภาผู้แทนราษฎรเขตดุสิต กรุงเทพมหานคร พบว่า 1) ด้านการดูแลช่วยเหลือเกื้อกูล มีการให้ความช่วยเหลือ มีการประสานกับหน่วยงานหลายภาคส่วน 2) ด้านการเป็นผู้ที่ต้องการพัฒนาชุมชนให้ดีขึ้น มีการเปิดโอกาสให้ประชาชนในชุมชนได้มีส่วนร่วมในการเสนอปัญหาและหาแนวทางแก้ไขร่วมกัน มีการพัฒนาสร้างอาชีพ 3) ด้านการเข้าอกเข้าใจ เห็นใจคนอื่น มีการช่วยเหลืออย่างเต็มที่ โดยใช้เทคโนโลยีการสื่อสารในยุคปัจจุบันเข้ามาช่วย มีการประสานไปยังหน่วยงาน ที่เกี่ยวข้อง อย่างไรก็ตาม ควรลงพื้นที่ให้ครอบคลุมและบ่อยครั้งหรือมีการจัดประชุมกับตัวแทนหรือผู้นำชุมชน เพราะจะช่วยให้ทราบถึงปัญหาความเดือดร้อนของประชาชนได้อย่างแท้จริง

2. ภาวะผู้นำของสมาชิกสภาผู้แทนราษฎรเขตดุสิต กรุงเทพมหานคร พบว่า 1) ด้านการรับฟังคนอื่น มีการใช้สื่อโซเชียล มีทีมงานผู้ช่วย เพื่อเป็นตัวแทนในการรับฟังปัญหาความเดือดร้อนของประชาชน 2) ด้านการเข้าอกเข้าใจ เห็นใจคนอื่น มีการให้ความช่วยเหลือประชาชน สนใจ ใส่ใจถึงความทุกข์ร้อนของประชาชน มีทีมงาน ที่คอยดูแล รับฟังปัญหาจากประชาชน 3) ด้านการมองเห็นการณ์ไกล มีการใส่ใจกับปัญหาความเดือดร้อนของประชาชน มีการวางแผนหาแนวทางการส่งเสริมพัฒนาอาชีพ 4) ด้านการดูแลช่วยเหลือเกื้อกูล มีการให้ความช่วยเหลือในทันที มีการส่งทีมงาน ตัวแทนลงพื้นที่ มีการประสานงานกับหน่วยงานที่เกี่ยวข้อง ให้รีบเข้ามาแก้ไขอย่างรวดเร็ว5) ด้านการเป็นผู้ที่ต้องการพัฒนาชุมชนให้ดีขึ้น มีการดูแลแก้ไข พัฒนา สร้างอาชีพให้แก่ประชาชนในชุมชน อย่างไรก็ตาม ควรมีการประชาสัมพันธ์ อำนวยความสะดวกให้ประชาชนได้มีการแจ้งเรื่องราวร้องทุกข์และควรลงพื้นที่ให้ครอบคลุมและสม่ำเสมอ จะทำให้ทราบถึงปัญหาความเดือดร้อนได้อย่างทั่วถึงและเน้นการมีส่วนร่วมของประชาชน

3.หลักพุทธธรรมที่เกี่ยวข้องกับภาวะผู้นำของสมาชิกสภาผู้แทนราษฎรเขตดุสิต กรุงเทพมหานคร พบว่า หลักทุติยปาปณิกธรรม 1) ด้านจักขุมา คือเป็นผู้ที่มีวิสัยทัศน์กว้างไกล มีการวางแผน วางนโยบาย แล้วนำไปปฏิบัติตรงความต้องการของประชาชน จะทำให้ชีวิตความเป็นอยู่ดีขึ้นในระยะยาว 2) ด้านวิธุโร คือเป็นผู้มีความรู้ มีความสามารถ มีความชำนาญ ในการปฏิบัติงานเพื่อความกินดีอยู่ดี มีความเกี่ยวข้องเป็นอย่างมาก เพราะต้องเป็นผู้ที่มีความรู้ มีความชำนาญ สามารถนำไปประยุกต์ใช้ในการแก้ไขปัญหาได้อย่างมีประสิทธิภาพ ส่งผลทำให้ประชาชนมีความเป็นอยู่ที่ดีขึ้น 3) ด้านนิสสฺยสัมปันโน คือเป็นผู้ที่มีมนุษยสัมพันธ์ที่ดี เป็นหลักธรรมที่สำคัญกับการทำหน้าที่ของการเป็นตัวแทนของประชาชน เพราะการพูดจาไพเราะ ยิ้มแย้มแจ่มใส มีความเป็นกันเอง ประชาชนก็จะเกิดความยอมรับ ได้รับไว้ความไว้วางใจจากประชาชน

บทคัดย่อภาษาอังกฤษ

Objectives of this research paper were: 1.To roles and duties of the members of House of Representatives of Dusit District, Bangkok Metropolis, 2. To study the leadership of the members of the House of Representative of Dusit District, Bangkok Metropolis and 3. To study Buddhadhamma related to leadership of the members of the  House of Representatives of Dusit District, Bangkok Metropolis. Methodology was the qualitative method. Data were collected from 18 key informants with instrument that was semi-structured in-depth-interview transcript by in-depth-interviewing at day, time and time set. Data from interview were compiled and analyzed in accordance with objectives by content descriptive interpretation.

          Findings were as follows :

1. Roles and duties of members of the House of Representatives were found that 1) care, sharing and helping aspect, there were helping and coordination with many organizations, 2) community development aspect, there were opportunities open for local people to participate in problems raising and solving and career creation, 3) people sympathy aspect, there were people helping sincerely by using new technology to help and coordinated with other related organizations. However, the members of the House of Representatives should go to local areas thoroughly and frequently or set up local meeting with local representatives or leaders. This way the members of the House of Representatives would know the real problems of people with first hand information.

2. Leadership of the members of the House of Represenmtatives of Dusit District, Bangkok Metropolis was foundthat 1) listening to others aspect, there was uses fo social media, assistant teams as representatives to listen to people’s problems, 2) others sympathy, there was people helping, interest, attention to people problems and suffering, there were assistant teams to help and listen to people’s problems, 3) far vision aspect, there was attention to people’s problems and suffering with plans for new career creation, 4) care, share and helping aspect, there was prompt assistance by sending assistant teams to locality to coordinate with other related organizations to solve the problems immediately. 5) community developers aspect, there were caring, solving problems and improving, developing and creating new career for people at every community. However, there should be public relations, providing easy service for people to voice the problems and suffering. There should be field work with full coverage and regularly in order to know and understand people’s real problems and suffering by people participation.

             3. Buddhadhamma related to leadership of members of the House of Representatives of Dusit District, Bangkok Metropolis was found that Tutiya Papanikadhamma, consisted of 3 principles, 1) Cakkhuma, the ones with far and wide vision with plans, policies implementation to meet the people’ needs and make livelihood better in the long run, 2) Vituro, the ones with knowledge, capacity, skill in duty performance for better .living conditions. Knowledge and capacity and skill could be importantly related to implement and solve problems effectively, conducive to people’s better living conditions,   3) Nissayasampanno, the ones with good human relations, the important Dhamma principle for people’s representatives. The members with sweet words, smiling, friendliness would be accepted by people, would gain trust from people.
