บทคัดย่อภาษาไทย

                 การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ  (1)  ศึกษาประสิทธิผลการให้บริการของเทศบาล ตำบลดงเย็น  อำเภอเมือง  จังหวัดมุกดาหาร (2)   เปรียบเทียบความคิดเห็นของประชาชนต่อประสิทธิผลการให้บริการของเทศบาลตำบลดงเย็น อำเภอเมือง จังหวัดมุกดาหาร โดยจำแนกตามสถานภาพทั่วไป  และ (3)  ศึกษาปัญหา  อุปสรรค  และข้อเสนอแนะต่อการให้บริการของเทศบาลตำบลดงเย็น อำเภอเมือง จังหวัดมุกดาหาร โดยทำการศึกษาวิจัยเชิงสำรวจ (SurveyResearch) เก็บรวบรวมข้อมูลโดยใช้แบบสอบถามกับกลุ่มตัวอย่าง

                กลุ่มตัวอย่างคือประชาชนที่มารับบริการเทศบาลตำบลตงเย็น   อำเภอเมือง จังหวัดมุกดาหาร จำนวน 370 คน โดยใช้การสุ่มตัวอย่างแบบหลายขั้นตอน

                วิเคราะห์ข้อมูลโดยใช้โปรแกรมสำเร็จรูปเพื่อการวิจัยทางสังดมตาสตร์     สถิติที่ใช้คือ คำเฉลี่ย (X̅ ) ดำร้อยละ คำส่วนเบี่ยงเบนมาตรฐาน (S.) เพื่อบรรยายสถานภาพทั่วไปของกลุ่มตัวอย่าง    การทดสอบคำที่   (-est!)    ใช้ทดสอบความแตกต่างระหว่างค่าเฉลี่ยสองกลุ่มการทดสอบค่าเอฟ   (F-les!)   โดยการวิเดราะห์ดวามแปรปรนทางเดียว   (One-way ANOVA)ใช้ทดสอบความแตกต่งระหวางดำเฉลี่ยตั้งแต่สามกลุ่มขึ้นไปและกำหนดนัยสำคัญทางสถิติที่ระดับ  0.05   วิเคราะห์ข้อมูลคำถามปลายเปิดโดยใช้เทดนิดการวิเคระห์เนื้อหาประกอบบริบท

                  ผลการวิจัยพบว่า

                  ระดับประสิทธิผลการให้บริการแก่ประชาชนของเทศบาลตำบลตงเย็น  อำเภอเมืองจังหวัดมุกดาหาร โดยภาพรวมอยู่ในระดับมาก  ( X̅  =353)  เมื่อพิจารณาเป็นรายด้านส่วนใหญ่อยู่ในระดับมาก  โดยมีค่าเฉลี่ยตามลำดับ  คือ  ด้านอาคารสถานที่  (X̅  =3.58)   ด้านสิ่งอำนวยดวามสะดวก   ( X̅   =3.51)   ส่วนด้านเจ้าหน้าที่ผู้ให้บริการ   ( X̅    =3.49 ) อยู่ในระดับปานกลาง                       

                     การเปรียบเทียบระดับประสิทธิผลการให้บริการแก่ประชาชนของเทศบาลตำบลดงเย็น  อำเภอเมือง  จังหวัดมุกดาหาร   พบว่าประชาชนที่มีอายุต่างกัน มีทัศนะในประสิทธิผลการให้บริการแก่ประชาชนของเทศบาลตำบลดงเย็นอำเภอเมือง จังหวัดมุกดาหาร แตกต่างกันในขณะที่เพศ ระดับการศึกษา อาชีพ และรายได้เฉลี่ยต่อเดือน มีทัศนะไม่แตกต่างกัน

                       ปัญหาอุปสรรคต่อการให้บริการของเทศบาลตำบลดงเย็น  อำเภอเมือง  จังหวัดมุกดาหารด้านเจ้าหน้าที่ผู้ให้บริการ   คือ       เจ้าหน้าที่ขาดมนุษยสัมพันธ์ที่ดี มีความรักในงานให้บริการน้อย เอกสารอธิบายขั้นตอนการให้บริการในด้านต่าง ๆ    ยังไม่เพียงพอ   ด้านอาคารสถานที่ สภาพแวดล้อมโดยรวมไม่เหมาะสม  ด้านสิ่งอำนวยดวามสะดวก ขาดเจ้าหน้าที่แนะนำ

ขั้นตอนการให้บริการและประชาสัมพันธ์

                     ข้อเสนอแนะต่อการให้บริการ ของเทศบาลตำบลดงเย็น    อำเภอเมือง     จังหวัดมุกดาหาร     ดัานเจ้าหน้าที่ผู้ให้บริการควรมีมนุษยมพันธ์ที่ดีและสร้างดวามรักในงานให้บริการด้านอาคารสถานที่ควรปรับปรุงสภาพแวดล้อมโดยรวมให้เหมาะสม     และด้านสิ่งอำนวยความสะดวก ควรจัดเจ้าหน้าที่เพิ่มเติมในขั้นตอนการให้บริการและประชาสัมพันธ์ให้เพียงพอ

บทคัดย่อภาษาอังกฤษ

                 This research has the objectives to i) study the effectiveness of the   provision of service of Tambon Dongyen Municipality, Muang District, Mukdahan Province ("the Effectiveness"); i) compare the opinion of the people regarding the Effectiven ness; and il) investigate  the  problem,  barrier,  and  provide  the  suggestion  on  the  provision of service  of  Tambon  Dongyen  Municipality,  Muang District, Mukdahan Province. This research  was  conducted  by  using  the  survey  research  methodology.    The data were collected  by   questionnaire  . The sampling   is 370   persons   who   came to receive the service  from  Tambon   Dongyen Municipality, Muang District, Mukdahan Province and was done by multistage sampling technic.

                     The  data  analysis  was  conducted  by  utilizing  the  program  designed for social  science  e research.  The  analysis  for  personal  data  is  done by statistics such as mean  (X̅  ),  percentage,  average,  and  standard  deviation  (S.D.). T-test was used to test the   average   difference   between   two   groups   and   F-test   by   one  way analysis for variance   (One-way ANOVA)   was  used  to test the difference between of average value from  three  or  more  groups. The significant was determi ined at 0.05. The collected data  from open ended questions was analyzed by Content Analysis Technic

                     The findings of this study are as follows :

                     The  study   found  that   overall   level  of  the   Effectiveness is at high level (X̅  =3.53).  When   considering   in   each aspect, most of them are at high level, which are (X̅  =3.58)    for place  aspect (X̅ =3.51)   for  facilties  aspect.    However, in  an   aspect of officials providing the service the level is moderate, namely ( X̅   =3.49).

                     The  comparison  of   the level   of the Effectiveness by personal factor found that   age   difference   has   statistically   influenced   on   the  effectiveness at level of 0.01 whereas   sex,   educational   level,   occupation   and   income   factors make no difference. Regarding   the   problem   or   barrier   of   the   provision   of   service   of    of      Tambon Dongyen   Municipality,   Muang  District, Mukdahan Province, in term of the officials, the officials  do not  have   enough   of   human   relation   and   service   mind,   the  document explaining   the   process   of   each   aspect   of service is not enough. In term of venue, the overall   environment   is   not   appropriate.  In   term  of facilities, it does not have enough staff to assist and suggest the process of the service.

            And  the  suggestions  towards  the   service   of   Tambon   Dongyen    Municipality, Muang   District,   Mukdahan   Province  are that i) the offcials should build up their service mind; il)   in   term  of   the  venue,  the  overall environment should be improved and ill) in term  of   the   facilities  , there   should   be   enough   staff   assisting people at information

counter.
