สารนิพนธ์ฉบับนี้มีวัตถุประสงค์ดังนี้ 1) เพื่อศึกษาระดับพฤติกรรมผู้ต้องขังของเรือนจำกลางคลองไผ่ อำเภอสีคิ้ว จังหวัดนครราชสีมา 2) เพื่อศึกษาความสัมพันธ์ระหว่างมาตรการพัฒนาพฤติกรรมผู้ต้องขังกับพฤติกรรมผู้ต้องขังของเรือนจำกลางคลองไผ่ อำเภอสีคิ้ว จังหวัดนครราชสีมา และ 3) เพื่อศึกษาปัญหา อุปสรรค และข้อเสนอแนะในการพัฒนาพฤติกรรมผู้ต้องขังของเรือนจำกลางคลองไผ่ อำเภอสีคิ้ว จังหวัดนครราชสีมา การศึกษาวิจัยครั้งนี้ ดำเนินการตามระเบียบวิธีวิจัยแบบผสานวิธี โดยการวิจัยเชิงปริมาณใช้วิธีวิจัยเชิงสำรวจกลุ่มตัวอย่าง ได้แก่ ผู้ต้องขังแดนเฝ้าระวัง (แดน 5) เรือนจำกลางคลองไผ่ อำเภอสีคิ้ว จังหวัดนครราชสีมา จำนวน 264 คน โดยใช้วิธีการสุ่มตัวอย่างจากสูตรของ Taro Yamane วิเคราะห์ข้อมูลด้วยการหาความถี่ ค่าร้อยละ ค่าเฉลี่ย  ค่าเบี่ยงเบนมาตรฐาน และวิเคราะห์ความสัมพันธ์ระหว่างมาตรการพัฒนาพฤติกรรมกับพฤติกรรมผู้ต้องขังหลังเข้ารับการอบรมตามมาตรการโปรแกรมแดนความมั่นคงสูงสุดแดน (แดน 8) เรือนจำกลางคลองไผ่ อำเภอสีคิ้ว จังหวัดนครราชสีมา ส่วนการวิจัยเชิงคุณภาพ เลือกผู้ให้ข้อมูลสำคัญ แบบเจาะจง จำนวน 11 คน ด้วยวิธีการสัมภาษณ์เชิงลึกผู้ให้ข้อมูลสำคัญ ใช้เทคนิคการวิเคราะห์เนื้อหาเชิงพรรณนา ประกอบบริบท นำเสนอเป็นความเรียงประกอบตารางแจกแจงความถี่ของผู้ให้ข้อมูลสำคัญ เพื่อสนับสนุนข้อมูลเชิงปริมาณ

          ผลการวิจัยพบว่า

1. ระดับพฤติกรรมของผู้ต้องขังที่มีต่อการมาตรการพัฒนาพฤติกรรมผู้ต้องขังแดนความมั่นคงสูงสุดแดน (แดน 8) เรือนจำกลางคลองไผ่ อำเภอสีคิ้ว จังหวัดนครราชสีมา ในด้านมาตรการควบคุมพิเศษ ในภาพรวมอยู่ในระดับน้อย (X bar= 2.43, S.D. = 0.053) ระดับพฤติกรรมของผู้ต้องขังที่มีต่อมาตรการพัฒนาพฤติกรรมในด้านมาตรการโปรแกรม 1 (อาคารขังเดี่ยว) ในภาพรวมมีความคิดเห็นในระดับปานกลาง (X bar = 2.65, S.D. = 0.064)  ระดับพฤติกรรมของผู้ต้องขังที่มีต่อมาตรการพัฒนาพฤติกรรมผู้ต้องขังในด้านมาตรการโปรแกรม 2 (อาคารขังซอยบน) ในภาพรวมความคิดเห็นอยู่ในระดับปานกลาง (X bar = 3.25,S.D. = 0.084)  ระดับความคิดเห็นของผู้ต้องขังที่มีต่อมาตรการพัฒนาพฤติกรรมผู้ต้องขังในด้านมาตรการโปรแกรม 3 (อาคารขังห้องรวม) ในภาพรวมมีความคิดเห็นในระดับมาก (X bar = 3.62, S.D. = 0.074)

2. ความสัมพันธ์ระหว่างมาตรการพัฒนาพฤติกรรมผู้ต้องขังกับพฤติกรรมผู้ต้องขังของเรือนจำกลางคลองไผ่ อำเภอสีคิ้ว จังหวัดนครราชสีมา ในภาพรวมมีความสัมพันธ์ในเชิงบวกในระดับความสัมพันธ์น้อย (R=.400**) อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01 กล่าวคือ มาตรการพัฒนาพฤติกรรมผู้ต้องขังแดนความมั่นคงสูงสุดแดน (แดน 8) ส่งผลให้ผู้ต้องขังของเรือนจำกลางคลองไผ่ อำเภอสีคิ้ว จังหวัดนครราชสีมา มีการพัฒนาพฤติกรรมมากขึ้น จึงยอมรับสมมติฐานการวิจัย

3. ปัญหาและอุปสรรคพบว่า 1) เป็นมาตรการที่ใช้บังคับให้ผู้ต้องขังปฏิบัติตามระเบียบของทางเรือนจำ 2) ผู้ต้องขังบางรายไม่รู้หนังสือจึงเป็นเรื่องยากในการสวดมนต์และท่องข้อปฏิบัติที่ทางเรือนจำกำหนด 3) ผู้ต้องขังบางรายมีภาวะทางอารมณ์ไม่เท่ากันทำให้ยากต่อการปฏิบัติพยายามลดความตรึงเครียดให้กับผู้ต้องขัง โดยจัดกิจกรรมนันทนาการต่าง ๆ 4) ผู้ต้องขังบางรายต้องรับยาประจำ(ยาจิตเวช) ทำให้ปฏิบัติได้ไม่เหมือนกับผู้ต้องขังอื่น ๆ ส่วนข้อเสนอแนะ พบว่า 1) ต้องชี้แจงรายละเอียดเกี่ยวกับมาตรการแดนความมั่นคงสูงสุด(แดน 8)ให้ผู้ต้องขังที่ย้ายพฤติการณ์มาเข้าใจ ในแนวทางปฏิบัติ และสามารถช่วยให้ผู้ต้องขังไม่ถูกลงโทษทางวินัย และได้ปล่อยตัวได้เร็วขึ้น 2) ให้ผู้ต้องขังที่มีความรู้อ่านออกเขียนได้เป็นผู้สอนผู้ต้องขังที่ไม่รู้หนังสือเพื่อจะได้สวดมนต์ และท่องข้อปฏิบัติที่ทางเรือนจำกำหนดได้ 3) ควรมีข้อยกเว้นในการปฏิบัติสำหรับผู้ต้องขังที่ต้องรับยาประจำ(ยาจิตเวช) หรือผู้ต้องขังที่มีจิตไม่สมประกอบ 4) พยายามลดความตรึงเครียดให้กับผู้ต้องขัง โดยจัดกิจกรรมนันทนาการต่างๆ

บทคัดย่อภาษาอังกฤษ

The objectives of this research paper were: 1. To study the level of prisoners’ behaviors at Klongpai Central Prison, Srikiew District, Nakornratsima Province, 2. To study relationships between behavior development criteria and prisoners’ behaviors at Klongpai Central Prison, Srikiew District, Nakornratsima Province and 3. To study problems, obstacles and recommendation for prisoners’ behavior development at Klongpai Central prison, Srikiew District, Nakornratsima Province

The methodology was the mixed methods: The quantitative research by survey method, collected data from 264 samples who were prisoners at surveillance area 5 of Klongpai Central prison, Srikiew District, Nakornratsima Province, using Taro Yamane’s formula, analyzed data by frequency, percentage, mean and standard deviation and analyzed relationship between prisoners’ behavior development criteria and behaviors of prisoners who were trained in the top security program in surveillance area 8 at Klongpai Central Prison, Srikiew District, Nakornratsima Province. The qualitative method, data were collected from 11 key informants, purposefully selected by in-depth-interviewing and analyzed by content descriptive interpretation and presented with the table of frequency of the key informants to use data to support the quantitative findings.

Findings were as follows:

1. Levels of prisoners’ behaviors and behavior development criteria of prisoners at top security surveillance area 8, Klongpai Central prison, Srikiew District, Nakornratsima Province, special control aspect, by overall were at less level (X bar= 2.24, S.D. = 0.053). Level of prisoners’ behavior and behavior development criteria of prisoners in training program 1 (solitary inmates), by overall, was at middle level (X bar= 2.65, S.D. = 0.064) Prisoners’ behavior and behavior development criteria of training program 2 (upper alley building), bu overall, was at middle level (X bar= 3.25, S.D. = 0.084) Levels of prisoners’ opinions on behavior development of training program 3 (collective inmates), by overall, were at high level(X bar= 3.62, S.D. = 0.074)

  2. Relationship between prisoners’ behavior development criteria and prisoners’ behaviors at Klongpai Central Prison, Srikiew District, Nakornratsima Province, by overall, had positive relationship at less level(R=400**) with statistically significant level at 0.01 indicated that prisoners’ behavior development of training program at top security surveillance area 8 affected the prisoners at Klongpai Central Prison, Srikiew District, Nakornratsima Province have behaviors developed at higher level, accepted the set hypothesis.

3. Problems and obstacles  were  found that 1) the behavior  development criteria was against prisoners’ will that forced prisoners to abide by the rules of the prison reductantly.2) some inmates were illiterate. Is was difficult for them to chant and learn the rules set by the prison by hearts. 3) Some inmates had less emotional condition. It was difficult for prison guards to reduce the inmates’ stresses by some recreational activities. 4) Some inmates had to use drug from psychiatrist, it was difficult to treat them equally with other cells.Recommendations were that 1) the measurement of the top security surveillance cells, area 8, must be clearly explained so that the inmates would understand and avoid discipline punishment and would bereleased sooner. 2) Let inmates who could read and write teach those inmates who could not read  and write so that they could chant  and memorize  the set rules and regulations of the prison. 3) there should be exception for those who were under medical care by psychiatric or inmates with unstable minds. 4) prisoners’ stress reduction by various recreational activities.
