บทคัดย่อภาษาไทย

          การวิจัยนี้มีวัตถุประสงค์ คือ 1. เพื่อศึกษาการมีส่วนร่วมของประชาชนในการพัฒนาชุมชนขององค์การบริหารส่วนตำบลสาริกา อำเภอเมืองนครนายก จังหวัดนครนายก 2. เพื่อศึกษาความสัมพันธ์การมีส่วนร่วมของประชาชนในการพัฒนาชุมชนขององค์การบริหารส่วนตำบลสาริกา อำเภอเมืองนครนายก จังหวัดนครนายก 3. เพื่อศึกษาปัญหา อุปสรรคและข้อเสนอแนะต่อการมีส่วนร่วมของประชาชนในการพัฒนาชุมชนขององค์การบริหารส่วนตำบลสาริกา อำเภอเมืองนครนายก จังหวัดนครนายกการวิจัยเป็นแบบผสานวิธี โดยการวิจัยเชิงปริมาณ ใช้วิธีวิจัยเชิงสำรวจ กลุ่มตัวอย่าง ได้แก่ประชาชนที่อาศัยอยู่ในเขตองค์การบริหารส่วนตำบลสาริกา อำเภอเมืองนครนายก จังหวัดนครนายก โดยใช้สูตรคำนวณขนาดกลุ่มตัวอย่างของ ทาโร่ ยามาเน่ ได้มีจำนวน 382 คน โดยใช้การหาค่าสัมประสิทธิ์สหสัมพันธ์แบบ  เพียร์สัน และการวิจัยเชิงคุณภาพ ใช้การเลือกผู้ให้ข้อมูลสำคัญ แบบเจาะจง จำนวน 9 คน โดยวิธีการสัมภาษณ์เชิงลึกแบบตัวต่อตัว ในการให้ข้อมูลสำคัญ ใช้เทคนิคการวิเคราะห์เนื้อหาเชิงพรรณนา วิเคราะห์เนื้อหา โดยมีการนำเสนอตารางแจกแจงความถี่ของผู้ให้ข้อมูลสำคัญ

ผลการวิจัยพบว่า

1. ระดับการมีส่วนร่วมของประชาชนในการพัฒนาชุมชนขององค์การบริหารส่วนตำบลสาริกา อำเภอเมือง จังหวัดนครนายก โดยภาพรวมอยู่ในระดับปานกลาง (X bar=3.23, S.D. =0.699) เมื่อพิจารณาเป็นรายด้านพบว่า ด้านการมีส่วนร่วมในการตัดสินใจ (X bar=3.44, S.D. =0.970) ด้านการมีส่วนร่วมในการดำเนินงาน (X bar=3.40, S.D. =1.062) ด้านการมีส่วนร่วมในการรับผลประโยชน์ (X bar=3.06, S.D. =0.823) และด้านการมีส่วนร่วมในการประเมินผล (X bar=3.04, S.D. =0.764) ทุกด้านอยู่ในระดับปานกลาง

          2. ผลการวิจัยความสัมพันธ์การมีส่วนร่วมในการพัฒนาชุมชนในขององค์การบริหารส่วนตำบลสาริกา อำเภอเมืองนครนายก จังหวัดนครนายก โดยมีการจำแนกตามความสัมพันธ์ การมีส่วนร่วมกับกับการพัฒนาชุมชนขององค์การบริหารส่วนตำบลสาริกา อำเภอเมืองนครนายก จังหวัดนครนายก โดยมีความสัมพันธ์ระหว่างการมีส่วนร่วม กับการมีส่วนร่วมของประชาชนในการพัฒนาชุมชนขององค์การบริหารส่วนตำบลสาริกา (R=0.985**) มีความสัมพันธ์กับการพัฒนาสังคม (r=0.835**) มีความสัมพันธ์ กับด้านวัฒนธรรม (r=0.768**) ทุกด้านมีความสัมพันธ์ในเชิงบวก อย่างมีนัยสำคัญทางสถิติที่ระดับ (0.01) โดยมีระดับความสัมพันธ์มาก และการมีส่วนร่วม มีความสัมพันธ์เชิงบวกในระดับสูงมาก (R=0.919**) อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01 จึงยอมรับสมมติฐาน

            3. ปัญหา อุปสรรคและข้อเสนอแนะต่อการมีส่วนร่วมของประชาชนในการพัฒนาชุมชนขององค์การบริหารส่วนตำบลสาริกา อำเภอเมืองนครนายก จังหวัดนครนายก ปัญหาและอุปสรรคที่เกิดขึ้นกับการพัฒนาชุมชน  และวัฒนธรรม 1.) เกิดจากการที่ให้ประชาชนบางกลุ่มไม่มีความรับผิดชอบต่อการพัฒนาชุมชน 2.) ขาดเทคโนโลยีใหม่ๆเครื่องมือในการพัฒนาชุมชนยังไม่พอเพียงต่อชุมชนในการพัฒนา 3.) การประชุมประชาคมหมู่บ้านบ้างครั้งก็ไม่มีรายละเอียดที่ดีต่อการประชุม และข้อเสนอแนะแนวทางการพัฒนา 1.) ควรที่จะมีระบบมากกว่าทุกครั้งที่มีการพัฒนาชุมชน 2.) ควรให้ทุกชุมชนมีการปรึกษาในการพัฒนาร่วมกันโดยการนำเทโนโลยีดิจิทัล หรือเครื่องมือใหม่ๆมาใช้ 3.) ให้ผู้นำชุมชนมีการปรึกษาในเรื่องของการพัฒนาชุมชนเพื่อเดินหน้าไปพร้อมๆกัน และสังเคราะห์แนวทางพัฒนาเป็น 4C MODEL C= Compatibility ความพร้อมของสังคม C= Cooperation Networks การสร้างเครือข่ายความร่วมมือ C= Creativity Community ชุมชุมสร้างสรรค์  C= Convenience Digital  ใช้เทคโนโลยีดิจิทัล อำนวยการสะดวกสบายในปัจจุบันเป็นต้น

บทคัดย่อภาษาอังกฤษ

          The objectives of this research paper were 1) to study public participation in community development of Sarika Subdistrict Administration Organization of Muang Nakhon Nayok District, Nakhon Nayok Province, 2) to study relation of public participation in community development of Sarika Subdistrict Administration Organization of Muang Nakhon Nayok District, Nakhon Nayok Province and 3) to study problems, obstacles and recommendations toward the public participation in community development of Sarika Subdistrict Administration Organization of Muang Nakhon Nayok District, Nakhon Nayok Province. The methodology of this research paper was mixed method of quantitative method using survey from random sampling of 382 samples by Taro Yamane Formula. The statistical analysis by using Pearson Correlation Coefficient. The qualitative method was performed by selecting 9 key informants and in-depth interview with content analysis to support quantitative information.

           The research finding were as follow;

1. The overall opinion on public participation level of Sarika Subdistrict Administration Organization of Muang Nakhon Nayok District, Nakhon Nayok Province was at medium level (X bar= 3.23, S.D.= 0.699), on each aspect the public participation on decision making (X bar= 3.44, S.D.= 0.970), public participation on operation (X bar= 3.40,S.D.= 1.062), public participation on receiving benefit (X bar= 3.06, S.D.= 0.823), and public participation on assessment (X bar= 3.04, S.D. = 0.764) all aspects were at the medium levels.

      2. The correlation on public participation level of Sarika Subdistrict Administration Organization of Muang Nakhon Nayok District, Nakhon Nayok Province, by categorizing the correlation of public participation and public participation in community development of Sarika Subdistrict Administration Organization (R = 0.985**), correlation to public participation in community development (R = 0.835**), correlation to culture (R = 0.768**). Correlation of all aspects were positive at the very high level (R = 0.919**) with the statistic significant at 0.01 and therefore, the hypothesis was accepted.

      3. The problems and obstacles of public participation level of Sarika Subdistrict Administration Organization of Muang Nakhon Nayok District, Nakhon Nayok Province were 1) some group in the community did not responsible to community development, 2) lack of new technology and tools – insufficient for community development, 3) lack of details agenda in some public meetings. The recommendations guidelines were 1) there should be systematic in community development, 2) there should be consulting in community development by using new digital technology and tools and 3) the community leaders should consult in community development so that it could be on the same progress.  To synthesize the guidelines into 4 C Model: C = Compatibility – the readiness of community, C = Cooperation Networks – the networking for participation, C + Creativity Community – community with creativity and C = Convenience digital to facilitate
