บทคัดย่อภาษาไทย

งานวิจัยเรื่อง การพัฒนาสมรรถนะการบริหารงานตามหลักอิทธิบาท 4 ขององค์การบริหารส่วนตำบลพลับพลาไชย อำเภออู่ทอง จังหวัดสุพรรณบุรี มีวัตถุประสงค์เพื่อ 1) เพื่อศึกษาการบริหารงานตามหลักอิทธิบาทและการพัฒนาสมรรถนะของบุคลากรในองค์การบริหารส่วนตำบลพลับพลาไชย อำเภออู่ทอง จังหวัดสุพรรณบุรี 2) เพื่อศึกษาความสัมพันธ์ระหว่างการบริหารงานตามหลักอิทธิบาทกับการพัฒนาสมรรถนะของบุคลากรในองค์การบริหารส่วนตำบลพลับพลาไชย อำเภออู่ทอง จังหวัดสุพรรณบุรี 3) เพื่อเสนอแนวทางการพัฒนาสมรรถนะการบริหารงานตามหลักอิทธิบาท 4 ในองค์การบริหารส่วนตำบลพลับพลาไชย อำเภออู่ทอง จังหวัดสุพรรณบุรี มีรูปแบบเป็นการวิจัยแบบผสานวิธี โดยการวิจัยเชิงปริมาณใช้แบบสอบถามที่มีค่าความเชื่อมั่นทั้งฉบับเท่ากับ 0.916 เก็บข้อมูลจากกลุ่มตัวอย่างจำนวน 69 คน วิเคราะห์ข้อมูลด้วยสถิติเชิงพรรณาโดยการหาค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน และสถิติเชิงอนุมาน โดยการหาค่าสัมประสิทธิ์สหสัมพันธ์เพียร์สัน (Pearson Correlation) ในการวิจัยเชิงคุณภาพ ใช้การสัมภาษณ์เชิงลึกกับผู้ให้ข้อมูลสำคัญ จำนวน 9 รูปหรือคน และวิเคราะห์ข้อมูลโดยใช้เทคนิคการวิเคราะห์เนื้อหาประกอบบริบทและสังเคราะห์ข้อมูลตามวัตถุประสงค์ของการวิจัย

ผลการวิจัยพบว่า

การพัฒนาสมรรถนะการบริหารงานของผู้บริหารองค์การบริหารส่วนตำบลพลับพลาไชย อำเภออู่ทอง จังหวัดสุพรรณบุรี โดยภาพรวมอยู่ในระดับมาก 3.97 เมื่อพิจารณาเป็นรายด้านทั้ง 6 ด้าน สรุปได้ดังนี้

1. ด้านสมรรถนะในการบริหารตนเอง สมรรถนะการบริหารของผู้บริหารองค์การบริหารส่วนตำบลพลับพลาไชย อำเภออู่ทอง จังหวัดสุพรรณบุรี โดยภาพรวมอยู่ในระดับมาก 4.10 ด้านสมรรถนะในการปฏิบัติตระหนักรับรู้เรื่องโลกาภิวัตน์ โดยภาพรวมอยู่ในระดับมาก 4.01 ด้านสมรรถนะในการสื่อสาร โดยภาพรวมอยู่ในระดับมาก 4.00 ด้านสมรรถนะในการปฏิบัติเชิงกลยุทธ์ โดยภาพรวมอยู่ในระดับมาก 3.95 ด้านสมรรถนะในการทำงานเป็นทีม โดยภาพรวมอยู่ในระดับมาก 3.94 ด้านสมรรถนะในการวางแผนและการบริหารจัดการ โดยภาพรวมอยู่ในระดับมาก 3.82

บทคัดย่อภาษาอังกฤษ

The study entitled “The Competency Development in the Administration According to Iddhipadā of Phlapphla Chai Subdistrict Administrative Organization, U Thong District, Suphanburi Province” consisted of the following objectives: 1) to study the administration according to Iddhipadā and the competency development of personnel in Phlapphla Chai Subdistrict Administrative Organization, U Thong District, Suphanburi Province; 2) to investigate the correlation between the administration according to Iddhipadā and the competency development of personnel in Phlapphla Chai Subdistrict Administrative Organization, U Thong District, Suphanburi Province; and 3) to propose the guidelines for developing competency in the administration according to Iddhipadā of Phlapphla Chai Subdistrict Administrative Organization, U Thong District, Suphanburi Province. The study employed mixed-methods research approach. The quantitative data were gathered using a questionnaire with a reliability of 0.916. The data were collected from a sample of 69 people. The collected data were analyzed using descriptive statistics such as frequency, percentage, standard deviation (S.D.), and Pearson correlation coefficient.

From the study, the following results have been found:

1) The competency of the administrators at Phlapphla Chai Subdistrict Administrative Organization, U Thong District, Suphanburi Province has found to be overall at a high level, with a mean of 4.10. The competency in each aspect is found as follows: the competency in being aware of the globalization is overall at a high level, with a mean of 4.01. Followed by the competency in communication is overall at a high level, with a mean of 4.00. The competency in strategic practice is overall at a high level, with a mean of 3.95. The competency in working as a team is overall at high level, with a mean of 3.94. At last, the competency in planning and administration is overall at a high level, with a mean of 3.82.

2) From analyzing the correlation between Iddhipadā and the competency development in the administration of Phlapphla Chai Subdistrict Administrative Organization, U Thong District, Suphanburi Province, it has been discovered that Iddhipadā is positively correlated with the competency development in the administration of Phlapphla Chai Subdistrict Administrative Organization, and is overall at a low level (R = .219*) with a statistical significance at 0.05.

3) The guidelines for developing competency in the administration according to Iddhipadā of Phlapphla Chai Subdistrict Administrative Organization, U Thong District, Suphanburi Province are as follows: The administrators of the Subdistrict Administrative Organization should provide opportunities for employees to express their opinions and potential, as well as emphasize equality at work as much as possible, so that employees feel a sense of belonging to the organization and, as a result, develop their competency in performing work in accordance with the set goals. There should be the establishment of a system in order for things to go according to plan, leadership training for employees or sending employees on a field trip both locally and abroad, and support for employee performance evaluation. Administrators must also work together with their colleagues in order to foster affection and unity among administrators and their employees.
