การวิจัยครั้งนี้มีวัตถุประสงค์  1) ศึกษาระดับประสิทธิภาพการบริหารงานสำนักงานเลขานุการกรมทางหลวง ตามหลักอิทธิบาทธรรม 2) ศึกษาความสัมพันธ์ระหว่างหลักอิทธิบาทธรรมกับประสิทธิภาพการบริหารงานสำนักงานเลขานุการกรมทางหลวง 3) ศึกษาแนวทางการพัฒนาประสิทธิภาพการบริหารงานสำนักงานเลขานุการกรมทางหลวง ตามหลักอิทธิบาทธรรม

การศึกษาครั้งนี้เป็นการวิจัยแบบผสานวิธี โดยเป็นการวิธีวิจัยเชิงปริมาณและวิจัยเชิงคุณภาพ วิธีเชิงปริมาณ การเก็บรวบรวมข้อมูลเชิงปริมาณเป็นแบบสอบถามจากประชากร 232 คนได้กลุ่มตัวอย่างจำนวน 147 คน และการวิจัยเชิงคุณภาพ เก็บรวบรวมข้อมูลด้วยวิธีการสัมภาษณ์เชิงลึก ผู้ให้ข้อมูลสำคัญ จำนวน 9 รูปหรือคนได้ค่าความเชื่อมั่นของเครื่องมือทั้งฉบับ เท่ากับ 0.977  สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ค่าความถี่ ค่าร้อยละ, ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน และทดสอบสมมติฐานหาค่าสัมประสิทธิ์สหสัมพันธ์เพียร์สันในวิเคราะห์ข้อมูลประกอบบริบทและสังเคราะห์ข้อมูลโดยนำเสนอเป็นความเรียง

ผลการวิจัย พบว่า

  1. ระดับประสิทธิภาพการบริหารงานสำนักงานเลขานุการกรมทางหลวง ตามหลักอิทธิบาทธรรม โดยภาพรวมอยู่ในระดับมาก มีค่าเฉลี่ย ( = 3.80, S.D.= 0.97)  ด้านหลักอิทธิธรรมจากการวิจัย พบว่า ด้านวิริยะ (มีความเพียร) อยู่ในระดับมากที่สุด มีค่าเฉลี่ยที่ ( = 3.83, S.D.= 0.96) และด้านจิตตะ (มีความคิดเอาใจใส่ในงาน) มีค่าเฉลี่ยน้อยที่สุด ( = 3.70, S.D.= 0.96)  ด้านการบริหารโดยภาพรวมอยู่ในระดับมาก จากการวิจัยพบว่า ( = 3.86, S.D.= 0.92)  เมื่อพิจารณารายด้าน พบว่า ด้านการปฏิบัติงานตามเป้าหมายที่กำหนด มีค่าเฉลี่ยมากที่สุด  ( = 3.90, S.D.= 0.87) และด้านมีค่าฉลี่ยน้อยที่สุดคือ ด้านการปฏิบัติงานมีความถูกต้องและเป็นธรรม ( = 3.82, S.D.= 0.95)

2. ความสัมพันธ์ระหว่างหลักอิทธิบาทธรรมกับประสิทธิภาพการบริหารงานสำนักงานเลขานุการกรมทางหลวง มีความสัมพันธ์ทางบวกในทิศทางเดียวกันอยู่ในระดับสูง 0.766 อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01 และเมื่อจำแนกเป็นรายด้านพบว่า อิทธิบาทธรรมกับประสิทธิภาพการบริหารงานสำนักงานเลขานุการกรมทางหลวง มีความสัมพันธ์ทางบวกในทิศทางเดียวกัน อยู่ระดับสูงมากทุกด้าน

3. แนวทางการพัฒนาประสิทธิภาพการบริหารงานสำนักงานเลขานุการกรมทางหลวง ตามหลักอิทธิบาทธรรม พบว่าด้านหลักธรรมคือ ด้านจิตตะ (มีความคิดเอาใจใส่ในงาน) ผู้บริหารและบุคลากรในองค์กร  ควรปฏิบัติงานที่ได้รับมอบหมายด้วยความตั้งมั่นและตั้งใจ จดจ่อเอาใจใส่ในงานกับงานที่ปฏิบัติให้ประสบความสำเร็จ .มีจิตอาสา เป็นมิตรกับเพื่อนร่วมงานและผู้ที่เข้ารับบริการด้วยความจริงใจ และด้านการบริหารงาน ควรมีการตรวจสอบงานก่อนและหลังปฏิบัติงานและแก้ไขเมื่อเกิดข้อผิดพลาดได้ทันเหตุการณ์ และให้ความรู้แก่ผู้รับบริการด้วยความเต็มใจ มีส่วนร่วมในการรับรู้ รับฟัง เสนอความคิดเห็นและการตัดสินใจร่วมกันในการปฏิบัติงาน

บทคัดย่อภาษาอังกฤษ

The study consisted of the following objectives: 1) to study the level of administrative efficiency of the secretary’s office of the Department of Highways based on Iddhipāda; 2) to study the correlation between Iddhipāda and the administrative efficiency of the secretary’s office of the Department of Highways; and 3) to study the guidelines for developing the administrative efficiency of the secretary’s office of the Department of Highways based on Iddhipāda.

The study used a mixed-methods research approach, which the quantitative data collected by employing questionnaires with a sample group of 147 persons. The statistics used were frequency, percentage, mean, standard deviation (S.D.), and Pearson correlation coefficient. While the qualitative data were obtained through the in-depth interviews with 9 key informants. The data were analyzed by way of content analysis and synthesized by descriptive method.

From the study, the following results are found:

1) The level of administrative efficiency of the secretary’s office of the Department of Highways based on Iddhipāda (the paths of accomplishment) is overall at a high level. When each aspect is considered, it is discovered that all aspects of the level of administrative efficiency of the secretary’s office of the Department of Highways are at a high level.

2)  Iddhipāda and the administrative efficiency of the secretary’s office of the Department of Highways are positively correlated (R=0.766) in the same direction at a high level, with a statistical significance of 0.01.

3) The guidelines for developing the administrative efficiency of the secretary’s office of the Department of Highways based on Iddhipāda are as follows: the administrators and personnel in the organization should apply Iddhipāda to the operational plan and modify to stay consistent with changes in society. In addition, personnel in the organization should be encouraged to have a volunteer mind, to sacrifice, to operate as a team, and to seek knowledge in order to develop both oneself and the work. All of this will allow the administration to be more efficient and effective, as well as having personnel get along well with one another inside the organization.
