การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาระดับของศักยภาพการปฏิบัติงานของอาสาสมัครสาธารณสุขประจำหมู่บ้านในอำเภอเมือง จังหวัดสุพรรณบุรี 2) ศึกษาความสัมพันธ์ระหว่างการพัฒนาศักยภาพการปฏิบัติงานตามหลักพุทธธรรมกับศักยภาพของอาสาสมัครสาธารณสุขประจำหมู่บ้านในอำเภอเมือง จังหวัดสุพรรณบุรี และ 3) ศึกษาแนวทางการพัฒนาศักยภาพการปฏิบัติงานตามหลักพุทธธรรมของอาสาสมัครสาธารณสุขประจำหมู่บ้านในอำเภอเมือง จังหวัดสุพรรณบุรี

การดำเนินการวิจัยเป็นการวิจัยแบบผสานวิธี ระหว่างระเบียบวิธีวิจัยเชิงปริมาณ โดยใช้กลุ่มตัวอย่างในการวิจัยคือ อาสาสมัครสาธารณสุขประจำหมู่บ้านในเขตอำเภอเมืองสุพรรณบุรี จังหวัดสุพรรณบุรี จำนวน 343 คน ซึ่งได้มาโดยวิธีสุ่มตัวอย่างแบบชั้นภูมิ เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถามที่ใช้ในการวิจัยมีการหาคุณภาพ ได้ค่าความเชื่อมั่นเท่ากับ 0.998 วิเคราะห์ข้อมูลแบบสอบถามโดยโปรแกรมสำเร็จรูปเพื่อการวิจัยทางสังคมศาสตร์ สถิติที่ใช้คือ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และใช้สถิติทดสอบสมมติฐานโดยใช้การหาค่าสัมประสิทธิ์สหสัมพันธ์แบบเพียร์สัน และระเบียบวิธีวิจัยเชิงคุณภาพ โดยผู้ให้ข้อมูลสำคัญคือ ผู้อำนวยการและผู้บริหารโรงพยาบาลส่งเสริมสุขภาพตำบล เจ้าหน้าที่สาธารณสุข ประธานกลุ่ม อสม. ตัวแทนอาสาสมัครสาธารณสุขประจำหมู่บ้าน ประชาชนหรือผู้รับบริการ และนักวิชาการด้านพระพุทธศาสนาหรือพระสงฆ์ ในเขตอำเภอเมืองสุพรรณบุรี จังหวัดสุพรรณบุรี จำนวน 10 คน ซึ่งได้มาโดยวิธีการเลือกแบบเจาะจง เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสัมภาษณ์ วิเคราะห์ข้อมูลแบบสัมภาษณ์โดยใช้เทคนิคการวิเคราะห์เนื้อหา

ผลการวิจัยพบว่า

1.   ศักยภาพการปฏิบัติงานของอาสาสมัครสาธารณสุขประจำหมู่บ้านในอำเภอเมือง จังหวัดสุพรรณบุรี พบว่า อาสาสมัครสาธารณสุขประจำหมู่บ้านมีศักยภาพการปฏิบัติงาน โดยภาพรวมอยู่ในระดับมาก เมื่อพิจารณาในแต่ละด้านพบว่า ด้านการส่งเสริมสุขภาพและแก้ไขปัญหาสุขภาพที่สำคัญ และด้านการเป็นผู้นำการสร้างสุขภาพแบบมีส่วนร่วม มีการปฏิบัติอยู่ในระดับมากที่สุด ที่เหลืออยู่ในระดับมาก ส่วนการพัฒนาศักยภาพการปฏิบัติงานตามหลักพุทธธรรมของอาสาสมัครสาธารณสุขประจำหมู่บ้านในอำเภอเมือง จังหวัดสุพรรณบุรี พบว่า อาสาสมัครสาธารณสุขประจำหมู่บ้านมีการพัฒนาศักยภาพการปฏิบัติงานตามหลักพุทธธรรมโดยภาพรวมอยู่ในระดับมาก เมื่อพิจารณาในแต่ละด้านพบว่า ด้านฉันทะ (มีใจรักในหน้าที่) มีการปฏิบัติอยู่ในระดับมากที่สุด ที่เหลืออยู่ในระดับมาก

2.   ความสัมพันธ์ระหว่างการพัฒนาศักยภาพการปฏิบัติงานตามหลักพุทธธรรมกับศักยภาพของอาสาสมัครสาธารณสุขประจำหมู่บ้านในอำเภอเมือง จังหวัดสุพรรณบุรี พบว่า การพัฒนาศักยภาพการปฏิบัติงานตามหลักพุทธธรรมกับศักยภาพของอาสาสมัครสาธารณสุขประจำหมู่บ้าน โดยรวมมีความสัมพันธ์ทางบวกในทิศทางเดียวกันอยู่ในระดับสูง  อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01 และเมื่อพิจารณาในแต่ละด้านพบว่า มีความสัมพันธ์ทางบวกในทิศทางเดียวกันในระดับสูงทุกด้าน

3.   แนวทางการพัฒนาศักยภาพการปฏิบัติงานตามหลักพุทธธรรมของอาสาสมัครสาธารณสุขประจำหมู่บ้านในอำเภอเมือง จังหวัดสุพรรณบุรี พบว่า 3.1 ด้านฉันทะ (มีใจรักในหน้าที่) คือ ควรมีการอบรมให้ความรู้แก่ อสม. ทุกคน เพื่อสร้างเข้าใจและรับรู้ในบทบาทหน้าที่การทำงานของตนเอง ซึ่งจะนำไปสู่การเอาใจใส่ในการปฏิบัติหน้าที่อย่างมีประสิทธิภาพ 3.2 ด้านวิริยะ (มีความพยายามทำหน้าที่) คือ ควรมีการวางแผนเวลา จัดสรรบุคลากรให้สอดคล้องกับภาระงาน จัดสรรงบประมาณ และจัดสรรอุปกรณ์และเครื่องมือให้พร้อมและเพียงพอต่อการปฏิบัติหน้าที่ 3.3 ด้านจิตตะ (มีใจฝักใฝ่รับรู้ในสิ่งที่ทำ) คือ ควรมีอบรมเพิ่มพูนความรู้โดยทีมแพทย์ เจ้าหน้าที่สาธารณสุข เพื่อให้ อสม.มีความรู้ และนำไปถ่ายทอดให้ประชาชนได้อย่างถูกต้อง และ 3.4 ด้านวิมังสา (มีการพิจารณาใคร่ครวญภาระงานที่ได้รับ) คือ ควรมีทีมงานที่เข้มแข็ง มีการวางแผนการทำงาน ใช้สติ ความรอบคอบ มุ่งมั่นตั้งใจ และแลกเปลี่ยนเรียนรู้ระหว่างกัน เพื่อนำมาปรับปรุงและดำเนินงานให้สำเร็จตามแผนงานที่วางไว้

บทคัดย่อภาษาอังกฤษ

The study consisted of the following objectives to: 1) study the level of the development of operational potential based on the Buddhadhamma of village health volunteers in Mueang District, Suphanburi Province; 2) study the correlation with the development of operational potential based on the Buddhadhamma of village health volunteers in Mueang District, Suphanburi Province; and 3) propose the guidelines for the development of operational potential based on the Buddhadhamma of village health volunteers in Mueang District, Suphanburi Province.

The study used a mixed-methods approach that included qualitative and quantitative methodologies. The quantitative approach used a group sample of 343 village health volunteers in Mueang District, Suphanburi Province acquired by way of stratified random sampling. The research instrument for data collection was a questionnaire; have a confidence value equal to 0.998. The obtained data were analyzed by using the Statistical Package for the Social Sciences. The statistics used were frequency, percentage, mean, standard deviation (S.D.), and Pearson correlation coefficient. While the qualitative approach employed interviews with 10 key informants acquired by way of purposive sampling which included director and executives of Tambol Health Promotion Hospital, public health officers, president of village health volunteers, representatives of village health volunteers, people or service recipients, and scholars on Buddhism or monks in the area of Mueang District, Suphanburi Province. The instrument for data collection was an interview. The data were analyzed by using content analysis technique.

The following results have been found:

1. The study found that the operational potential of village health volunteers in Mueang District, Suphanburi Province is overall at a high level. When each aspect is taken into account, it has been discovered that on health promotion and health problem solutions, as well as on being a leader in participatory health promotion are at the highest levels, while the other aspects are at a high level. From studying the development of operational potential based on the Buddhadhamma of village health volunteers in Mueang District, Suphanburi Province, the operational potential is overall at a high level.  When each aspect is taken into account, it has been found that on Chanda (aspiration) has operation at the highest level, while the rest are at a high level.

2. The correlation with the development of operational potential based on the Buddhadhamma of village health volunteers in Mueang District, Suphanburi Province has found to be positively correlated in the same direction at a high level, with a statistical significance of 0.01. When each aspect is considered, it has been revealed that all aspects are positively correlated in the same direction at a high level. 

3. The guidelines for the development of operational potential based on the Buddhadhamma of village health volunteers in Mueang District, Suphanburi Province has found as follows: (1) On Chanda (aspiration), which involves conducting knowledge training for all village health volunteers in order to increase understanding and awareness of their duties and responsibilities, resulting in better care and effective performance; (2) On Viriya (effort), which entails the village health volunteers having schedule planning, staff allocation to be consistent with duties, budget allocation, and equipment and tool allocation to be adequate and ready for performance; (3) On Citta (thoughtfulness), which involves physicians and public health officers receiving training to improve their expertise in order for village health volunteers to have knowledge and be able to communicate effectively to the people; and (4) On Vimaṃsā (investigation), which involves the village health volunteers having a strong teamwork, work planning, the use of mindfulness, prudence, and determination, as well as an exchange of knowledge amongst each other in order to develop and do the work successfully as planned.
