บทคัดย่อภาษาไทย

             สารนิพนธ์นี้มีวัตถุประสงค์ คือ 1) เพื่อศึกษาระดับความคิดเห็นเกี่ยวกับการจัดสวัสดิการคนพิการขององค์การบริหารส่วนตำบลตะเคียนปม อำเภอทุ่งหัวช้าง จังหวัดลำพูน 2) เพื่อเปรียบเทียบความคิดเห็นต่อการจัดสวัสดิการคนพิการขององค์การบริหารส่วนตำบลตะเคียนปม อำเภอทุ่งหัวช้าง จังหวัดลำพูน 3) เพื่อเสนอแนวทางการประยุกต์หลักพุทธธรรมเพื่อพัฒนาการจัดสวัสดิการคนพิการขององค์การบริหารส่วนตำบลตะเคียนปม อำเภอทุ่งหัวช้าง จังหวัดลำพูน

การศึกษาวิจัยครั้งนี้ ดำเนินการตามระเบียบวิธีวิจัยแบบผสานวิธี คือการวิจัยเชิงปริมาณซึ่งใช้วิธีการวิจัยเชิงสำรวจ จากการแจกแบบสอบถาม และการวิจัยเชิงคุณภาพ โดยวิธีการสัมภาษณ์เชิงลึกกับผู้ให้ข้อมูลสำคัญ จำนวน 10 รูปหรือคน และใช้เทคนิคการวิเคราะห์เนื้อหา ประกอบบริบทนำเสนอเป็นความเรียงประกอบตารางแจกแจงความถี่ของผู้ให้ข้อมูลสำคัญ เพื่อสนับสนุนข้อมูลเชิงปริมาณ กลุ่มตัวอย่างที่ใช้ในการวิจัยคือ คนพิการที่อาศัยอยู่ในเขตองค์การบริหารส่วนตำบลตะเคียนปม อำเภอทุ่งหัวช้าง จังหวัดลำพูน โดยใช้วิธีการสุ่มตัวอย่างจากสูตรของ Taro Yamane ได้กลุ่มตัวอย่างจำนวน 187 คน วิเคราะห์ข้อมูลด้วยการหาความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และวิเคราะห์ข้อมูลโดยใช้การทดสอบค่าที (t-test) และค่าเอฟ (F-test) ด้วยการวิเคราะห์ความแปรปรวนแบบทางเดียว (One-Way Anova) เมื่อพบว่ามีความแตกต่างจึงทดสอบความแตกต่างรายคู่โดยวิธีการหาผลต่างนัยสำคัญน้อยที่สุด (Least Significant Difference : LSD)

ผลการวิจัยพบว่า

1. ระดับความคิดเห็นเกี่ยวกับการจัดสวัสดิการคนพิการขององค์การบริหารส่วนตำบลตะเคียนปม อำเภอทุ่งหัวช้าง จังหวัดลำพูน โดยภาพรวมอยู่ในระดับปานกลาง เมื่อพิจารณาเป็นรายด้านพบว่า ด้านการวางแผนให้ความช่วยเหลือ มีค่าเฉลี่ยสูงสุด รองลงมาคือ ด้านการศึกษาข้อมูลและข้อเท็จจริง ด้านการติดตามประเมินผล ด้านการวิเคราะห์ วินิจฉัย ประเมินปัญหา และด้านการดำเนินการช่วยเหลือ ตามลำดับ

2. ผลการทดสอบสมมติฐาน พบว่า การเปรียบเทียบความคิดเห็นและความต้องการด้านการจัดสวัสดิการคนพิการขององค์การบริหารส่วนตำบลตะเคียนปม อำเภอทุ่งหัวช้าง จังหวัดลำพูน ด้วยกระบวนจัดบริการสวัสดิการสังคมขององค์กรปกครองส่วนท้องถิ่น 5 ขั้นตอน คือ 1) การศึกษาข้อมูล/ข้อเท็จจริง 2) การวิเคราะห์ วินิจฉัย ประเมินปัญหา 3) การวางแผนการให้ความช่วยเหลือ 4) การดำเนินการช่วยเหลือ และ 5) การติดตามประเมินผล ปัจจัยส่วนบุคคลเกี่ยวกับลักษณะความพิการและลักษณะการอยู่อาศัย มีความสัมพันธ์กับการจัดสวัสดิการคนพิการขององค์การบริหารส่วนตำบลตะเคียนปม อำเภอทุ่งหัวช้าง จังหวัดลำพูน ในเชิงบวกระดับปานกลาง อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05

3. แนวทางการประยุกต์หลักพุทธธรรมเพื่อพัฒนาการจัดสวัสดิการคนพิการขององค์การบริหารส่วนตำบลตะเคียนปม อำเภอทุ่งหัวช้าง จังหวัดลำพูน พบว่าส่วนใหญ่ครอบคลุมเกี่ยวกับการจัดสวัสดิการตามกฎหมายที่คนพิการควรได้รับ แต่การดำเนินงานด้านเอกสาร และขั้นตอนค่อนข้างยุ่งยากและมีความซ้ำซ้อน รวมทั้งข้อเสนอแนะเกี่ยวกับการให้ความสำคัญในการเพิ่มบทบาทของคนพิการในชุมชนให้มากขึ้น ไม่ว่าจะเป็นการจัดกิจกรรมต่างๆ อย่างต่อเนื่อง การจ้างงาน และระบบการตรวจสอบการรับสวัสดิการของคนพิการอย่างทั่วถึงเท่าเทียม และการจัดหางบประมาณสนับสนุนการพัฒนาคุณภาพชีวิตของคนพิการเพิ่มขึ้น ส่วนการประยุกต์หลักสังคหวัตถุธรรมเพื่อการจัดสวัสดิการคนพิการขององค์การบริหารส่วนตำบลตะเคียนปม อำเภอทุ่งหัวช้าง จังหวัดลำพูน พบว่าการดำเนินงานส่วนใหญ่เป็นไปตามหลักสังคหวัตถุธรรม ทั้งด้านทาน ด้านปิยวาจา ด้านอัตถจริยาและด้านสมานัตตตา แต่ยังมีข้อเสนอแนะเกี่ยวกับการดำเนินงานว่าควรมีการเพิ่มจำนวนเจ้าหน้าที่เพื่อรองรับคนพิการ การจ้างงานคนพิการ การจัดตั้งกลุ่มหรืออาสาสมัคร หรือเครือข่าย เพื่อมาคอยดูแลคนพิการหรือประสานงานระหว่างคนพิการกับเจ้าหน้าที่ของภาครัฐ การปลูกฝังค่านิยมสังคหวัตถุธรรมแก่เจ้าหน้าที่ที่ปฏิบัติงานกับคนพิการ การจัดกิจกรรมเชื่อมความสัมพันธ์ระหว่างคนพิการ และคนพิการกับเจ้าหน้าที่ การจัดตั้งกองทุนเพื่อคนพิการ และการจัดทำโครงการหรือการสอนอาชีพให้กับคนพิการ เพื่อให้คนพิการมีอาชีพและรายได้ที่มั่นคงและยั่งยืน

บทคัดย่อภาษาอังกฤษ

             The study consisted of the following objectives: 1) to investigate the opinion level on welfare management for the disabled of Takienpom Subdistrict Administrative Organization, Thunghuachang District, Lamphun Province; 2) to compare opinions on welfare management for the disabled of Takienpom Subdistrict Administrative Organization, Thunghuachang District, Lamphun Province; and 3) to propose the guidelines for applying the Buddhadhamma to develop welfare management for the disabled of Takienpom Subdistrict Administrative Organization, Thunghuachang District, Lamphun Province.

A mixed-methods approach was used in the study, which included both quantitative and qualitative methods. In-depth interviews with 10 key informants were used in the qualitative method. To support the quantitative data, the content analysis was combined with frequency distribution tables of key informants. A sample group for quantitative method included 187 disabled residing in the areas of Takienpom Subdistrict Administrative Organization, Thunghua chang District, Lamphun Province, who were selected by Taro Yamane formula. The data were analyzed by frequency, percentage, mean, standard deviation, t-test, f-test, One-Way ANOVA, and Least Significant Difference (LSD).

From the study, the following results are found:

1) The opinion level on welfare management for the disabled of Takienpom Subdistrict Administrative Organization, Thunghuachang District, Lamphun Province is overall at a moderate level. When each aspect is considered, it is found that planning to provide help has the highest level of mean, followed by information and facts research, following-up and evaluation, problem analysis and assessment, putting the assistance into action, respectively.

2) From testing the hypothesis, it is found that the comparison of opinions and needs on welfare management for the disabled is through the five-step process of providing social welfare services by local administrative entities: 1) information and facts research; 2) problem analysis and assessment; 3) planning to provide help; 4) putting the assistance into action; and 5) following-up and evaluation. The personal factors influencing disability features and living conditions are correlated with welfare management of Takienpom Subdistrict Administrative Organization at a moderate level, with the statistical significance of 0.05 levels.

3) The guidelines for applying the Buddhadhamma to develop welfare management for the disabled of Takienpom Subdistrict Administrative Organization, Thunghuachang District, Lamphun Province are as follows: most cover the welfare provisions that the disabled are entitled to under the law, but there are issues with the documentation process and stages that are cumbersome and redundant. Suggestions on the necessity of strengthening the roles of the disabled in the community should be offered, such as continuing activity arrangements, employment, a system for ensuring that the disabled get equitable welfare, and budget provisions to assist the disabled's quality of life. An application of Saṅgahavatthu (Four Bases of Social Solidarity) for managing welfare for the disabled in Takienpom Subdistrict Administrative Organization found that most of the operation is based on Saṅgahavatthu whether in terms of dāna (giving), piyavācā (kindly speech), atthacariyā (useful conduct), and samānattatā (even and equal treatment). The following suggestions were offered: more staff to accommodate the disabled, employment of the disabled, formation of groups or volunteers or networks to care for the disabled and coordinate between the disabled and government authorities. Including, Saṅgahavatthu should be encouraged with the staff working with the disabled, the activities to build the relationship between the disabled and the staff, the formation of a fund for the disabled, the planning of projects teaching professions to the disabled so that they can make a livelihood with a steady and sustainable income.
