               การวิจัยนี้มีวัตถุประสงค์ คือ 1. เพื่อศึกษาระดับการมีส่วนร่วมด้านนโยบายสาธารณะเกี่ยวกับการลดความเหลื่อมล้ำในสังคมระดับท้องถิ่นของประชาชนใน อำเภอเมือง จังหวัดลำพูน 2. เพื่อเปรียบเทียบความคิดเห็นเกี่ยวกับ การมีส่วนร่วมด้านนโยบายสาธารณะเกี่ยวกับการลดความเหลื่อมล้ำในสังคมระดับท้องถิ่นของประชาชนในอำเภอเมือง จังหวัดลำพูน โดยจำแนกตามปัจจัยส่วนบุคคล 3.เพื่อส่งเสริมการมีส่วนร่วมด้านนโยบายสาธารณะเกี่ยวกับการลดความเหลื่อมล้ำในสังคม

               การดำเนินการวิจัยโดยการวิจัยแบบผสานวิธีคือการวิจัยเชิงปริมาณซึ่งใช้วิธีการวิจัยเชิงสำรวจจากการเก็บแบบ-
สอบถามและการวิจัยเชิงคุณภาพโดยวิธีการสัมภาษณ์เชิงลึกกับผู้ให้ข้อมูลสำคัญจำนวน 15 รูปหรือคน และใช้เทคนิคการวิเคราะห์เนื้อหาประกอบบริบทนำเสนอเป็นความเรียงของผู้ให้ข้อมูลสำคัญเพื่อสนับสนุนข้อมูลเชิงปริมาณกลุ่มตัวอย่างที่ใช้ในการวิจัย คือ ประชาชนในพื้นที่ของเทศบาลตำบลต้นธง อำเภอเมืองลำพูน จังหวัดลำพูน โดยใช้สูตรคำนวณของขนาดตัวอย่างของ Taro Yamane ได้กลุ่มตัวอย่างจำนวน 389 คน วิเคราะห์ข้อมูลด้วยการหาความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และทำการทดสอบสมมติฐานด้วยการทดสอบค่าที และค่าเอฟ ด้วยการวิเคราะห์ความแปรปรวนแบบทางเดียว เมื่อพบว่ามีความแตกต่างจึงทดสอบความแตกต่างรายคู่โดยวิธีการหาผลต่างนัยสำคัญน้อยที่สุดในส่วนของข้อคำถามปลายเปิดที่แสดงข้อเสนอแนะ ทำการวิเคราะห์ โดยใช้การแจกแจง

                  ผลการวิจัยพบว่า

              1. ระดับการมีส่วนร่วมด้านนโยบายสาธารณะเกี่ยวกับการลดความเหลื่อมล้ำในสังคมระดับท้องถิ่นเชิงพุทธบูรณาการของประชาชนใน อำเภอเมือง จังหวัดลำพูน โดยใช้หลักอปริหานิยธรรม 7 โดยระดับการมีส่วนร่วม ในภาพรวม พบว่า
(=3.04 S.D.=0.79 ) แปลผลปานกลางทุกด้าน ได้แก่ 1.ด้านการมีส่วนร่วมในผลประโยชน์ 2.ด้านดำเนินกิจกรรม 3.ด้านการตัดสินใจ 4.ด้านการมีส่วนร่วมในการประเมินผล

                 2. ผลการเปรียบเทียบระดับการมีส่วนร่วมทางการเมืองในระดับท้องถิ่นของประชาชน ในตำบลต้นธง อำเภอเมือง จังหวัดลำพูน พบว่าประชาชนที่มีอาชีพต่างกัน ปัจจัยด้านการมีส่วนร่วมของประชาชนทางการเมืองระดับท้องถิ่นในตำบลต้นธง อำเภอเมือง จังหวัดลำพูน แตกต่างกัน (F = 3.83, Sig.= 0.005) ดังนั้นจึงยอมรับสมมติฐานการวิจัย ส่วนประชาชนชน ที่มี เพศ, อายุ, วุฒิการศึกษา, สถานภาพ ต่างกันปัจจัยด้านการมีส่วนร่วมของประชาชนทางการเมืองระดับท้องถิ่นในตำบลต้นธง อำเภอเมือง จังหวัดลำพูน ไม่แตกต่างกัน

               3. แนวทางการส่งเสริมการมีส่วนร่วมด้านนโยบายสาธารณะเกี่ยวกับการลดความเหลื่อมล้ำในสังคมระดับท้องถิ่นเชิงพุทธบูรณาการของประชาชนใน อำเภอเมือง จังหวัดลำพูน ตามหลักอปริหานิยธรรม 7 ได้แก่ 1) ในด้านหมั่นประชุมกันเนืองนิตย์ ควรมีการประชุมปรึกษาหารือกันบ่อยๆ และการประชุมนั้นควรอยู่ในกระบวนการขั้นตอน ของการมีส่วนร่วม ในแต่ละด้านคือ ด้านการตัดสินใจ ด้านกิจกรรม ด้านผลประโยชน์ และด้านการประเมินผล ทุกคนควรอยู่ในทุกขั้นตอน 2) ในด้าน เริ่ม เลิกประชุมพร้อมเพรียงกัน ควรมีการกำหนดกฎเกณฑ์ หลักปฏิบัติ และบทบาทหน้าที่  ในการประชุมปรึกษาหารือ เพื่อให้การมีส่วนร่วมในแต่ละด้านดีขึ้น 3) ในด้านยอมรับมติที่ประชุมในการแก้ไขปัญญาควรมีการกำหนดและยอมรับมติหรือการกำหนดกฎเกณฑ์ต่างๆ ด้านนโยบายสาธารณะต่างๆ จากการกลั่นกรอง ตามกระบวนการมีส่วนร่วม ทั้ง 4 ด้านแล้ว 4) ในด้านยอมรับ เคารพ ผู้อาวุโส ควรมีการให้ความสำคัญเกี่ยวกับสิทธิ ความเสมอภาค และให้เกียรติ แก่ประชาชน ในการรับฟังจากการมีส่วนร่วมในแต่ละด้าน 5) ในด้านดูแลสงเคราะห์ผู้ด้อยโอกาส ควรให้สิทธิให้ความเสมอภาคของทุกเพศทุกวัย ทุกคนของประชาชน ที่อยู่ในสังคม ถ้าเรามองทุกคนต้องเสนอภาคเท่าเทียมกัน เพื่อไม่ให้เกิดความเหลื่อมล้ำ ในทุกขั้นตอนของการมีส่วนร่วม 6) ในด้านส่งเสริมรักประเพณี วัฒนธรรม ควรมีการให้ความสำคัญของภูมิปัญญาท้องถิ่น ศิลปวัฒนธรรม ประเพณีอันดีงาม เพราะสิ่งเหล่านี้ จะเป็นสภาพแวดล้อม ที่ทำให้การมีส่วนร่วมดีขึ้นในทุกๆด้าน 7) ในด้านส่งเสริม ทำนุบำรุง พระพุทธศาสนา ควรนำเอากระบวนการทางระพุทธศาสนา บ้าน วัด โรงเรียน ทำให้พระสงฆ์ บุคลากรทางพระพุทธศาสนา ประชาชน ได้เข้ามามีส่วนร่วม เพื่อให้การมีส่วนร่วมทุกภาคส่วน ทุกด้านดีขึ้น

บทคัดย่อภาษาอังกฤษ

               The objectives of this research were 1) to study the level of public policy participation in reducing inequality in local society of people in Mueang District, Lamphun Province, 2) to compare opinions on public policy participation on reducing inequality in local society of people in Mueang District, Lamphun Province, classified by personal factors, and 3.) to promote participation of public policy in reducing inequality in local society by using the principle of Aprihanithamma 7.

               This was mixed methods research which was quantitative research using exploratory research methods based on questionnaire collection and qualitative research with in-depth interviews with fifteen key informants.  Another technique used in this study was content analysis with the context and presented in the form essay of key informants to support quantitative data. The samples used in the research were local residents of Ton Thong Municipality, Mueang Lamphun District, Lamphun Province. The formula for the sample size of Taro Yamane was used and obtained a sample of 389 people. Data were analyzed by determining frequency, percentage, average, and standard deviation. Hypotheses were tested by using T-and-F values with one-way variance analysis. When differences were found, the results were tested in pairs by finding the least significant differences. In the open-ended question section displaying feedback, the researcher performed an analysis using the distribution. 

                  According to the results of the study;

              1. In terms of the level of public policy participation on reducing inequality in the integrated Buddhist local society of the people in Mueang District, Lamphun province using the principles of Aprihanithamma 7, the overall level of participation showed that ( =3.05 and S.D.=0.79) which translated all aspects of moderate results, including 1.Participation in benefits, 2.Activity, 3.Decision, and 4.Participation in evaluation.

          2. For the comparison of the level of political participation at the local level of the people in Ton Thong Subdistrict, Mueang District, Lamphun Province, it was found that people had different occupations. Factors on the political participation of local people in Ton Thong Subdistrict, Mueang District, Lamphun Province was different
(F= 3.83, Sig.= 0.005).Therefore, research hypotheses were accepted. People who had different gender, age, qualification, status, had no differences in factors influencing political participation of local people in Ton Thong Subdistrict, Mueang District, Lamphun Province.

             3. There were seven guidelines for promoting public policy participation on reducing inequality in integrated local Buddhist society of people in Mueang District, Lamphun Province according to the principles Aprihanithamma 7. The first guideline was regular meetings. There should be a consultation meeting frequently in theprocess of participation in each aspect of decision making, activities, benefits, and evaluation. Everyone should be included in every process. The second guideline was to start and end the meeting with harmony. Rules, practices and roles of duty should be established in the consultation meeting so that the participation in each aspect would be better. The third guideline was accepting meeting resolutions in solving problems.Resolutions and rules of public policy should be established and accepted by the screening according to the participation process. The fourth guideline was accepting and respecting the seniors. Rights, equality, and honor should be given to people in order to hear from each aspect of each participation. The fifth guideline was care and welfare of the disadvantaged. The right to equality should be granted by all ages and everyone in society. Everyone should be offered equality in order to prevent inequality in every process of participation.The sixth guideline was promoting love, tradition, and culture.The importance of local wisdom, art, and culture should be granted since these would be environments that created better participation in every way.The seventh guideline was promoting,and nurturing Buddhism.The process of houses, temples, schools should be implemented to make Buddhist personnel and people involve in order to create better participation in all sectors and all aspects.
