                 สารนิพนธ์นี้มีวัตถุประสงค์ คือ 1) เพื่อศึกษาระดับประสิทธิภาพการจัดทำประมาณการราคาปรับปรุงซ่อมแซมของโรงเรียนในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาลำพูน เขต 1 2) เพื่อเปรียบเทียบความคิดเห็นของบุคลากรทางการศึกษาที่มีต่อประสิทธิภาพการจัดทำประมาณการราคาปรับปรุงซ่อมแซมของโรงเรียนในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาลำพูน เขต 1 3) เพื่อเสนอแนวทางเพิ่มประสิทธิภาพการจัดทำประมาณการราคาปรับปรุงซ่อมแซมของโรงเรียนในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาลำพูน เขต 1 ระเบียบวิธีวิจัยเป็นการวิจัยแบบผสานวิธี โดยเป็นการวิจัยเชิงปริมาณ ซึ่งเก็บรวบรวมข้อมูลโดยใช้แบบสอบถาม ที่มีค่าความเชื่อมั่นทั้งฉบับเท่ากับ 0.877 จากกลุ่มตัวอย่างที่ใช้ในการวิจัย คือข้าราชการครูและบุคลากรทางการศึกษาของโรงเรียนในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาลำพูน เขต 1 จำนวน 278 คน จากประชากรทั้งหมด 905 คน และวิเคราะห์ข้อมูลโดยใช้โปรแกรมสำเร็จรูปเพื่อการวิจัยทางสังคมศาสตร์ เพื่อหาค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย และค่าส่วนเบี่ยงเบนมาตรฐาน มาทดสอบสมมติฐานด้วยการทดสอบค่าที และค่าเอฟ ด้วยวิธีการวิเคราะห์ความแปรปรวนแบบทางเดียว ในกรณีตัวแปรต้นตั้งแต่ ๒ กลุ่มขึ้นไป เมื่อพบว่ามีความแตกต่างจะทำการเปรียบเทียบความแตกต่างค่าเฉลี่ยรายคู่ด้วยวิธีผลต่างนัยสำคัญน้อยที่สุด และการวิจัยเชิงคุณภาพ โดยวิธีสัมภาษณ์เชิงลึกกับผู้ให้ข้อมูลสำคัญ จำนวน 10 รูป หรือ คน แบบตัวต่อตัว วิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหาเชิงพรรณนา

                 ผลการวิจัยพบว่า

                 1. ระดับประสิทธิภาพการจัดทำประมาณการราคาปรับปรุงซ่อมแซมของโรงเรียนในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาลำพูน เขต 1 พบว่า ในภาพรวมอยู่ในระดับมาก(x̅= 4.26, S.D. = 0.460) เมื่อจำแนกเป็นรายด้านพบว่า ประสิทธิภาพในมิติของกระบวนการบริหาร และ ประสิทธิภาพในมิติของการผลิตและผลลัพธ์ มีระดับมากที่สุด รองลงมาคือ ประสิทธิภาพในมิติของค่าใช้จ่ายหรือต้นทุนของการผลิต มีระดับมาก

                 2. ผลการเปรียบเทียบความคิดเห็นของบุคลากรทางการศึกษาที่มีต่อประสิทธิภาพการจัดทำประมาณการราคาปรับปรุงซ่อมแซมของโรงเรียนในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาลำพูน เขต 1 จำแนกตามปัจจัยส่วนบุคคล พบว่า ข้าราชการครูและบุคลากรทางการศึกษาที่มี ตำแหน่ง ต่างกัน มีความคิดเห็นต่อประสิทธิภาพการจัดทำประมาณการราคาปรับปรุงซ่อมแซม แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 จึงยอมรับสมมติฐานการวิจัย และข้าราชการครูและบุคลากรทางการศึกษาที่มี เพศ อายุ วุฒิการศึกษา และประสบการณ์การทำงานหรือการปฏิบัติงาน ต่างกัน มีความคิดเห็นต่อประสิทธิภาพการจัดทำประมาณการราคาปรับปรุงซ่อมแซม ไม่แตกต่างกัน จึงปฏิเสธสมมติฐานการวิจัย

                 ๓. แนวทางเพิ่มประสิทธิภาพการจัดทำประมาณการราคาปรับปรุงซ่อมแซมของโรงเรียนในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาลำพูน เขต 1 ควรประยุกต์หลักอิทธิบาท 4 เพื่อเพิ่มประสิทธิภาพดังนี้ (1) ด้านฉันทะ (ความพอใจ) บุคลากรต้องมีความพอใจในงานที่ได้รับมอบหมาย มีความพอใจที่จะพัฒนาตนเองอยู่เสมอ (2) ด้านวิริยะ (ความพยายาม) บุคลากรนั้นต้องมีความขยัน มุ่งมั่น อดทน ตั้งใจที่จะพัฒนาตนเองให้มีความพร้อมในด้านที่รับผิดชอบหรือที่ได้รับมอบหมาย และมีการพัฒนาอย่างต่อเนื่อง (3) ด้านจิตตะ (การเอาใจใส่) คือการเอาใจใส่ ในการพัฒนาตนเอง หมั่นตรวจสอบข้อบกพร่องของตนเองเพื่อพัฒนาการทำงานในครั้งต่อไป (4) ด้านวิมังสา (การรู้จักพิจารณา) ในการปฏิบัติงานไม่ว่าจะเป็นบุคลากร เครื่องมือ และกระบวนการตรวจสอบที่ดี ก็จะยิ่งเพิ่มความถูกต้องมากยิ่งขึ้น

บทคัดย่อภาษาอังกฤษ

            The study consisted of the following objectives: 1) to investigate the efficiency level of estimated cost preparation for school renovation under Lamphun Primary Educational Service Area Office 1; 2) to compare the opinions of educational personnel toward the efficiency of estimated cost preparation for school renovation under Lamphun Primary Educational Service Area Office 1; and 3) to propose the guidelines for increasing the efficiency of estimated cost preparation for school renovation under Lamphun Primary Educational Service Area Office 1. A mixed-methods approach was used in the study, which included both quantitative and qualitative methods. The quantitative method employed questionnaire with a reliability of 0.877. A sample group for the study included government teachers and educational personnel of schools under Lamphun Primary Educational Service Area Office 1. From the population of 905 persons, 278 persons were included as a sample group. The acquired data were analyzed by using Statistical Package for the Social Sciences to find frequency, percentage, mean, standard deviation, t-test, f-test, One-Way ANOVA. When differences were discovered, a paired comparison of means was performed using the least significant difference method. The qualitative method employed in-depth interviews with 10 key informants, and the obtained data were analyzed by descriptive content analysis.

                  From the study, the following results are found:

                  1) The efficiency level of estimated cost preparation for school renovation under Lamphun Primary Educational Service Area Office 1 is overall at a high level (x̅ = 4.26, S.D. = 0.460) When each aspect is considered, it is discovered that the efficiency in the aspect of administration, as well as production and results, are at the highest level, followed by expense or production costs which are at a high level.

                  2. The results of the comparison of the opinions of educational personnel towards efficiencyThe preparation of estimates for the renovation cost of schools under the Lamphun Primary Educational Service Area Office 1, classified by personal factors, found that government teachers and educational personnel with different positions had different opinions on the efficiency of making estimates for renovation prices. repair The difference was statistically significant at the 0.05 level, thus accepting the research hypothesis. and government teachers and educational personnel with different gender, age, educational background, and work or work experience had their opinions on the efficiency of making estimates for the cost of repairs. no different therefore reject the research hypothesis.

           3) The guidelines for increasing the efficiency of estimated cost preparation for school renovation under Lamphun Primary Educational Service Area Office 1 should be based on Iddhipāda (The Four Paths of Accomplishment) as follows: (1) Chanda (aspiration) as the personnel should have aspirations in the assigned work and constant self-development; (2) Viriya (energy) as the personnel must be diligent, determined, patient, and attentive in order to develop themselves and be prepared to take on responsibility and self-development; (3) Citta (thoughtfulness) as the personnel should be attentive  to their own development and examine their mistakes on a regular basis in order to improve in the future; and (4) Vīmaṃsā (examination) in order to improve accuracy, a thorough examination must be carried out, whether with personnel or tools.
