บทคัดย่อภาษาไทย

               การศึกษาวิจัยฉบับนี้มีวัตถุประสงค์ 1) เพื่อศึกษาสภาพปัญหาและอุปสรรค การดูแลผู้สูงอายุของเทศบาลตำบลมะเขือแจ้  อำเภอเมืองลำพูน จังหวัดลำพูน 2) เพื่อศึกษาการบริหารจัดการด้านดูแลผู้สูงอายุของ เทศบาลตำบลมะเขือแจ้ อำเภอเมืองลำพูน จังหวัดลำพูน และ 3) เพื่อเสนอรูปแบบการดูแลผู้สูงอายุตามแนวทางพุทธบูรณาการของเทศบาลตำบลมะเขือแจ้ อำเภอเมืองลำพูน จังหวัดลำพูน

               การศึกษาวิจัยครั้งนี้ดำเนินการตามระเบียบวิธีวิจัยเชิงคุณภาพ โดยมีวิธีดำเนินการวิจัย ด้วยการศึกษาข้อมูลจากเอกสารแนวคิด ทฤษฎีและหลักพุทธธรรมที่เกี่ยวข้อง จากนั้นสร้างเครื่องมือวิจัยแบบสัมภาษณ์เชิงลึก โดยการเก็บข้อมูลจากผู้ให้ข้อมูลสำคัญ จำนวน 12 รูปหรือคน และการประชุมกลุ่มสนทนากลุ่มเฉพาะ ของผู้ทรงคุณวุฒิที่มีความรู้ความเชี่ยวชาญและประสบการณ์จำนวน 5 รูปหรือคน  โดยใช้เทคนิคการวิเคราะห์เนื้อหา ประกอบบริบท เพื่อให้ความคิดเห็น ข้อเสนอแนะ และแนวทางการจัดรูปแบบการดูแลผู้สูงอายุตามแนวทางพุทธบูรณาการของเทศบาลตำบลมะเขือแจ้ อำเภอเมืองลำพูน จังหวัดลำพูน

                 ผลการวิจัยพบว่า

               1. สภาพปัญหาและอุปสรรค การดูแลผู้สูงอายุของเทศบาลตำบลมะเขือแจ้  อำเภอเมืองลำพูน จังหวัดลำพูน พบว่า สถานการณ์ผู้สูงอายุของเทศบาลตำบลมะเขือแจ้ เข้าสู่ “สังคมสูงอายุอย่างสมบูรณ์” (Complete-aged society) มีสภาพปัญหาการดูแลผู้สูงอายุ ได้แก่ ผู้ดูแลผู้สูงอายุมีจำนวนไม่เพียงพอกับผู้สูงอายุที่เพิ่มมากขึ้น แนวโน้มที่ผู้สูงอายุตำบลมะเขือแจ้จะมีปัญหาด้านจิตใจเพิ่มสูงขึ้น ด้วยสภาพสังคมที่เปลี่ยนแปลงไปทำให้ผู้สูงอายุอาศัยอยู่กันเพียงตามลำพังมากขึ้น นอกจากนี้ผู้สูงอายุจำนวนมากไม่ได้รับสวัสดิการจากกองทุนสวัสดิการชุมชนเทศบาลตำบลมะเขือแจ้ และ ผู้สูงอายุจำนวนมากมีรายได้ไม่เพียงพอกับการเลี้ยงชีพและไม่มีอาชีพที่มั่นคง นอกจากนี้ อุปสรรคที่สำคัญในการดูแลผู้สูงอายุ คือสภาวการณ์การแพร่ระบาดของเชื้อไวรัส โควิด ๒๐๑๙ ในตำบลมะเขือแจ้เป็นวงกว้าง และมีผู้ติดเชื้อในชุมชน จึงทำให้กิจกรรมการดูแลผู้สูงอายุต้องกระทำอย่างระมัดระวัง และบางโครงการ/กิจกรรม ก็ต้องยกเลิกหรืองดไป เช่นงานบุญประเพณีในชุมชน เป็นต้น

               2. การบริหารจัดการด้านดูแลผู้สูงอายุของ เทศบาลตำบลมะเขือแจ้ อำเภอเมืองลำพูน จังหวัดลำพูน พบว่า เทศบาลตำบลมะเขือแจ้ ได้มีการนำเครื่องมือการบริหารจัดการด้านการดูแลผู้สูงอายุตามหลัก POSDcoRB ประกอบด้วย การวางแผน การจัดหน่วยงาน การจัดบุคลากร การอำนวยการ การประสานงาน การรายงาน และ การงบประมาณ ก่อให้เกิดการบริหารจัดการที่มีประสิทธิภาพ และสามารถตอบสนองต่อความต้องการของผู้สูงอายุในตำบล ทั้งนี้เทศบาลตำบลมะเขือแจ้ ได้มีการเตรียมความพร้อมรับมือสังคมผู้สูงอายุ ด้วยการส่งเสริมและสนับสนุนให้ครอบครัวและชุมชน ตระหนักถึง ความสําคัญ คุณค่าของผู้สูงอายุ เพราะผู้สูงอายุเปรียบเสมือนผู้ทรงคุณค่าของสังคม

               3. รูปแบบการดูแลผู้สูงอายุตามแนวทางพุทธบูรณาการของเทศบาลตำบลมะเขือแจ้ อำเภอเมืองลำพูน จังหวัดลำพูน เพื่อให้การแก้ไขปัญหาและอุปสรรคในการดูแลผู้สูงอายุในพื้นที่ตำบลมะเขือแจ้ให้มีความครอบคลุมทุกมิติทุกด้าน จึงได้นำกระบวนการสร้างรูปแบบการดูแลผู้สูงอายุตามแนวทางพุทธบูรณาการของเทศบาลตำบลมะเขือแจ้ อำเภอเมืองลำพูน จังหวัดลำพูน โดยนำเอาหลักภาวนา 4 มาประยุกต์ใช้กับหลักบริหาร POSDcoRB ที่ประกอบด้วย ได้แก่ 1) กายภาวนา ฝึกพัฒนาให้ผู้สูงอายุได้ตระหนักและปฏิบัตินตนเองให้มีร่างกายที่แข็งแรง มีสุขภาพที่ดี 2) สีลภาวนา ฝึกให้ผู้สูงอายุสร้างความมีระเบียบ สามารถอยู่ร่วมกับสังคมได้อย่างมีความสุข 3) จิตภาวนา พัฒนาจิตใจผู้สูงอายุ ให้มีจิตใจที่ผ่องใส เบิกบาน  และสร้างคุณธรรมให้กับจิตใจ และ 4) ปัญญาภาวนา ฝึกพัฒนาให้ผู้สูงอายุสามารถเรียนรู้เท่าทันเห็นแจ้งโลกและชีวิตตามสภาวะ และแก้ไขปัญหาด้วยปัญญา ซึ่งรูปแบบการดูแลผู้สูงอายุตามแนวทางพุทธบูรณาการของเทศบาลตำบลมะเขือแจ้ อำเภอเมืองลำพูน จังหวัดลำพูน เป็นกระบวนการสร้างสุขภาวะองค์รวม ทั้งด้าน ร่างกาย จิตใจ สังคม จิตวิญญาณ และจิตปัญญา ด้วยการมีส่วนร่วมของทุนทางสังคม และ ศักยภาพของชุมชนท้องถิ่น

บทคัดย่อภาษาอังกฤษ

             The study consisted of the following objectives: 1) to investigate problems and obstacles of the elderly care by Makhueajae Subdistrict Municipality, Mueang Lamphun District, Lamphun Province; 2) to explore the administration of elderly care by Makhueajae Subdistrict Municipality, Mueang Lamphun District, Lamphun Province; and 3) to propose a model of elderly care according to the Buddhist integration of Makhueajae Subdistrict Municipality, Mueang Lamphun District, Lamphun Province.

              The study employed a qualitative research method by studying from related documents, concepts, theories, and Buddhadhamma. The research tools were in-depth interviews with 12 key informants and focus group discussions with 5 experts. The obtained data were analyzed by using content analysis together with studying the context in order to provide opinions, suggestions, and guidelines for managing the elderly care according to the Buddhist integration of Makhueajae Subdistrict Municipality, Mueang Lamphun District, Lamphun Province.

              From the study, the following results are found:

              1) The problems and obstacles of the elderly care by Makhueajae Subdistrict Municipality, Mueang Lamphun District, Lamphun Province found that the situation of the elderly is entering the ‘complete-aged society’ with the following problems: the number of elderly caregivers is insufficient to meet the growing need; the elderly appear to have more mental issues as a result of changing society, which causes them to live alone more often; a considerable number of the elderly do not benefit from the Makhueajae Subdistrict Municipality's welfare fund, and many do not have a sufficient income or a stable career. The obstacles in taking care of the elderly include the wide spread of the Covid-19 epidemic in Makhueajae Subdistrict that has caused many people in the community to get infected, requiring even more care for the elderly and some projects/ activities have had to be cancelled or postponed e.g., merit making rituals within the community, etc.

               2) The administration of elderly care by Makhueajae Subdistrict Municipality, Mueang Lamphun District, Lamphun Province found that the municipality has adopted the tools in managing elderly care according to ‘POSDcoRB’ principle which consists of the following: Planning, Organizing the organization, Organizing the personnel, Supervising, Coordinating, Reporting, and Budget. All of this leads to effective administration that can meet the needs of the elderly. Makhueajae Subdistrict Municipality has prepared to deal with the elderly by encouraging and assisting families and communities to recognize the importance and value of the elderly in society.

              3) A model of elderly care according to the Buddhist integration of Makhueajae Subdistrict Municipality, Mueang Lamphun District, Lamphun Province tries to solve problems in elderly care across all dimensions; therefore, a model of elderly care according to Bhāvanā (4 developments) is applied with the ‘POSDcoRB’ principle as follows: 1) Kāya-bhāvanā (physical development), where the elderly are trained how to self-practice for better and stronger health; (2) Sīla-bhāvanā (moral development), where the elderly are trained how to maintain order in order to coexist happily in society; (3) Citta-bhāvanā (emotional development), where the elderly should be trained to have a pure and bright mind in order to have morality; and (4) Paññā-bhāvanā (wisdom development), where the elderly should be developed to see things and life as they really are in order to solve problems by using wisdom. A model of elderly care according to the Buddhist integration of Makhueajae Subdistrict Municipality, Mueang Lamphun District, Lamphun Province is the process of creating holistic well-being, whether physical, mental, social, spiritual, or wisdom, via the participation of social capital and local community potential.
