                     วิทยานิพนธ์ฉบับนี้มีวัตถุประสงค์ ดังนี้  1. เพื่อศึกษาสภาพการณ์การชำระค่าไฟฟ้า ตามนโยบายการผ่อนปรนของรัฐบาล ในช่วงสถานการณ์การระบาดโรคไวรัสโควิด-19 ของการไฟฟ้าส่วนภูมิภาค อำเภอแม่ทา จังหวัดลำพูน 2. เพื่อศึกษาประสิทธิผลระบบการชำระค่าไฟฟ้า ตามนโยบายการผ่อนปรนของรัฐบาล ในช่วงสถานการณ์การระบาดโรคไวรัสโควิด-19 ของการไฟฟ้าส่วนภูมิภาค อำเภอแม่ทา จังหวัดลำพูน 3. เพื่อศึกษาแนวทางการเสริมสร้างประสิทธิผลระบบการชำระค่าไฟฟ้าเชิงพุทธบูรณาการ ตามนโยบายการผ่อนปรนของรัฐบาล ในช่วงสถานการณ์การระบาดโรคไวรัสโควิด-19 ของการไฟฟ้าส่วนภูมิภาค อำเภอแม่ทา จังหวัดลำพูน

                 การวิจัยครั้งนี้ ดำเนินการตามระเบียบวิธีวิจัยแบบผสานวิธี คือการวิจัยเชิงปริมาณ ซึ่งใช้วิธีการวิจัยเชิงสำรวจ จากการแจกแบบสอบถาม และการวิจัยเชิงคุณภาพ โดยวิธีการสัมภาษณ์เชิงลึกกับผู้ให้ข้อมูลที่สำคัญ จำนวน 12 ท่าน และใช้เทคนิคการวิเคราะห์เนื้อหา ประกอบบริบทนำเสนอเป็นความเรียงประกอบตารางแจกแจงความถี่ของผู้ให้ข้อมูลสำคัญ เพื่อสนับสนุนข้อมูลเชิงปริมาณ กลุ่มตัวอย่างที่ใช้ในการวิจัย คือ ผู้ใช้ไฟฟ้าของการไฟฟ้าส่วนภูมิภาค อำเภอแม่ทา จังหวัดลำพูน โดยใช้วิธีการสุ่มตัวอย่างจากสูตรของ Taro Yamane ได้กลุ่มตัวอย่างจำนวน 391 คน วิเคราะห์ข้อมูลด้วยการหาความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน ศึกษาสภาพการณ์การชำระค่าไฟฟ้าของการไฟฟ้าส่วนภูมิภาค อำเภอแม่ทา จังหวัดลำพูน และทำการวิเคราะห์ประสิทธิผลระบบการชำระค่าไฟฟ้าของการไฟฟ้าส่วนภูมิภาค อำเภอแม่ทา จังหวัดลำพูน ตามนโยบายการผ่อนปรนของรัฐบาล ในช่วงสถานการณ์การระบาดโรคไวรัสโควิด-19 ว่ามีประสิทธิผลมากหรือน้อยเท่าใด

                     ผลการวิจัยพบว่า

                  1) สภาพการณ์การชำระค่าไฟฟ้า ตามนโยบายการผ่อนปรนของรัฐบาล ในช่วงสถานการณ์การระบาดโรคไวรัสโควิด-19 ของการไฟฟ้าส่วนภูมิภาค อำเภอแม่ทา จังหวัดลำพูน นั้นผู้ใช้ไฟฟ้าในอำเภอแม่ทา ได้รับมาตรการช่วยเหลือเกี่ยวกับค่าไฟฟ้าตามนโยบายการผ่อนปรนของรัฐบาลในช่วงสถานการณ์การระบาดโรคไวรัสโควิด-19 แล้ว แต่ยังคงมีการค้างชำระเป็นจำนวนมาก และมีแนวโน้มสูงขึ้น  หนี้ค่าไฟฟ้าค้างชำระของปี 2563 มีผู้ใช้ไฟค้างชำระค่าไฟฟ้า จำนวน 203 ราย เป็นเงิน 154,831.21 บาท หนี้ค่าไฟฟ้าค้างชำระของปี 2564 มีผู้ใช้ไฟค้างชำระค่าไฟฟ้าจำนวน 6,759 ราย เป็นเงิน 4,641,516.33 บาท ซึ่งในปี  2564 นั้น การไฟฟ้าส่วนภูมิภาค มีการพัฒนาระบบการรับชำระค่าไฟฟ้า โดยผู้ใช้ไฟฟ้าสามารถดำเนินการผ่อนชำระหนี้ค่าไฟฟ้าที่มีอยู่เดิมเป็นรายงวด พร้อมกับชำระค่าไฟฟ้าในเดือนปัจจุบันได้ ทำให้ยอดหนี้ค้างชำระค่าไฟฟ้าของปี 2563  ลดลงร้อยละ 87  และของปี 2564 ลดลงร้อยละ 55

           2) ประสิทธิผลระบบการชำระค่าไฟฟ้า ตามนโยบายการผ่อนปรนของรัฐบาล ในช่วงสถานการณ์การระบาดโรคไวรัสโควิด-19 ของการไฟฟ้าส่วนภูมิภาค อำเภอแม่ทา จังหวัดลำพูน โดยภาพรวมอยู่ในระดับ มากทุกด้าน (x̅= 4.22, S.D. = 0.424)

               3) แนวทางการเสริมสร้างประสิทธิผลระบบการชำระค่าไฟฟ้าเชิงพุทธบูรณาการ ตามนโยบายการผ่อนปรนของรัฐบาล ในช่วงสถานการณ์การระบาดโรคไวรัสโควิด-19 ของการไฟฟ้าส่วนภูมิภาค อำเภอแม่ทา จังหวัดลำพูน นั้น สามารถนำหลักโภควิภาค 4 ซึ่งเป็นหลักธรรมการแบ่งทรัพย์ออกเป็น 4 ส่วน ได้แก่ 1.การแบ่งทรัพย์ 1 ส่วน สำหรับใช้จ่ายเลี้ยงตน เลี้ยงครอบครัว 2.การแบ่งทรัพย์ 2 ส่วน สำหรับใช้เป็นทุนประกอบการงาน 3. การแบ่งทรัพย์ส่วนที่ 4 สำหรับเก็บไว้ใช้จ่ายในคราวจำเป็นเร่งด่วน มาใช้ร่วมกับระบบผ่อนชำระหนี้ค่าไฟฟ้าเป็นรายงวดที่ การไฟฟ้าส่วนภูมิภาค ได้พัฒนาขึ้นมาส่งเสริมให้ผู้ใช้ไฟฟ้าได้มีโอกาสจัดการแบ่งทรัพย์ที่หามาได้ แบ่งใช้จ่ายเลี้ยงตน เลี้ยงครอบครัว และแบ่งส่วนหนึ่งมาชำระค่าไฟฟ้าที่คงค้างอยู่เดิมเป็นรายงวด ทำให้ผู้ใช้ไฟฟ้ามาชำระหนี้ค่าไฟฟ้ามากขึ้น ส่งผลทำให้หนี้ค่าไฟฟ้าที่คงค้างชำระอยู่เดิมลดลงได้

บทคัดย่อภาษาอังกฤษ

            The study consisted of the following objectives: 1) to investigate the conditions of electricity payment according to the government relief measures during the Covid-19 epidemic of the Provincial Electricity Authority, Mae Tha District, Lamphun Province; 2) to explore the effectiveness of electricity payment system according to the government relief measures during the Covid-19 epidemic of the Provincial Electricity Authority, Mae Tha District, Lamphun Province; and 3) to study the guidelines for enhancing the effectiveness of electricity payment system according to the government relief measures during the Covid-19 epidemic of the Provincial Electricity Authority, Mae Tha District, Lamphun Province.

            A mixed-methods approach was used in the study, which included both quantitative and qualitative methods. The quantitative method employed questionnaire-based survey research. In-depth interviews with 12 key informants were used in the qualitative method. To support the quantitative data, the content analysis was combined with frequency distribution tables of key informants. A sample group for the study included 391 users of the Provincial Electricity Authority, Mae Tha District, Lamphun Province, who were selected by Taro Yamane formula. The data were analyzed by frequency, percentage, mean, and standard deviation. The conditions of electricity payment as well as the effectiveness of electricity payment system according to the government relief measures during the Covid-19 epidemic of the Provincial Electricity Authority, Mae Tha District, Lamphun Province were investigated.

               From the study, the following results are found:

            1) From investigating the conditions of electricity payment according to the government relief measures during the Covid-19 epidemic of the Provincial Electricity Authority, Mae Tha District, Lamphun Province, it is found that although the electricity users has received government relief measure during the Covid-19 epidemic of the Provincial Electricity Authority, there are still many who are much overdue and have a higher inclination. In the year 2563, there were 203 electricity users who owed 154,831.21 baht in overdue electricity bills. In the year 2564, there were 6,759 electricity users who owed 4,641,516.33 baht in overdue electricity bills. The Provincial Electricity Authority developed an electricity payment system in the year 2564, allowing users to continue paying their existing electricity bills in installments while also paying their bills for the current month; as a result, the total unpaid electricity bills for the year 2563 decreased by 87 percent, and the total unpaid electricity bills for the year 2564 decreased by 55 percent.

           2) The effectiveness of electricity payment system according to the government relief measures during the Covid-19 epidemic of the Provincial Electricity Authority, Mae Tha District, Lamphun Province is overall at a high level in all aspects ( x̅ = 4.22, S.D. = 0.424).

                3) The guidelines for enhancing the effectiveness of electricity payment system according to the government relief measures during the Covid-19 epidemic of the Provincial Electricity Authority, Mae Tha District, Lamphun Province are based on    Bhogavibhāga (Fourfold division of money) as follows: (1) One fold for personal and family expenses; (2) Two-fold for use as a business capital; (3) One fold for emergency. This approach should be combined with an installment system for a monthly electricity bill that was developed by the Provincial Electricity Authority. As a result, electricity users will be able to divide their newly acquired assets in order to afford themselves, their families, and their unpaid electricity bills, allowing them to pay their bills more frequently and reduce their existing unpaid electricity bills.
