การวิจัยนี้ มีวัตถุประสงค์เพื่อ (1) ศึกษาสภาพทั่วไปเกี่ยวกับการจัดการสาธารณสงเคราะห์ของพระสังฆาธิการในอำเภอบางคนที จังหวัดสมุทรสงคราม (2) ศึกษาปัญหาและอุปสรรคการจัดการสาธารณสงเคราะห์ของพระสังฆาธิการในอำเภอบางคนที จังหวัดสมุทรสงคราม และ (3) นำเสนอแนวทางการดำเนินงานการจัดการสาธารณสงเคราะห์ของพระสังฆาธิการในอำเภอบางคนที จังหวัดสมุทรสงคราม ที่สอดคล้องกับสภาพการณ์ในปัจจุบัน ระเบียบวิธีวิจัยเป็นการวิจัยเชิงคุณภาพมีการวิเคราะห์เอกสาร และใช้แบบสัมภาษณ์เป็นเครื่องมือในการเก็บข้อมูลภาคสนามจากผู้ให้ข้อมูลหลัก จำนวน 17 รูป/คน จากการเลือกแบบเจาะจงตามลักษณะการเป็นตัวแทนของกลุ่มที่เหมาะสม และวิเคราะห์ข้อมูลด้วยเทคนิคการวิเคราะห์เนื้อหาประกอบบริบท

         ผลการวิจัยพบว่า

         1. สภาพทั่วไปเกี่ยวกับการจัดการสาธารณสงเคราะห์ของพระสังฆาธิการในอำเภอบางคนที จังหวัดสมุทรสงคราม พบว่า (1) ด้านการดำเนินกิจการเพื่อช่วยเหลือเกื้อกูล พบว่า มีการจัดที่ดินวัดเพื่อการอยู่อาศัยโดยเสียค่าเช่าในราคาถูก มีการจัดศูนย์ฝึกอบรมสำหรับปฏิบัติธรรมแก่บุคคลทั่วไป มีการจัดฝึกอบรมวิชาชีพ/อาชีพระยะสั้นให้แก่ประชาชน มีการให้การสงเคราะห์ศพที่ไร้ญาติหรือยากจนและจัดตั้งทุนฌาปนกิจสงเคราะห์ มีการจัดตั้งห้องสมุดสำหรับประชาชน และมีการจัดแพทย์แผนไทยหรือสวนสมุนไพรภายในวัด (2) ด้านการช่วยเหลือเกื้อกูลกิจการของผู้อื่นเพื่อสาธารณประโยชน์ พบว่า มีการสนับสนุนด้านสถานที่ภายในวัดให้หน่วยงานราชการเข้ามาจัดกิจกรรมอันเป็นสาธารณประโยชน์ มีการให้ความสนับสนุนโรงเรียนโดยส่งครูพระช่วยสอน มีการเผยแผ่หลักธรรมในการดำเนินชีวิตโดยใช้สื่อวิทยุโทรทัศน์ของชุมชนท้องถิ่นและสื่อสิ่งพิมพ์ต่าง ๆ มีการให้การสนับสนุนกิจกรรมต่อต้านยาเสพติด และมีการเยี่ยมเยือนให้กำลังใจแก่คนพิการ ผู้สูงอายุ ผู้ป่วยร่วมกับอาสาสมัครสาธารณสุขประจำหมู่บ้าน (อสม.) (3) ด้านการเกื้อกูลสาธารณสมบัติสถานที่อันเป็นสาธารณสมบัติ พบว่า มีการสนับสนุนการสร้างอาคารเรียน/ครุภัณฑ์การศึกษา มีการสนับสนุนการสร้างโรงพยาบาล/เครื่องมือแพทย์ มีการสนับสนุนการสร้างหอประชุมท้องถิ่น มีการส่งเสริมปลูกต้นไม้ในวันสำคัญในที่สาธารณะ และมีการสร้างศาลาที่พักคนเดินทาง (4) ด้านการเกื้อกูลประชาชนหรือสรรพสัตว์ พบว่า มีการช่วยเหลือด้านเครื่องอุปโภคบริโภคและยารักษาโรคแก่ผู้เดือดร้อนและประสบภัยพิบัติ มีการจัดตั้งโรงทานสงเคราะห์และที่พักพิงชั่วคราว มีการประกาศให้พื้นที่วัดเป็นเขตอภัยทาน มีการจัดให้มีกิจกรรมบำรุงขวัญกำลังใจแก่ชุมชน มีการทำอาหารเลี้ยงเด็กกำพร้าและเด็กด้อยโอกาส และมีการสอดแทรกหลักธรรมสำหรับการดำเนินชีวิตเข้าไปในประเพณีท้องถิ่น

          2. ปัญหาและอุปสรรคการจัดการสาธารณสงเคราะห์ของพระสังฆาธิการในอำเภอบางคนที จังหวัดสมุทรสงคราม พบว่า มีอุปสรรคจากสภาพเศรษฐกิจที่ถดถอย มีปัญหาด้านเงินงบประมาณที่ไม่เพียงพอ ขาดการประสานงานที่ดีกับหน่วยงานรัฐหรือเอกชน สื่อมวลชนไม่ช่วยเผยแพร่ข่าวสารในเชิงบวก มีปัญหาจากภารกิจทับซ้อนกับหน่วยงานภาครัฐ และวัดส่วนใหญ่มีส่วนร่วมจำกัดอยู่ในขอบเขตของผู้ให้การสนับสนุน

        3. แนวทางการดำเนินงานการจัดการสาธารณสงเคราะห์ของพระสังฆาธิการในอำเภอบางคนที จังหวัดสมุทรสงคราม ที่สอดคล้องกับสภาพการณ์ในปัจจุบัน พบว่า (1) ด้านการดำเนินกิจการเพื่อช่วยเหลือเกื้อกูล ได้แก่ การสร้างเครือข่ายภาคีความร่วมมือจากทุกฝ่ายที่มีส่วนเกี่ยวข้อง การประชาสัมพันธ์ข้อมูลข่าวสารให้ครอบคลุม การยึดหลักคุณธรรมนำการพัฒนา และการสร้างความตื่นตัวและให้พระสังฆาธิการตระหนักในบทบาทการช่วยเหลือสังคม (2) ด้านการช่วยเหลือเกื้อกูลกิจการของผู้อื่นเพื่อสาธารณประโยชน์ ได้แก่ การส่งเสริมกระบวนการมีส่วนร่วมโดยมุ่งประโยชน์ของส่วนร่วมเป็นสำคัญ การส่งเสริมบทบาทพระสังฆาธิการระดับวัด ดำเนินงานตามหลักการการพอเพียงตามแนวพระราชดำรัสของในหลวงรัชกาลที่ 9 และมุ่งดำเนินงานโดยใช้วัดเป็นศูนย์กลาง (3) ด้านการเกื้อกูลสาธารณสมบัติสถานที่อันเป็นสาธารณสมบัติ ได้แก่ การสร้างจิตสำนึกรักและหวงแหนสาธารณสมบัติแก่คนในชุมชน การเผยแพร่ความรู้เกี่ยวกับการอนุรักษ์สาธารณสมบัติ อบรมชุดทักษะความรู้ด้านการอนุรักษ์สาธารณสมบัติแก่พระสังฆาธิการทุกระดับ ส่งเสริมให้สาธารณสถานที่มีอายุเก่าแก่เป็นแหล่งศึกษาสำหรับเยาวชน และ (๔) ด้านการเกื้อกูลประชาชนหรือสรรพสัตว์ ได้แก่ การดำเนินการโดยปราศจากวัตถุประสงค์แอบแฝง การมีโครงสร้างและแผนรองรับกรณีเกิดภัยพิบัติกะทันหัน การใช้ธรรมะเพื่อสร้างแสงสว่างแก่ผู้สิ้นหวัง และการเสียสละเพื่อประโยชน์แก่ส่วนร่วมอย่างแท้จริง

           The objectives of research paper were (1) to study the general state of public welfare management of Sangha administrators in Bang Khonthi district, Samutsongkham province, (2) to study the problems and obstacles of public welfare management of Sangha administrators in Bang Khonthi district, Samutsongkham province, and (3) to propose the operational guidelines of public welfare management of Sangha administrators in Bang Khonthi district, Samutsongkham province. The research methodology was the qualitative research had the documentary analysis and interview as the tool to collect the data in the field study from 17 key informants by choosing the specific group of suitable sampling group, and analyzed the data through the content analysis technique.

           The findings of this research were as following:

           1. The general state of public welfare management of Sangha administrators in Bang Khonthi district, Samutsongkham province as follows: (1) hospitality and helping procedure; arranging the land of the temple for living by paying the rent at a cheap price, arranging a meditation training center for the general public, providing vocational training/short-term careers to the public, providing the cremation assistance for no relatives or poor people and establishing the cremation welfare fund, establishment of library for the public, and Thai traditional medicine or herbal garden within the temple. (2) To help the other people’s activities for public welfare; supporting in the area within the temple for government agencies to come to organize activities that are public benefits, supporting the schools by sending Buddhist monks who are the teachers to help for teaching, Buddhism propagation by using radio-television and local communities and publications, to support anti-drug activities, and visiting people with disabilities and the elderly-patients with public health volunteers station in the village. (3) To help to preserve the public domains; supporting for the construction of school buildings/education equipment, supporting the construction of hospitals/medical devices, supporting for building a local auditorium, promotion of tree planting on important days in public places, and creating accommodation for travelers. (4)  To help the people and all kinds of animals; supporting foodstuffs and medicines for disaster victims, establishment of a cafeteria and temporary shelter, announcement of the area of the temple is a zone not to hurt animals, arrangement of activities to encourage morale for the community, cooking for orphans and underprivileged children, and, inserting Buddhist Dharma principles for living into local traditions

            2. The problems and obstacles of public welfare management of Sangha administrators in Bang Khonthi district, Samutsongkham province as following: obstacles from the economic downturn, problem of inadequate budget, Lack of good coordination with government or private agencies, the mass media does not help to disseminate positive news from overlapping missions with government agencies, and most temples have the limited participation in the scope of sponsors.

           3. The guidelines of public welfare management of Sangha administrators in Bang Khonthi district, Samutsongkham province as follows: (1) hospitality and helping procedure; creating a network of partners from all parties involved, Extensive publicity of information, adherence to moral principles for development, creating awareness and allowing Sangha administrators to realize the role of social assistance. (2) To help the other people’s activities for public welfare; promoting the participation process by focusing on the benefit of most people is important, promoting the role of Sangha administrators at the temple level, operating according to the principle of sufficiency economy according to the royal speech of the King Rama IX, and, focus on the work by using the temple as a center. (3) To help to preserve the public domains; creating public awareness of public property for people in the community, dissemination of knowledge about public domain conservation, training a set of knowledge skills in the conservation of public property to Sangha administrators of all levels, and, encouraging the historic sites to be educational resources for youths. (4) To help the people and all kinds of animals; operation without hidden purpose, having a plan for the case of emergency disasters, using Dharma to create the light for the hopeless, and sacrificing  the benefit for the public truly.
