การวิจัยนี้ มีวัตถุประสงค์เพื่อ (1) ศึกษาการประยุกต์ใช้หลักธรรมาภิบาลของพระสังฆาธิการในการปกครองคณะสงฆ์อำเภอดำเนินสะดวก จังหวัดราชบุรี (2) เปรียบเทียบความคิดเห็นของพระสงฆ์ที่มีต่อการประยุกต์ใช้หลักธรรมาภิบาลของพระสังฆาธิการในการปกครองคณะสงฆ์อำเภอดำเนินสะดวก จังหวัดราชบุรี โดยจำแนกตามปัจจัยส่วนบุคคล และ (3) ศึกษาปัญหา อุปสรรค และข้อเสนอแนะในการประยุกต์ใช้หลักธรรมาภิบาลของพระสังฆาธิการในการปกครองคณะสงฆ์อำเภอดำเนินสะดวก จังหวัดราชบุรี ระเบียบวิธีวิจัยเป็นการวิจัยแบบผสานวิธี โดยในส่วนของการวิจัยเชิงปริมาณ ใช้แบบสอบถาม เป็นเครื่องมือเก็บข้อมูลภาคสนามจากพระสงฆ์ในอำเภอดำเนินสะดวก จังหวัดราชบุรี จำนวน 233 รูป วิเคราะห์ข้อมูลที่ได้โดยหาค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ทดสอบสมมติฐานโดยการทดสอบค่าเอฟ วิเคราะห์ความแปรปรวนทางเดียว และในส่วนของการวิจัยเชิงคุณภาพมีการวิเคราะห์เอกสาร และใช้แบบสัมภาษณ์เป็นเครื่องมือในการเก็บข้อมูลภาคสนามจากผู้ให้ข้อมูลสำคัญ จำนวน 7 รูป/คน และวิเคราะห์ข้อมูลด้วยเทคนิคการวิเคราะห์เนื้อหาประกอบบริบท

           ผลการวิจัยพบว่า

           1. การประยุกต์ใช้หลักธรรมาภิบาลของพระสังฆาธิการในการปกครองคณะสงฆ์อำเภอดำเนินสะดวก จังหวัดราชบุรี โดยภาพรวม อยู่ในระดับมาก มีค่าเฉลี่ยเท่ากับ 4.00 เมื่อพิจารณาเป็นรายด้าน พบว่า ด้านหลักนิติธรรม อยู่ในระดับมาก (ค่าเฉลี่ยเท่ากับ 4.10) ด้านหลักคุณธรรม อยู่ในระดับมาก (ค่าเฉลี่ยเท่ากับ 4.05) ด้านหลักความโปร่งใส อยู่ในระดับมาก (ค่าเฉลี่ยเท่ากับ 3.99) ด้านหลักความมีส่วนร่วม อยู่ในระดับมาก (ค่าเฉลี่ยเท่ากับ 3.92) ด้านหลักความรับผิดชอบ อยู่ในระดับมาก (ค่าเฉลี่ยเท่ากับ 4.02) และด้านหลักความคุ้มค่า อยู่ในระดับมาก (ค่าเฉลี่ยเท่ากับ 3.98)

          2. ผลการเปรียบเทียบความคิดเห็นของพระสงฆ์ที่มีต่อการประยุกต์ใช้หลักธรรมาภิบาลของพระสังฆาธิการในการปกครองคณะสงฆ์ อำเภอดำเนินสะดวก จังหวัดราชบุรี โดยจำแนกตามปัจจัยส่วนบุคคล พบว่า ปัจจัยส่วนบุคคลของพระสงฆ์ ได้แก่ อายุ และวุฒิการศึกษาพระปริยัติธรรมแผนกธรรม มีผลให้ความคิดเห็นที่มีต่อการประยุกต์ใช้หลักธรรมาภิบาลในการปกครองคณะสงฆ์อำเภอดำเนินสะดวก จังหวัดราชบุรี แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01 แต่ปัจจัยส่วนบุคคลของพระสงฆ์ ได้แก่ พรรษา และวุฒิการศึกษาสามัญ ไม่พบความแตกต่างกัน

          3. ปัญหา อุปสรรค และข้อเสนอแนะในการประยุกต์ใช้หลักธรรมาภิบาลของพระสังฆาธิการในการปกครองคณะสงฆ์อำเภอดำเนินสะดวก จังหวัดราชบุรี พบว่า ปัญหา อุปสรรค ได้แก่ บางวัดไม่ประกาศกฎระเบียบหรือข้อปฏิบัติภายในวัดไว้เป็นลายลักษณ์อักษร ขาดความเสมอภาค พระสังฆาธิการบางรูปปกครองโดยรวมศูนย์อำนาจการตัดสินใจอยู่ที่ตนเอง บางวัดเปิดโอกาสให้ชาวบ้านเข้ามีส่วนร่วมในกิจกรรมต่าง ๆ น้อยกว่าที่ควร พระสังฆาธิการบางรูปสั่งการไม่ชัดเจน การก่อสร้างตามโครงการต่าง ๆ ของบางวัดไม่คำนึงถึงหลักความคุ้มค่า ส่วนข้อเสนอแนะ ได้แก่ ควรสนับสนุนให้พระสังฆาธิการประกาศกฎระเบียบและข้อปฏิบัติภายในวัดไว้อย่างชัดเจนในลักษณะที่เป็นทางการ ควรส่งเสริมให้พระสังฆาธิการยึดถือคุณธรรมในข้อการปราศจากอคติเป็นคุณสมบัติเบื้องต้นของผู้ดำรงตำแหน่งทางการปกครองคณะสงฆ์ ควรสนับสนุนให้พระสังฆาธิการทำงานร่วมกันในลักษณะของหมู่คณะ เน้นกระบวนการกลุ่มที่เสริมสร้างความสามัคคี ควรส่งเสริมให้พระสังฆาธิการเปิดโอกาสให้พุทธศาสนิกชนเข้ามามีส่วนร่วมในกิจกรรมของวัดมากยิ่งขึ้น ควรส่งเสริมให้พระสังฆาธิการการมอบหมายภาระหน้าที่รับผิดชอบอย่างชัดเจนเป็นลายลักษณ์อักษรแก่ผู้ใต้ปกครองบังคับบัญชา และควรสนับสนุนให้พระสังฆาธิการดำเนินการก่อสร้างเสนาสนะโดยคำนึงถึงประโยชน์ใช้สอยที่คุ้มค่า

 

          The objectives of research paper were: (1) to study an application of good governance of Sangha administration for Sangha administrators in Damnoen Saduak district, Ratchaburi province, (2) to compare the opinion of monks toward an application of good governance of Sangha administration for Sangha administrators in Damnoen Saduak district, Ratchaburi province, classified by personal data, and (3) to study the problems, obstacles and suggestions for an application of good governance of Sangha administration for Sangha administrators in Damnoen Saduak district, Ratchaburi province. The research methodology was the mixed method research, that the quantitative research used the questionnaire as the tool to collect the data in the field study from 233 monks in Damnoen Saduak district, Ratchaburi province. The statistics were used for the data analysis through frequency, percentage, mean, standard deviation (S.D.), F-test, One-way Analysis of Variance. And the qualitative research had the documentary analysis and interview as the tool to collect the data in the field study from 7 key informants and analyzed the data through the content analysis technique.

            The findings of this research were as following:

            1. An application of good governance of Sangha administration for Sangha administrators in Damnoen Saduak district, Ratchaburi province, overall, that in high at mean of 4.00, when considering the aspect found that the aspect of the rule of law was in high level (at mean of 4.10), the aspect of the ethics was in high level (at mean of 4.05), the aspect of the transparency was in high level (at mean of 3.99), the aspect of the participation was in high level (at mean of 3.92), the aspect of the responsibility was in high level (at mean of 4.01), the aspect of the worthiness was in high level (at mean of 3.98).

              2. The comparison of opinion monks toward an application of good governance of Sangha administration for Sangha administrators in Damnoen Saduak district, Ratchaburi province, classified by personal data, found that age and Dhamma education had the opinions to toward an application of good governance of Sangha administration for Sangha administrators in Damnoen Saduak district, Ratchaburi province were different, the significantly at 0.01. But, years of being monk and general education were not different.

            3. The problems, obstacles and suggestions for an application of good governance of Sangha administration for Sangha administrators in Damnoen Saduak district, Ratchaburi province, as following: problems and obstacles found that some temples do not publish rules regulations and internal practices in writing, lack of equality, Some Sangha administrators rule by centralizing the decision-making power on their own, some temples allow villagers to participate in various activities less than they should, Some Sangha administrators ordered unclear, construction of various projects of some temples regardless of the value principle. And, suggestions found that should support the Sangha administrators to declare rules and regulations within the temple clearly in a formal manner, Should encourage the Sangha administrators to adhere to virtue in the absence of prejudice as the basic qualities of the position, should encourage the Sangha administrators to work together in a group style that emphasizes group processes that strengthen unity, Should encourage the Sangha administrators to open opportunities for people to participate in the activities of the temple more, should encourage the monk to assign a clear obligation in writing to the subordinate, and, Should encourage the Sangha administrators to construct the building By taking into account the cost-effective benefits.
