การวิจัยครั้งนี้มีวัตถุประสงค์ 1. เพื่อศึกษาระดับสมรรถนะการปฏิบัติงานของบุคลากรเทศบาลเมืองวิเชียรบุรี จังหวัดเพชรบูรณ์ 2. เพื่อศึกษาความสัมพันธ์ระหว่างหลักพุทธธรรมกับสมรรถนะการปฏิบัติงานของบุคลากรเทศบาลเมืองวิเชียรบุรี จังหวัดเพชรบูรณ์ 3. เพื่อศึกษาปัญหา อุปสรรคและข้อเสนอแนะต่อการประยุกต์หลักพุทธธรรมเพื่อพัฒนาสมรรถนะการปฏิบัติงานของบุคลากรเทศบาลเมืองวิเชียรบุรี จังหวัดเพชรบูรณ์ ระเบียบวิธีวิจัยแบบผสานวิธี โดยใช้วิจัยเชิงปริมาณ ใช้วิธีการวิจัยเชิงสำรวจและเป็นการวิจัยเชิงคุณภาพ และใช้เทคนิคการวิเคราะห์เนื้อหา ประกอบบริบท นำเสนอเป็นความเรียงประกอบตารางแจกแจงความถี่ของผู้ให้ข้อมูลสำคัญ เพื่อสนับสนุนข้อมูลเชิงปริมาณ กลุ่มตัวอย่างที่ใช้ในการวิจัย คือ บุคลากร ที่มีอายุตั้งแต่ 18 ปี ขึ้นไปในเทศบาลเมืองวิเชียรบุรี จังหวัดเพชรบูรณ์ ใช้วิธีการสุ่มตัวอย่างจากสูตรของ ทาโร่ ยามาเน่ ได้กลุ่มตัวอย่างจำนวน 146 คน จากจำนวนประชากรทั้งหมด 228 คน วิเคราะห์ข้อมูลด้วยการหาความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และวิเคราะห์ความสัมพันธ์ระหว่าง หลักพุทธธรรมกับการประยุกต์หลักพุทธธรรมเพื่อพัฒนาสมรรถนะการปฏิบัติงานของบุคลากรเทศบาลเมืองวิเชียรบุรี จังหวัดเพชรบูรณ์ ทำการวิเคราะห์ด้วยการหาค่าความสัมพันธ์ระหว่างตัวแปรว่ามีความสัมพันธ์เกี่ยวข้องกัน โดยใช้วิธีการหาค่าสัมประสิทธิ์สหสัมพันธ์แบบเพียร์สัน และการสัมภาษณ์เชิงลึกกับผู้ให้ข้อมูลสำคัญ จำนวน 10 รูปหรือคน

ผลการวิจัยพบว่า

1. สมรรถนะการปฏิบัติงานของบุคลากรเทศบาลเมืองวิเชียรบุรี จังหวัดเพชรบูรณ์ โดยภาพรวมอยู่ในระดับมาก ( x̅ = 4.08) เมื่อพิจารณาเป็นรายด้านพบว่าเมื่อจำแนกเป็นรายด้านโดยเรียงลำดับค่าเฉลี่ยจากมากไปหาน้อย ดังนี้ ด้านเคารพสักการะปูชนียสถาน ( x̅ = 4.30) ด้านเคารพนับถือผู้มีอาวุโส ( x̅ = 4.28) ด้านให้ความคุ้มครองพระสงฆ์ผู้ทรงศีลและนักบวช ( x̅ = 4.13) ด้านไม่ข่มเหงหรือล่วงเกินสตรี ( x̅  = 4.09) ด้านพร้อมเพรียงในการประชุม ( x̅  = 4.07) ด้านหมั่นประชุมเป็นเนืองนิตย์ ( x̅  = 4.00) ด้านไม่บัญญัติสิ่งใหม่ ( x̅  = 3.70) ตามลำดับ ซึ่งอยู่ในระดับมากทุกด้าน และมีสมรรถนะการปฏิบัติงานโดยภาพรวมอยู่ในระดับมาก ( x̅  = 4.13) เมื่อพิจารณาเป็นรายด้านพบว่า เมื่อจำแนกเป็นรายด้านโดยเรียงลำดับค่าเฉลี่ยจากมากไปหาน้อย ดังนี้ ด้านการทำงานเป็นทีม ( x̅ = 4.19) ด้านการมุ่งผลสัมฤทธิ์ ( x̅  = 4.16) ด้านการบริการเป็นเลิศ ( x̅  = 4.15) ด้านการยึดมั่นในความถูกต้องและจริยธรรม ( x̅  = 4.11) ด้านความเข้าใจในองค์กรและระบบงาน ( x̅  = 4.03) ตามลำดับ ซึ่งอยู่ในระดับมากทุก

2. ความสัมพันธ์ระหว่างหลักพุทธธรรมกับสมรรถนะการปฏิบัติงานของบุคลากรเทศบาลเมืองวิเชียรบุรี จังหวัดเพชรบูรณ์ พบว่า โดยภาพรวมมีความสัมพันธ์เชิงบวก ในระดับสูง (R=.724**) อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01 ด้านการมุ่งผลสัมฤทธิ์ มีความสัมพันธ์เชิงบวกในระดับปานกลาง (r=.593**) ด้านการยึดมั่นในความถูกต้องและจริยธรรม มีความสัมพันธ์เชิงบวกในระดับปานกลาง (r=.521**) ด้านความเข้าใจในองค์กรและระบบงาน มีความสัมพันธ์เชิงบวกในระดับปานกลาง (r=.690**) ด้านการบริการเป็นเลิศมีความสัมพันธ์เชิงบวกในระดับต่ำ (r=.456**)ด้านการทำงานเป็นทีม มีความสัมพันธ์เชิงบวกในระดับปานกลาง (r=.601**)

                  3. ปัญหา อุปสรรคและข้อเสนอแนะต่อการประยุกต์หลักพุทธธรรมเพื่อพัฒนาสมรรถนะการปฏิบัติงานของบุคลากรเทศบาลเมืองวิเชียรบุรี จังหวัดเพชรบูรณ์ คือ บุคลากรบางคนยังขาดความรู้ความเข้าใจในการใช้เครื่องมือต่อการปฏิบัติงานการปฏิบัติงานในสายงานของตนเองบางครั้งมีข้อจำกัดเรื่องจำนวนคนน้อย คนหนึ่งคนต้องทำงานในสายงานที่ไม่เกี่ยวข้องกับตำแหน่งทำให้งานที่ออกมายังมีข้อบกพร่องอยู่ และบุคลากรในเทศบาลยังขาดความเข้าใจในหลักการบริหาร เป้าหมายภารกิจและวิสัยทัศน์ที่ชัดเจน และต้องเข้าใจหลักธรรมพระพุทธศาสนาอย่างถ่องแท้สามารถบูรณาการให้เป็นเรื่องเดียวกันได้ ควรจัดอบรมให้ความรู้โดยทีมงานวิทยากรที่มีประสบการณ์ ผู้บริหารควรมีการส่งเสริมให้ผู้ใต้บังคับบัญชาปฏิบัติตนตามหลักพุทธธรรม ปลูกจิตสำนึกให้รักการทำงานและรักงานมากว่าผลประโยชน์ส่วนตน ควรส่งเสริมและสนับสนุนจัดอบรมให้ความรู้และต้องใช้ระยะเวลาที่ยาวนาน

บทคัดย่อภาษาอังกฤษ

              The objectives of this research paper were 1. To study the level of work performance of Wichianburi Municipality personnel. Phetchabun Province 2. To study the relationship between the application of Buddhadharmma to improve the work performance of Wichian Buri Municipality personnel. Phetchabun Province and 3. To study the problem, Obstacles and recommendations for applying Buddhadharma principles to improve ther work performance of Wichianburi Municipality personnel Phetchabun Province, conducted with the mixed research methods.  The quantitative research, It used an exploratory and qualitative research method. and using techniques of content analysis, contextualization, and presenting as an essay accompanying the frequency distribution table of key informants. to support quantitative data The sample groups used in the research was personnel aged from 18 years and over at Wichian Buri Municipality. Phetchabun Province. sample size was calculated byTaro Yamane's formula, 146 samples were chosen, derived from total population of 228 people. The data were analyzed by frequency determination. Percentage Mean Standard Deviation and analyze the relationship between Buddhist principles and the application of Buddhadhamma to improve work performance of Wichianburi Municipality personnel, Phetchabun Province The analysis was performed to find the correlation between the variables that they were related. using Pearson's correlation coefficient method. and in-depth interviews with 10 key informants

               Findings were as follows:

               1. The work [erformance competency of Vichienburi Municipality personnel by overall, was at  high level ( x̅ = 4.08), Each aspect was also at high level, sorted by the order of means from high to low as follows, respecting the shines was at ( x̅  = 4.30), respecting elderly was at ( x̅  = 4.28), respectively whi was at high level. There was work performance competency was at high level at ( x̅  = 4.13), not abusing woman was at ( x̅ = 4.09), meeting in harmony was at  ( x̅ = 4.07), regular meeting was at ( x̅ = 4.00), not making new rules was at ( x̅  = 3.70), and each aspect, sorted by the order of mean from high to low as teamwork as at ( x̅ = 4.19), goal achievementwas at ( x̅  = 4.16), exellemce service was at ( x̅  = 4.15), adhering to righteousness and morality was at ( x̅ = 4.11), understanding organization and work process was at ( x̅  = 4.03) rrespectively and all were at high level

             2. Relationship between Buddhadhamma and work performance competency of Vichienburi Municipality personnel was found that, by overall was corelated at high level (R=.724**), with a statistically significant level of 0.01.entermes de realization Il y avait une corrélation modérément positive (R=.593**), goal achievement had positive correlation at moderate level (R=.521**), understanding organization and work process had positive correlation at moderate level (R=.690**), exellennt service had positive correlation at (R=.456**), and teamwork had positive correlation at moderate level (R=.601**)

                3. Problems, Obstacles and suggestions for applying Buddhadhamma to Improve work Performance of Wichian Buri Municipal Personnel, Phetchabun Province was found that: personnel still lacked planning and managing their own work. There was limitation personnel were limited,one person had to work in the line that was related to own work causing the work to come out unclorrectly. Muinicipal personnel still lacked principles of management, objecgive, mission and visions. They nust understand Buddhadhamma well enough to integrate with work process. There should be training teamwork to understand the work process by qualified resource persons. Administrators should promote personnel to practice along Buddhadhamma, instilling mind to love working for organmizationa more than own interest even though the training might take long time.
