บทคัดย่อภาษาไทย

ดุษฎีนิพนธ์นี้มีวัตถุประสงค์ คือ 1. เพื่อศึกษาประสิทธิภาพของคณะกรรมการไตรภาคี สังกัดกระทรวงแรงงาน 2. เพื่อศึกษาปัจจัยที่ส่งผลต่อประสิทธิภาพการปฏิบัติงานของคณะกรรมการไตรภาคี สังกัดกระทรวงแรงงาน และ 3. เพื่อนำเสนอแนวทางการประยุกต์หลักพุทธธรรมเพื่อเพิ่มประสิทธิภาพการปฏิบัติงานของคณะกรรมการไตรภาคี สังกัดกระทรวงแรงงาน ดำเนินการตามระเบียบวิธีวิจัยแบบผสานวิธี โดยวิจัยเชิงปริมาณใช้แบบสอบถามที่มีค่าความเชื่อมั่นทั้งฉบับเท่ากับ 0.915 เก็บข้อมูลจากกลุ่มตัวอย่าง จำนวน 165 คน วิเคราะห์ข้อมูลด้วยสถิติ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และค่าถดถอยพหุคูณ การวิจัยเชิงคุณภาพใช้วิธีการสัมภาษณ์เชิงลึกกับผู้ให้ข้อมูลสำคัญ จำนวน 18 รูปหรือคน วิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหาเชิงพรรณนาและการสนทนากลุ่มเฉพาะ จำนวน 10 รูปหรือคน

ผลการวิจัยพบว่า

1. ประสิทธิภาพการปฏิบัติงาน ของคณะกรรมการไตรภาคี สังกัดกระทรวงแรงงาน  โดยภาพรวม อยู่ในระดับมาก (x̅= 4.37) เมื่อพิจารณาเป็นรายด้าน ประกอบด้วย 1) ด้านภาระงานที่ได้รับมอบหมาย 2) ด้านกระบวนการในการปฏิบัติงาน 3) ด้านการเห็นความสำคัญในงาน 4) ด้านผลลัพธ์ที่ได้จากการปฏิบัติงาน พบว่า อยู่ในระดับมากทุกด้าน เพราะการนำนโยบาย หรือแผนงาน ไปสู่การปฏิบัติในรูปแบบต่าง ๆ เพื่อให้ประสบความสำเร็จตามวัตถุประสงค์ ซึ่งมีการกำหนดวัตถุประสงค์ หรือเป้าหมายที่แตกต่างกันออกไป และเป็นการกำหนดแนวทางของการดำเนินงาน เพื่อเป็นการยอมรับในหน้าที่ของตนที่ได้รับมอบหมาย โดยที่คุณภาพของงานจะเป็นอย่างไร ขึ้นอยู่กับผู้ปฏิบัติงานว่ามีการเอาใจใส่ และมีความรับผิดชอบ เพียงใด โดยมีการรับฟังความคิดเห็นและเหตุผลของแรงงานสัมพันธ์ และเมื่อเกิดปัญหาความไม่เข้าใจ หรือได้รับผลกระทบเกี่ยวกับแรงงาน จะต้องหาแนวทางและแก้ไขปัญหาร่วมกัน เพื่อสร้างความเข้าใจที่ตรงกัน ทุกฝ่ายสามารถอยู่ร่วมกันได้อย่างมั่นคง

2. ปัจจัยที่ส่งผลต่อประสิทธิภาพการปฏิบัติงานของคณะกรรมการไตรภาคี สังกัดกระทรวงแรงงาน ได้แก่ 1) ลักษณะงานที่รับผิดชอบ ส่งผลต่อประสิทธิภาพการปฏิบัติงานของคณะกรรมการไตรภาคี สังกัดกระทรวงแรงงาน ได้ร้อยละ 11.6  2) หลักอิทธิบาท 4 คือ ฉันทะ (ความเพียร) ส่งผลต่อประสิทธิภาพการปฏิบัติงานของคณะกรรมการไตรภาคี สังกัดกระทรวงแรงงาน ได้ร้อยละ 13.4  และ 3) แรงจูงใจในการปฏิบัติงาน และหลักอิทธิบาท 4 ส่งผลร่วมกันต่อประสิทธิภาพการปฏิบัติงานของคณะกรรมการไตรภาคี สังกัดกระทรวงแรงงาน ได้ร้อยละ 17.4 เพราะ ในแรงจูงใจในการปฏิบัติงาน ได้แก่ ด้านลักษณะงานที่รับผิดชอบ ด้านโอกาสก้าวหน้าในหน้าที่การงาน ด้านสภาพแวดล้อมในการปฏิบัติงาน ด้านการได้รับการยอมรับนับถือ ด้านสัมพันธภาพกับเพื่อนร่วมงาน สามารถนำไปเพิ่มประสิทธิภาพการปฏิบัติงานของคณะกรรมการไตรภาคี สังกัดกระทรวงแรงงาน ให้มีประสิทธิภาพมากยิ่งขึ้น ซึ่งต้องมีการประยุกต์หลักอิทธิบาท 4 เพื่อสร้างแรงจูงใจในการปฏิบัติงาน ประกอบด้วย ฉันทะ มีความพอใจ วิริยะ มีความเพียร จิตตะ มีความคิดจดจ่อ และวิมังสา มีความไตร่ตรอง

3. แนวทางการประยุกต์หลักพุทธธรรมเพื่อเพิ่มประสิทธิภาพการปฏิบัติงานของคณะกรรมการไตรภาคี สังกัดกระทรวงแรงงาน พบว่า มีการบูรณาการ ดังนี้ 1) ฉันทะ เป็นความรักในการทำงาน บุคคลจะประกอบการงาน จะต้องเริ่มในสิ่งรัก มีความสมัครใจและมุ่งหวังในผลสำเร็จของงาน พร้อมยอมรับฟังความคิดเห็น  2) วิริยะ เป็นความเพียรพยายาม ความขยัน อดทน ภายหลังจากที่รัก และพอใจในการทำสิ่งใดสิ่งหนึ่งแล้ว จะมีความพยายามในการลงมือปฏิบัติ ซึ่งเป็นเครื่องกำหนดให้ดำเนินการไปอย่างไม่ลดละความพยายาม 3) จิตตะ เป็นการเอาใจใส่ในการทำงาน มีความคิดจดจ่อในสิ่งที่เกี่ยวข้องกับงาน จิตใจแน่วแน่ มั่นคง มีสติรับรู้ทุกการกระทำให้ส่งผลต่อความสำเร็จของตามเป้าหมายที่กำหนดไว้  4) วิมังสา เป็นการให้ความสำคัญในรายละเอียดของงาน หรือสิ่งที่กระทำอย่างเนืองนิตย์ เพราะนอกจากมีใจรักในงานที่ทำ สิ่งสำคัญที่จะทำให้งานที่ทำนั้นสำเร็จได้อย่างสมบูรณ์ คือการหมั่นตรวจสอบไตร่ตรองด้วยปัญญา เพื่อหาข้อดี ข้อด้อยของการปฏิบัติงานทุกครั้ง เพราะปัญญาเป็นสิ่งที่แสดงถึงความเป็นผู้ที่มีความรู้ความสามารถ หรือเป็นผู้ที่ประกอบด้วยคุณธรรม ย่อมส่งผลดีต่อการแก้ปัญหาที่อาจจะเกิดขึ้นในขณะปฏิบัติงาน และสามารถป้องกันและแก้ปัญหาได้อย่างดีเยี่ยม

บทคัดย่อภาษาอังกฤษ

Objectives of this dissertation were: 1. To study the  of efficiency of the Tripartite Committee under the Ministry of Labor, 2. To study the factors affecting the performance of the Tripartite Committee under the Ministry of Labor, and 3. To present a guidance for applying Buddhist principles to increase the performance efficiency of the Tripartite Committee under the Ministry of Labor, conducted by the mixed research methods.. The quantitative research collected data with questionnaires that had  total confidence value of 0.915, from  165 samples, and analyzed with statistics of Mean, standard deviation, and multiple regression. The Qualitative research, data were collected from 18 key informants by in-depth-interviewing with in-depth-interviewing script. Data were also collected from 10 participants in focus group discussion. The data were analyzed by content descriptive interpretation.

Findings were as follows:

1. The performance of the Tripartite Committee under the Ministry of Labour by overall was at the highest level (x̅= 4.37) Each aspect consisted of 1) assigned responsible task, 2) the process of work, 3) the importance of work, 4) results obtained from the work performed, all were at high level, because it was the implementation of policies or plans in different ways in order to achieve the objectives set at different levels and to set the guidelines of the operation in order to accept their assigned duties, depending on the workers how attentive and responsible they were, listening to the opinions and reasons of labor relations, and when there was problems of incomprehension or affected labor, they must find solutions and solve problems together in order to create a consistent understanding. All parties can coexist stably.

2. Factors affecting the performance of the Tripartite Committee under the Ministry of Labor included: 1) The nature of the responsible job description affected the performance of the Tripartite Committee under the Ministry of Labor 11.6 percent
2) Itthibada 4 principles, Chanda,perseverance affected the performance of the Tripartite Committee under the Ministry of Labor by 13.4 percent and  3) the motivation for work and the Itthibath 4 principle affected the performance of the Tripartite Committee under the Ministry of Labor by 17.4 percent. Because in the motivation for performing tasks, such as responsible job characteristics, career advancement opportunities, performance environment, and respectability in terms of relationships with colleagues could be be used to increase the performance efficiency of the Tripartite Committee under the Ministry of Labour for more efficiency which required the application of the Itthibat 4 principles to create motivation for performance, consisting of consensus, satisfaction, perseverance, chitta,focused thinking, and vimansa that was contemplation.

3. The Guideline of applying Buddhist principles to increase the performance efficiency of the Tripartite Committee under the Ministry of Labour was found that there was integration as follows: 1) Chanda, a love of work, a person will work, must start in love, be voluntary and aim for the success of the work, and accept and listen to opinions, 2) Viriya,  perseverance, diligence, patience. After loving, and satisfying to do one thing, there will be an effort to act, which is a relentless effort. 3) Chitta, the attention to work focusing on what is relevant to the work with a steadfast, stable mind and consciousness of every action that affects the achievement of the specified goal, 4) Vimamsa, to focus on the details of the work or what is to be done in a perpetual way. The key to complete the task is to constantly examine and reflect with wisdom to find the advantages and disadvantages of every performance, because wisdom is a representation of being a person who is knowledgeable or a person who is composed of virtues, who has a positive effect on solving problems that may arise while performing the task, and can be excellently prevented and solved.
