          การวิจัยครั้งนี้ มีวัตถุประสงค์ 1) เพื่อศึกษาระดับความคิดเห็นของบุคลากรและประชาชนที่มีต่อการบริหารงานตามหลักพุทธธรรมาภิบาลของเทศบาลตำบลยางเนิ้ง อำเภอสารภี จังหวัดเชียงใหม่ 2) เพื่อเปรียบเทียบระดับความคิดเห็นของบุคลากรและประชาชนที่มีต่อการบริหารงานตามหลักพุทธธรรมาภิบาลของเทศบาลตำบลยางเนิ้ง อำเภอสารภี จังหวัดเชียงใหม่ โดยจำแนกตามปัจจัยส่วนบุคคล  3) เพื่อศึกษาปัญหา อุปสรรค และข้อเสนอแนะต่อการบริหารงานตามหลักพุทธธรรมาภิบาลของเทศบาลตำบลยางเนิ้ง อำเภอสารภี จังหวัดเชียงใหม่ ศึกษาวิจัยโดยใช้การวิจัยเชิงสำรวจ (Survey Research) กลุ่มตัวอย่างที่ใช้ในการวิจัย คือ ประชาชนในเทศบาลตำบลยางเนิ้ง อำเภอสารภี จังหวัดเชียงใหม่  จำนวน 385 คน โดยทำการสุ่มแบบแบ่งชั้น (Stratified Random Sampling) เครื่องมือที่ใช้เป็นแบบสอบถาม มีลักษณะเป็นแบบตรวจสอบรายการ และมาตราส่วนประเมินค่า 5 ระดับ และแบบสอบถามปลายเปิด ซึ่งผู้วิจัยสร้างขึ้นเอง โดยมีค่าความเชื่อมั่นทั้งฉบับเท่ากับ 0.73 วิเคราะห์ข้อมูลโดยใช้โปรแกรมสำเร็จรูปเพื่อการวิจัยทางสังคมศาสตร์ สถิติที่ใช้ได้แก่ ค่าความถี่      ค่าร้อยละค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐานและสถิติเชิงอ้างอิงที่ใช้สำหรับทดสอบสมมติฐานการวิจัย โดยจำแนกตามลักษณะของตัวแปร สถิติที่ใช้ในการวิเคราะห์ คือ การทดสอบค่าที (t–test) และทดสอบค่าเอฟ (F–test) โดยวิธีการวิเคราะห์ความแปรปรวนทางเดียว (One-way ANOVA)

               ผลการวิจัยพบว่า

            1. ระดับความคิดเห็นของประชาชนที่มีต่อการบริหารงานตามหลักพุทธธรรมาภิบาลของเทศบาลตำบลยางเนิ้ง อำเภอสารภี จังหวัดเชียงใหม่ โดยรวมอยู่ในระดับปานกลาง (x̅= 3.24,  S.D. = 0.80) ระดับความคิดเห็นของประชาชนที่มีต่อการบริหารงานตามหลักพุทธธรรมาภิบาล ของเทศบาลตำบลยางเนิ้ง อำเภอสารภี จังหวัดเชียงใหม่ ตามหลักอิทธิบาท 4 โดยรวมอยู่ในระดับปานกลาง (x̅= 3.32, S.D. = 0.75)

        2. เปรียบเทียบระดับความคิดเห็นของประชาชนที่มีต่อการบริหารงานตามหลักพุทธธรรมา ภิบาลของเทศบาลตำบลยางเนิ้ง อำเภอสารภี จังหวัดเชียงใหม่ พบว่า อายุ และอาชีพแตกต่างกันมีระดับความคิดเห็นของประชาชนที่มีต่อการบริหารงานตามหลักพุทธธรรมาภิบาลของเทศบาลตำบลยางเนิ้ง อำเภอสารภี จังหวัดเชียงใหม่ โดยรวมแตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 จึงยอมรับสมมติฐานการวิจัย ระดับความคิดเห็นของประชาชนที่มีต่อการบริหารงานตามหลักพุทธธรรมาภิบาลของเทศบาลตำบลยางเนิ้ง อำเภอสารภี จังหวัดเชียงใหม่ ตามหลักอิทธิบาท 4 พบว่า ระดับการศึกษาแตกต่างกัน มีระดับความคิดเห็นของประชาชนที่มีต่อการนำหลักอิทธิบาท 4 มาบริหารงานตามหลักพุทธธรรมาภิบาลของเทศบาลตำบลยางเนิ้ง อำเภอสารภี จังหวัดเชียงใหม่ โดยรวมแตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 จึงยอมรับสมมติฐานการวิจัย

            3. ปัญหา อุปสรรค และข้อเสนอแนะในการบริหารงานตามหลักพุทธธรรมาภิบาลของเทศบาลตำบลยางเนิ้ง อำเภอสารภี จังหวัดเชียงใหม่ พบว่า เทศบาลตำบลยางเนิ้งขาดเป้าหมายที่ชัดเจนในการบริหารงาน บุคลากรในองค์กรไม่สามารถเข้าใจและรู้ถึงแนวทางในการปฏิบัติงานเพื่อให้ไปถึงเป้าหมายตามที่องค์กรได้วางไว้ เป็นผลให้งานที่สำเร็จไม่ตอบสนองต่อตามความต้องการของประชาชน ดังนั้น เทศบาลตำบลยางเนิ้ง อำเภอสารภี จังหวัดเชียงใหม่ ควรตั้งเป้าหมายในองค์กรให้ชัดเจน เพื่อที่บุคลากรจะได้มีแนวทางการปฏิบัติงานได้อย่างเหมาะสม เพื่อบรรลุเป้าหมายขององค์กร และควรจัดประชุมหารือกับทางผู้นำชุมชนในแต่ละหมู่บ้าน เพื่อได้ทราบถึงความต้องการที่แท้จริงจากประชาชนว่าขาดแคลนสิ่งใด จะได้นำมาตั้งเป็นเป้าหมายในการบริหารงานต่อไป

บทคัดย่อภาษาอังกฤษ

              This research Objectives: 1) to study the level of opinions of personnel and people towards the administration according to the principles of Buddhist governance of Yang Noeng Subdistrict Municipality, Saraphi District, Chiang Mai Province; 2) to compare the opinion levels of personnel and people having To the administration according to the principles of good governance of Yang Noeng Subdistrict Municipality, Saraphi District, Chiang Mai Province Classified by personal factors. 3) to study the problems, obstacles and suggestions on the administration according to the principles of good governance of Yang Noeng Subdistrict Municipality, Saraphi District, Chiang Mai Province. Study research using survey research (Survey Research). The sample group used in this research was the people in Yang Noeng Sub-district Municipality, Saraphi District, Chiang Mai Province, totaling 385 people by stratified random sampling. The tool used was a questionnaire. It looks like a check list. and a 5-level evaluation scale and an open-ended questionnaire created by the researcher himself The confidence value of the entire issue was 0.73. The data were analyzed by using a social science research package program. Statistics used were frequency, percentage, mean. The standard deviation and reference statistics used to test the research hypothesis. Classified by the nature of the variables. Statistics used for analysis were t-test and F-test by (one-way ANOVA).

              The results showed that

              1. The level of public opinion towards the administration according to the principles of good governance of Yang Noeng Subdistrict Municipality, Saraphi District, Chiang Mai Province. The overall level was at a moderate level (x̅= 3.24, S.D. = 0.80). Saraphi District, Chiang Mai Province Overall, it was at a moderate level (x̅= 3.32,  S.D. = 0.75)

           2. To compare the level of public opinion toward the administration according to the Buddhadhamma principles. Governance of Yang Noeng Sub-district Municipality, Saraphi District, Chiang Mai Province found that age and occupation were different. There was the level of people's opinions toward the administration according to the principles of good governance of Yang Noeng Subdistrict Municipality, Saraphi District, Chiang Mai Province. overall different with statistical significance at the 0.05 level. Therefore, the research hypothesis was accepted. The level of people's opinions towards the implementation of the 4 Iddhipada principles to administer according to the principles of Buddhist governance in Yang Noeng Sub-district Municipality, Saraphi District, Chiang Mai Province found that educational levels were different. There was a level of people's opinions towards the adoption of the 4 Iddhipada principles to administer according to the principles of Buddhist governance in Yang Noeng Subdistrict Municipality, Saraphi District, Chiang Mai Province. overall different with statistical significance at the 0.05 level. Therefore, the research hypothesis was accepted.

          3. Problems, obstacles and suggestions for administration according to the principles of good governance of Yang Noeng Sub-district Municipality, Saraphi District, Chiang Mai Province, it was found that Yang Noeng Sub-district Municipality lacked clear goals in administration. Personnel in the organization cannot understand and know the guidelines for working in order to reach the goals set by the organization. As a result, the completed works did not respond to the needs of the people. Should set clear goals in the organization. So that the personnel will have guidelines to work properly. to achieve the goals of the organization And should hold a meeting to discuss with the community leaders in each village. in order to know the true needs of the people and what is lacking will be used as a goal in the next administration.
