         การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) เพื่อศึกษาระดับความคิดเห็นของประชาชนที่มีต่อประสิทธิผลการบริหารจัดการต้นยางนาบนถนนสายเก่าเชียงใหม่-ลำพูน ขององค์การบริหารส่วนจังหวัดเชียงใหม่ 2) เพื่อเปรียบเทียบระดับความคิดเห็นของประชาชนที่มีต่อประสิทธิผลการบริหารจัดการต้นยางนาบนถนนสายเก่าเชียงใหม่-ลำพูน ขององค์การบริหารส่วนจังหวัดเชียงใหม่ 3) เพื่อศึกษาปัญหา อุปสรรค และข้อเสนอแนะต่อประสิทธิผลการบริหารจัดการต้นยางนาบนถนนสายเก่าเชียงใหม่-ลำพูน ขององค์การบริหารส่วนจังหวัดเชียงใหม่ เป็นงานวิจัยแบบผสานวิธี ระหว่างการวิจัยเชิงปริมาณและการวิจัยเชิงคุณภาพ ในการวิจัยเชิงปริมาณ กลุ่มตัวอย่าง คือ ประชาชนในเขตพื้นที่แขวงกาวิละ, เทศบาลตำบลหนองหอย, เทศบาลตำบลหนองผึ้ง, เทศบาลตำบลยางเนิ้ง และเทศบาลตำบลสารภี จำนวน 398 คน เก็บรวบรวมข้อมูลโดยใช้แบบสอบถาม วิเคราะห์ข้อมูล โดยใช้สถิติ ความถี่ ร้อยละ ส่วนเบี่ยงเบนมาตรฐาน และสถิติเชิงอ้างอิงที่ใช้สำหรับทดสอบสมมติฐานการวิจัย โดยจำแนกตามลักษณะของ ตัวแปร สถิติที่ใช้ในการวิเคราะห์ คือ การทดสอบ ค่าที (t–test) และทดสอบค่าเอฟ (F–test) โดยวิธีการวิเคราะห์ความแปรปรวนทางเดียว (One-way ANOVA) การวิจัยเชิงคุณภาพด้วยการสัมภาษณ์เชิงลึกกับกลุ่มผู้ให้ข้อมูลสำคัญ จำนวน 9 รูปหรือคน วิเคราะห์ข้อมูลโดยใช้เทคนิควิเคราะห์เนื้อหา

            ผลการวิจัยพบว่า

           1) ระดับความคิดเห็นของประชาชนที่มีต่อประสิทธิผลการบริหารจัดการต้นยางนาบนถนนสายเก่าเชียงใหม่-ลำพูน ขององค์การบริหารส่วนจังหวัดเชียงใหม่ ได้แก่ อยู่ในระดับปานกลางทุกด้าน (x̅= 3.34,  S.D. = 0.80) และระดับความคิดเห็นของประชาชนที่มีต่อประสิทธิผลการบริหารจัดการต้นยางนาบนถนนสายเก่าเชียงใหม่-ลำพูน ขององค์การบริหารส่วนจังหวัดเชียงใหม่ ตามหลักสังคหวัตถุ 4 ได้แก่ อยู่ในระดับปานกลางทุกด้าน (x̅= 3.34, S.D. = 0.74)

         2) เปรียบเทียบระดับความคิดเห็นของประชาชนที่มีต่อประสิทธิผลการบริหารจัดการต้นยางนาบนถนนสายเก่าเชียงใหม่-ลำพูน ขององค์การบริหารส่วนจังหวัดเชียงใหม่ พบว่า เพศ อายุ การศึกษา สถานภาพ อาชีพ และที่อยู่อาศัยแตกต่างกัน มีระดับความคิดเห็นของประชาชนที่มีต่อประสิทธิผลการบริหารจัดการต้นยางนาบนถนนสายเก่าเชียงใหม่-ลำพูน ขององค์การบริหารส่วนจังหวัดเชียงใหม่ โดยรวมไม่แตกต่างกัน จึงปฏิเสธสมมติฐานการวิจัย เปรียบเทียบระดับความคิดเห็นของประชาชนที่มีต่อประสิทธิผลการบริหารจัดการต้นยางนาบนถนนสายเก่าเชียงใหม่-ลำพูน ขององค์การบริหารส่วนจังหวัดเชียงใหม่ ตามหลักสังคหวัตถุ 4 พบว่า เพศ อายุ การศึกษา สถานภาพ อาชีพ และที่อยู่อาศัยแตกต่างกัน มีระดับความคิดเห็นของประชาชนที่มีต่อประสิทธิผลการบริหารจัดการต้นยางนาบนถนนสายเก่าเชียงใหม่-ลำพูน ขององค์การบริหารส่วนจังหวัดเชียงใหม่ ตามหลักสังคหวัตถุ 4 โดยรวมไม่แตกต่างกัน จึงปฏิเสธสมมติฐานการวิจัย

          3) ปัญหา อุปสรรคพบว่า กิ่งของต้นยางนาแห้งและร่วงหล่นบนถนน ทำให้เกิดความอันตรายต่อผู้สัญจรไป-มา รากของต้นยางนามุดเข้าใต้ถนนทำให้ถนนมีการนูนเป็นคลื่น มักเกิดอุบัติเหตุได้ง่าย การชดเชยค่าเสียหายให้แก่ผู้ได้รับควาเดือดร้อนที่ไม่เพียงพอในการเยียวยารักษา และข้อเสนอแนะพบว่า ควรมีการสำรวจกิ่งของต้นยางนาอยู่เสมอ เพื่อตรวจสอบความแข็งแรงและมั่นคงของต้นยางนามิให้ร่วงหล่น ควรควบคุมรากของต้นยางนาและทำถนนให้เกิดการนูนเป็นคลื่นน้อยที่สุด และควรให้หน่วยงานที่รับผิดชอบ คอยติดตามผู้ที่ได้รับความเดือดร้อนจากต้นยางนา และให้การเยียวยาช่วยเหลืออย่างเหมาะสม

             The objectives of this research article are 1) to study the level of public opinion towards the effectiveness of rubber tree management on the old Chiang Mai-Lamphun road. of the Chiang Mai Provincial Administrative Organization 2) to compare the level of people's opinions toward the effectiveness of Yang Na Tree Management on the old Chiang Mai - Lamphun Road. of the Chiang Mai Provincial Administrative Organization. 3) to study the problems, obstacles, and suggestions on the effectiveness of rubber tree management on the old road Chiang Mai - Lamphun. of Chiang Mai Provincial Administrative Organization It is an integrated research method between quantitative research and qualitative research in quantitative research The samples were people in Kawila Subdistrict Area, Nong Hoi Subdistrict Municipality, Nong Phueng Subdistrict Municipality, Yang Noeng Subdistrict Municipality. and Saraphi sub-district municipality, 398 people. Data were collected by using a questionnaire. Data were analyzed using statistics, frequency, percentage, and standard deviation. and reference statistics used to test the research hypothesis. Classified by the nature of the variables used in the analysis were t-test and F-test by one-way ANOVA method. With in-depth interviews with key informants, 9 figures or people, data were analyzed using content analysis techniques.

            The results showed that

           1) The level of public opinion towards the effectiveness of rubber tree management on the old Chiang Mai-Lamphun road. Of the Chiang Mai Provincial Administrative Organization found that it was at a moderate level in all aspects (x̅= 3.34, S.D. = 0.80) and the level of people's opinions towards the effectiveness of Yang Na Tree Management on the Old Chiang Mai - Lamphun Road. of Chiang Mai Provincial Administrative Organization According to Sangahavatthu 4, it was found that it was at a medium level in all aspects (x̅= 3.34, S.D. = 0.74).

          2) Compare the level of public opinion towards the effectiveness of rubber tree management. There is a level of public opinion towards the effectiveness of Yang Na tree management on the old Chiang Mai-Lamphun road. of the Chiang Mai Provincial Administrative Organization as a whole are not different Therefore, the research hypothesis was rejected.

          3) Problems Obstacles found that the branches of the rubber tree dry and fall on the road. cause harm to commuter The roots of the rubber trees dig under the road, causing the road to undulate. Accidents are prone to occur. Compensation for damages to those who have suffered insufficient treatment and suggestions found There should always be a survey of the branches of the rubber tree. to check the strength and stability of the Yang Nami tree to fall Should control the roots of the rubber tree and make the road less wavy over there. and should be given to responsible agencies Keep an eye on those who have suffered from the rubber tree. and provide appropriate remedies.
