           สารนิพนธ์นี้มีวัตถุประสงค์ ดังนี้ 1) เพื่อศึกษาระดับประสิทธิผลการบริหารจัดการสวัสดิการผู้สูงอายุของเทศบาลตำบลป่าแดด อำเภอเมืองเชียงใหม่ จังหวัดเชียงใหม่ 2) เพื่อเปรียบเทียบความคิดเห็นผู้สูงอายุที่มีต่อประสิทธิผลการบริหารจัดการสวัสดิการผู้สูงอายุของเทศบาลตำบลป่าแดด อำเภอเมืองเชียงใหม่ จังหวัดเชียงใหม่ จำแนกตามปัจจัยส่วนบุคคล 3) เพื่อศึกษาปัญหา อุปสรรค และข้อเสนอแนะแนวทางประสิทธิผลการบริหารจัดการสวัสดิการผู้สูงอายุของเทศบาลตำบลป่าแดด อำเภอเมืองเชียงใหม่ จังหวัดเชียงใหม่

           วิธีการดำเนินการวิจัยเป็นแบบผสานวิธี กล่าวคือ การวิจัยเชิงปริมาณ ใช้วิธีการวิจัยเชิงสํารวจ  ประชากรที่ใช้ในการวิจัย คือผู้สูงอายุที่มารับเบี้ยยังชีพเขตเทศบาลตำบลป่าแดด อำเภอเมืองเชียงใหม่ จังหวัดเชียงใหม่ ใช้วิธีการสุ่มตัวอย่างจากสูตรของของทาโร่ ยามาเน่ (Taro Yamane) ได้กลุ่มตัวอย่าง จำนวน 339 คน ใช้แบบสอบถามเป็นเครื่องมือในการเก็บข้อมูล  วิเคราะห์ข้อมูลโดยใช้ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย และค่าส่วนเบี่ยงเบนมาตรฐาน ทดสอบสมมติฐานโดยการทดสอบ t-test และ F-test  และการวิจัยเชิงคุณภาพ ใช้การสัมภาษณ์เชิงลึกกับผู้ให้ข้อมูลสำคัญ จำนวน 10 รูปหรือคน ใช้เทคนิคการวิเคราะห์เนื้อหาประกอบบริบท นำเสนอความเรียงประกอบตารางแจกแจงความถี่ของผู้ให้ข้อมูลสำคัญเพื่อสนับสนุนข้อมูลเชิงปริมาณ

              ผลการวิจัยพบว่า

             1. ระดับประสิทธิผลการบริหารจัดการสวัสดิการผู้สูงอายุของเทศบาลตำบลป่าแดด อำเภอเมืองเชียงใหม่ จังหวัดเชียงใหม่ ได้แก่ สังคหวัตถุ 4 โดยภาพรวมอยู่ในระดับมากที่สุด (x̅= 4.61, S.D. = 0.710) และประสิทธิผลการบริหารจัดการสวัสดิการผู้สูงอายุ ทั้ง 5 ด้าน โดยภาพรวมอยู่ในระดับมากที่สุด (x̅= 4.59, S.D. = 0.748)

          2. เปรียบเทียบประสิทธิผลการบริหารจัดการสวัสดิการผู้สูงอายุของเทศบาลตำบลป่าแดด อำเภอเมืองเชียงใหม่ จังหวัดเชียงใหม่ โดยจำแนกตามปัจจัยส่วนบุคคล พบว่า ผู้สูงอายุที่มีเพศ อายุ ระดับการศึกษา สถานภาพ จำนวนเบี้ยยังชีพที่ได้รับ รายได้อื่นที่ได้รับ และลักษณะที่ยู่อาศัย ต่างกัน มีความคิดเห็นต่อประสิทธิผลการบริหารจัดการสวัสดิการผู้สูงอายุของเทศบาลตําบลป่าแดด อําเภอเมืองเชียงใหม่ จังหวัดเชียงใหม่ โดยภาพรวมแตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 จึงยอมรับสมมติฐานการวิจัย

          3. ปัญหา อุปสรรค เกี่ยวกับประสิทธิผลการบริหารจัดการสวัสดิการผู้สูงอายุของเทศบาลตําบลป่าแดด อําเภอเมืองเชียงใหม่ จังหวัดเชียงใหม่ พบว่าขาดการส่งเสริมให้ผู้สูงอายุเข้าถึงสวัสดิการของรัฐบาล เช่น เบี้ยยังชีพ, เงินกู้ยืมประกอบอาชีพ มีความสำคัญต่อความต้องการสวัสดิการสังคม ขาดมีการจัดสรรเงินทุนเพื่อการประกอบอาชีพที่เหมาะสม และข้อเสนอแนะแนวทางประสิทธิผลการบริหารจัดการสวัสดิการผู้สูงอายุของเทศบาลตําบลป่าแดด อําเภอเมืองเชียงใหม่ จังหวัดเชียงใหม่ พบว่าควรการมีระบบสุขภาพเพื่อรองรับสังคมสูงอายุ เช่น การเพิ่มโอกาสการเข้าถึงการบริการ, พัฒนารูปแบบการดูแลผู้สูงอายุในระยะการฟื้นฟู ควรมีการส่งเสริมการรวมกลุ่มและสร้างความเข้มแข็งเครือข่ายด้านผู้สูงอายุ และควรส่งเสริมการได้รับเบี้ยยังชีพทำให้ผู้สูงอายุมีคุณภาพชีวิตที่ดีชึ้นกว่าเดิม

          This Research Paper has the following objectives: 1) to study the effectiveness of the elderly welfare management of Pa Daet Subdistrict Municipality. Mueang Chiang Mai District 2) to compare the opinions of the elderly toward the effectiveness of elderly welfare management of Pa Daet Subdistrict Municipality. Mueang Chiang Mai District Chiang Mai Province Classified by individual factors 3) to study the problems, obstacles, and suggestions for the effectiveness of the elderly welfare management of Pa Daet Subdistrict Municipality. Mueang Chiang Mai District Chiang Mai Province

             The research method is integrated method, that is, quantitative research. using survey research methods Research population is an elderly person who receives the living allowance in Pa Daet Subdistrict Municipality Mueang Chiang Mai District Chiang Mai Province Using the random sampling method from Taro Yamane's formula, the sample group was 339 people. The questionnaire was used as a data collection tool. Data were analyzed using frequency, percentage, mean and standard deviation. Hypothesis was tested by t-test and F-test and qualitative research. Use in-depth interviews with 10 key informants or people. Use content analysis techniques with context. Presented an essay accompanying the frequency distribution table of key informants to support quantitative data

              The results showed that

            1. Effectiveness Level of Elderly Welfare Management of Pa Daet Subdistrict Municipality Mueang Chiang Mai District Chiang Mai Province, including the  Sangkhahavatthu 4, overall was at the highest level (x̅= 4.61, S.D. = 0.710) and the effectiveness of the elderly welfare management in all 5 aspects was at the highest level (x̅= 4.59, S.D. = 0.748)

            2. Compare whether you will help the elderly welfare of Pa Daet municipality in Chiang Mai. classified according to the requirements of each person. It was found that the elderly with sex, Age, education level, status, number of allowance received other income received and characteristics of residence, there were different opinions on the effectiveness of elderly welfare management of Pa Daet Subdistrict Municipality. Mueang Chiang Mai District Chiang Mai Province Overall, it's different. with statistical significance at the 0.05 level. Therefore, the research hypothesis was accepted

            3. Problems and obstacles related to the effectiveness of elderly welfare management of Pa Daet Sub-district Municipality. Mueang Chiang Mai District Chiang Mai Province It was found that there was a lack of promotion for the elderly to access government welfare such as living allowances, occupational loans. It is important to social welfare needs. Lack of proper allocation of funds for occupation and suggestions for the effectiveness of the elderly welfare management of Pa Daet Sub-district Municipality. Mueang Chiang Mai District Chiang Mai Province It was found that there should be a health system to support the aging society, for example, increasing the opportunity to access services, developing a model of care for the elderly during the rehabilitation period. There should be promotion of group integration and strengthening networks for the elderly. And should promote the receipt of a living allowance to make the elderly have a better quality of life.
