บทคัดย่อภาษาไทย

การวิจัยครั้งนี้มีวัตถุประสงค์ 1. เพื่อศึกษาการบริหารการพัฒนาชุมชนตามหลักปรัชญาเศรษฐกิจพอเพียงของเทศบาลตำบลโพนางดำออก อำเภอสรรพยา จังหวัดชัยนาท 2. เพื่อเปรียบเทียบความคิดเห็นของประชาชนที่มีต่อการบริหารการพัฒนาชุมชนตามหลักปรัชญาเศรษฐกิจพอเพียงของเทศบาลตำบลโพนางดำออก อำเภอสรรพยา จังหวัดชัยนาท จำแนกปัจจัยส่วนบุคคล และ  3. เพื่อศึกษาปัญหา อุปสรรคและข้อเสนอแนะต่อแนวทางการบริหารการพัฒนาชุมชนตามหลักปรัชญาเศรษฐกิจพอเพียงของเทศบาลตำบลโพนางดำออก อำเภอสรรพยา จังหวัดชัยนาท

การวิจัยเป็นแบบผสานวิธี ประกอบด้วยการวิจัยเชิงปริมาณ และการวิจัยเชิงคุณภาพ การวิจัยเชิงปริมาณ ใช้แบบสอบถามเป็นเครื่องมือในการเก็บรวบรวมข้อมูล โดยมีค่าความเชื่อมั่นทั้งฉบับเท่ากับ 0.841 กลุ่มตัวอย่าง คือ ประชาชนในเขตพื้นที่เทศบาลตำบลโพนางดำออก อำเภอสรรพยา จังหวัดชัยนาท จำนวน 373 คน โดยสุ่มตัวอย่างจากประชากรทั้งหมด 5,387  คน คำนวณจากสูตรทาโร่ยามาเน่ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย และค่าส่วนเบี่ยงเบนมาตรฐาน ทดสอบสมมติฐานโดยการทดสอบค่าที และการทดสอบค่าเอฟ ด้วยวิธีการวิเคราะห์ความแปรปรวนทางเดียว เมื่อพบว่ามีความแตกต่างจะทำการเปรียบเทียบความแตกต่างค่าเฉลี่ยเป็นรายคู่ด้วยวิธีผลต่างนัยสำคัญน้อยที่สุด ส่วนการวิเคราะห์ข้อมูลจากแบบสอบถามปลายเปิด วิเคราะห์โดยการพรรณนาแจกแจงความถี่ประกอบตาราง ส่วนวิธีการวิจัยเชิงคุณภาพ ใช้การสัมภาษณ์เชิงลึกจากผู้ให้ข้อมูลสำคัญ จำนวน 12 คน วิเคราะห์ข้อมูลโดยใช้เทคนิควิเคราะห์เนื้อหาเชิงพรรณนา

ผลการวิจัยพบว่า

1. การบริหารการพัฒนาชุมชนตามหลักปรัชญาเศรษฐกิจพอเพียงของเทศบาลตำบลโพนางดำออก อำเภอสรรพยา จังหวัดชัยนาท สำรวจจากความคิดเห็นของประชาชน พบว่า โดยภาพรวมอยู่ในระดับมาก ( x̅ = 3.84, S.D. = 0.699) เมื่อจำแนกเป็นรายด้านพบว่า อยู่ในระดับมากทุกด้าน ตามลำดับค่าเฉลี่ย คือ ด้านความพอประมาณ ( x̅ = 3.86, S.D. = 0.744) ด้านความมีเหตุผล (x̅ = 3.81, S.D. = 0.758) ด้านการมีภูมิคุ้มกันในตัวเองที่ดี (x̅= 3.82, S.D. = 0.761) ด้านความรอบรู้ ( x̅ = 3.85, S.D. = 0.722) และด้านความมีคุณธรรม (x̅ = 3.89, S.D. = 0.764)

2. ผลการเปรียบเทียบความคิดเห็นของประชาชนต่อการบริหารการพัฒนาชุมชนตามหลักปรัชญาเศรษฐกิจพอเพียงของเทศบาลตำบลโพนางดำออก อำเภอสรรพยา จังหวัดชัยนาท โดยจำแนกตามปัจจัยส่วนบุคคล พบว่า ประชาชนที่มีอาชีพ และรายได้/ต่อเดือน มีความคิดเห็นต่อการบริหารการพัฒนาชุมชนตามหลักปรัชญาเศรษฐกิจพอเพียงของเทศบาลตำบลโพนางดำออก อำเภอสรรพยา จังหวัดชัยนาท โดยภาพรวมแตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 จึงยอมรับสมมติฐานการวิจัย ส่วนประชาชนที่มี เพศ อายุ ระดับการศึกษา ต่างกัน มีความคิดเห็นต่อการบริหารการพัฒนาชุมชนตามหลักปรัชญาเศรษฐกิจพอเพียงของเทศบาลตำบลโพนางดำออก อำเภอสรรพยา จังหวัดชัยนาท โดยภาพรวมไม่แตกต่างกัน จึงปฏิเสธสมมติฐานการวิจัย

                3. ปัญหา อุปสรรคการบริหารการพัฒนาชุมชนตามหลักปรัชญาเศรษฐกิจพอเพียงของเทศบาลตำบลโพนางดำออก อำเภอสรรพยา จังหวัดชัยนาท คือ ทำให้โครงการพัฒนาบางโครงการไม่สามารถทั่วถึงประชาชนได้ ทำให้โครงการการบริหารการพัฒนาของเทศบาล ดำเนินการล่าช้า และขาดความรู้ที่จะนำหลักปรัชญาเศรษฐกิจพอเพียงมาใช้ประยุกต์ให้เหมาะสมต่อพื้นที่ในชุมชนได้ จากปัญหาอุปสรรคดังกล่าว ได้มีข้อเสนอแนะ คือ เทศบาลควร จัดโครงการให้ความรู้การประกอบของอาชีพตามหลักปรัชญาเศรษฐกิจพอเพียงแก่แกนนำกลุ่มต่างๆ ภายในชุมชนและรับฟังความคิดเห็นของประชาชนและชี้แจงข้อมูลโครงการแต่ละโครงการอย่างละเอียดต่อคนในพื้นที่ก่อนลงมือปฏิบัติ

บทคัดย่อภาษาอังกฤษ

              Objectives of this research were: 1. to study community development Administrationt according to the sufficiency economy philosophy of Pho Nang Dam Oak Sub-district Municipality, Sapphaya District, Chai Nat Province, 2. to compare the opinions of people towards community development Administration based on sufficiency economy philosophy of Pho Nang Dam Oak Sub-district Municipality, Sapphaya District, Chai Nat Province which classified by personal factor, and 3. to study problems, obstacles and suggestions to the guidelines for community development Administration according to the sufficiency economy philosophy of Pho Nang Dam Oak Subdistrict Municipality, Sapphaya District, Chai Nat Province.

               This research was undertaken under the mixed method. The quantitative research, using questionnaires as a tool to collect data, gave overall confidence of 0.841. The 393 samples were collected from 5,878 of the people who lived in the area of Pho Nang Dam Oak Sub-district Municipality, Sapphaya District, Chai Nat Province using Taro-Yamane’s Formula. Descriptive statistics were used in data analysis namely, frequency, percentage, mean and standard deviation. The hypotheses testing, t-test and F-test with one-way ANOVA were used. In case that the significant was occurred, the mean difference was compared in pairs by least significant difference method. The analysis of data from open-ended questionnaires were described by frequency distribution, consisting of tables. For the qualitative research, in-depth interviewing from 12 key informants was used. Data were analyzed using descriptive content analysis techniques.

              Research finding were as follows:

              1. Community development management according to the sufficiency economy philosophy of Pho Nang Dam Oak Sub-district Municipality, Sapphaya District, Chainat Province were investigated from the opinion of the samples people. It was found that the overview was a high level at = x̅ 3.84 and S.D. = 0.699. The average value is in terms of modesty ( x̅= 3.86, SD = 0.744), reasonableness (x̅= 3.81, SD = 0.758), good self-immunity ( x̅ = 3.82 , SD = 0.761), knowledge (x̅ = 3.85, SD = 0.722), and morality (x̅ = 3.89, SD = 0.764), respectively. 

              2. The comparison of public opinion on community development management according to the sufficiency economy philosophy of Pho Nang Dam Ork Sub-district Municipality, Sapphaya District, Chai Nat Province were classified by personal factors found that, people with a career and income / per month have the significantly different on opinions about community development management according to the sufficiency economy philosophy at significant level of 0.05, therefore, accepting the research hypothesis. As for people with different gender, age, education levels have not the significantly different on opinions about community development management according to the sufficiency economy, therefore, rejecting the research hypothesis

               3. Problems and obstacles in the administration of community development according to the sufficiency economy philosophy of Pho Nang Dam Oak Sub-district Municipality, Sapphaya District, Chai Nat Province was, some development projects cannot cover all people thoroughly. It made the municipal development administration project delayed in action and lack of knowledge to apply sufficiency economy philosophy to the suitable areas in the community. From such obstacles, there is a suggestion that the municipality should organize a project to educate the occupation of the work according to the sufficiency economy philosophy for various group of leaders. Within the community and listen to public opinion and clarify each project information thoroughly to people in the area before taking action.
