                  สารนิพนธ์นี้มีวัตถุประสงค์ คือ 1.ศึกษาระดับการปฏิบัติประสิทธิภาพการดำเนินงานโครงการพัฒนากลุ่มท่องเที่ยวอารยธรรมล้านนา กลุ่มชาติพันธุ์ภาคเหนือของสำนักงานวัฒนธรรมจังหวัดแม่ฮ่องสอน 2.เปรียบเทียบความคิดเห็นของประชาชนต่อประสิทธิภาพการดำเนินงานโครงการพัฒนากลุ่มท่องเที่ยวอารยธรรมล้านนา กลุ่มชาติพันธุ์ภาคเหนือของสำนักงานวัฒนธรรมจังหวัดแม่ฮ่องสอน โดยจำแนกตามปัจจัยส่วนบุคคล 3. นำเสนอแนวทางการเพิ่มประสิทธิภาพการดำเนินงานโครงการพัฒนากลุ่มท่องเที่ยวอารยธรรมล้านนา กลุ่มชาติพันธุ์ภาคเหนือของสำนักงานวัฒนธรรมจังหวัดแม่ฮ่องสอน โดยการประยุกต์ตามหลักธรรมอิทธิบาท 4 เป็นการวิจัยแบบผสานวิธี จำนวนตัวอย่างที่ใช้ในการเก็บรวบรวมข้อมูลจำนวน 306 ตัวอย่างจากประชากรที่มีอายุ 18 ปีขึ้นไปที่เข้าร่วมกิจกรรมสถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และการสัมภาษณ์เชิงลึกกับผู้ให้ข้อมูลสำคัญ จำนวน 11 รูปหรือคน วิเคราะห์ข้อมูลเนื้อหาเชิงพรรณนาอ้างอิงคำพูดบุคคล

                  ผลการวิจัยพบว่า

                  1. ระดับความคิดเห็นต่อประสิทธิภาพการดำเนินงานโครงการพัฒนากลุ่มท่องเที่ยวอารยธรรมล้านนา กลุ่มชาติพันธุ์ภาคเหนือของสำนักงานวัฒนธรรมจังหวัดแม่ฮ่องสอน โดยภาพรวมอยู่ในระดับมาก เมื่อจำแนกเป็นรายด้านพบว่า อยู่ในระดับมากทุกด้าน

                  2. ผลการเปรียบเทียบประสิทธิภาพการดำเนินงานโครงการพัฒนากลุ่มท่องเที่ยวอารยธรรมล้านนากลุ่มชาติพันธุ์ภาคเหนือของสำนักงานวัฒนธรรมจังหวัดแม่ฮ่องสอน โดยจำแนกตามปัจจัยส่วนบุคคล พบว่า ผู้ตอบแบบสอบถามที่มีเพศ อายุ ระดับการศึกษา รายได้เฉลี่ยต่อเดือน ต่างกัน มีความคิดเห็นไม่แตกต่างกัน

                  3. แนวทางการเพิ่มประสิทธิภาพการดำเนินงานโครงการพัฒนากลุ่มท่องเที่ยวอารยธรรมล้านนากลุ่มชาติพันธุ์ภาคเหนือของสำนักงานวัฒนธรรมจังหวัดแม่ฮ่องสอน ตามหลักธรรมอิทธิบาท 4  ผู้รับผิดชอบโครงการต้องเป็นผู้รักงานในหน้าที่ที่ตนรับผิดชอบอยู่และเอาใจใส่กระตือรือร้น ในการทำงาน นอกจากนี้หน่วยงานควรสร้างขวัญและกำลังใจในการทำงาน เพื่อทำให้บุคลากรเกิดความรัก และความพอใจที่จะปฏิบัติงาน การสร้างความรักความสามัคคีในหน่วยงาน เพื่อร่วมกันแก้ปัญหา คิดวิเคราะห์สร้างสรรค์เพื่อหารูปแบบการทำงาน และควรมีการทบทวน ไตร่ตรองและการถอดบทเรียนในการปฏิบัติงานเพื่อสร้างเป็นแนวทางปฏิบัติให้กับการทำงานในครั้งต่อไป โดยนำหลักธรรมอิทธิบาท 4 มาประยุกต์และบูรณาการกับนโยบายของภาครัฐเพื่อให้เกิดประสิทธิภาพสูงสุด

บทคัดย่อภาษาอังกฤษ

                  The purposes of this study were 1) to study the level of practice, operational efficiency of the Lanna Civilization Tourism Group Development Project of the Northern Ethnic Groups of the Cultural Office Mae Hong Son Province ,2)to compare public opinions, classified by personal factors, on the operational efficiency of the Lanna Civilization Tourism Group Development Project, and 3) to present guidelines for increasing the efficiency of the Lanna Civilization Tourism Group Development Project by applying the principle of Iddhipāta 4. This research was conducted with a mixed research methodology with 306 samples who ages 18 year old or over and participated in the activities.  The data analysis was analyzed through statistical percentage, mean, and standard deviation, and the in-depth interviews of the 11 key informants was analyzed by descriptive content by referring to a personal speech. 

                  The results showed that

                  1) the level of opinions towards the operational efficiency of the Lanna Civilization Tourism Group Development Project, totally, were at a high level in every aspects,

                  2) the performance comparison results of the Lanna Civilization Tourism Group Development Project, classified by personal factors, showed that  although there were the differences in the respondents with gender, age, level of education ,and the different average monthly income, their  opinions were not different,

                  3) guidelines based on the Iddhipāta 4 for improving the operational efficiency of the Lanna Civilization Tourism Group Development Project should be applied as followings: persons in charge of the project must be passionate to the work they are responsible for and be attentive and enthusiastic in their work. In addition, each government sectors should build morale and inspiration in work place to create employee engagement and satisfaction, as well as the unity in the organization. For corporative problems solving, all members must think cooperatively, analytically and creatively to find working patterns, and review, reflect and take lessons from operations in order to create guidelines for the future working. This can be done through applying Iddhipāta 4 principle and be integrated with government policies for maximum efficiency.
