บทคัดย่อภาษาไทย

         การวิจัยครั้งนี้มีวัตถุประสงค์ คือ 1) เพื่อศึกษาระดับความคิดเห็นเกี่ยวกับการบริหาร จัดการน้ำเพื่อการเกษตรของเทศบาลตำบลป่าสัก อำเภอเมือง จังหวัดลำพูน 2)เพื่อศึกษาเปรียบเทียบ ความคิดเห็นเกี่ยวกับการบริหารจัดการน้ำเพื่อการเกษตรของเทศบาลตำบลป่าสัก อำเภอเมือง จังหวัด ลำพูน โดยจำแนกตามปัจจัยส่วนบุคคล 3) เพื่อเสนอแนวทางการบริหารจัดการน้้ำเพื่อการเกษตรตามหลักพุทธธรรมของเทศบาลตำบลป่าสัก อำเภอเมือง จังหวัดลำพูน การศึกษาวิจัยครั้งนี้ใช้กลุ่มตัวอย่าง จากกลุ่มเกษตรกรผู้ใช้น้ำเพื่อการเกษตรจำนวน 223 คน การสัมภาษณ์เชิงลึกกับผู้ให้ข้อมูลสำคัญ           รวมทั้งหมดจำนวน 12 รูปหรือคน

          ผลการศึกษาวิจัยพบว่า 1. ระดับความคิดเห็นเกี่ยวกับการบริหารจัดการน้ำเพื่อการเกษตรของเทศบาลตำบลป่าสัก อำเภอเมือง จังหวัดลำพูน พบว่า ระดับการบริหารจัดการน้ำเพื่อการเกษตรตามหลักจักกวัตติวัตร 5 ของเทศบาลตำบลป่าสัก อำเภอเมือง จังหวัดลำพูน โดยภาพรวมอยู่ในระดับมาก

                2. การเปรียบเทียบความคิดเห็นเกี่ยวกับการบริหารจัดการน้ำเพื่อการเกษตรของเทศบาล ตำบลป่าสัก อำเภอเมือง จังหวัดลำพูน ในด้านเพศมีความคิดเห็นต่างกันจึงยอมรับสมมติฐาน ส่วนด้าน อื่นๆมีความคิดเห็นไม่ต่างกันจึงปฏิเสธสมมติฐาน         
           3. แนวทางการบริหารจัดการน้ำเพื่อการเกษตรตามหลักพุทธธรรมของเทศบาลตำบลป่าสัก อำเภอเมือง จังหวัดลำพูน โดยเริ่มจากผู้นำชุมชน และกลุ่มผู้ใช้น้ำการเกษตรและหน่วยงานทีรับผิดชอบโดยตรง ต้องให้ความสำคัญกับการกำหนดนโยบายเชิงกลยุทธ์ สามารถบูรณาการได้ตั้งแต่ ต้นน้ำ กลางน้ำจนถึงปลายน้ำ และมีการเก็บรวบรวมข้อมูลเข้าสู่ระบบเศรษฐกิจภาคการเกษตร การจัดตั้งกลุ่มผู้ใช้น้ำเพื่อการเกษตร การสร้างความเข้าใจแก่สมาชิกของกลุ่มผู้ใช้น้ำให้มีการมีส่วนร่วมโดย มีการสร้างกฎเกณฑ์ที่ใช้หลักธรรมซึ่งพระพุทธเจ้าตรัสแสดงไว้จำนวนมากเพื่อเป็นเครื่องเหนี่ยวรั้งใน การใช้อำนาจของผู้ปกครองซึ่งเป็นหลักธรรมเพื่อสร้างความสามัคคีโดยมีข้อเสนอแนะให้เทศบาล ควรมีการสอบถามความคิดเห็นของสมาชิก เกี่ยวกับความต้องการในการจัดการน้ำ ส่งเสริมการจัดประเพณีท้องถิ่นที่เกี่ยวข้องกับการดูแลรักษาแหล่งน้ำอย่างต่อเนื่อง ให้ความรู้กับสมาชิกเกี่ยวกับการจัดการน้ำ มีการวางแผนการจัดการน้ำร่วมกันระหว่างสมาชิก และเทศบาลควรมีการวางแผนการจัดการน้ำที่ชัดเจนและดำเนินการอย่างมีประสิทธิภาพ

          The objectives of this research were: 1. to study the level of opinions about water management for agriculture of Pa Sak Municipality. Muang District. Lamphun Province; Sak. Muang District. Lamphun Province. classified by personal factors. 2. To study and compare opinions on water management for agriculture of Pa Sak Sub-district Municipality. Muang District. Lamphun Province. classified by personal factors. Muang District. Lamphun Province. This study used a sample group of 223 farmers who use water for agriculture. In-depth interviews were conducted with key informants. A total of 12 photographs or people.

             The research results found that 1. The level of opinions about water management for agriculture of Pa Sak Sub-district Municipality. Mueang District. Lamphun Province. it was found that the level of water management for agriculture according to the 5 Chakkattiwatra principles of Pa Sak Sub-district Municipality. Mueang District. Lamphun Province as shown included at a high level.

            2. Comparison of opinions on water management for agriculture of Pa Sak Sub-district Municipality. Muang District. Lamphun Province. In terms of gender. there are different opinions. so the assumptions are accepted. As for other aspects. they have the same opinions. so they reject the hypothesis.

         3. Guidelines for water management for agriculture according to Buddhist principles of Pa Sak Subdistrict Municipality. Muang District. Lamphun Province. starting from community leaders. and water user groups and agencies directly responsible must focus on strategic policy formulation can be integrated from upstream. midstream to downstream And collecting data into the agricultural economy. Establishment of a group of water users for agriculture. Creating understanding among members of the water user group to have participation by creating rules that use the principles taught by the Buddha in large numbers to restrain the use of the ruler's power. which is the principle to create Unity. with the suggestion that the municipality should ask the opinions of the members. Regarding the need for water management. Promote the organization of local traditions related to the maintenance of water resources continuously. educate members about water management. have a joint water management plan between members. And the municipality should have a clear water management plan and implement it efficiently.
