           การศึกษาวิจัยนี้มีวัตถุประสงค์ วิจัยนี้มีวัตถุประสงค์ 1)เพื่อศึกษาระดับความคิดเห็นของประชาชนต่อการบริหารจัดการองค์กรภาครัฐสู่ความเป็นเลิศ ของเทศบาลตำบลบ้านธิ อำเภอบ้านธิ จังหวัดลำพูน 2)เพื่อเปรียบเทียบความคิดเห็นของประชาชนต่อการบริหารจัดการองค์กรภาครัฐสู่ความเป็นเลิศ ของเทศบาลตำบลบ้านธิ อำเภอบ้านธิ จังหวัดลำพูน โดยจำแนกตามปัจจัยส่วนบุคคล 3)เพื่อนำเสนอแนวทางการส่งเสริมการบริหารจัดการองค์กรภาครัฐสู่ความเป็นเลิศของเทศบาลตำบลบ้านธิ อำเภอบ้านธิ จังหวัดลำพูน โดยการประยุกต์ตามหลักอิทธิบาทธรรม โดยได้กำหนดรูปแบบการวิจัยตามรายละเอียดดังนี้

     การวิจัยครั้งนี้ดำเนินการตามระเบียบวิธีวิจัยแบบผสานวิธี ประกอบด้วยการวิจัยเชิงปริมาณด้วยการแจกแบบสอบถาม ประชากรในการวิจัยคือ ประชาชนในเขตตำบลบ้านธิ อำเภอบ้านธิ จังหวัดลำพูน การวิจัยเชิงปริมาณได้กลุ่มตัวอย่างจำนวน 361 คน การวิจัยเชิงปริมาณใช้วิธีการวิเคราะห์ข้อมูลด้วยการหาความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และวิเคราะห์โดยการทดสอบค่าที (t-test) และค่าเอฟ (F-test) ด้วยการวิเคราะห์ความแปรปรวนแบบทางเดียว (One-Way Anova) เมื่อพบว่ามีความแตกต่างจึงทดสอบความแตกต่างรายคู่โดยวิธีการหาผลต่างนัยสำคัญน้อยที่สุด (Least Significant Difference : LSD) และการวิจัยเชิงคุณภาพโดยวิธีการสัมภาษณ์เชิงลึกกับผู้ให้ข้อมูลสำคัญ จำนวน 10 รูปหรือคน โดยใช้เทคนิคการวิเคราะห์เนื้อหาจัดกลุ่มข้อมูล ใช้วิธีการวิเคราะห์เชิงเนื้อหา (Content Analysis Technique) พร้อมทั้งนำเสนอโดยวิธีการพรรณนา

           ผลการวิจัยพบว่า

          1. ระดับความคิดเห็นของประชาชนต่อการบริหารจัดการองค์กรภาครัฐสู่ความเป็นเลิศของเทศบาลตำบลบ้านธิ อำเภอบ้านธิ จังหวัดลำพูน โดยภาพรวมอยู่ในระดับปานกลาง (x̄ = 3.12, S.D. = 1.164) เมื่อจำแนกเป็นรายด้านพบว่า ด้านการนำองค์การ ด้านการวางแผนเชิงยุทธศาสตร์ ด้านการวัดการวิเคราะห์และการจัดการความรู้ ด้านการมุ่งเน้นทรัพยากรบุคคล ด้านผลลัพธ์การดำเนินการ ด้านการจัดการกระบวนการ ด้านการให้ความสำคัญกับผู้รับบริการและผู้มีส่วนได้ส่วนเสีย ทุกด้านอยู่ในระดับปานกลางตามลำดับ

        2. การเปรียบเทียบความคิดเห็นของประชาชนต่อการบริหารจัดการองค์กรภาครัฐสู่ความเป็นเลิศของเทศบาลตำบลบ้านธิ อำเภอบ้านธิ จังหวัดลำพูน ในภาพรวมจำแนกตาม เพศ อายุ อาชีพ และรายได้ ในภาพรวมไม่แตกต่างกัน จึงปฏิเสธสมมติฐานการวิจัย ส่วนปัจจัยด้านระดับการศึกษามีความแตกต่างกันอย่างมีนัยสำคัญที่ 0.05 จึงยอมรับสมมติฐานการวิจัย

         3. แนวทางการส่งเสริมการบริหารจัดการองค์กรภาครัฐสู่ความเป็นเลิศของเทศบาลตำบลบ้านธิ อำเภอบ้านธิ จังหวัดลำพูน โดยการประยุกต์ตามหลักอิทธิบาทธรรม พบว่า แนวทางการส่งเสริมการบริหารจัดการองค์กรภาครัฐสู่ความเป็นเลิศของเทศบาลตำบลบ้านธิมีประเด็นดังนี้ การมุ่งเป้าหมายขององค์กรเป็นหลักเพื่อเป็นการรับรู้เป้าหมายร่วมกัน การกำหนดแผนงานให้สอดคล้องกับยุทธศาสตร์ในทุกระดับ การสร้างมีส่วนร่วมในทุกระดับให้ครอบคลุมทั้งกระบวนการตั้งแต่ต้นจนจบ การประเมินและตรวจสอบเพื่อนำผลมาใช้ให้เกิดประโยชน์ในการสร้างแนวทางต่อไป การดูแลทีมงานที่เป็นกำลังให้ในการปฏิบัติงานอย่างเหมาะสม การสร้างระบบการทำงานที่มีขั้นตอนชัดเจนโดยที่สามารถเชื่อมโยงสนับสนุนกันได้ การบันทึกผลการดำเนินงานไว้เป็นฐานข้อมูลเพื่อนำไปพัฒนาต่อไป การประยุกต์หลักอิทธิบาทธรรมสามารถนำมาใช้ได้ดังนี้ ฉันทะคือผู้บริหารต้องเป็นแบบอย่างที่ดี วิริยะคือการหมั่นประเมินติดตามการปฏิบัติงาน จิตตะคือสร้างแรงจูงใจในการปฏิบัติงาน วิมังสาคือรู้จักวิเคราะห์และเรียนรู้อย่างต่อเนื่อง

        This research study aims to This research has the objectives 1) To study the level of public opinion towards the management of government organizations towards excellence. of Ban Thi Subdistrict Municipality, Ban Thi District, Lamphun Province. 2) to compare public opinions towards the management of government organizations towards excellence of Ban Thi Sub-district Municipality, Ban Thi District, Lamphun Province, classified by personal factors. 3) To present guidelines for promoting the management of government organizations towards excellence of Ban Thi Sub-district Municipality, Ban Thi District, Lamphun Province by applying the principle of Iddhibadadhamma. The research pattern has been defined as follows:

            This research was conducted according to the integrated research methodology. It consists of quantitative research by distributing questionnaires. The research population is People in Ban Thi Sub-district, Ban Thi District, Lamphun Province. The quantitative research consisted of 361 samples. The quantitative research method used data analysis by finding frequency, percentage, mean, and standard deviation. and analyzed by t-test and F-test by one-way analysis of variance (ANOVA). Least Significant Difference (LSD) method and qualitative research by in-depth interviews with 10 key informants or people using content analysis technique clustered data. Content Analysis Technique was used and presented by descriptive method.

             The results showed that

            1. The level of people's opinions toward the management of government organizations towards excellence of Ban Thi Sub-district Municipality, Ban Thi District, Lamphun Province was generally at a medium level (x̄ = 3.12, S.D. = 1.164) when Classified by side found that Organization Leadership Strategic Planning measurement, analysis and knowledge management Focusing on human resources Operational results Process Management Focusing on service recipients and stakeholders All aspects were moderate respectively.

          2. The comparison of people's opinions toward the management of government organizations towards excellence of Ban Thi Sub-district Municipality, Ban Thi District, Lamphun Province in the overall picture classified by gender, age, occupation and overall income were not different. Therefore, the research hypothesis was rejected. As for the educational level factor, there was a significant difference at 0.05. Therefore, the research hypothesis was accepted.

            3. Guidelines for promoting government organization management to excellence of Ban Thi Sub-district Municipality, Ban Thi District, Lamphun Province by applying the principles of Iddhibadadhamma found that the guidelines for promoting government organization management to excellence of Ban Thi Municipality Thi has the following issues: Focusing on the goals of the organization as a common goal recognition. formulating work plans in line with strategies at all levels Creating engagement at all levels to cover the entire process from start to finish. Assessment and inspection in order to bring the results to be useful in creating further guidelines. Taking care of the team that is supporting the work properly. Creating a working system with clear steps that can be linked to support each other recording the performance as a database for further development The application of Iddhibadadhamma principles can be used as follows. Chanta is that executives must be good role models. Viriya is constantly evaluating and monitoring performance. Chitta is motivation for performance. Vimangsa means analyzing and continually learning.
