การวิจัยนี้มีวัตถุประสงค์ 1) เพื่อศึกษาระดับความคาดหวังของประชาชนต่อการบริหารงานสาธารณะด้านการศึกษาของเทศบาลตำบลก้อ อำเภอลี้ จังหวัดลำพูน 2) เพื่อเปรียบเทียบความคาดหวังของประชาชนต่อการบริหารงานสาธารณะด้านการศึกษาของเทศบาลตำบลก้อ  อำเภอลี้ จังหวัดลำพูน โดยจำแนกตามปัจจัยส่วนบุคคล 3) เพื่อนำเสนอแนวทางการเพิ่มประสิทธิผลการบริหารงานสาธารณะด้านการศึกษาของเทศบาลตำบลก้อ อำเภอลี้ จังหวัดลำพูน โดยการประยุกต์ตามหลักไตรสิกขา

การวิจัยครั้งนี้ดำเนินการตามระเบียบวิธีวิจัยแบบผสานวิธี ประกอบด้วย การวิจัยเชิงปริมาณด้วยการแจกแบบสอบถาม ประชากรในการวิจัยคือ ประชาชนในเขตเทศบาลตำบลก้อ  อำเภอลี้ จังหวัดลำพูน ได้กลุ่มตัวอย่างจำนวน 332 คน การวิจัยเชิงปริมาณเก็บรวบรวมข้อมูลโดยใช้แบบสอบถาม ใช้วิธีการวิเคราะห์ข้อมูลด้วยการหาความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และวิเคราะห์โดยการทดสอบค่าที (t-test) และค่าเอฟ (F-test) ด้วยการวิเคราะห์ความแปรปรวนแบบทางเดียว (One-Way Anova) เมื่อพบว่ามีความแตกต่างจึงทดสอบความแตกต่างรายคู่โดยวิธีการหาผลต่างนัยสำคัญน้อยที่สุด (Least Significant Difference : LSD) และการวิจัยเชิงคุณภาพโดยวิธีการสัมภาษณ์เชิงลึกกับผู้ให้ข้อมูลสำคัญ จำนวน 10 รูปหรือคน โดยใช้เทคนิคการวิเคราะห์เนื้อหาจัดกลุ่มข้อมูล ใช้วิธีการวิเคราะห์เชิงเนื้อหา (Content Analysis Technique) พร้อมทั้งนำเสนอโดยวิธีการพรรณนาอ้างอิงคำพูดบุคคล

ผลการวิจัยพบว่า

1. ระดับความคาดหวังของประชาชนต่อการบริหารงานสาธารณะด้านการศึกษาของเทศบาลตำบลก้อ อำเภอลี้ จังหวัดลำพูน โดยภาพรวมอยู่ในระดับมาก ( x̅ = 3.66, S.D. = 0.565) เมื่อจำแนกเป็นรายด้านพบว่า ด้านการอนุรักษ์ ฟื้นฟูวัฒนธรรมล้านนา ภูมิปัญญา ด้านการพัฒนาสื่อการเรียนการสอน และเทคโนโลยีสารสนเทศสมัยใหม่ ด้านการสนับสนุนการเรียนรู้คู่คุณธรรม ร่วมกับสถาบันทางศาสนา ด้านการพัฒนาการศึกษาและการกีฬา ด้านการพัฒนาคุณภาพมาตรฐานการศึกษาให้มีคุณภาพ ทุกด้านอยู่ในระดับมาก ตามลำดับ

                 2. การเปรียบเทียบความคาดหวังของประชาชนต่อการบริหารงานสาธารณะด้านการศึกษาของเทศบาลตำบลก้อ อำเภอลี้ จังหวัดลำพูน โดยภาพรวม จำแนกตามเพศ (t = 0.091, Sig.= 0.928) อายุ (F= 0.710, Sig.= 0.547) การศึกษา (F= 2.133, Sig.= 0.096) สถานภาพ (F= 0.663, Sig.= 0.618) ไม่แตกต่างกัน จึงปฏิเสธสมมติฐานการวิจัย ส่วนปัจจัยส่วนบุคคลด้านอาชีพ (F= 2.677, Sig.= 0.047*) และรายได้ (F= 3.786, Sig.= 0.011*) แตกต่างกัน จึงยอมรับสมมติฐานการวิจัย

                   3. แนวทางการเพิ่มประสิทธิผลการบริหารงานสาธารณะด้านการศึกษาของเทศบาลตำบลก้อ อำเภอลี้ จังหวัดลำพูน โดยการประยุกต์ตามหลักไตรสิกขา พบว่า การส่งเสริมการเพิ่มประสบการณ์ชีวิตควบคู่กับการเรียนเพื่อให้เด็กได้พัฒนาอย่างมีประสิทธิภาพมากที่สุด การบูรณาการกิจกรรมที่มีการแทรกแนวคิดทางพระพุทธศาสนาร่วมด้วย การสนับสนุนการใช้เทคโนโลยีสมัยใหม่ในการเรียนการสอนเพื่อเพิ่มความรู้ที่กว้างขึ้น การสนับสนุนกิจกรรมที่สร้างสรรในพื้นที่ทั้งด้านการเล่นกีฬา การเปิดเวทีแลกเปลี่ยนเรียนรู้ให้คนต่างวันได้เรียนรู้วิถีที่แตกต่างกัน แนวทางการประยุกต์ใช้หลักไตรสิกขาเพื่อเพิ่มประสิทธิผลการบริหารงานสาธารณะด้านการศึกษาของเทศบาลตำบลก้อ  มีดังนี้ ศีลคือการปลูกฝังระเบียบวิถีชุมชนผ่านกิจกรรม ประเพณีต่างๆ สมาธิคือการส่งเสริมกิจกรรมทางพระพุทธศาสนาที่ให้เด็กและเยาวชนเข้าร่วมทำให้เรียนรู้ถึงการมีสติไม่ประมาทในการใช้ชีวิต  และปัญญาคือการพิจารณาเรียนรู้ผ่านประสบการณ์ในชีวิตประจำวัน

บทคัดย่อภาษาอังกฤษ

                 This research aimed 1) to study the level of people’s expectation towards public administration in education of Kor Subdistrict Municipality, Li District, Lamphun Province, 2)to compare people’s expectation towards public administration in education of Kor Subdistrict Municipality, Li District, Lamphun Province, classified by personal factors, and 3) to present guidelines for enhancing the effectiveness of public administration in education of Ko Subdistrict Municipality, Li District, Lamphun Province by applying the Threefold Training Principle.

            This research was conducted according to the integrated research methodology consisting of quantitative research by distributing questionnaires. The research population were 332 people in Kor Subdistrict municipality, Li District, Lamphun Province. The data were analyzed using frequency, percentage, mean, standard deviation, and analyzed by t-test and F-test by one-way analysis of variance (ANOVA). When there was a difference, Least Significant Difference (LSD) method and qualitative research by in-depth interviews were used with 10 key informants. Content analysis technique was used along with the presentation by descriptive references to people’s words.

                    The results showed that

                    1. The level of people’s expectation towards public administration in education of Kor Subdistrict Municipality, Li District, Lamphun Province in overall was at a high level (= 3.66, S.D. = 0.565). When the researcher classified by aspect, it was found that conservation and restoration of Lanna culture and wisdom, development of teaching and learning materials, modern information technology, support for learning with morality together with religious institutions, education and sports development, and developing the quality of educational standards to have were at a high level respectively.

               2. Comparison of people’s expectation towards public administration in education of Koh Subdistrict Municipality, Li District, Lamphun Province, classified by sex (t = 0.091, Sig. = 0.928), age (F = 0). .710, Sig.= 0.547), education (F= 2.133, Sig.= 0.096), status (F= 0.663, Sig.= 0.618), were not different. Therefore, the research hypothesis was rejected. Contrastingly, the occupational personal factors (F= 2.677, Sig.= 0.047*) and income (F= 3.786, Sig.= 0.011*) were different. Therefore, the research hypothesis was accepted.

                3. For guidelines for enhancing the effectiveness of public administration in education of Ko Subdistrict Municipality, Li District, Lamphun Province by applying the Threefold Principle, it was found that the promotion of increasing life experiences went well with children’s learning so that they could develop most effectively. This should be done with integration of activities with Buddhist concepts, supporting the use of modern technology in teaching and learning to increase knowledge, supporting creative activities in the area in terms of sports, opening a forum to exchange knowledge for people from different days to learn different ways. The guidelines for applying the Threefold Principle to increase the effectiveness of public administration in education of the Kor Subdistrict Municipality were as follows: precepts were the cultivation of community rules through activities and traditions, meditation was the promotion of Buddhist activities that children and youth participated in learning, knowing the consciousness of not being careless in life and wisdom was the consideration of learning through everyday experiences.
