บทคัดย่อภาษาไทย

               การวิจัยนี้มีวัตถุประสงค์ 1) เพื่อศึกษาระดับการมีส่วนร่วมในการตัดสินใจพัฒนาชุมชนของเทศบาลตำบลศรีเตี้ย อำเภอบ้านโฮ่ง จังหวัดลำพูน 2) เพื่อเปรียบเทียบความคิดเห็นเกี่ยวกับการมีส่วนร่วมในการตัดสินใจการพัฒนาชุมชนของเทศบาลตำบลศรีเตี้ย อำเภอบ้านโฮ่ง จังหวัดลำพูน โดยจำแนกตามปัจจัยส่วนบุคคล 3) เพื่อนำเสนอแนวทางการมีส่วนร่วมในการตัดสินใจการพัฒนาชุมชนของเทศบาลตำบลศรีเตี้ยตามหลักพุทธธรรม อำเภอบ้านโฮ่ง จังหวัดลำพูน

               การวิจัยครั้งนี้ดำเนินการตามระเบียบวิธีวิจัยแบบผสานวิธี ประกอบด้วยการวิจัยเชิงปริมาณด้วยการแจกแบบสอบถาม ประชากรในการวิจัยคือ ประชาชนในตำบลศรีเตี้ย อำเภอบ้านโฮ่ง จังหวัดลำพูน กลุ่มตัวอย่างจำนวน 372 คน เก็บรวบรวมข้อมูลโดยใช้แบบสอบถาม การวิจัยเชิงปริมาณใช้วิธีการวิเคราะห์ข้อมูลด้วยการหาความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และวิเคราะห์โดยการทดสอบค่าที (t-test) และค่าเอฟ (F-test) ด้วยการวิเคราะห์ความแปรปรวนแบบทางเดียว (One-Way Anova) เมื่อพบว่ามีความแตกต่างจึงทดสอบความแตกต่างรายคู่โดยวิธีการหาผลต่างนัยสำคัญน้อยที่สุด (Least Significant Difference : LSD) และการวิจัยเชิงคุณภาพโดยวิธีการสัมภาษณ์เชิงลึกกับผู้ให้ข้อมูลสำคัญ จำนวน 10 รูปหรือคน โดยใช้เทคนิคการวิเคราะห์เนื้อหาจัดกลุ่มข้อมูล ใช้วิธีการวิเคราะห์เชิงเนื้อหา (Content Analysis Technique) พร้อมทั้งนำเสนอโดยวิธีการพรรณนา

               ผลการวิจัยพบว่า

               1. ระดับความคิดเห็นเกี่ยวกับการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาชุมชนตามหลักพุทธธรรม เทศบาลตำบลศรีเตี้ย อำเภอบ้านโฮ่ง จังหวัดลำพูน โดยภาพรวมมีระดับปานกลาง (x̄= 3.38, S.D. = 0.664) เมื่อจำแนกเป็นรายด้าน พบว่า อยู่ในระดับมากคือ ด้านการมีส่วนร่วมในการติดตามและประเมินผล และในส่วนด้านการมีส่วนร่วมจัดทำแผนพัฒนาชุมชนตามหลักอปริหานิยธรรมของเทศบาลตำบลศรีเตี้ย อำเภอบ้านโฮ่ง จังหวัดลำพูน โดยภาพรวมอยู่ในระดับปานกลาง (x̄= 3.44, S.D. = 0.683) เมื่อจำแนกเป็นรายด้านพบว่า อยู่ในระดับมากคือ ด้านการรักษาสถานที่สำคัญทางพระพุทธศาสนาในชุมชน ด้านที่เหลืออยู่ในระดับปานกลางทั้งหมด

                2. ผลการเปรียบเทียบระดับการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาชุมชนตามหลักพุทธธรรม เทศบาลตำบลศรีเตี้ย อำเภอบ้านโฮ่ง จังหวัดลำพูนในภาพรวมจำแนกตาม เพศ (t = -0.928, Sig.= 0.354) อายุ (F= 0.331, Sig.= 0.803) ระดับการศึกษา (F= 2.346, Sig.= 0.072) อาชีพ (F= 0.909, Sig.= 0.459) ไม่แตกต่างกัน จึงปฏิเสธสมมติฐานการวิจัย ส่วนปัจจัยส่วนบุคคลด้านรายได้ (F= 3.697, Sig.= 0.012*) แตกต่างกัน อย่างมีนัยสำคัญที่ 0.05 จึงยอมรับสมมติฐานการวิจัย

        3. แนวทางการส่งเสริมการมีส่วนร่วมในการตัดสินใจการพัฒนาชุมชนของเทศบาลตำบลศรีเตี้ยตามหลักพุทธธรรม อำเภอบ้านโฮ่ง จังหวัดลำพูน พบว่า การที่ทุกส่วนร่วมแลกเปลี่ยนในเวทีประชาคมของหมู่บ้าน การส่งเสริมให้ผู้มีส่วนได้เสียได้เข้ามามีบทบาทในการดำเนินงานต่าง ๆ การมุ่งเป้าหมายสร้างประโยชน์ให้กับชุมชนเป็นหลักบนพื้นฐานความคุ้มค่าและมีประสิทธิภาพ การเปิดกว้างในการรับฟังความคิดเห็นในทุกระดับเพื่อนำมาพัฒนาการปฏิบัติงานการนำหลักพุทธธรรมมาช่วยสนับสนุนการมีส่วนร่วมในการตัดสินใจการพัฒนาชุมชนของเทศบาลตำบลศรีเตี้ยมีดังนี้ การเข้าถึงการแลกเปลี่ยนที่หลากหลายอย่างเป็นทางการและไม่เป็นทางการ การชี้แจงก่อนการประชุมให้ชัดเจนเพื่อการรับรู้ร่วมกัน การสร้างข้อตกลงในชุมชนและมีมาตรการในการควบคุมดูแล ด้านการเคารพนับถือผู้นำคือการเคารพบทบาทหน้าที่ของแต่ละคน การไม่เลือกปฏิบัติไม่แบ่งฝ่ายร่วมมือกัน การปลูกฝังให้เห็นความสำคัญของพุทธสถานในชุมชนเพื่อช่วยกันดูแลไม่ให้เสียหาย การนำหลักพุทธรรมที่ได้เรียนรู้มาใช้ในชีวิตประจำวันให้เกิดประโยชน์

This research aims to 1) To study the level of participation in community development plan preparation of Sri Tia Subdistrict Municipality. Ban Hong District, Lamphun Province. 2) to compare opinions about the participation in the community development plan of Sri Tia Subdistrict Municipality. Ban Hong District, Lamphun Province, classified by personal factors 3) To present guidelines for participation in the preparation of community development plans of Sri Tia Subdistrict Municipality according to Buddhist principles. Ban Hong District, Lamphun Province

               This research was conducted according to the integrated research methodology. It consists of quantitative research by distributing questionnaires. The research population is People in Sri Tia Subdistrict Ban Hong District, Lamphun Province. The sample consisted of 372 people. Data were collected by questionnaires. The quantitative research method used data analysis by finding frequency, percentage, mean, standard deviation. and analyzed by t-test and F-test by one-way analysis of variance (ANOVA). Least Significant Difference (LSD) method and qualitative research by in-depth interviews with 10 key informants or people using content analysis technique clustered data. The content analysis technique was used, along with the presentation by descriptive references to people's words.

                 The results showed that

                 1.The level of opinions about people's participation in the preparation of community development plans based on Buddhist principles. Si Tia Subdistrict Municipality Ban Hong District, Lamphun Province as a whole had a moderate level (x̄= 3.38, S.D. = 0.664). Participation in monitoring and evaluation And in the part of participation in the preparation of community development plans according to the principles of Aparihani Dharma of Sri Tia Subdistrict Municipality. Ban Hong District, Lamphun Province as a whole was at a moderate level (x̄= 3.44, S.D. = 0.683). is at a high level in preserving important places of Buddhism in the community all moderate remaining sides

2. Comparative results of the level of participation of the people in the preparation of community development plans according to Buddhist principles Si Tia Subdistrict Municipality Ban Hong District Lamphun Province as a whole classified by gender (t = -0.928, Sig.= 0.354), age (F= 0.331, Sig.= 0.803), education level (F= 2.346, Sig. = 0.072), occupation (F= 0.909, Sig.= 0.459) was not different. Therefore, the research hypothesis was rejected. As for personal factors, income (F= 3.697, Sig.= 0.012*) was significantly different at 0.05, therefore, the research hypothesis was accepted.

3. Guidelines for promoting participation in the preparation of community development plans of Sri Tia Subdistrict Municipality according to Buddhist principles Ban Hong District, Lamphun Province. Encouraging stakeholders to play a role in various operations, aiming to create benefits for the community mainly on the basis of worthiness and efficiency. Openness to listen to opinions at all levels in order to improve operations. The principles of Buddhism to support the participation in the preparation of the community development plan of Sri Tia Subdistrict Municipality are as follows: Official and unofficial access to a wide range of exchanges. Explanation before the meeting clearly for mutual recognition. Establishing community agreements and supervising measures The aspect of respecting leaders is respecting each person's role and responsibilities. non-discrimination, non-discrimination, co-operation Cultivating the importance of Buddhist places in the community to help protect them from damage.
