บทคัดย่อภาษาไทย

          สารนิพนธ์ฉบับนี้มีวัตถุประสงค์ดังนี้ 1. เพื่อศึกษาระดับการมีส่วนร่วมของประชาชนในการพัฒนาท้องถิ่น : กรณีศึกษาองค์การบริหารส่วนตำบลบ้านดู่ อำเภออาจสามารถ จังหวัดร้อยเอ็ด 2. เพื่อเปรียบเทียบการมีส่วนร่วมของประชาชนในการพัฒนาท้องถิ่น : กรณีศึกษาองค์การบริหารส่วนตำบลบ้านดู่ อำเภออาจสามารถ จังหวัดร้อยเอ็ด 3. เพื่อเสนอแนวทางพัฒนาการมีส่วนร่วมของประชาชนในการพัฒนาท้องถิ่น : กรณีศึกษาองค์การบริหารส่วนตำบลบ้านดู่ อำเภออาจสามารถ จังหวัดร้อยเอ็ด โดยดำเนินการตามระเบียบวิธีการวิจัยแบบผสานวิธี คือการวิจัยเชิงปริมาณซึ่งใช้วิธีการวิจัยเชิงสำรวจ โดยการแจกแบบสอบถามและกลุ่มตัวอย่างที่ใช้ในการวิจัย คือ ประชาชนที่อยู่อาศัยในเขตพื้นที่ตำบลบ้านดู่ อำเภออาจสามารถ จังหวัดร้อยเอ็ด โดยใช้วิธีการสุ่มตัวอย่างโดยใช้สูตรของ ทาโร่ ยามาเน่ ได้กลุ่มตัวอย่างจำนวน 368 คน โดยวิเคราะห์ข้อมูลด้วยการหาความถี่ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และวิเคราะห์การโดยทดสอบค่าที และการทดสอบค่า F ด้วยการใช้วิธีวิเคราะห์ความแปรปรวนทางเดียว ในส่วนตัวแปรต้นมีตั้งแต่ 3 กลุ่มขึ้นไป เมื่อพบว่ามีความแตกต่างจะทำการเปรียบเทียบความแตกต่างค่าเฉลี่ยเป็นรายคู่ ด้วยวิธีผลต่างอย่างมีนัยสำคัญน้อยที่สุดและวิธีวิจัยเชิงคุณภาพ โดยวิธีการสัมภาษณ์แบบเชิงลึกกับผู้ที่ให้ข้อมูลสำคัญ จำนวน 12 รูปหรือคน โดยใช้เทคนิคการวิเคราะห์เนื้อหาเชิงพรรณนา

          ผลการวิจัยพบว่า

          1.ระดับการมีส่วนร่วมของประชาชนในการพัฒนาท้องถิ่น : กรณีศึกษาองค์การบริหารส่วนตำบลบ้านดู่ อำเภออาจสามารถ จังหวัดร้อยเอ็ดโดยภาพรวมอยู่ในระดับมาก การมีส่วนร่วมของประชาชนในการพัฒนาท้องถิ่น กรณีศึกษาองค์การบริหารส่วนตำบลบ้านดู่ อำเภออาจสามารถจังหวัดร้อยเอ็ด ตามหลักอิทธิบาท 4 โดยภาพรวมอยู่ในระดับมาก และการมีส่วนร่วมของประชาชนในการพัฒนาท้องถิ่น : กรณีศึกษาองค์การบริหารส่วนตำบลบ้านดู่ อำเภออาจสามารถ จังหวัดร้อยเอ็ดโดยภาพรวมอยู่ในระดับมาก

          2. ผลการเปรียบเทียบการมีส่วนร่วมของประชาชน.ในการพัฒนาท้องถิ่น องค์การบริหารส่วนตำบลบ้านดู่ อำเภออาจสามารถ จังหวัดร้อยเอ็ด โดยจำแนกตามปัจจัยส่วนบุคคล พบว่า อายุ ระดับการศึกษา อาชีพ รายได้ และระยะเวลาที่อาศัยในพื้นที่ต่างกัน มีส่วนร่วมในการพัฒนาท้องถิ่นแตกต่างกัน โดยมีนัยสำคัญทางสถิติที่ระดับ 0.05 จึงยอมรับสมมติฐานการวิจัย ส่วนประชาชนที่มี เพศต่างกันจะมีส่วนร่วมในการการพัฒนาท้องถิ่นไม่แตกต่างกัน จึงปฏิเสธสมมติฐานการวิจัย

          3. แนวทางพัฒนาการมีส่วนร่วมของประชาชนในการพัฒนาท้องถิ่น องค์การบริหารส่วนตำบลบ้านดู่ อำเภออาจสามารถ จังหวัดร้อยเอ็ด 1.ส่งเสริมประชาชนมีส่วนร่วมในการเสนอโครงการต่างๆที่ช่วยส่งเสริมการมีรายได้ในชุมชน 2.ส่งเสริมในการจัดกิจกรรมทำความสะอาดแก่ชุมชนอย่างสม่ำเสมอ 3.การส่งเสริมวัฒนธรรมประเพณีและภูมิปัญญาท้องถิ่น 4.ส่งเสริมให้เยาวชนให้ความสำคัญต่อวัฒนธรรมท้องถิ่นเพื่อสืบสานประเพณีอันดีงามต่อไป 5.ส่งเสริมให้ประชาชนทำกิจกรรมร่วมกันในชุมชนเพื่อให้เกิดความสามัคคี

บทคัดย่อภาษาอังกฤษ

            The study consisted of the following objectives: 1) to investigate people’s participation in local development on a case study of Ban Du Subdistrict Administrative Organization, At Samat District, Roi Et Province; 2) to compare people’s participation in local development on a case study of Ban Du Subdistrict Administrative Organization, At Samat District, Roi Et Province; and 3) to propose the guidelines for enhancing people’s participation in local development on a case study of Ban Du Subdistrict Administrative Organization, At Samat District, Roi Et Province.

            The study employed mixed-methods research including quantitative and qualitative methods. The quantitative method used questionnaires to collect data. A sample group included residents in Ban Du Subdistrict Administrative Organization, At Samat District, Roi Et Province. A sample size of 368 persons was determined using Taro Yamane formula. The obtained data were analyzed by using frequency, percentage, mean, standard deviation, t-test, f-test, and One-Way ANOVA. When there were more than three independent variables, the pairwise differences were assessed using the least significant difference. For qualitative method, the tool used was in-depth interview with 12 key informants. The obtained data were analyzed by content analysis technique.

            From the study, the following results were found:

            1) The level of people’s participation in local development on a case study of Ban Du Subdistrict Administrative Organization, At Samat District, Roi Et Province was overall at a high level. People’s participation in local development on a case study of Ban Du Subdistrict Administrative Organization based on Iddhipāda (Four Paths of Accomplishment) was overall at a high level. People’s participation in local development on a case study of Ban Du Subdistrict Administrative Organization, At Samat District, Roi Et Province was overall at a high level.

            2) From comparing people’s participation in local development on a case study of Ban Du Subdistrict Administrative Organization classified by different ages, educational levels, occupations, incomes, and length of stay in the area, the results found that their participation was different with a statistical significance of 0.05 level; therefore, the null hypothesis was accepted. People of different genders had no difference in their participation in local development; therefore, the null hypothesis was rejected.

            3) The guidelines for enhancing people’s participation in local development on a case study of Ban Du Subdistrict Administrative Organization, At Samat District, Roi Et Province were as follows: (1) promoting people’s participation in proposing projects that could bring additional income for the community; (2) promoting cleaning activities for the community on a daily basis; (3) promoting local wisdom, traditions, and culture; (4) encouraging youth to value local culture in order to preserve the good tradition; and (5) promoting people to take part in community activities in order to promote solidarity.
